No. 20-17/2013- Udyan-IV Dated: March, 2014
The notification is hereby issued for crops, reference unit areas,
reference weather stations for the implementation of Weather Based Crop Insurance Scheme (WBCIS) in the State
during Rabi, 2013-14 as per administrative approval of GOI vide their letter No. 13015/02/2012-Credit-II Dated 1-11-
2013 and authorised by the State Level Coordination Committee on Crop Insurance (SLCCCI) as per decision taken in
its meeting held on 7th March, 2014 at 11:00 A.M. under the Chairmanship of the Additional Chief Secretary
(Agriculture) to the Govt. of Himachal Pradesh that the crops and area of last Rabi season will continue for the Rabi
season 2013-14 as per guidelines of the scheme given below:
1. Season
Insurance coverage under the scheme would be provided as under for Apple and Mango crops during Rabi
2013-14 season.
2. Crops to be covered
The Apple and Mango crops are to be covered during Rabi, 2013-14season in the areas mentioned below.
3. Implementing Agencies:-
A. The Agriculture Insurance Company of India Ltd. (AIC):-
The AIC will be the implementing agency for the implementation of WBCIS during Rabi 2013-14 in the
following Blocks/ Reference unit area:-

The HDFC ERGO GIC Ltd. shall be the implementing agency for the following area during Rabi 2013-14 season.

The term sheet for the District as worked out by the AIC i.e. Shimla and Kullu shall be applicable to
Reference Unit Areas of Narkanda, Rampur and Nirmand RUA allotted to HDFC ERGO under the scheme
for Rabi 2013-14.
4. Area approach
The scheme shall operate on the principle of “Area Approach” in selected notified Reference Unit Areas.
Area Approach signifies that a Reference Unit Area shall be considered as a unit area of insurance for the
purpose of acceptance of risk and assessment of compensation as well. Therefore, all insured cultivators of
a notified crop in the notified Reference Unit Area shall be deemed to be on par so far as their terms of
insurance coverage and assessment of compensation are concerned.
5. Geographical Coverage
“Reference Unit Areas are linked to specific Reference Weather Station (RWS) for providing Weather data
for the purpose of assessment of compensation. The concerned implementing agencies will ensure the
establishment or installation of Reference Weather Stations in their respective area of implementation well
before the insurance coverage period i.e. 21 st December 2012.

6. Eligibility Criteria
All the cultivators (including share croppers and tenant cultivators) growing Apple and Mango crops in
any Reference Unit Area shall be eligible for coverage. The scheme shall be Compulsory for all Loanee
applicant cultivators i.e. those who have sanctioned credit limit from a Financial Institution as on 25th
December 2012 for Apple and Mango crop in the notified RUAs and voluntary for Non Loanee
cultivators i.e. those who do not have sanctioned credit limit from any Financial Institution. Financial
Institution, for the purpose of the scheme includes all District, Central Cooperative Bank and also the PACs
affiliated to them, all Commercial Banks and all Regional Rural Banks.
7. Risks Covered
Following weather perils, which are deemed to cause “Adverse Weather Incidence”, leading to crop loss,
would be covered under the scheme;

8. Risk Period (i.e. Insurance Period)
The crop wise risk period is as mentioned in the term sheets.
9. Seasonality Discipline:
The Cut off dates for covering loanee farmers, accepting the crop insurance proposals from non loanee
farmers at PAC’s / Bank branches and submission of declarations by the banks to implementing agency i.e.
Agriculture Insurance Company of India Ltd, ICICI Lombard and HDFC ERGO GIC Ltd. would be accepted as
per table given below.

10. Coverage Procedure
(a) Insurance coverage of Loanee Applicant Cultivators shall be through the existing network of Financial
Institutions (FI) at the grass-root level, using Nodal Bank system.
(b) Insurance coverage of Non-loanee Cultivators shall be through the existing network of Financial
Institutions at the grass root level; the Insurance Intermediaries and Authorized Representatives of AIC.
(c) Nodal Bank Branches shall be paid by AIC and other private sector companies, a service charges of
5% on the actual Premium amount (excluding Service Tax) remitted by them, being in the nature of sharing
the incidental management expenses incurred by them for servicing the scheme.
11. Sum Insured
Sum insured is equivalent to the ‘cost of cultivation’ and is further sub divided into various covers as given
in the term sheets. The sum insured for an individual cultivator shall be the product of the cultivator’s
declared ‘area under cultivation for Apple and Mango crops and the sum insured given in the term sheet
per tree.
An individual Cultivator’s ‘area under cultivation’ for a Notified Crop in a notified Reference Unit Aarea
shall be declared by him as follows:
a. Loanee Applicant Cultivators:
‘Area under cultivation’ for the Notified Crop as already declared by him in the Loan Application Form for
the purpose of fixing his “Maximum Credit Limit (MCL) by the Lending Financial institutions. For Apple
and Mango crops, where the MCL have been sanctioned for area under the crop, the farmer shall give a self
declaration to the bank indicating age group wise number of trees grown.
b. Non Loanee Cultivators. The cultivator shall declare the ‘area under cultivation’ for the Notified
Crop in the Insurance Proposal Form.
12. Premium Rates
Actuarial Premium Rates for these crops have been calculated by AIC using standard Premium Rating
methodology and it is 11.50% .
13. Premium Sharing and Subsidy
Of the total Premium, 50% shall be payable by the insured cultivator and the balance shall be borne by the
Central and the State Govt. on 50:50 basis.
14. Premium Remittance
The Banks should prepare separate demand drafts for the loanee and non loanee farmers in the name of
“Agriculture Insurance Company of India Ltd payable at Axis Bank A/C No. 041010200007856”
payable at Chandigarh and should be sent to the Agriculture Insurance Company of India Ltd, SCO 64-65,
Sector 8C, Chandigarh. The premium in respect of private companies namely ICICI Bank may be
deposited in account NO. 000405004572, IFSC code No. ICIC 0000004 PAN No. AAACI 7904 G and in
respect of HDFC ERGO Bank account NO. 00600350068606 IFSC code NO. HDFC 0000060, PAN
NO. AABCH0738E respectively.
15. Compensation (Payout)
(I) AIC ,ICICI Lombard and HDFC ERGO GIC Ltd shall be responsible for all Payouts arising out of
“Adverse Weather Incidence” strictly in terms of the Scheme terms & conditions read with the relevant
Premium & Payout table (Term Sheet) or the insurance products as fixed by the AIC. The term sheet of the
implementing agencies is enclosed at (Annexure-I to XVIII).
(II) Pay-out shall arise only in case of Adverse Weather Incidence. Adverse Weather Incidence is
equivalent to the deviation between “Trigger Weather” and “Actual Weather” Data recorded at a
“Reference Weather Station” during the specified time period. Trigger Weather is a pre-defined Weather
Parameter applicable to a Notified Crop in a notified Reference Unit. In case of Adverse Weather
Incidence (AWI), all the insured cultivators growing the Notified Crop in the Reference Unit Area shall be
deemed to have suffered the same level of AWI and the same proportion of crop-loss, and become eligible
for the same rate of payouts.
(III) Pay-Out Disbursement
(a) Pay-outs would normally be made by AIC, ICICI Lombard and HDFC ERGO GIC Ltd to the
Nodal Banks within 45 days of closing of insurance period subject to receipt of the necessary actual
weather data.
(b) So far as the Insured is concerned, the Pay-outs procedure shall be automatic; that is to say,
Payouts would be automatically computed by AIC, ICICI Lombard and HDFC ERGO GIC Ltd on the
basis of Actual Weather Data received, and the Payouts would be automatically credited to the insured’s
Bank Account through the concerned Nodal Bank / Financial Institution.
16. Rrole of various agencies
i) The State Level Bankers Committee (SLBC), The Lead Bank Managers, the Cooperative Banks
and Agriculture Insurance Co. of India Ltd, ICICI Lombard and HDFC ERGO GIC Ltd
(Implementing Agencies) shall take immediate necessary action to ensure the implementation of
the scheme in the State as detailed above.
ii) The Implementing Agency i.e. Agriculture Insurance Co. of India Ltd, ICICI Lombard and HDFC
ERGO GIC Ltd shall ensure that claims are paid at the earliest after release of State Govt.
share of premium. Litigations, if any, for delay in payment of claims and if any other, shall be the
sole responsibility of the Implementing Agencies.
iii) The banks on receipt of the communication on notification of crops and areas from the State Govt,
the Nodal bank Branches/points will communicate the same to the branch offices under their
control.
iv) The banks should ensure that the sanctioned credit limit/the eligible crop loans/seasonal
operational loans availed for notified crop(s) are fully insured and the conditions stated in the
Declarations submitted have been complied with.
vi) The banks would also ensure that the claims amount is released/ disbursed to the beneficiaries
within a fortnight from the date of receipt of claims amount from the Implementing Agencies.
vi) The Implementing Agencies shall make necessary arrangements to give wide publicity to the
scheme.
vii) The Convener, District Level Bankers Committee will monitor the progress of this scheme in its
periodical meetings time to time.
Separate guidelines of Weather Based Crop Insurance Scheme (WBCIS) shall be provided by the
Agriculture Insurance Co. of India Ltd. for Banks / Financial Institutions and they are requested to strictly adhere
to the said guidelines.
