Welcome to NSPIRES

NSPIRES Log On Page

•Individual authorizations from NASA are needed to submit through NSPIRES

•Authorization can be requesting through the NSPIRES homepage:

•Click the “Getting an Account” link under the “Getting Started” section

•Once you have registered yourself, NSPIRES will send an email to RSP requesting institutional approval. When approved, a confirmation email will be sent to the individual.

***If help is needed with NSPIRES, they have a very helpful & friendly Help Desk, but they are only available during business hours.

•Once logged in, this is what you see.

•If there are any problems or scheduled outages with NSPIRES they will be listed in the blue column on the right hand side.

Pending Proposals•Proposals should be processed through the chair’s & dean’s offices with a T-Form as normal. Please make a note on the T-Form that the proposal is a NSPIRES submission. RSP does not get notification automatically.

•When the T-form & hard copy of the proposal arrive at RSP, RSP staff will go into NSPIRES & submit to NASA.

•The webpage to the left is an example of the list of proposals that have been entered in NSPIRES:

•The LINK status means that the proposal can still be worked on.

•The LOCKED status means the proposal is ready to be submitted & the PI can no longer make edits.

Green Checks = Section is complete and there are no problems.

Red X’s = section is not complete.

Yellow warning box = There is a problem with the section.

Step One: Proposal Summary

There is a word limit on the proposal summary page. If you are over that limit, you will get a yellow warning box on the proposal main page.

Step Two: Business Data

•Verify that the data is correct. Once the proposal is “locked” only RSP can go back in and change it.

Step Three: Budget

•NSPIRES allows up to five years of budgeting for one project. The system will give a yellow warning box stating that the budget is not complete if the full five years are not filled out. That is fine.

•If a pre-proposal is being submitted, and no budget is required, a red X will display on the proposal main page. This is also fine, since no budget is require for a pre-proposal.

•NSPIRES DOES NOT allow UW’s 45.5% overhead rate to be entered. However, it does calculate at that rate. When reviewing your budget, make sure is says 45%, not 46%.

Step Four: Data Summary

Step Five: Proposal Team

•Every team member or support staff must be registered in NSPIRES. If they are not, they cannot be entered on this page.

Submitting: Element Check

Before RSP submits the proposal, we first check the elements of the cover page to make sure everything is complete & correct.

Some sections will not be complete because they are not required for the particular program that is being applied for.

When there is a section that needs corrections, RSP will unlock the proposal & contact the department/PI to make the corrections.

Submitting: Certification

RSP accepts the Reps & Certs electronically.

Submission Complete After all elements, reps & certs have been completed, RSP will hit the submit button

When the submission is complete, RSP is given the NASA Proposal Number.

Printing the Proposal•After submission is complete, RSP prints out the proposal in its entirety and signs it.

•RSP will then return it to the dept/dean’s office for submission of the paper copy (with the number of copies need, most of the time it is 15).

•There are a limited number of programs that are being used as test cases for total electronic proposal submission. For these proposals only one hard copy needs to be submitted. (It will be stated in the solicitation if this is the case.)

•We have heard (and at one time read) that electronic NSPIRES proposals must be submitted two days before the deadline in order for the bard copies to arrive by the deadline date. Please keep this in mind!
