A: The 16th century Ashkenazic Halakhic authority, the Rema (OC 263:5), writes that our custom is to recite the blessing after lighting the Shabbat candles. Although we generally have a principle that blessings are made “over la'asiyatan,” right before the Mitzvah is performed, Shabbat candles are an exception to the rule. The Mishna Brura (263:27), authored by Rav Yisrael Meir Ha’Kohen Kagan (1839-1933), explains that the reason for this exception is because the recitation of the blessing constitutes an acceptance of Shabbat. Thus, after reciting the blessing, it would be prohibited for a woman to light the candles because Shabbat has already begun for her. The Rema adds that in order to retain some semblance of over la'asiyatan,” the woman should place her hands over her eyes before reciting the blessing and then remove them after the blessing has been made. Since the mitzvah of lighting candles is dependent on receiving benefit from the light of the candles, by covering her eyes, she in essence delays the completion of the mitzvah until after the blessing is recited. In lighting candles in such a fashion, she is able to partially fulfill the principle of reciting the blessing “over la'asiyatan.” It is important to note that Sefardic tradition is to recite the blessing before lighting the candles, thereby completely fulfilling the principle of “over la'asiyatan.” (Rav Ovadia Yosef in Sh”t Yabia Omer OC 2:17).
