After a forced pause in the print editions of Vivre à Laval, which resulted in our having to produce digital versions only for the spring and summer 2020 issues, here is your printed copy of your municipal magazine back again! In addition to a wealth of information on the many services and programs offered by the City, you will find the latest updates on some of the major topics on the municipal agenda.

For example, you will have a chance to read the report on the work surrounding the redevelopment of the Cartier, Val-Martin and De!la!Concorde sectors. The objective of these major revitalization projects is to make these strategic sectors dynamic, accessible, complete and inclusive living environments. The new bylaws aimed at protecting our wetlands are also among the topics that have been the focus of attention in recent months. In fact, by adopting this bylaw, Ville de Laval has once again demonstrated its ability to innovate, while continuing to advance towards the main objective of our strategic vision, which is to make Laval a city that is “urban in nature” by 2035.

Among the other major projects, take a look at the overview of our economic recovery plan, which is featured in the middle section of this edition. After several difficult months, Ville de Laval and the businesses on its territory are ready to reinvent themselves and act together to support and stimulate the Laval economy in the short, medium and longer term.

In closing, I invite you to continue taking care of your own health and that of others. The COVID-19 pandemic is not yet a thing of the past, and the cooperation of each and every one of us continues to be of the utmost importance in slowing its progress. Stay informed, follow the recommendations of the public health authorities, comply with the health rules and, above all, keep smiling!

Illumi Adapting and Transforming into a Drive-ThroughIllumi – A Dazzling World of Lights by Cavalia, which attracted 500,000 visitors during its first season, is adapting to the present situation and is being transformed into a drive-through experience. The 2nd edition of this event will be presented in Laval October 2 – January 10.

All around the gigantic tree of lights, the 3-km route will feature 18! fantastic themed displays, including 10 new universes. A total of 15 million LED bulbs will give life to more than 30,000!dazzling structures. The site will welcome its first visitors with displays in Halloween colours. Starting in November, these will give way to winter and holiday themes.

Curiosity-seekers who come to see Illumi by public transit will have the chance to travel along the largest multimedia route of its kind, by boarding small trains specially designed and safe for the comfort and health of one and all.

The Service de police de Laval Wants to Hear from You!Your police department is launching a vast residents’ consultation in order to play its role in the fight against racial and social discrimination undertaken by Ville de Laval.

From August to November, residents are therefore invited to express their feelings about safety and security and their vision of police work.

The purpose of this process is to obtain relevant data, draw an initial portrait of the situation and make recommendations. It also aims to enrich relations with ethnocultural communities and police practices. An action plan will then be developed in collaboration with partners from the ethnocultural communities and the social sector. It will be presented in the spring of 2021. The invitation is out!

Green Light for Val-des-Brises InterchangeLast June, the City gave a green light to the construction of the Val-des-Brises interchange, a $25-million investment that will make it possible to reduce through traffic in this sector, in addition to encouraging active transportation, as walking and cycling on either side of the autoroute will now be possible.

The work operations, which will be spread over two years, will be carried out and monitored by the Ministère des Transports. The project includes the construction of the new overpass over Autoroute 440, between Autoroute 19 and Route 125 (boulevard Pie IX) as well as the redevelopment of nearby streets and the eastbound ramps of Autoroute 440. Eventually, boulevard Robert-Bourassa will connect to rue Gaumont via the new boulevard Michel-Ange.

Wetlands, an Invaluable Ecological AssetIn line with its strategic vision, Ville de Laval made a commitment, in the spring of 2020, to adopt a new bylaw to protect its wetlands, which are an invaluable ecological asset, in addition to providing many ecological services. These dynamic ecosystems help maintain biodiversity, protect animal and plant species at risk and contribute toward air, water and landscape quality. They also play a crucial role in the prevention of natural disasters linked to climate change—floods, droughts, etc.—by helping to control water flow and level as well as carbon sequestration.

Development of a regional wetlands and water planConcerned about ensuring the sustainability of its natural heritage and providing a healthy environment for its present and future residents, the City is currently working on a regional wetlands and water resources plan. This plan will identify areas of interest and indicate the measures to be taken to ensure their conservation and sustainable use. The City will also have to identify sites suitable for the creation and restoration of wetlands and hydric

environments. And lastly, the plan will make it possible to move towards the “no net loss” objective set out in the Act respecting the conservation of wetlands and bodies of water. It will have to be approved by the Minister of the Environment and reviewed at least every ten years.

New bylawThe new bylaw for the protection of wetlands of interest aim to safeguard these exceptional environments during the period of reflection and consultation that will lead to the adoption of the regional plan, scheduled for 2022. With the help of experts, the City determined the wetlands to be conserved according to a matrix that took several factors into account:

Ecological value (sustainability, diversity)

Ecological services

Adaptation to climate change

Social interest

Distribution of wetlands on the territory

Territorial planning and development

The purpose of this bylaw is to prohibit all interventions, construction, activities, structures and work projects in and around wetlands of interest. In this way, the City is protecting 1,062 hectares of wetlands in Laval, which represents about 67% of their total area, in addition to increasing the extent of natural environments protected by legislation as well as the ownership system on its territory to 12% out of a target of 14%.

And lastly, thanks to this new bylaw and other major projects, Laval is among the first major cities in Québec to use this type of approach to protect its wetlands of interest, while fighting climate change. In this way, it hopes to position itself as an environmental leader in the years to come.

Consultations will be held this fall for farmers, real estate developers and environmental groups. Residents concerned are also invited to provide comments or submit briefs on the Repensons Laval website.

2019 Consolidated Financial Report and CIP AccomplishmentsDuring the fiscal year ended December 31, the City posted an operating surplus of $58.9 million—excluding the organizations under its control—which reflects the discipline and importance it attaches to the sound management of public finances.

The surplus recorded in 2019 is made up of the following:

$21.4 million Transfer taxes over budget

$5.3 million Additional portfolio investment income

$4.2 million Tax revenues and revenues in lieu of taxes over budget

$6.0 million Revenues from the recovery of amounts wrongfully paid following fraud or fraudulent manoeuvres in connection with government contracts

$9.2 million Revenues related to services rendered, licences, permits, fines, penalties and sale of industrial properties

$6.4 million Rebate from the Autorité régionale de transport métropolitain (ARTM)

$5.8 million Savings on financing costs

Did you know…?Ville de Laval’s fiscal year runs from January 1 to December! 31. At the end of each fiscal year, the City presents its consolidated financial report. In particular, this document provides a detailed picture of the financial situation of the entity formed by Ville de Laval and the organizations it controls. It also includes the report of the independent auditor and the Auditor General of Laval, who audited the consolidated financial statements in accordance with Canadian laws and accounting standards for the public sector.

Unallocated operating surplusThe unallocated operating surplus is a source of funding that the City can use to finance its operations and infrastructure, as specified in its financial reserve management policy. From the operating surplus of $58.9 million in 2019, these amounts will therefore be allocated to the following financial reserves:

Snow removal: $6.7 million

Drinking water and wastewater treatment chemicals: $86,000

Cash payment for capital assets: $26.1 million

CIP accomplishmentsThe three-year Capital Investment Program (CIP), presented at the same time as the budget, groups together the projects and programs that the City intends to carry out over the next three years. For the first year of the 2019-2021 CIP, the City achieved 67.3% of the planned budget. Capital expenditures therefore totalled $208.5 million, of which $112.6 million was paid in cash, resulting in substantial savings in financing costs.

Thanks to effective financial planning and the discipline it demonstrates, the City is in a position to face major contingencies such as the COVID-19 pandemic, whose financial impact has been evaluated to date at more than $60 million for Laval. The City therefore intends to continue its efforts to offer the population quality services while promoting economic growth.

The product of hard workCQIC, whose mission is to enhance and optimize innovation projects by improving the synergy between the players in the business and technology ecosystem, has been working on the implementation of this program for a number of months: “It’s a major project that’s materializing. In our opinion, this is the kind of tool that should be implemented in all Québec municipalities in order to promote buying local. And thanks to the Freebees platform, we know that this initiative will be successful and that it is a long-term solution,” maintained Carl Boutet, CQIC’s Executive Director.

Cartier sector The short-distance sectorThe project to revitalize the area where the Cartier intermodal stat ion is located will take more than 20! years to complete. In particular, it aims to improve connectivity, enhance and develop green spaces and promote the redevelopment of the sector. In order to better understand the issues in the area and to choose the actions to be planned, the City has carried out a diagnosis of the territory, i.e. an interpretation of the environment based on four focal points:

Urban form

Mobility

The environment

Urban dynamics

Some work has already been carried out, including the redevelopment of Dufresne Park and Place Olier. The old swimming pools have therefore been demolished and the parking lot at the corner of Place Olier and boulevard Lévesque has

been permanently closed. Ground-level frescos will occupy the site until it is integrated into the planned development of Dufresne Park

Val-Martin sector Revitalization takes shapeVille de Laval and the Office municipal d’habitation de Laval (OMHL), in collaboration with the Société d’habitation du Québec (SHQ) and the Canada Mortgage and Housing Corporation (CMHC), undertook a project in 2013 to revitalize Les Immeubles Val-Martin, located in the Chomedey district.

The first phase of this project—the construction of 124!social housing units and municipal infrastructure work—has now been completed and the OMHL has handed over to Laval households the keys to the units that have been built. These homes were designed to promote social mix and to integrate into the neighbourhood. The work completed in the fall of 2019 also included:

the redevelopment and replacement of underground infrastructure on rue Évariste-Leblanc as well as its extension to 75e Avenue

the rehabilitation of 75e Avenue

the closure to traffic of 79e Avenue, between boulevard Notre-Dame and rue Évariste-Leblanc

Temporary structures were also set up last summer in the area where 79e Avenue used to be, between boulevard Notre-Dame and rue Évariste-Leblanc. These structures made it possible to provide an area for local residents to play or just get together.

Other work will take place this fall in the boulevard Notre-Dame right-of-way, between boulevard Jarry and 75e Avenue. Replacement of the water and sewer systems is intended to improve their capacity and allow the revitalization project to be continued.

In addition, construction of 158 affordable social housing units in three buildings has begun. This second phase will be ongoing over the coming months.

Two projects under way in the Cartier sector:

Special planning program (SPP) – detailed planning

Urban structuring project – implementation of transformation

TOD (Transit Oriented Development) area – 1-km radius around Cartier station

Revitalization ProjectsIn 2015, Ville de Laval adopted a strategic vision entitled Urban in Nature. Shortly thereafter, it completed a review of its land use and development plan, where this vision was translated into clear development intentions aimed at providing complete, inclusive, human-scale living environments. Consequently, in 2016, the City began revitalizing certain strategic sectors. Since then, multidisciplinary teams have been working together on these large-scale projects.

The project to revitalize the De la Concorde intermodal station sector aims to make it a complete and dynamic living environment. Work was carried out throughout the summer and will continue this fall to improve municipal facilities and infrastructure.

Redevelopment of avenue AmpèreThe City is currently redeveloping avenue Ampère between boulevard de la Concorde Ouest and boulevard Cartier Ouest. The work will make it possible to improve the atmosphere and functionality of the avenue, while increasing the number of trees and green spaces. The redevelopment includes the following measures:

Widening sidewalks and adding universal access measures

Adding green curb extensions at intersections

Making the cycling facilities more functional

Adding an STL bus stop between rue Noirmoutier and rue de Chartres

De la Concorde sector

Replacing all lighting (LED)

Rehabilitating underground infrastructure

Napoleon-Prud’homme parkWork surrounding the new park along the railway line will continue this fall with the grading of the site, construction of the trails, planting vegetation and installation of furniture.

Next stepsPassage Françoise-Gaudet-Smet: The City will proceed with work on a pedestrian crossing between rue Françoise-Gaudet-Smet and the Ouest (west) platform of the De la Concorde train station.

Public square: The City has acquired a building located southwest of the intersection of boulevard de la Concorde Ouest and avenue Ampère. The building will eventually be demolished and a public square will be set up on that site.

Open House Introducing New Planning BylawsAbout two and a half years ago, the City began a complete revision of its planning bylaws. The objective of this exercise, which aims to implement the strategic vision Laval 2035: Urban in Nature, is also to:

Bring the bylaws in line with the guidelines described in the Revised land use and development plan (SADR)

Ensure the coherent development of Laval

Simplify understanding and use of the bylaws

In order to give a maximum number of people a chance to understand the new bylaws, to adopt them as their own and to comment on them as soon as possible in the process, the City will be holding virtual open houses. The public will be able to take advantage of this opportunity to become informed in a fun way and to take part in discussions about the City’s new vision for development and, more specifically, about the preliminary draft bylaws.

Special Planning ProgramsThe City wants to plan, in a special way, the development of the TOD areas on its territory, i.e. certain sectors that are close to a point of access to the metropolitan public transit network (train stations, metro stations). This planning is done through special planning programs (SPPs). An SPP is a tool that makes it possible to plan over the long term—i.e., over a horizon of approximately 20 years and in a detailed way—the development of a territory where significant changes are contemplated.

Three sectors are the subject of SPPs, which are currently being drafted: the downtown area as well as the TOD areas at Cartier metro station and Sainte-Rose train station.

Public consultations will be held this fall in this regard. Information on the procedures and dates of the next resident participation activities may be found online, on the Repensons Laval website.

REM: Portrait of a Work in ProgressIn 2023, the Réseau express métropolitain (REM)—a CDPQ Infra project—will take over from the Deux-Montagnes commuter train line and offer users more frequent service. The construction of this major infrastructure crossing western Laval from north to south will involve a great deal of work on the territory.

Work in progress and to comeSince the closure of the railway tunnel under Mount Royal last May, operations on the entire Deux-Montagnes line have been ramped up. Between now and next summer, when train service will be suspended until the REM is up and running, the scope of the work will continue to expand. In Laval, the Laval-sur-le-Lac, Laval-les-Îles and Sainte-Dorothée sectors will be transformed by the new infrastructure and the construction of two stations. The City is therefore closely monitoring developments and is working in collaboration with the REM project to maintain the best quality of life for everyone.

Traffic calming measuresTo facilitate travel on the territory until the REM is operational, the Autorité régionale de transport métropolitain (ARTM) has directed Ville de Laval to implement traffic calming measures between Sainte-Dorothée station and the Lachapelle bridge, including reserved bus lanes on avenue des Bois. The work, which has been under way since mid-June, also includes the construction of a temporary incentive parking lot near montée Champagne, in cooperation with the STL.

Trees cut down, others replacedThe REM project has adopted a reforestation program for sites where trees had to be cut down to make way for the work. Once the REM is completed, all trees cut down will be replaced on the affected territories, with a 10% bonus. In addition, thanks to a voluntary partnership with Earth Day, 250,000 trees will be planted to offset the GHG emissions produced during construction.

As for avenue des Bois, Ville de Laval has agreed to plant 3,520 trees and 5,280 shrubs in the affected areas as well as on the bank of Ruisseau Woodwork, once the work is completed.

Setting Up a Cultural Infrastructure in the City CentreThrough its desire to promote culture and offer optimal conditions for artistic creation and production, Ville de Laval has begun preliminary studies to set up a cultural infrastructure downtown, in the Montmorency sector. This innovative, unique model combining two institutions in a flagship location, will be a driving force for innovation and will contribute to the development of a distinctive downtown on a human scale.

Central libraryThe building will house a central library which, in addition to providing technological spaces and many other services, will offer a collection of over 330,000 documents, thereby enhancing the services offered by neighbourhood libraries.

In order to clearly identify residents’ expectations regarding this aspect of the project, Ville de Laval conducted an online consultation, July 10 – August 10. Participants were invited to share their dreams and vision of the central library—this future hub of knowledge and culture. Additional consultations will be held as this major project progresses over the next few years.

The centre for professional artistic creationThe cultural infrastructure will house a centre for professional artistic creation as well. Adapted to various disciplines and responding to a long-standing demand on the part of Laval cultural organizations, the centre will be managed by the Regroupement d’organismes culturels et d’artistes lavallois. It will mainly help develop the potential of Laval’s cultural stakeholders and attract talent to Laval.

Summer Cultural Programming and the Pandemic: The Art of ReinventionIn March 2020, the team from Ville de Laval’s Division arts et culture (DAC) was preparing to finalize the last few details of the 150 or so cultural activities that were to be offered free of charge this summer when the COVID-19 pandemic swept through Québec. A lockdown was then imposed by public health authorities and the City had to take action. The decision was made quickly: in order to protect everyone’s health and safety, all summer cultural programs were cancelled.

And the decision to reinvent and create a suitable solution adapted to the situation was made just as quickly. The DAC team therefore set to work again in a hurry and a new offer of activities that were just as safe for artists as for residents was rolled out.

Virtual music zones and other ways and means of reinventionThis is how video clips of a virtual version of the Zones musicales were recorded (see photos). As for the Théâtre à ciel ouvert, which usually presents outdoor performances of

creations for the whole family, it was transformed into a roving theatre, and the open-air movie showings became a festival of animated short films, streamed online.

A number of outdoor activities were also offered, including four visual art exhibitions, musical shows and circus or strolling performances that were presented in various parks, in more disadvantaged areas and in front of over twenty seniors’ residences.

As for the self-guided heritage trails and educational panels about works of art belonging to the municipal collection, they invite residents to discover the City in a different way.

Through this innovative approach, Ville de Laval was able to maintain its ties with residents and the cultural community, in addition to reaching out to new audiences and developing new formats, such as music video clips and roving theatre.

Trees: Health and BylawsIn Laval, as elsewhere in the world, trees are recognized for the many benefits they provide. In this regard, the City adopted a policy in 2016 to promote the planting and maintenance of trees on its territory. Municipal bylaws, in fact, require that at least one tree be planted in front of residential properties. The bylaws also offer a $50 grant to residents to plant a new tree.

Did you know…? Trees increase the value of a property. In fact, studies show that homes in the same neighbourhood sell for 10 to 20% more when there are trees and landscaping.

Trees are good for your health: their presence in an urban environment reduces the risk of certain diseases.

Trees make roads safer for pedestrians, and particularly for children, by prompting motorists to reduce their speed, and trees improve visibility by cutting down on glare.

Trees reduce noise pollution through leaf rustling and bird chirping which, even when rather quiet, help to mask unwanted noise.

Blood Donor Clinic to Save Lives!Given the COVID-19 pandemic situation, the format of Laval’s blood donor clinic has been redesigned to ensure the safety of residents, volunteers and employees.

The clinic will be held at the Centre sportif Bois-de-Boulogne, over two days, September 10-11, 10 a.m. – 7 p.m. Donors will be required to make an appointment to control traffic and speed up the process. The reservation system will be available on Ville de Laval’s website in mid-August and reservations by phone and email will also be accepted.

During this health crisis, the need for blood donations is more crucial than ever in order to save lives and meet the demand for blood products.

Remember that the Centre des donneurs de sang GLOBULE at the Centre Laval welcomes donors every day and gives them the opportunity to make apheresis or whole blood donations.

Archeological Inventory in Sainte-RoseA major archeological inventory was carried out near Sainte-Rose-de-Lima church and the Berge des Baigneurs, in advance of the redevelopment project for this waterfront park.

The archeologists appointed by Ville de Laval to explore the site have confirmed the presence of physical evidence related to former uses of the property. Among their main discoveries are the remains of a portion of the foundations of the second Sainte-Rose church (1788-1857) and its well, in addition to several artifacts.

In order to protect these discoveries and, as recommended by the archeologists, the remains were backfilled after being photographed, documented and geolocated. As for the artifacts, they have been cleaned and will be preserved for possibly showcasing Laval’s archeological heritage in the future.

And lastly, it should be noted that the archeological potential of the banks of the Mille Îles River, where it is hoped to find artifacts testifying to indigenous presence, will also be explored before the inventory is completed.

Chantal Aylwin was appointed Director of Ville de Laval’s Service de l’ingénierie in September 2019. Portrait of an accomplished and motivated manager in search of new talent.

Where does your interest in engineering come from?

I’ve always been athletic, and in high school, the guidance counsellors advised me on teaching, with a focus on physical education. However, I liked math a lot and I was also interested in construction. I finally chose engineering, which was in keeping with my interests, while giving me the opportunity to work on a variety of projects.

Tell us about your career path.

I’m very happy with my career path and I consider myself privileged. During my 30-year career, I have worked for various consulting engineering firms on projects that were very different from one another. I spent six years at the Agence métropolitaine de transport (AMT), where I honed my expertise in public transit, particularly in the development of reserved lanes, terminals, interchanges and even bridge

widening! I gained my first experience in the municipal world in Montréal, where I first worked on major projects such as the widening of boulevard Notre-Dame and tramway studies, and then took on the challenge of heading up the Direction des infrastructures, which carries out nearly $500-million worth of work annually.

How did you make your own way in a mainly male world?

I have rarely asked myself that question. For me, working with men and women means first of all working with individuals, with their strengths and weaknesses. Of course, some funny things have happened, for example, when—at the beginning of my career—an entrepreneur called me “sweetie”. This inappropriate familiarity obviously offended me, and I let him know! I also remember a job interview where I was asked how my father felt about his daughter being in a male environment—which said a lot about that workplace. And I didn’t get the job!

What are the responsibilities of the Service de l’ingénierie?

The department has close to 120! employees in 7 divisions. Our mission is to ensure the maintenance and development of road infrastructure, including pavement, sidewalks, underground water and sewer systems, civil engineering structures, bicycle paths, etc. We ensure that they meet the current and future needs of the population within a sustainable development perspective.

What is your team’s biggest challenge?

Like other major cities, Laval favours a “planning and management” approach. We must therefore have an excellent knowledge of our infrastructures and the actions to be taken on them. With more than $3 billion in assets on the roads, including 1,700 km of pavement, 2,500! km of domestic sewers, 125!structures and close to 300 traffic lights, this is quite a challenge! But we succeed in planning projects well and we develop investment plans based on the life cycle of our assets, which enables us to keep them in good condition.

What motivates you on a daily basis?

In addition to maintaining municipal infrastructures in good condition, we have a direct impact on residents’ daily lives, for example, when we install temporary dikes in times of flooding, or when we make it easier for people to get around by setting up bicycle paths or introducing traffic calming measures near parks and schools. This is how we improve quality of life in a concrete way, and there is nothing more motivating than that!

For the diversity of the mandates entrusted to us, but above all to be part of a wonderful team that is motivated and committed, where there are many challenges to be met, each one more motivating than the last!!

Back to School and the Pandemic: Drop Me Off in a Safe Place!With the COVID-19 pandemic still here, the back-to-school season will definitely be different, even though—as always—your police officers will be there to ensure everyone’s safety. This year, they will also make sure that the health rules are followed.

If not, identify a safe area. Often this is near the school crossing guard, one block away from the school.

Follow public health rules and advice.

School children will need to maintain a physical distance from one other, including at intersections. Crossing guards may guide fewer children across the street at a time. Both parents and motorists are asked to be patient with them and to follow their instructions. Everyone must be extra careful and courteous, especially when children are at risk the most, when getting on and off a bus.

Special attention will be paid to enforcing speed limits and compulsory stops when school buses’ red lights are flashing on and off. Increased police presence and many operations are planned throughout the school year.

The Sharing Tree: Help a child in needThe Service de police is launching the very first edition of L’arbre du partage (The sharing tree). This wonderful project is designed to give a gift for the holidays to Laval children faced with vulnerable situations. The young people, who will be chosen by their elementary school, will prepare a list of three gifts valued at $20 to $25 each. Starting November 9, this sharing tree will come to life at police headquarters when residents will be invited to go there to choose the wish list of a child whose identity will be concealed. All gifts received will be placed under the tree and will be distributed to the children by police officers on December 12.

Greening the City to Make it CoolerSince 2019, in order to reduce heat islands, the City has carried out major work involving soil characterization, excavation, screening and addition of topsoil, compost and wood chips on four autoroute ramps. It also took the opportunity to plant 25,763 trees as well as 12,970!shrubs and willow cuttings.

Laval is proud of this project financed by the Fond vert (Green Fund) because it relies on local skills and resources. In fact, the compost used comes from the collection of organic materials, while the wood chips come from ash trees that have been cut down. In addition, by installing probes, UQAM will be able to measure, among other things, the effects of plantings on snow storage and thermal behaviour. This project is supported by the Fonds vert as part of Climat Municipalities – Phase 2, a program of the Ministère de l’Environnement et de la Lutte contre les changements climatiques, stemming from the 2013-2020 climate change action plan.

Innovative and Exemplary Development of the Berge des GoélandsÉco-Nature, in collaboration with Ville de Laval, the Fondation de la faune du Québec and Aubier Environnement, restored a 25-metre portion of the Berge des Goélands. The ambitious project, begun in 2019, is based on Engineered log jam (ELJ) technology, which is successfully used in the Western United States and the United Kingdom for manipulating environments. More than 60 metric tons of concrete were removed from the site in this way, and eroded and subsided soil areas were stabilized. In addition, 25,763 trees as well as 12,970 shrubs and willow cuttings were recently planted.

Restoration of this part of the Mille Îles River, an ecological corridor, has made it possible to create new fish habitats, enhance the landscape and improve the safety of the site, demonstrating the importance that the City places on protecting its natural shoreline.

This project is supported by the Fonds vert (Green Fund) as part of Climat Municipalities – Phase 2, a program of the Ministère de l’Environnement et de la Lutte contre les changements climatiques, stemming from the 2013-2020 climate change action plan.

Give a Second Life to Your Dried Leaves!Thanks to its collection of dried leaves in the fall, Laval sends nearly 1,000 metric tons of this green waste every year to local farmers, who use it as quality compost to fertilize and enrich their soil. Your dried leaves are then used to grow local vegetables!

This partnership with farmers, which is in line with the City’s strategic orientations, moreover makes it possible to divert this organic waste from landfill sites and reduce greenhouse gas emissions. The City also uses the compost obtained from the contents of your brown bin as a natural fertilizer in the soil where it plants new trees.

Over 1,050 New TreesREM This fall, the City is planting trees to compensate for the greenhouse gas emissions caused by the construction of the Réseau express métropolitain (REM) and to replace the trees cut down as part of this project. The last remaining large public lands, whose size and purpose make it possible for these plantings to be carried out without the need for major work, have been identified through a collaborative initiative undertaken by all municipal departments.

Just over 1,000 leafy and evergreen trees donated by the Ministère des Forêts, de la Faune et des Parcs will therefore be planted by the CANOPÉE organization on the land along Autoroute 13, at the corner of boulevard Sainte-Rose and rue Odile. These trees will contribute toward providing many ecosystem services, including reducing ambient temperature, retaining water and capturing atmospheric pollutants.

Planting relaysLaval will participate as a municipal partner in the Canada-wide tree planting relay to celebrate the 50th anniversary of Earth Day. As a result, 50 trees will be planted on the territory this fall, through the collaboration of horticulture students from Collège Montmorency.

Focusing on Social Development for a Better FutureLast June, in line with the Regional social development policy, Éric Girard, Minister responsible for the Laval region, and Marc Demers, Mayor of Laval, announced an investment of $1,404,861 over three years to carry out 22 initiatives. In this way, the municipality will be better able to meet immigration-related needs and the fight against social exclusion and poverty on its territory. This unprecedented initiative demonstrates a real desire to promote living together in harmony and improve the well-being of the community by supporting social development stakeholders. Among the projects supported, here are two initiatives to be watched:

Solidarity gardensLa ferme Jeunes au travail and Enfant d’Abord have developed a solidarity garden project where the harvests are donated or sold at low cost to organizations working with food-insecure clientele. A large amount of organic fruits and vegetables are therefore distributed to food banks and Meals on Wheels in Laval.

La vie de l’autreThe organization Les productions Le p’tit monde, which offers intercultural and intergenerational activities, has launched the project La vie de l’autre. Home Adaptation ProgramThe objective of the Home Adaptation Program is to enable people with disabilities to go about their day-to-day activities in their own home and therefore help them stay there as long as possible. It provides financial assistance to the homeowner to carry out adaptation work that meets the person’s needs.

IUR NewsIntegrated Urban Revitalization (IUR) initiatives have been very active this year! IUR projects bring together a large number of stakeholders working to improve the living conditions of Laval’s population. They are supported by Ville de Laval in the Pont-Viau, Chomedey and Place-Saint-Martin/Domaine-Renaud sectors.

In Pont-Viau, 15 partner-members are active and can count on the involvement of 79 residents. Over the past year, they offered 52  activities in which more than 1,000 people took part! That includes a number of activities offered in the summer of 2019 at Henri-Dunant Park and the Berge des Écores, including the Fête citoyenne. IUR members also organized many other events—for example, the presentation of documentary films, conferences and gatherings of partners to discuss issues in the sector.

In Chomedey, IUR partners worked to support a district plan designed to contribute toward the community’s development in order to improve quality of life and equal opportunities. During the year, the Chomedey IUR supported three projects. The first was aimed at greening the area around Saint-Maxime school with community gardens; the second took the form of cooking workshops, and the third involved welcoming new families to the district. And lastly, the IUR continued to actively collaborate on the vast project to redevelop Les Immeubles Val-Martin.

IUR Place-Saint-Martin/Domaine-Renaud has seven active working committees to improve the area. Among them, the members of the Place Saint-Martin branchée committee are making computers accessible to students and residents, particularly in order to support them in their job search. In 2019, the Chopin en fête neighbourhood party was also organized to encourage neighbours to get together. The IUR also worked on beautifying the Place-Saint-Martin dwellings with a community garden and the maintenance involved.

Digital Technology Taking Off!Laval libraries wanted to rethink their online services in order to better match the virtual visit experience with users’ needs. Their closure during the pandemic lockdown definitely sped up this turnaround!

Popular virtual programmingFaced with the forced cancellation of cultural programming in the libraries, a new offer of activities, conferences and storytelling hours was quickly rolled out on social media. Now, thanks in part to the Laval libraries’ new Bibliothèques de Laval YouTube channel, library users have access to a wide range of content aimed at keeping children interested in reading and feeding grown-ups’ curiosity.

Twice as many digital loansThe demand for digital loans has literally exploded in Québec! In fact, for the province as a whole, it has gone from 5,000 to 10,000 reservations per day. In Laval, loans of children’s books in digital format have increased by 1100%! In light of this, Laval’s libraries have been quick to increase their digital collections almost as impressively.

A boom in temporary remote membershipsTemporary remote membership, which was offered starting last spring, has also been a real hit with users. This offer has provided access to more than 18,000 digital books, 1500 online courses for adults, 5,000 magazines and 1500 children’s books and games! Since then, this offer has been made permanent and residents who are unable to go to the library to join or renew their membership can take advantage of this remote method.

Deconfinement measuresAs of August 31, or as directed by public health authorities, access to workspaces and multi-service computer terminals, as well as the opportunity to browse through the shelves to select books, will again be permitted. Don’t forget your face covering, which you must wear when you make your way around the library!

Like all other venues, the Maison des arts (MDA) in Laval had to suspend its normal activities last spring, in accordance with the strategy advocated by public health authorities, in order to limit the spread of the coronavirus.

But during these past few months, the MDA didn’t take a break! In fact, the team continued to work on the various scenarios for resuming activities.

Visual artsIn June, during the first stage of deconfinement, Salle Alfred-Pellan (SAP) reopened its doors by extending the two spring exhibitions (Hors réseau and Ce qui compte). For the 2020-2021 season, the SAP hopes to present a full program of four exhibitions in the main hall and four others in the foyer of the Théâtre des Muses. True to its mission based on dialogue, the museum institution should also be able to offer art lovers, as well as those curious about art, various opportunities for artistic encounters and activities rooted in the present, to be experienced alone, with family or friends, in person or in virtual mode.

Performing artsAs for the performing arts, the new cultural season will be cautious, with a reduced program, but still connected to the major issues of society. In keeping with its artistic focus on contemporary and current works, the MDA will highlight productions that echo the social concerns of the times.

Over the coming months, the Théâtre des Muses will welcome spectators, but in reduced numbers in order to respect the physical distancing rules. Even though, at the time of writing this article, nothing can yet be revealed, it is certain that lovers of theatre, dance and storytelling will be pampered. Young audiences will also find what they are looking for with activities that happily combine indoor performances, digital presentations and artistic mediation. As always, the dialogue between artists and the public will be prominently featured. Meetings led by MDA philosopher-in-residence Jérémie McEwen will address topics related to the activities. All of this will be complemented by ongoing accompaniment to ensure that your experience is always enjoyable and very lively.

Adapted programmingThe MDA team is considering what to do next. Activities via Zoom, Teams or FaceTime applications, webinars and videoconferences are among the technological solutions that encourage exchanges on various practices. The objective is to continue to make the most of each person’s expertise in order to fully benefit from this unprecedented situation.

Isabelle Hayeur’s commitment to the environment and its sinister fate is unalterable and tenacious. The exhibition, in three distinct locations, retraces the many journeys and investigations of a photographer and video maker in action, constantly on the lookout for the upheavals in our ecosystems, which she transposes into images and also into words. A major focus is placed on her recent production, with works never before presented in Québec, coupled with her first shots in excavated soil and her involvement with civic groups and activists.

Through a digital and interactive platform, viewers will be able to enter into the artist’s work process, to grasp her creative movement, to reflect with her on the issues raised by societal changes and the ecological chaos that she captures, expresses and denounces, with sensitivity and conviction.

This exhibition will also be presented at Plein sud contemporary art exhibition centre in Longueuil as well as at Université de Sherbrooke’s Antoine-Sirois art gallery.

CHRISTIAN BARRÉSomewhere Over the Rainbow

Using urban maneuvers, Christian Barré adopts communicational strategies to compassionately intervene in the social system. Committed to political theories related to injustice, institutional ideologies and hierarchical discrimination, he reconsiders the liberalism of cultural production. In an ironic tone, he criticizes representations of models of success. Through a study of the alienating and superficial specificities of the image, he recomposes a narrative device, often didactic, based on the authenticity of testimonies or experiences of marginalized people. He infiltrates unknown worlds involving individuals’ intimacy, closeness and private life. While focusing on the social function of art, he strives to demonstrate its legitimizing mechanisms in order to challenge the viewer’s critical mind.

National Heritage-Focused Photography ContestCongratulations to Khaled Abdul Whaled and Marika Ouzounis! These two young people from Laval distinguished themselves in the province-wide Capture ton patrimoine contest. Only 30 entries were selected by the panel of judges out of the 764 photos received.

HERITAGEHeritage ToursDid you know that Joan of Arc has been watching over l’Abord-à-Plouffe for over 100 years? It was Wilfrid Lorrain, the first mayor of this small municipality established in 1915, who had the statue erected in honour of the soldiers who died during the First World War. Completely restored in 2019, the stone statue of this heroine has regained its lustre of days gone by!

Plume d’excellence Award and Two Finalist Projects

The Association des communicateurs municipaux du Québec (ACMQ) recognized the creativity and daring spirit of Ville de Laval’s Service des communications et du marketing, within its annual Plumes d’excellence competition, where it presented the Plume d’excellence award in the “habit-motivating campaign” category for Laval’s Mets du respect dans ton bac awareness campaign. The other two projects submitted within the competition—Laval’s new brand image (Une île d’exceptions) and the Ville de Laval’s editorial policy transition to its social media—were among the finalist projects in the “Visual identity” and “Digital communication” categories.

COVID-19: How to Protect Yourself WellDr. Jean-Pierre Trépanier, Director of Public Health at the CISSS de Laval, explains the importance of following the health measures to fight the COVID-19 pandemic. Interview with a specialist in public health and preventive medicine.

How can we reduce the risks of contracting COVID-19?

The best way to protect yourself is to continue to stay informed. Of course, it is also important to follow the advice of public health authorities and the proven health rules:

Physical distancing

Hand washing

Wearing a face covering in enclosed public places or when it is impossible to stay at least 2 metres away from others

To prevent the transmission of COVID-19, but also the flu and other respiratory viruses that appear in the fall, it is also important to stay home and away from others when you are sick.

Is wearing a mask effective?

Yes, wearing a face covering helps to better protect yourself from illness. To increase its effectiveness:

Don’t put it under your nose or chin during or after use.

Don’t touch it once it has been placed on your face.

Put it in a clean, insulated bag (for example, a freezer bag) after wearing it and not directly in your pocket or purse.

What do you say to someone who is hesitating to be tested?

Evaluate your symptoms and take them seriously, no matter how minor they may be (fever, fatigue, cough, loss of smell or taste). Perhaps you feel only very mildly affected; however, the people to whom you could transmit the disease, such as family members or friends, risk suffering more. Those who are most vulnerable may have difficulty resuming their daily activities a number of weeks after being infected with COVID-19, or may even die from it. It is not a trivial disease, and testing is an effective way to stop the spread of the disease.

If you think you have COVID-19, have been in contact with someone who has symptoms, or have attended gatherings, get tested!
