In response to questions and comments, members were informed about the following: As a result of input received, two pre-budget workshops will be scheduled

in 2012 to engage the Board prior to the public budget consultation process; a budget workshop in April to discuss high-level, strategic priorities and a workshop in July to discuss a preliminary draft budget

Subject: Electoral Area Director Position Compensation Recommendation: That the Board direct staff to bring forward an amendment to the remuneration bylaw that sets the salary of the electoral area director position at 14.5% of the board chair’s salary. 1. PURPOSE To provide the results of a review conducted of the compensation of the electoral area director position 2. CONTEXT At its April 23, 2010 meeting the Board directed staff to conduct a review of compensation, duties and responsibilities of the electoral area director position, taking into consideration meeting payments and the geographic size of the electoral area, and to bring back a recommendation to the Finance Committee. Since that time the electoral area local government responsibilities changed with the UBC planning function being assumed by the Province. Time has permitted the electoral area director to re-assess the nature and time spent on local government activities and to share observations with staff for the review. The current remuneration policy, bylaw 1057, was established in 2007. It based remuneration on a percentage of the chair’s salary, which until then, remuneration had been set at a monthly rate. Bylaw 1057 established rates as follows:

the chair’s salary was set at 75% of the median of the Metro Vancouver mayors’ salaries;

the vice chair’s salary was set at 50% of the chair’s; the meeting rate was set at .5% of the chair’s; and the electoral area directors salary was set at 10% of the chair’s.

The Electoral Area Director’s remuneration has four components as shown in Table 1 (attached). Three payments are for meeting attendance which is not under review. The fourth is the annual stipend which is the focus of this review and report.

History of Increases Using a derivative of information previously provided to the board, the relative size of the increase in the salary of the chair and that of the electoral area director was compared since 1977, as shown in Table 2 (attached).

In years of lower increases the percentage change in the electoral area director salary was the same as the chair’s but the increase was substantially less in years of large jumps in the chair’s salary (1982, 2003 and 2007). This has led to the electoral area director salary becoming a lower and lower percentage of the chair’s. It is interesting to note that in 2003, when an independent review of board and committee remuneration was done, the electoral area director stipend was unchanged, with a note that a full compensation review of the position should be carried out if it is viewed that the nature/scope of the electoral area director’s function significantly changed. Then in 2007, the adoption of bylaw 1057 resulted in a 24% increase in meeting payment for all directors by establishing the rate at .5% of the Chair’s salary. This was the same percentage increase awarded to the chair’s salary between 2006 and 2007. Establishing the remuneration of the electoral area director at 10% of the Chair’s delivered only a 19% increase. Municipal Councils Base compensation for elected officials typically involves a comparison to related positions. The information previously given to the board provided a comprehensive look at the compensation practices for base salaries of mayors and councillors within Metro Vancouver. This information provided little guidance other than establishing that using a fixed percentage of a “market median” for the board’s chair is a sound methodology. Other Electoral Areas Subsequently a review of the salary and rationale for the establishing salary paid to electoral area directors in select regional districts was undertaken; the information is provided in Table 3 (attached). There is a wide variety of payment methodologies. Rationale for establishing salaries includes factors such as volume of work, population served, traveling time, distance, mileage, and geographic size. The median salary paid to electoral area directors in other regional districts is $17,475 (2011 numbers); this is 26.4% of the Metro Vancouver chair’s salary. Director’s Observations Observation shared by the electoral area director is that the geographic size of the electoral area should not form the basis of remuneration and bears no relationship to the amount of time required of the director. However, time spent on electoral area responsibilities, while varying significantly from week to week, is an estimated average of 10 hours per week. At the current annual stipend of $6,608, this translates to $12.66 per hour. Summary The current policy ties the remuneration of the vice chair, the committee chairs, the electoral area director, and the meeting rate to the chair’s salary. The selection of a 10% ratio for the electoral area director was established in 2007. The 1999 increases did not include the electoral area director. There are discrepancies between 1) the annual increase received by the electoral area director compared to other board members between 1999 and today, and 2) level of average base salary provided to other B.C. regional district electoral area directors.

3. ALTERNATIVES a) Base salary of the electoral area director on the median of other regional district

electoral area directors salaries In this option the electoral area director’s salary is based on the median of other regional district electoral area directors’ salaries, and then applied as a percentage of the chair’s salary. As noted in Table 3, the median salary of electoral area directors in select regional districts is $17,475. If this median salary was to be used as the basis for establishing the electoral area director salary, and it was tied to the chair’s salary, the result would be an annual salary equivalent to 26.4% of the chair’s salary. As there is not a consistent methodology for establishing salary of other regional district electoral area directors, the median may not be a rigorous measure. b) Maintain the status quo Currently the electoral area director’s salary is set at 10% of the chair’s. This option does not address the missed review of the electoral area director in 2003 or that the electoral area director did not get the same increases as the other groups. c) Increase the ratio in the current formula for the electoral area director to 10.4% to

match the increases made in the chair’s salary from 2007 Had the electoral area director’s salary started in at least 2007 by providing the same percentage increase as the chair’s, the result would have been a ratio of 10.34% of the chair or $6,689 per annum by 2011. d) Increase the ratio in the current formula for the electoral area director to 14.5% to

match the increases made in the chair’s salary from 2003 Had the electoral area director received the same percentage increase as the chair’s from 2003 to 2007, the result would have been a ratio of 14.5% of the chair or $9,576 per annum by 2011, thus providing equitable increases. This is the recommended option. 4. CONCLUSION A review of the electoral area director compensation concludes an increase in the electoral area director stipend is warranted.

1. PURPOSE To amend the 2012 Tipping Fee Bylaw to set the tipping fee applicable at the North Shore Transfer Station for all source separated organic waste, including food scraps, food soiled paper, green waste and clean wood waste. 2. CONTEXT Metro Vancouver and its member municipalities have a goal of 70% diversion of material from the garbage by 2015. In order to achieve this goal, organics and more specifically, food scraps and food soiled paper, must be diverted to recycling facilities. Introducing a financial incentive will encourage waste generators to separate their food scraps and food soiled paper for composting. Metro Vancouver is constructing a facility at the North Shore Transfer Station to receive and temporarily store food scraps and food soiled paper either segregated or commingled with yard waste. The material will then be transported to Fraser Richmond Soil & Fibre for processing. Initially this service will only be for organic waste collected by municipalities from single family residents. The current tipping fee for disposal of mixed garbage is $107 per tonne. The proposed tipping fee for source separated organics at the North Shore Transfer Station is $71 per tonne. This rate applies to food scraps, food soiled paper, green waste and clean wood waste from any sources which is deposited at the North Shore Transfer Station. The $71 per tonne rate is an increase of $8 per tonne over the current rate for green waste of $63 per tonne and will cover the cost of modifications at the North Shore Transfer Station and the

The bylaw would take effect on May 1, 2012. 3. ALTERNATIVES

1. The Board may: a) Introduce and give first, second and third reading to “Greater Vancouver

Sewerage and Drainage District Bylaw No. 267, 2012, A Bylaw to Establish the Tipping Fee and Solid Waste Disposal Regulation”;

b) Reconsider, pass and finally adopt “Greater Vancouver Sewerage and Drainage District Bylaw No. 267, 2012, A Bylaw to Establish the Tipping Fee and Solid Waste Disposal Regulation”;

2. The Board may direct staff to modify provisions of the bylaw.

CONCLUSION The proposed tipping fee for source separated organics at the North Shore Transfer Station is $71 per tonne, an increase of $8 per tonne over the current rate for green waste of $63 per tonne. The increased tipping fee will ensure the recovery of the cost of modifications at the North Shore Transfer Station and the additional processing cost for organics including food scraps. BYLAW NO. 267, 2012

A Bylaw to Establish the Tipping Fee and Solid Waste Disposal Regulation

WHEREAS: A. Pursuant to the Greater Vancouver Sewerage and Drainage District Act (the “Act”) the

objects of the Greater Vancouver Sewerage and Drainage District (“GVS&DD”) include the disposal of all types of waste and the operation and administration of facilities for the disposal of all types of waste;

B. Section 7A(5)(b) of the Act empowers the GVS&DD to establish the uses to which its

waste disposal facilities may be put and by whom they may be used; C. Section 7A(5)(g) of the Act empowers the GVS&DD to establish scales of charges for

services rendered by the GVS&DD and for the use of any of the GVS&DD’s waste disposal facilities;

D. In relation to the disposal of solid waste generated within its area, section 7B of the Act

empowers the GVS&DD to set levies payable by generators of waste or by other persons who use the services of a waste hauler based on the quantity, volume, type or composition of waste generated;

E. Pursuant to section 14 of the Act, the Board of the GVS&DD may proceed by bylaw,

resolution or order unless specially required by the Act to proceed by by-law. NOW THEREFORE the Board of the Greater Vancouver Sewerage and Drainage District in open meeting assembled, enacts as follows: 1.0 Repeal of Bylaw 1.1 “Greater Vancouver Sewerage and Drainage District Tipping Fee and Solid Waste

Disposal Regulation Bylaw No. 263, 2011” is hereby repealed. 2.0 Citation 2.1 The official citation for this bylaw is “Greater Vancouver Sewerage and Drainage

District Tipping Fee and Solid Waste Disposal Regulation Bylaw No. 267, 2012”. 2.2 This Bylaw may be cited as the “2012 Tipping Fee Bylaw”. 3.0 Definitions 3.1 In this Bylaw:

(a) “Agricultural Waste” means Municipal Solid Waste that originates from an agricultural operation as defined pursuant to the Environmental Management Act and includes manure, used mushroom medium and agricultural vegetation waste;

(b) “Assistant Commissioner” means the person appointed to the position of

Assistant Commissioner from time to time by the GVS&DD and includes any person appointed or designated to act in his or her place;

(c) “Banned Recyclable Material” means Refuse listed under Schedule “D”;

(d) “Banned Recyclable Plastic” means polyethylene terephthalate (number 1

PET plastic), high density polyethylene (number 2 HDPE plastic), low density polyethylene (number 4 LDPE plastic) or polypropylene (number 5 PP);

(e) “Biomedical Waste” means Municipal Solid Waste defined as biomedical

waste pursuant to the Environmental Management Act; (f) “Board” means the Board of the Greater Vancouver Sewerage and Drainage

District; (g) “Clean Wood Waste” means Municipal Solid Waste that comprises solid

wood, plywood, particle board, oriented strand board that is unpainted, unstained and untreated, but that may or may not be pierced with nails or other metal fasteners;

(h) “Commissioner” means the person appointed to the position of Commissioner from time to time by the GVS&DD and includes any person appointed or designated to act in his or her place;

(i) “Contaminated Recyclable Paper” means Recyclable Paper that has been

contaminated with grease, oil, food residue or other material with the result that the paper is Unmarketable;

(j) “Corrugated Cardboard” means Recyclable Paper that consists of a fluted

corrugated sheet and one or two flat linerboards;

(k) “Disposal Site” means any of the Municipal Solid Waste disposal facilities listed in Schedule A;

(l) “Emergency” means a present or imminent event or circumstance that:

(i) is caused by accident, fire, explosion, technical failure, labour strike or the forces of nature; and

(ii) requires prompt coordination of action or special regulation of persons or

property to protect the health, safety or welfare of a person or to limit damage to property;

(m) “Environmental Management Act” means the Environmental Management

Act S.B.C. 2003 c. 53;

(n) “Food Waste” means Municipal Solid Waste that comprises food, including meat, fish, fat, dairy products, bread, baking products, fruits and vegetables, whether cooked or uncooked;

(o) “Fraser Valley Regional District Levy” or “FVRD Levy” means the solid

waste levy that is charged by the Fraser Valley Regional District pursuant to the Fraser Valley Regional District Bylaw No. 0327, 1999, as amended or replaced from time to time;

(p) “Garbage” means Municipal Solid Waste that is deposited in a bunker, pit or

on the tipping floor at a Disposal Site or a Vancouver Disposal Site for disposal, as opposed to a Recycling Area;

(q) “Greater Vancouver Sewerage and Drainage District Act” or “the Act”

means the Greater Vancouver Sewerage and Drainage District Act S.B.C. 1956 c. 59;

(r) “Green Waste” means Municipal Solid Waste that comprises vegetative

matter resulting from gardening, landscaping or land clearing that is capable of being composted and includes grass, shrub and tree branches, grass sod, flowers, weeds, leaves, vegetable stalks, brush and tree stumps with a maximum diameter of 30 centimetres and maximum length of 120 centimetres, but excludes Food Waste and Agricultural Waste;

(s) “Gypsum” means Municipal Solid Waste that comprises board made of

several plies of fiberboard, paper or felt bonded to a hardened gypsum plaster core that is also known as drywall and includes gypsum board that has been painted or covered in wallpaper and removed during renovation and demolition;

(t) “Hazardous Waste” means

(i) dangerous goods if they:

(1) are no longer used for their original purpose, and (2) meet the criteria for Class 2, 3, 4, 5, 6, 8 or 9 of the federal

dangerous goods regulations,

including those that are recycled, treated, abandoned, stored or disposed of, intended for recycling, treatment or disposal or in storage or transit before recycling, treatment or disposal,

(ii) PCB wastes, (iii) wastes containing dioxin, (iv) waste oil, (v) waste asbestos, (vi) waste pest control product containers and wastes containing pest control

products, including wastes produced in the production of treated wood products using pest control products,

(vii)leachable toxic waste, (viii) waste containing tetrachloroethylene, (ix) wastes listed in Schedule 7 to the Hazardous Waste Regulation B.C. Reg.

63/88, as amended or replaced from time to time; and

(x) waste containing polycyclic aromatic hydrocarbon. (u) “International Waste” means Municipal Solid Waste traveling or originating

from outside Canada but does not include Refuse from cruise ships from the United States;

(v) “Load” means the quantity of Municipal Solid Waste material that is or was

contained within a single vehicle attending at a Disposal Site; (w) “Manager” means the person appointed to the position of Division Manager,

Contracted Services from time to time by the GVS&DD and includes any person appointed or designated to act in his or her place;

(x) “Mattresses” means Municipal Solid Waste that comprises a case of canvas or other heavy cloth stuffed with wool, cotton, other fibers or similar material, with or without coiled springs, that was used as a bed or as support for a bed;

(y) “Municipal Solid Waste” means Refuse that originates from residential, light

industrial, commercial, institutional, demolition, land clearing or construction sources or Refuse specified to be included in the GVS&DD’s solid waste management plan pursuant to the Environmental Management Act;

(z) “Occupational Health and Safety Regulation” means the Occupational

Health and Safety Regulation B.C. Reg. 296/97 enacted pursuant to the Workers Compensation Act;

(aa) “Peak Hours” means from 10:00 am to 2:00 pm on Monday through Friday

inclusive; (bb) “Prohibited Material” means Refuse listed under Schedule “C”; (cc) “Quarter” means, within any calendar year, the three month period from

January 1 to March 31, April 1 to June 30, July 1 to September 30, or October 1 to December 31;

(dd) “Radioactive Waste” means waste defined as radioactive waste pursuant to

the Environmental Management Act; (ee) “Reactive Waste” means waste defined as reactive waste pursuant to the

Environmental Management Act;

(ff) “Recyclable Paper” means Municipal Solid Waste manufactured from thin sheets from wood pulp or other fibrous substances that may be converted into reusable materials and includes newspapers and inserts, magazines, telephone directories, catalogues, office papers, envelopes, boxboard, paper bags and mail, but excludes photographic paper, carbon paper, tissue paper,

paper napkins or towels, paper that is adhered to plastic or metal, composite paper products such as tetrapak containers, gable-top paper containers such as milk cartons, or paper that is covered or infused with wax;

(gg) “Recycling Area” means those parts of a Disposal Site or Vancouver

Disposal Site designated for Gypsum, Green Waste, Source Separated Organics, Clean Wood Waste, Mattresses and the specific materials, substances and objects that comprise Source-Separated Recyclables;

(hh) “Recycling Regulation” means the Recycling Regulation, B.C. Reg.

449/2004 enacted pursuant to the Environmental Management Act; (ii) “Refuse” means discarded or abandoned materials, substances or objects;

(jj) “Regional Services Rate” means the fee charged by the GVS&DD for solid

waste management related services that the GVS&DD provides for the benefit of the entire area of the GVS&DD including, but not limited to, system analysis and planning, regulation and enforcement, demolition, land clearing and construction waste management, recycling and sustainability initiatives, public education, communication and administration;

(kk) “Soiled Paper” means:

(i) Recyclable Paper that has been soiled by or commingled with food

residue; or

(ii) carbon paper, tissue paper, paper napkins or towels, gable top paper containers such as milk cartons and paper that is covered or infused with wax;

(ll) “Source-Separated Organic Waste” means Food Waste, Green Waste,

Clean Wood Waste, or Soiled Paper or any combination thereof that has been collected by or on behalf of a GVS&DD member municipality from single family residences within the boundaries of that municipality in a loose (unbagged) form or in kraft paper bags and does not contain more than 0.05% (by wet weight) of any other type of Refuse;

(mm) “Source-Separated Recyclables” means Municipal Solid Waste that has

been sorted by material, substance or object and that satisfies at least one of the following criteria:

(i) is managed as a marketable commodity with an established market by the

owner or operator of the Disposal Site, including Recyclable Paper, Corrugated Cardboard, glass and metal;

(ii) is being used in the manufacture of a new product that has an established

market or is being processed as an intermediate stage of an existing manufacturing process; or

(iii) has been identified as a recyclable material in the GVS&DD’s solid waste

management plan;

but does not include Source-Separated Organic Waste, Mattresses or Gypsum;

(nn) “Surcharge” means the cost charged by the GVS&DD, in addition to the

applicable Tipping Fee, for depositing Banned Recyclable Materials or Prohibited Materials at Disposal Sites;

(oo) “Tipping Fee” means the fee charged by the GVS&DD for depositing

Municipal Solid Waste at Disposal Sites, which fee includes the applicable Regional Services Rate;

(pp) “Treasurer” means the person appointed to the position of Treasurer from

time to time by the GVS&DD and includes any person appointed or designated to act in his or her place;

(qq) “Treated Wood Waste” means Municipal Solid Waste that comprises solid

wood, plywood, particle board or oriented strand board that has been painted, stained, treated or that it is coated in residue from form work or similar contamination;

(rr) “Unmarketable” means a material, substance or object that cannot be sold

or otherwise disposed of through an existing recycling program or a commercial market;

(ss) “Vancouver Disposal Site” means either of the following Municipal Solid

Waste disposal facilities that are owned or operated by the City of Vancouver:

(i) Vancouver Landfill located at 5400 72nd Street, Delta; and (ii) Vancouver South Transfer Station, Recycling Depot and Yard Trimmings

Drop-off located at 377 West Kent Avenue North, Vancouver; and

4.0 Restrictions and Prohibitions 4.1 No person shall dispose of any material, substance or object at a Disposal Site

except in accordance with this Bylaw. 4.2 No person shall dispose of any Prohibited Material at a Disposal Site. 4.3 No person shall dispose of any Loads that emit odours, fumes or particulate matter

(such as dust) that causes or is capable of causing material discomfort to a person at a Disposal Site.

4.4 No person shall dispose of any Loads dominated by oily materials, substances or

objects at a Disposal Site. 4.5 Despite sections 4.3 and 4.4, the Manager may authorize Loads that:

(a) emit odours, fumes or particulate matter (such as dust) that causes or is capable of causing material discomfort to a person; or

(b) are dominated by oily materials, substances or objects,

to be accepted at the Waste-to-Energy Facility.

4.6 No person shall dispose of any Gypsum or Mattresses at the Waste to Energy Facility.

4.7 No person shall dispose of any Gypsum at a Disposal Site:

(a) except at a Recycling Area designated for Gypsum; and (b) unless the Load of Gypsum weighs one-half (1/2) tonne or less.

4.8 No person shall dispose of Mattresses at a Disposal Site:

(a) except at a Recycling Area designated for Mattresses; and (b) unless the Load of Mattresses comprises four (4) or fewer Mattresses.

4.9 No person shall dispose of Municipal Solid Waste at a Disposal Site unless it

originates from within the boundaries of GVS&DD’s member municipalities.

4.10 Despite section 4.9, the Board may authorize the Manager to accept Municipal Solid Waste at a Disposal Site, including International Waste, that originates from outside the boundaries of GVS&DD’s member municipalities.

4.11 No person shall enter a Disposal Site with a Load unless the Load is tied, tarped,

covered or otherwise secured to prevent any Municipal Solid Waste from escaping while the vehicle is in motion or at a standstill.

4.12 The Manager may prohibit a person who contravenes this Bylaw from disposing of

Municipal Solid Waste at any Disposal Site for such period as the Manager may determine.

5.0 Tipping Fees and Surcharges 5.1 Every person disposing of Municipal Solid Waste at a Disposal Site must pay to the

GVS&DD the applicable Tipping Fees and Surcharges calculated in accordance with Schedule “B” of this Bylaw.

5.2 If a person attends a Disposal Site with a Load that contains Source-Separated

Recyclables, Green Waste, Source-Separated Organic Waste, Clean Wood Waste, Gypsum and/or other Municipal Solid Waste and the person chooses not to weigh-out after disposing of each part of the Load, namely the Source-Separated Recyclables, Green Waste, Source-Separated Organic Waste, Clean Wood Waste, Gypsum and/or other Municipal Solid Waste, at the designated Recycling Areas, then the person must pay to the GVS&DD a Tipping Fee for the entire Load that is based on the highest fee payable for any part of the Load, in the amounts set out in Schedule “B” of this Bylaw, together with any applicable Surcharges.

5.3 In addition to the Tipping Fees and Surcharges set out in Schedule “B” of this Bylaw,

every person who disposes of a Load at the Matsqui Transfer Station must pay the applicable FVRD Levy when disposing of the Load.

5.4 Every person who disposes of a Load at a Disposal Site that contains a quantity of

Banned Recyclable Materials that exceeds either 5% of the total weight of the Load or 5% of the total volume of the Load must pay a Surcharge in the amounts set out in Schedule “B” of this Bylaw.

5.5 Every person who disposes of a Load at a Disposal Site that contains Contaminated

Recyclable Paper that exceeds either 5% of the total weight of the Load or 5% of the total volume of the Load must pay a Surcharge in the amounts set out in Schedule “B” of this Bylaw.

5.6 Every person who disposes of a quantity of Prohibited Material must pay a Surcharge in the amount set out in Schedule “B” of this Bylaw.

5.7 Despite sections 5.4 and 5.5, in the event of an Emergency, the Manager may waive

the Surcharges that are payable for Loads that contain Banned Recyclable Materials or Contaminated Recyclable Paper.

5.8 Despite section 5.6, for three months from the date an item is added to any product category described in a schedule to the Recycling Regulation and becomes a Prohibited Material under this Bylaw, the Manager may waive the Surcharge that is payable for disposing of such item.

5.9 All Tipping Fees and Surcharges payable pursuant to this Bylaw must be paid to the

Greater Vancouver Sewerage and Drainage District before the person leaves the Disposal Site.

5.10 Despite section 5.9 of this Bylaw, a person who disposes of Municipal Solid Waste at

a Disposal Site on a regular basis may apply to the GVS&DD for a customer charge account in accordance with Schedule “E” to this Bylaw.

5.11 In the event the weigh scale system at a Disposal Site is not functioning, whether due

to a power outage, mechanical failure or any other reason, at his or her discretion the Manager may either:

(a) close the Disposal Site until the weigh scale system is functioning; or (b) permit a person to dispose of a single Load at the Disposal Site subject to the

following:

(i) the Load must not measure more than 0.5 cubic metres in volume; and (ii) the flat fee Tipping Fees set out in Schedule “B” of this Bylaw will apply to

the Load.

6.0 Regional Services Rate 6.1 The Regional Services Rate is $0.60 per flat fee charged or $0.06 per 10 kilograms or

$6.00 per tonne, whichever amount is greater, for every Load of Garbage deposited at a Disposal Site or at a Vancouver Disposal Site.

6.2 In addition to any fees and charges levied by the City of Vancouver, every person

disposing of Municipal Solid Waste at a Vancouver Disposal Site must pay the applicable Regional Services Rate to the City of Vancouver.

6.3 The City of Vancouver must:

(a) record the number of Loads and tonnage deposited at a Vancouver Disposal Site that originate from the Corporation of Delta and provide such information to both the GVS&DD and the Corporation of Delta;

(b) collect the applicable Regional Services Rate for every Load that is deposited

at a Vancouver Disposal Site except for residential curbside Loads that originate from the Corporation of Delta;

(c) establish and maintain a separate account for the Regional Services Rate

monies collected by the City of Vancouver under this Bylaw and deposit and hold those monies in that separate account in trust for the GVSⅅ

(d) on or before July 30 of each year, remit to the GVS&DD the total amount of

Regional Services Rate monies collected between January 1 and June 30 of that year based on an invoice provided by GVS&DD that explains the amount due; and

(e) on or before January 31 of each year, remit to the GVS&DD the total amount

of Regional Services Rate monies collected between July 1 and December 31 of that year based on an invoice provided by GVS&DD that explains the amount due.

6.4 If the City of Vancouver fails or neglects, for any reason, to collect all or any part of

the Regional Services Rate monies payable under this Bylaw, then the City of Vancouver must pay to the GVS&DD an amount equal to the Regional Services Rate monies that the City of Vancouver should have collected and remitted under this Bylaw.

6.5 The City of Vancouver must retain, for a period of at least four years, sufficient information to support the records referred to in section 6.3.

6.6 During normal business hours for the City of Vancouver and subject to first giving reasonable notice to the City of Vancouver, the GVS&DD may inspect any and all records of the City of Vancouver relating to the calculation and collection by the City of Vancouver of the Regional Services Rate levied under this Bylaw. The City of Vancouver shall permit the GVS&DD’s employees or agents to inspect the records referred to above and to make and take away copies of those records.

6.7 The Corporation of Delta must:

(a) pay the equivalent of the Regional Services Rate for every residential curbside Load that is deposited at a Vancouver Disposal Site and that originates from the Corporation of Delta (the “Delta Regional Services Charge”);

(b) on or before July 30 of each year, remit to the GVS&DD the Delta Regional

Services Charge calculated for between January 1 and June 30 of that year based on an invoice provided by GVS&DD that explains the amount due; and

(c) on or before January 31 of each year, remit to the GVS&DD the total amount

of the Delta Regional Services Charge calculated for between July 1 and December 31 of that year based on an invoice provided by GVS&DD that explains the amount due.

6.8 The Corporation of Delta must retain, for a period of at least four years, sufficient

information to support the records referred to in section 6.7.

6.9 During normal business hours for the Corporation of Delta and subject to first giving reasonable notice to the Corporation of Delta, the GVS&DD may inspect any and all records of the Corporation of Delta relating to the calculation of the Delta Regional Services Charge levied under this Bylaw. The City of Vancouver shall permit the GVS&DD’s employees or agents to inspect the records referred to above and to make and take away copies of those records.

7.0 Interpretation 7.1 If a portion of this Bylaw is held to be invalid it shall be severed and the remainder of

the Bylaw shall remain in effect. 7.2 In this Bylaw, the word “person” includes a corporation. 7.3 Schedules “A”, “B”, “C”, “D” and “E” are attached to and form part of this Bylaw. 8.0 Effective Date 8.1 This Bylaw comes into force and takes effect May 1, 2012. SCHEDULE “E”

CUSTOMER CHARGE ACCOUNTS

1) Any person wishing to establish a customer charge account with the GVS&DD must complete the GVS&DD’s application for credit (“Application for Credit”).

2) The Treasurer may approve the Application for Credit on behalf of the GVS&DD and

establish a commercial charge account for a person for up to one million dollars ($1,000,000).

3) Any two of the Commissioner, Assistant Commissioner and Treasurer may approve the

Application for Credit on behalf of the GVS&DD and establish a commercial charge account for a person for up to two million dollars ($2,000,000).

4) If the GVS&DD approves a person’s Application for Credit and establishes a commercial

charge account, then:

a) the person may leave the Disposal Site before paying the applicable Tipping Fees and Surcharges; and

b) the GVS&DD will generate invoices for Tipping Fees and Surcharges on a monthly

basis for up to the established commercial charge account limit, which invoices are payable on receipt.

5) Where a person fails or refuses to pay an invoice for Tipping Fees and Surcharges within

thirty-five (35) days, then the Treasurer may rescind their customer charge account and the person must:

a) pay interest on the Tipping Fee or Surcharge at the rate of 1.25% per month (15%

per year) compounded monthly and calculated daily on all amounts overdue, including all overdue interest from the date the charge was due to the date of payment; and

b) not dispose of any Municipal Solid Waste at a Disposal Site until any outstanding

invoice has been paid in full.

b) That the GVS&DD Board reconsider, pass and finally adopt “Greater Vancouver Sewerage and Drainage District Development Cost Charge Reserve Fund Expenditure Bylaw No. 1165, 2012”.

1. PURPOSE To meet the statutory requirements for Development Cost Charge (DCC) funding of the growth capital program. This bylaw completes the authority for the required transfer to support the 2011 financial plan. 2. CONTEXT The regional sewer development cost charge is governed under the GVS&DD Act, rather than the Local Government Act, although its requirements are very similar. It was introduced in 1997, pursuant to the philosophy that “growth should pay for growth”. Funds received are accounted for on a sewerage area basis, including a regional component, and are expended for growth-related projects. The financial plan from the inception of the bylaw in 1997 has been for the sinking fund payments on debt funding growth capital projects to be dealt with as an expense in the annual budget and accounts, with the offsetting revenue being a transfer from the DCC Reserve Fund deferred revenues rather than the sewer levy. Under the Act, transfers of any revenues collected out of the Reserve Fund deferred revenues can only be for particular purposes, and must be authorized by bylaw. 3. ALTERNATIVES No items presented.

4. CONCLUSION The 2011 budget assumed the transfer of collected Development Cost Charge revenues to meet debt charges related to the growth capital program. This bylaw completes the process. ATTACHMENT

GREATER VANCOUVER SEWERAGE AND DRAINAGE DISTRICT BYLAW NUMBER 1165, 2012 DEVELOPMENT COST CHARGE RESERVE FUND EXPENDITURE BYLAW WHEREAS: (1) The Greater Vancouver Sewerage and Drainage District (the “Corporation”) enacted Development Cost Charge Bylaw 254, 2010, which was effective as of April 23, 2010 (replacing repealed Development Cost Charge Bylaw 187, 1996, which was effective as of January 1, 1997), pursuant to which the Corporation has imposed development cost charges to assist the Corporation in paying capital costs incurred to provide, construct, alter or expand sewerage facilities to service development; (2) The Corporation has established a Development Cost Charge Reserve Fund pursuant to “Greater Vancouver Sewerage and Drainage District Development Cost Charge Reserve Fund Bylaw No. 188, 1997”, which was enacted pursuant to Section 58.6 of the Greater Vancouver Sewerage and Drainage District Act, into which fund the Corporation has deposited and continues to deposit the monies collected pursuant to Development Cost Charge Bylaw 254, 2010 (replacing repealed Development Cost Charge Bylaw 187, 1996); (3) The Development Cost Charge Reserve Fund is divided into 5 separate accounts, pursuant to “Greater Vancouver Sewerage and Drainage District Development Cost Charge Reserve Fund Bylaw No. 188, 1997”, being the Regional Account, the Fraser Area Account, the Lulu Island West Area Account, the North Shore Area Account and the Vancouver Area Account; and (4) The Corporation is authorized to pay from the Development Cost Charge Reserve Fund the capital costs of providing, constructing, altering or expanding sewerage facilities that relate to development within the area of the Corporation or principal and interest on a debt incurred by the Corporation as a result of an expenditure for the capital costs of providing, constructing, altering or expanding sewerage facilities that relate to development within the area of the Corporation. The Board of the Greater Vancouver Sewerage and Drainage District in open meeting assembled enacts as follows: 1. The sum of $1,848,588 held in the Regional Account shall be paid out of such account and used to pay the portion of the principal on the debt incurred by the Corporation that has been apportioned to the Regional Area, which debt was incurred by the Corporation to pay for the capital costs of providing, constructing, altering or expanding sewerage facilities that relate to development within that area of the Corporation. 2. The sum of $3,749,719 held in the Fraser Area Account shall be paid out of such account and used to pay the portion of the principal on the debt incurred by the Corporation that has been apportioned to the Fraser Sewerage Area, which debt was incurred by the Corporation to pay for the capital costs of providing, constructing, altering or expanding sewerage facilities that relate to development within that area of the Corporation.

Subject: Lions Gate Secondary Wastewater Treatment Plant - Project Update Recommendation: That the Finance Committee receive the report titled “Lions Gate Secondary Wastewater Treatment Plant – Project Update”, dated February 29, 2012 for information. 1. PURPOSE To update the Finance Committee on the project organization and work plan to complete the Project Definition Phase for the Lions Gate Secondary Wastewater Treatment Plant. 2. CONTEXT Project Initiation At their October 2011 meeting, the Waste Management Committee received the report titled “Lions Gate Wastewater Treatment Plant Secondary Upgrade – Project Initiation.” This report provided the background and context regarding the upgrading of the Lions Gate Plant to secondary level treatment and identified the project organization, the project objectives, the Partnerships BC and P3 Canada process and the project phasing and timeline. The Committee and Board resolved to make its highest priority the discussion around the funding formula with the provincial and federal governments prior to committing significant funds and directed staff to arrange meetings with federal and provincial cabinet ministers for the Board Chair and key Committee Chairs in early 2012 for the purpose of obtaining provincial and federal commitments for cost sharing on the project. Project Phases In accordance with Metro Vancouver’s Integrated Liquid Waste and Resource Management Plan approved by the Minister of Environment in May 2011, the Lions Gate Wastewater Treatment Plant must be operating at secondary level treatment by 2020. To meet this commitment and timeline, a three phase project work plan has been developed. Phase 1 – the Project Definition Phase – to be undertaken in 2012 and 2013 will scope the project work, develop a preliminary design for the upgrade, establish the project budget and recommend a procurement method for the second phase. Construction Phase, the procurement method selected by the Board will be implemented to complete the design and construction work. Six years have been allowed for this phase to have the new plant operational by 2020. The third phase involves the de-commissioning of the existing treatment plant. Project Funding The 2011 budget included the Board’s approval of $20 million under capital expenditures for the commencement of the Lions Gate Plant upgrade. From this authorization, an initial budget of $8 million for the Project Definition Phase has been established. On November 30, 2011, Infrastructure Canada announced an engagement process for developing a new long-term infrastructure plan beyond the expiry of the Building Canada Plan in 2014 (Attachment 1). This engagement process to develop a new infrastructure plan will involve the provinces, territories, the Federation of Canadian Municipalities (FCM) and others. The work will be ongoing in 2012 in three phases with the third phase – Informing the Next Agenda – taking place during the summer-fall of this year. Metro Vancouver is currently engaged with the FCM in ensuring that the local government perspective is fully considered in the development of the new federal infrastructure plan. The FCM will be taking a leadership role in working with the federal government as this new infrastructure plan evolves, and Metro Vancouver has offered to assist the Federation in developing a national strategy for securing federal support for municipal infrastructure priorities. At the political level, staff have tentatively scheduled a meeting for late February/early March that will allow Metro Vancouver Board Chair Greg Moore and Directors Mussatto, Walton and Brodie to brief Ministers Lake and Lekstrom on the Lions Gate Secondary Wastewater Treatment Plant project. A potential primary source of funding for the eventual construction of the Lions Gate WWTP is the federal long-term infrastructure plan announced by Minister Lebel (Transport, Infrastructure and Communities) in November of last year, and Metro Vancouver will continue working with the FCM to secure funding assistance through that program. Metro Vancouver is also actively seeking senior government support for the Project Definition Phase of the Lions Gate upgrades from several other possible sources, including:

Building Canada Plan, Major Infrastructure Component;

Green Municipal Fund (Federation of Canadian Municipalities);

General Strategic Priorities Fund, Innovations Fund (federal/provincial Gas Tax Agreement).

Metro Vancouver had been investigating the potential for funding support from the Green Infrastructure Fund through Infrastructure Canada, but that particular fund was exhausted as of the fall of 2011 and is no longer accepting funding applications. Integrated Design Process An Integrated Design Process (IDP) is being put in place to deliver the Project Definition Report. Three consultants have been short-listed for each of the Architectural / Community Integration Team and the Engineering Team. Other specialists that will form part of the team include an IDP facilitator and consultants with expertise in cost management, construction procurement, and contaminated site risk assessment. Independent experts will also be retained to provide advice on the overall project approach, sustainability objectives,

integrated resource recovery, technology selection and procurement options for design and construction. The Integrated Design Process is an approach to design that seeks to achieve high performance on a variety of defined economic, environmental and social goals and works at optimizing the interrelationships between all the elements and entities that are directly and indirectly associated with the project. It involves bringing key team members and stakeholders together at the beginning and throughout the project to understand, work together and collaborate on the project to optimize the elements as a whole, as compared to individual components. A key element of the IDP is the use of design charrettes and workshops for stakeholder and project team engagement and collaboration. These charrettes and workshops are essential to aligning of the project vision, goals and objectives; identifying the opportunities for innovation; integrating separate elements to create a cohesive whole; facilitating the decision making process; and providing feedback on the solutions identified and explored. The Committee will be able to provide input and direction during the Project Definition Phase of the Lions Gate Secondary Wastewater Treatment Plant project through both the quarterly progress review and reporting process and through formal participation in the Integrated Design Process. A public engagement and consultation program has been developed and is the subject of a separate report to the Committee. 3. ALTERNATIVES None presented. 4. CONCLUSION A three phase implementation plan has been developed to deliver a new Lions Gate Secondary Wastewater Treatment Plant to serve the North Shore communities. An Integrated Design Process is being put in place to complete the Project Definition phase of the work. The Finance Committee will be able to provide input and direction through both the formal quarterly reporting process as well as engagement and participation in the Integrated Design Process. Government of Canada Invites Partners to Join in Developing a Long-Term Infrastructure Plan

The Engagement Process for Developing a Long-Term Infrastructure Plan

Ottawa, Ontario, November 30, 2011 – The Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities, and Minister of the Economic Development Agency of Canada for the Region of Quebec, today launched the formal engagement process that will bring together the Government of Canada, provinces, territories, the Federation of Canadian Municipalities and others to develop a new long-term plan for public infrastructure beyond the expiry of the Building Canada Plan in 2014.

Minister Lebel invites partners to join in developing a long-term infrastructure plan that supports economic growth and job creation.

"Completing the economic recovery remains our Government's top priority. Our new plan will help identify Canada's infrastructure priorities to meet the needs of Canadians and build a more prosperous, competitive, and sustainable economy," said Minister Lebel. "Working together with partners, we will take stock, identify opportunities, and build the foundation of a new infrastructure plan that supports economic growth and job creation."

The engagement process will take place in three phases over the next year. First, the Government of Canada will work together with its partners to take stock of recent accomplishments and their impacts, and examine the results of the significant investments that have been made by all orders of government. The second phase will be working with our

This important work will lay the foundation for the third phase that will include a series of in-depth discussions with partners to confirm the principles and priorities of the plan. The result: an effective, sustainable, long-term infrastructure plan for Canadians.

As the Government of Canada develops this new plan, it will continue to deliver significant infrastructure investments through the $33-billion Building Canada Plan. It has also tabled legislation to make the $2 billion Gas Tax Fund permanent, providing stable and predictable funding for municipalities to help support their local infrastructure priorities.

Through strong partnerships with provinces, territories, municipalities and other stakeholders, the Government of Canada is leading the way in investing in public infrastructure.

The Engagement Process for Developing a Long-Term Infrastructure Plan

Building for Prosperity: Public Infrastructure in Canada

The Government of Canada is engaging its key partners – provinces, territories, the Federation of Canadian Municipalities and other stakeholders to develop a long-term infrastructure plan (see announcement). Building on past achievements while strengthening partnerships between all orders of government, the process will roll out in three phases:

Phase 1 – Taking Stock (Fall 2011-Winter 2012)

Taking Stock is about working with our partners to review the accomplishments and results of past infrastructure investments. The Government of Canada will work together with provincial, territorial and municipal partners to review past infrastructure investments and initiatives and examine their benefits for communities.

Phase II – Identifying Priorities (Winter-Summer 2012)

To help ensure all levels of government have the right information to make informed decisions on infrastructure investments, we will work with our partners and stakeholders, as well as with technical experts and academics, to build knowledge around five broad themes:

1. Infrastructure and the Economy 2. Infrastructure and the Environment 3. Infrastructure and Stronger Communities 4. Financing Infrastructure 5. Asset Planning and Sustainability

As this engagement process unfolds, www.infrastructure.gc.ca will feature regular updates, along with research publications as they are developed.

Subject: Semi-Annual Report on GVS&DD Development Cost Charges Recommendation: That the Finance Committee receive the report dated February 29, 2012 titled “Semi-Annual Report on GVS&DD Development Cost Charges” for information. 1. PURPOSE To report on the 2011 GVS&DD Development Cost Charge revenues and any implications on their adequacy, as required in the Board’s policy. 2. CONTEXT Board policy requires that the adequacy of GVS&DD Development Cost Charge revenues be reported to the Committee on a semi-annual basis. This is the second of such reports for 2011. The revenues for 2011 are up $1.3M (8%) over 2010 levels. This increase is reflective of increasing development in the Region over the past year. DCC revenues are shown below:

The longer term adequacy of Development Cost Charge revenue to either directly or indirectly finance the growth capital program will always be somewhat sensitive to major fluctuations in the Liquid Waste capital program as it evolves. While the current DCC revenues continue to be substantial, so is the plan for future Liquid Waste growth capital works. The “Integrated Liquid Waste and Resource Management Plan” was recently approved by the Province. Following the update of current / long range capital plans, a review of future DCC requirements and the adequacy of DCC rates has recently commenced. This review of adequacy will incorporate the requirements under the new plan as well as the impacts of recent legislative changes regarding social housing. In the medium term, current revenues in reserve appear adequate.

CONTEXT By Policy our exposure to floating rate debt is capped at a maximum of 20% of total debt. In the past it has been rare that we have reached or exceeded this limit and our current floating rate percentage is below the maximum established. The details of our fixed and floating rate debt are contained on the attached schedule. 3. ALTERNATIVES Not applicable. 4. Subject: Investment Position and Returns – September 1 to December 31, 2011 Recommendation: That the Finance Committee receive the report titled “Investment Position and Returns – “September 1 to December 31, 2011 ” dated February 29, 2012 for information. 1. PURPOSE To report the investment returns pursuant to the requirements of the Investment Policy. 2. CONTEXT Policy requires that investment returns be reported to the Committee three times per year. This is the third and final report for 2011. Regular cash demands as well as our conservative investment strategy require that we maintain a high degree of liquidity in our investment portfolio including both short and long term investments. Our short term investments, those with terms of less than one year and the highest degree of liquidity, are used to meet our working capital requirements. Short term investments normally include Canada Treasury Bills, Provincial debt instruments and Bankers’ Acceptances. Long term investments have terms greater than one year. These investments, normally include Canada, Provincial and Canadian Bank bonds, are less liquid than our short term investments and are held to manage the risk of interest rate fluctuations and for funding requirements of a longer term perspective. Long term investments include those for the Cultural Grant Reserve where revenues from these investments fund the Metro Vancouver’s annual contribution to cultural activities. Investment Position and Returns – September 1 to December 31, 2011 Finance Committee Meeting Date: March 22, 2012 Page 2 of 4 BENCHMARKS Our investment policy requires that we compare our actual performance indicated in the above table against specific benchmark returns. The selected benchmarks investments are consistent from period to period and are meant to be indicative of and comparable to each of our portfolios on an ongoing basis. The short term benchmarks are taken directly from the Bank of Canada and the MFA’s website. Rates on the Bank of Canada’s website are expressed as annual rates which need to be “adjusted” for our four month reporting period. They are therefore divided by 3 for an estimate over our four month period. The performance figures on the MFA Money Market Fund are taken directly from the MFA’s website and not adjusted. We use the MFA’s Intermediate Bond Fund as a benchmark for both of our long term portfolios. This fund is thought to normally approximate the term of our portfolios. The current average term on this MFA fund is approximately 10 months which is significantly below the average term on our long portfolios, therefore, making a direct comparison somewhat unfair to the MFA. As a result, we have also included the return on the MFA’s Bond Fund in this report as it better represents the MFA’s performance on longer term investments. The current average term on this fund is 2.2 years. Funds such as the MFA’s require a re-evaluation (mark-to-market) on a regular basis so that pricing reflects the current market value for those buying into the fund. As our portfolios are maintained for our organization through to maturity, the fluctuations in “market value” by re-valuing the portfolios each period can be misleading as the effect of these changes on the stated returns are unrealized. As a result we no longer mark-to market our two long term portfolios on a regular basis. SHORT TERM INVESTMENT PERFORMANCE At December 31, 2011 our short term portfolio held a total of $242.7 million dollars at historic cost and represented approximately 57% of our total investments. The weighted average term of this portfolio is 80 days with a weighted average yield of 1.27%. A listing of our short term investments at December 31, 2011 can be found on Schedule 1 attached to this report. Table 2 details our performance during the period compared to our benchmarks.

Our short term portfolio performance exceeded all of our benchmarks in both the period and on an annual basis. LONG TERM INVESTMENT PERFORMANCE At December 31, 2011 our main long term portfolio held a total of $180.0 million (at cost) in Canadian bonds representing 42% of our total investments. This portfolio had a weighted average maturity of 1.29 years and a weighted average yield of 3.02% at year end. A detailed listing of these investments are on attached Schedule 2. FC - 53

INVESTMENT RESULTS LONG TERM PORTFOLIOS COMPARISON TO BENCHMARKS

The performance of both of our long term portfolios exceeded the return of the benchmark portfolio (MFA Intermediate Fund) during the period and on an annual basis but fell short of the return on the MFA’s bond fund. As the average term of our long term portfolios fall between that of the two MFA funds, it is expected that the returns on our portfolios would also fall between as investment returns in the current market (normal) are higher for longer term investments. GOING FORWARD The Bank of Canada in comments January 17, acknowledges the US economy has been stronger than originally anticipated and that growth will continue but at a more moderate pace. The Bank also revised the Canadian GDP estimate in 2012 to 2.0%, marginally higher than their previous forecast. Inflation is expected to remain contained at or near the 2.0% level for core prices.

Europe’s economic woes continue to support heavy buying of North American fixed income investments. Canada saw foreign inflows of $15.0 billion in November alone, about $12.0 billion of this in fixed income investments the balance in equities. Much of this demand is coming from European and Asian Central Banks looking for hedging opportunities. This trend is expected to continue until Europe is financially sorted out. It is expected to take some time. Taken collectively this will mean continued sub-par investment rates on fixed income products. Blue chip stocks with good dividend records will continue to benefit but will likely see volatility with each announcement on the status of Europe. Our portfolio duration continues to shrink or erode. We are at approximately 1.3 years on a weighted average basis at the end of the year. We look for value at each maturity but can find very little at these levels. Maturities are being rolled into the 1 to 3 year area where we wait for higher yields. On the plus side, our borrowing rates for capital projects have never been lower. The 10 year borrowing rate for the upcoming MFA Spring debenture issue is expected to be below 3.25%.

These investments earn returns to meet our future debt retirement obligations and are held for the benefit of the debenture holders. These sinking fund balances are updated once a year at December 31 for financial statement purposes. 3. ALTERNATIVES N/A 4. CONCLUSION Overall, investment performance for the period was acceptable exceeding the returns on all of our benchmarks. Our portfolios hold only quality investments and are reasonably positioned given our market expectations. PURPOSE To provide the Finance Committee with an overview of the proposed 2012 Risk Advisory & Audit Services Work Plan. 2. CONTEXT Risk Advisory & Audit Services (RAAS) assists the Board and management in meeting their internal control responsibilities by carrying out operational and compliance audits. In addition, RAAS provides management advisory services in the areas of risk, internal controls and business process improvement. Each year, the RAAS Division Manager prepares a work plan which prioritizes the audit projects and related work to be completed for the coming year. Projects are selected based on a number of criteria including risk factors, audit value scoring, compliance requirements and management input. The results of each audit conducted goes through a rigorous management review process that concludes with a formal review of the key findings with the relevant Manager(s) and Audit Steering Committee. The Audit Steering Committee provides an important oversight role and helps ensure that appropriate management action plans are put in place to address key audit findings. 3. ALTERNATIVES Not applicable. 4. CONCLUSION The 2012 Risk Advisory & Audit Services Work Plan is a combination of audits in progress, required audits and new audits. It also includes a formal follow up process to ensure that recommendations contained in previously issued audit reports have been adequately addressed. 2012 RISK ADVISORY & AUDIT SERVICES WORK PLAN

BACKGROUND

Metro Vancouver’s Corporate Policy 2.1 Internal Audit states that Risk Advisory & Audit Services (formerly known as Internal Audit) will assist management and the Board of Directors in the effective discharge of their responsibilities relating to risk management, control and governance processes. Risk Advisory & Audit Services (“RAAS”) helps meet this objective by conducting independent audit reviews and by providing risk advisory consulting services.

STAFFING & RESOURCES

The Division currently consists of 3 staff members (1 Division Manager and 2 Senior Audit Advisors). Use of external consultants is used on an as-needed basis to complement the Division’s current efforts and skill sets.

2012 ANNUAL WORK PLAN DEVELOPMENT

Each year, the RAAS Division develops a flexible work plan that is designed to provide the most effective and efficient deployment of RAAS resources in a matter that addresses:

1. Areas of highest relative risk and value; 2. Broad coverage across the spectrum of the organization’s operations; and 3. Core business processes of the organization

The work plan development process is comprehensive and involves the following: A risk assessment with input from Metro Vancouver senior management team Review of key documents (e.g. board agendas, program summaries, budget information

business plans, committee priorities, etc.); Consideration of prior audit findings and results; Review of regional & municipal audit plans across Canada to identify trends; Input from the external auditors; Discussions with chief audit executives from other organizations; and Feedback and approval from the Audit Steering Committee

We anticipate that RAAS staff will continue to be called on to provide expertise and consulting services over and above the projects outlined in the 2012 work plan. The work plan is flexible to accommodate increased or decreased scope of work and changed circumstances during the year. The 2012 work plan work contains 10 audit projects which are summarized in the following page.

The IT Security Vulnerability Assessment will simulate the techniques that potential hackers may use to find potential exploitable vulnerabilities.

2 Privacy & Protection of Information

The objective of the project is to assess the adequacy and effectiveness of the management control framework in place to ensure the privacy and protection of information.

3 Bi-Annual Review of Investments

Metro Vancouver’s 3.8 Investment Policy, requires that “the internal audit group will review internal controls and ensure compliance with policy and procedures bi-annually”.

4 Corporate Treasury Management System

This project will include a review of the conversion to the new Corporate Treasury Management System given the significance of the system to the daily operations of Metro Vancouver.

5 Social Media The purpose of the review is to assess Metro Vancouver’s social

media practices against best practices.

Annual Liquid Waste Management Plan Internal Audit (T.B.D)

Section 3.2.3 of the Liquid Waste & Resource Management Plan states that Metro Vancouver will “undertake an annual internal audit of

best practices of one regional liquid waste management sub program”.

7 Biosolids Management Program

Metro Vancouver signed a commitment with the National Biosolids Partnership (NBP) to develop a Biosolids Management Program. Regular internal audits are a requirement of the NBP.

8 Source Control The purpose of this project is to assess the adequacy of source control activities aimed at preventing harmful pollutants that cannot be effectively treated through the wastewater treatment process. This project is carried forward from the 2011 work plan.

9 Quality Management System for Drinking Water

The purpose of this project is to assess Metro Vancouver’s QMSDW

against Ontario’s Ministry of Environment’s DWQMS Standard. This project is carried forward from the 2011 work plan.

10 Audit Monitoring of Recommendations

The purpose of this project is to determine whether management has taken appropriate action on audit recommendations made.
