PREFACE

Gujarat, the land of Legends, doesn’t exist merely in physical

form; it throbs with its culture heritage. The people of Gujarat

exhibit tremendous adaptability & energy and also unbounded

enthusiasm for material progress without sacrificing their

traditional identity or essential simplicity. Gujaratis are found to

be sharing cultural traits and patterns with other regions and

also extend beyond national boundaries towards International Culture. Wherever

you find one, a Gujarati adheres to certain principles, practices and traits which

characterize the community revealing a deep routed a sense of belonging.

Most historians, even those who have sought to move away from the narratives

furnished by the framework of colonial knowledge, are unable to begin their

narrative of the Indian Diaspora before the 19th century, but the Gujaratis had justly

established a diasporic presence in the early part of the second millennium. So

renowned had the Gujaratis become for their entrepreneurial spirit, commercial

networks, and business acumen that a bill of credit issued by a Gujarati Merchant

would be honored as far as 5000 miles away merely on the strength of the

community’s business reputation. They traversed the vast spaces of the Indian

Ocean world with confidence.

The Gujaratis, though residing over thousands of miles away from their native place,

but in their hearts and soul, the heritage of Gujarati language, literature and culture

are kept alive. Government of Gujarat sincerely appreciates those thousands of

visiting Gujaratis who have been repaying the native’s obligation by offering their

support & services.

In order to express the sentiment for Gujarat in Gujaratis, Gujarat State Non

Resident Gujaratis Foundation, Gandhinagar has entrusted the challenging task of

“Survey and Documentation of Non Resident Gujaratis contribution towards the

development of Gujarat State” to six academic institutions viz. Maharaja Sayajirao

University of Baroda (Baroda, Bharuch, Narmada, Panchmahal, & Dahod Districts in

Phase-I, and Amreli, Sabarkantha, & Surendranagar Districts in Phase-II); Centre for

Social Studies (Surat District); Ganpat University (Mehsana, Banaskatha, & Patan

Districts); Gujarat Vidyapith (Gandhinagar, Ahmedabad, Anand, & Kheda Districts);

Gujarat Institute of Development Research (Jamnagar, Porbandar, Junagarh, Kutch,

& Rajkot Districts); Bhavnagar University (Bhavnagar, Navasari, Dang, Tapi, &

Valsad Districts). The project identifies approximately 2300 villages/towns/cities

across 26 districts witnessing contributions by Non Resident Gujaratis towards the

welfare and development work at their native place.

INTRODUCTION

Indian Diaspora is a generic term used for addressing people who have

migrated from the territories that are currently within the borders of the

Republic of India. It constitutes Non Resident Indians (NRIs) and Persons of

Indian Origins (PIOs). The Indian Diaspora is very special to India. Residing in

distant lands, its members have succeeded spectacularly in their chosen

professions by dint of their single minded dedication and hard work. What is

more, they have retained their emotional, cultural, and spiritual links with

the country of their origin. This strikes a reciprocal chord in the hearts of the

people of India. We recognize the importance of Indian Diaspora as it has

brought economic, financial, and global benefits to India. The Indian Diaspora

today constitutes an important and unique force in the world, and covers

practically every part of the world. It numbers more than a million each in

eleven countries, while as twenty two countries have concentrations of at

least a hundred thousand ethnic Indians.

Indian Diaspora is making India Shine on the Global Platform. Since 2003,

the “Pravasi Bharatiya Divas” (Non Resident Indians’ Day) is being celebrated

on 9 January every year in India, to "mark the contribution of Overseas

Indian community towards the development of India". The day commemorates

the arrival of Mahatma Gandhi in India from South Africa.

Gujaratis with their skills, experiences and the local culture, being brought

with them in the new country, have been developing different forms of self-

understanding and ways of life. They are found to be flexible, tolerant,

resilient, enterprising, ready to adjust to the wider society, family orientated,

willing to help each other, and with a marked preference for business,

commerce and legal and medical professions. As a community, Gujaratis are

very keen to use their knowledge, skills as well as wealth for the betterment of

their homeland. They have responded to every call of help and have

contributed and supported their brothers and sisters back home during crisis

such as 2001 Gujarat Earthquake. Though Non Resident Gujaratis (NRGs)

have been making concerted efforts by taking initiative in the fields of

development, education and economic investment in the State, the State is in

constant look out for their contributions in the developmental process in

order to accelerate the State’s Socio-economic Growth and toughen the bonds

of the oversee Gujaratis with their motherland and nation.

There is always a constant need for more empowerment in the rural areas

with technology and sound business plans. Thus, NRGs who wish to help in

this regard to accelerate growth of Rural Gujarat are welcome by the State

Government. Government of Gujarat has initiated the biennial Vibrant

Gujarat Global Investor Summit (VGGIS) in the Year-2003 as a formal forum

attracting national and international captains of the Industries to join hands

with Government of Gujarat in the growth and development of the State. The

VGGIS has become an example of visionary approach of the Hon’ble Chief

Minister of Gujarat towards the investment promotion and advancement of

economic and social development for many states.

Gujarat State Non Resident Gujaratis’ Foundation (NRGF) was established by

Government of Gujarat in the year 1998 to look after the common interests,

concerns and historical ties of people of Gujarat to NRGs or Persons of

Gujarati origin living outside Gujarat, in other States within India as well as

places outside the country. The foundation aims to create opportunities as to

how NRGs can play a crucial role in the development of the State and to

identify the areas where NRGs can contribute, stemming from the spirit of

“Universal Brotherhood” and “Eagerness to give back to Motherland”.

It is against this backdrop that NRGF approached Maharaja Sayajirao

University of Baroda, Center for Social Studies, Ganpat University, Gujarat

Vidyapith, Gujarat Institute of Development Research, and Bhavnagar

University to undertake a study so as to know and understand what has been

done or contributed by the Non Resident Gujaratis in the form of their service

to their own motherland. The Composition of Project Team is annexed as

Annexure I in this report.

OBJECTIVES OF STUDY

To identify, recognize & appreciate the contribution of NRGs

in Gujarat’s growth.

Assess the services of NRGs delivered in districts of Gujarat

State.

Document the unique and innovative contribution made by

NRGs to address the socio-economic needs of the people of

Gujarat.

Identify future needs and expectations of the people from

NRGs.

METHODOLOGY OF STUDY

Research is hereby carried out as a descriptive survey using qualitative

and quantitative approach. Descriptive Research Design is found

suitable to study as it is to document the unique contributions or

services provided by the NRGs to their motherland as well as find out

the future expectations of NRGs. More stress was put on qualitative

method to get the information of NRGs’ contributions.

In absence of any past researches or available data, literature related

to places having NRGs work, help, contributions in the field of social

development for the state of Gujarat, Initially it was difficult to develop

a methodology that would not only systematically guide the team

discover and locate places having work of NRGs but also ensure

appropriate and comprehensive documentation of significant work

carried out especially in past ten years.

The entire process from generic to specific evolved over a period of time

and passed through mainly five stages with each stage leading more

nearer to the goal of finding a place having NRGs help, contribution,

support, assistance benefiting the community at large. Key Informants

of the area mainly Sarpanch/Upsarpanch, Older persons, Anganwadi

workers, President/ Secretary of the organization, Talati, School

Teacher/Principal Formal & Informal Leaders, Prominent Persons,

Administrative Personnel, School Teachers, Relatives of NRGs, Senior

Citizens, and Representatives of voluntary organizations etc. were

approached to seek information related to the work undertaken by

NRGs in their area. The research team members were trained to

specially convince them to participate in the study and to elicit required

information for the project.

Key Informants were interviewed using Key Informant Interview

schedule by research team members in all those villages / towns that

were mentioned/ informed and confirmed to be having NRGs

contribution.

As it was more close to census study form, all the villages/towns/cities

of twenty six (26) districts were approached in a phase-wise manner

using following methods.

o Snow Ball Method was used to find out any village/town having

NRGs contributions towards its development. The pre coded

interview schedule having an open ended question was prepared

for conducting interviews with informants.

o Multi-Stage Sampling Procedure was followed in the study to find

out and approach informants using government as well as non

government functionaries from the villages/towns/cities having

NRGs contributions.

LIMITATIONS OF STUDY

As it was more close to census study form, it was very difficult to reach

each village personally in the limited time period.

Informants were hesitant/reluctant/unwilling to share names and

financial details related to the contributions due to the fear of losing

government grants or support in future due to ongoing contributions of

NRGs in their area and/or with the fear that the NRGs contributing in

their areas may come under income tax authority’s scrutiny. Therefore,

the study focuses more on the VATAN SEVA work done by NRGs rather

than the donation amount spent by them.

In case of cities, there is no database of such activities available either

with Municipal Corporation or any other voluntary bodies. So it was

difficult to get information regarding NRGs and their contributions in

big towns or cities. Even we have seen visual contribution to the

town/cities areas but due to absent of information, we are not able to

include those contribution in this study.

FINDINGS OF STUDY

NRGs have been making such contribution wholeheartly and

voluntarily according to the needs of the society and with a desire to

take the society to the pinnacle.

25(Annexure II) Districts of Gujarat have witnessed the contributions

from NRGs to uplift the Socio-economic environment of the said area.

The Top Five (5) Districts, having maximum numbers of villages

witnessing major contributions from NRGs, towards Socio-economic

upliftment of the area as under:

o Banaskatha – 345 Villages

o Patan – 255 Villages

o Mehsana – 220 Villages

o Anand – 151 Villages

o Baroda – 149 Villages

NRGs have been contributing in these districts towards development of

several spheres of the society viz. education, health, physical

infrastructure, social welfare, religious, and financial assistance etc.

The List of Sector wise detailed description of NRGs contribution is

annexed as Annexure III in this report. The forms of contributions in

these spheres are as follow:

o Education: - Development of education facility along with other

amenities; Material Assistance; and Financial help to needy

candidates etc.

o Health: – Development of Health Centers; Material Assistance;

Conducting Medical Camps; and Financial help to needy

candidates etc.

o Physical Infrastructure: – Development of Road, Drinking Water

System, Drainage Facility, and Electricity Facility etc.

o Social Welfare: – Construction of Community Hall, Old Age

Homes, & Orphanage Homes etc.; Creating employment

opportunities etc.

o Religious Activity: - Construction of Prayer Homes for all

religions; and Donation of Land and Material Assistance for such

homes etc.

The contribution of NRGs in above forms of sphere ranges from INR

5000 – 8, 00, 00,000/- The list of Illustrative contribution from NRGs is

annexed as Annexure IV

Based on different criteria like amount of contribution, number of

contribution, utility & purpose of contribution, Every Research Team

has identified villages witnessing significant, innovative, or unique

works being done by NRGs and has termed them as “Sarvottam Gam”.

The List of Sarvottam Gam is annexed as Annexure V

Majority of contributions have been coming from NRGs residing in

United States of America, United Kingdom, Canada, Australia, South

Africa, New Zealand, United Arab Emirates, Thailand, Hong Kong,

Israel, Japan, and Malaysia.

Within the country, majority of contributions have been coming from

NRGs residing in states likes Delhi, Jammu & Kashmir, Kerala,

Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Uttar Pradesh, and

Karnataka which include cities likes Aurangabad, Bangalore, Jaipur,

Mumbai, Nasik, Pune, Shimla and Agra. This information is available

only in districts like Mehsana, Patan, Banaskatha, Valsad, Tapi, and

Navasari.

CONCLUSION

The Gujarati is a global community who imbibe cultures across all over the

world, mixing well wherever he or she goes, and trailing the path of success

there through an innate business skills and underlying loyalty to Gujarati

customs & traditions. State Government feels immense pride and pleasure to

find innumerable NRGs being internationally recognized for their contribution

to the diverse fields of the society.

NRGs are found to be one of the critical players in the Socio-economic and

Infrastructure Development of their native places. In spite of being at a

distant place from their place of origin, the attachment and affection of NRGs

towards their native places is the evident with the folded hands they accept &

understand the challenges, problems and needs of their fellow man and with

the immense sense of responsibilities, NRGs respond and deliver their

backing. For the aforesaid reasons, NRGs occupy the special place in the

heart of their fellow man at their natives which was also experienced while

conducting the exercise of “Survey and Documentation of Non Resident

Gujaratis’ Contribution towards the Development of Gujarat State”.

According to the Documentation in 26 districts of Gujarat, we have found

highest contribution from NRGs in various field like Education,

Infrastructure, Religious & Health etc. its shows vast intimacy of NRGs to

their homeland.

With the visions of creating World-Class Gujarat by optimal utilization of

knowledge, skills, and connections of NRG Diaspora, Gujarat State Non

Resident Gujaratis’ Foundation conducts various activities viz. issuance of

Gujarat Card; development of Gujaratii Samaj Bhavan & NRG Centers;

organizing Sadakaal Gujarat Program & Gujarati Diaspora Seminar to hail

and embrace NRGs – The Brand Ambassador of Gujarat’s Glory. Government

of Gujarat wishes NRG Diaspora to remain in close touch with beloved

motherland and contribute to co-operative and inclusive growth of Gujarat

and Gujaratis.

ILLUSTRATIVE CONTRIBUTION FROM NRGs

Ahmedabad Rs. 5 Lakh to Rs. 1 crore was observed in 10 villages. Only one village

of Barwala Taluka has received donation of more than Rs. 1 Crore.

Amreli Rs. 1 Lakh to Rs. 10 Lakh in education sector. In Babapur village, Rs. 50

lakh to Rs. 1crore was spent for the education sector. And in Religious

Sector, good number of amount was donated between Rs. 1 Lakh to 10

Lakh

Anand Minimum donation is Rs 0.1 Lakh and maximum is Rs. 840.05 Lakh.

56 villages have received donations up to Rs. 5 Lakh. 6 villages have

received donation more than Rs. 1 Crore for different activities.

Banaskatha In Pirojpura village of Vadgam Taluka of Banaskatha district Rs. 1

Crore was contributed by a single donor for various activities. Other

major donations were observed in the range of Rs. 40-50 Lakh in

College of Panthavada village in Dantiwada taluka and School of

Sagrosana village in Palanpur taluka.

Bharuch In 9 Villages of different Taluka, amount between Rs. 1 Lakh to Rs.50

Lakh were contributed for various types of work in religious activities

and for School Education, NRGs helped in 4 villages by donating more

than Rs. 1 Lakh.

Bhavnagar The utmost donation of worth Rs.4.41 Crore has been received in

Bhavnagar District.

Dahod Dahod City wherein work is done in various sectors especially in the

field of education, health, religious and work for the public interest

(Vegetable market) and also large amount is contributed

Dang There were no NRGs Promoted activities in the Dang District as it is

Tribal belt of Gujarat State.

Gandhinagar Rs. 21 Lakh to Rs. 50 Lakh was donated in villages of Gandhinagar

district which is followed by donations up to Rs. 5 Lakh. It is also found

that only 3 villages have received donations of more than Rs. 1 Crore.

Jamnagar In Bhanvad Taluka of Jamnagar district, Rs. 36,00,000 was donated in

school in Pachhtar village.

Junagarh In Sutrapada Taluka of Junagadh district, Rs. 31,66,500 was contributed

in Umbari village for various activities like School, Cowshed, Temple,

Marriage Hall etc.

Kheda Donations were up to Rs. 5 Lakh from NRGs in villages of Virpur and

Kathlal Taluka. 38 villages have received donation between Rs. 5 Lakh

to Rs. 1 Crore and only 3 villages have received donation more than Rs.

1 Crore and all such villages are found in Nadiad Taluka.

Kutch In Surajpar village of Bhuj Taluka, Rs. 1,85,00,000 was donated for

School, Temple, Cow Shed and village development.

Mehsana The highest donation was observed to be of more than Rs. 1 Crore that

was donated in Colleges and University of Ganpat Vidyanagar in

Mahesana taluka of Mahesana district. Other major donations were

observed in the range of Rs. 70 Lakh to 1 Crore in a Community Hall of

Akhaj Village of Mahesana taluka and in the range of Rs. 50-70 Lakh in

a Community Hall of Garita village of Vijapur taluka, Sundhiya village

of Vadnagar taluka and in a school of Kheralu town of Kheralu taluka.

Narmada The crucial contributions were made in Rajpipla City and Bhadam

village wherein essential work was done in various sectors especially in

the field of water facility, religious activity, social welfare, crematorium

by NRIs.

Navasari In Navasari district, maximum donations of worth Rs. 3 Crore have been

received from NRGs. Around Rs. 50 Lakh for education purpose, Rs. 98

Lakh for religious activities, Rs. 3 Crore for Infrastructural facilities, and

Rs. 1 Crore each for Welfare and Health facilities have been received as

donations from NRGs.

Panchmahal In Kakroliya village of Panchamahal District, NRG has contributed a huge sum

of Rs. 2 Crore in the construction of school. He also donated 17 Acres of land

for the construction of the school building. Patan Rs. 1 Crore that was donated in Dharamshala of Loteshvar in Sami

taluka of Patan district. Other major donations were observed in the range of Rs. 20-30 Lakh in the Old Age Home of Balisana village of Patan taluka and in the range of Rs. 10-15 Lakh in a Community Hall of Harij town of Harij taluka.

Porbandar In Porbandar Taluka, Rs. 13,00,000 and Rs. 12,00,000 were contributed

in School and Temple respectively.

Rajkot In Khevadiya village of Morbi Taluka of Rajkot district, Rs. 2,01,73,620

was contributed for education and religious purpose.

Sabarkantha

Surendranagar In Sabarkantha and Surendranagar, very less amount was donated for

various sectors which was ranging from Rs. 25,000- Rs. 1,00,000.

Surat Maximum of Rs. 7 Crore as Donations have been received from NRGs for the Health Sector.

Tapi Maximum of Rs. 10 Crore as donations have been received from NRGs.

Education activities are initiated with this amount. So far as

Infrastructural and Welfare facilities are concerned, donations worth Rs.

2.12 Crore were donated for the purpose.

Vadodara In Vadodara District, village name Sathod of Dabhoi Taluka where

individual NRG had contributed Rs. 7-8 crore for construction of self

contended community which includes Old age Home, Animal Hostel,

and Hospital etc.

Valsad Maximum of Rs. 6 Crore was received as donations from NRGs. Nearly

Rs. 2 Crore for education activities, Rs. 21 lakh for Welfare activities,

Rs. 6 crore for Health activities, Rs. 5.50 lakh for Infrastructural

activities, and Rs. 90 Lakh for Religious activities have been received as

donations from NRGs. Rs. 2 Crore has been received for Primary school

kit in Dharampur taluka of the district.
