NURSES REGISTRATION BOARD N.S.W.

Registration/Enro3:'.nent Requirements for Interstate and Overseas Trained Nurses.

General Policy

All applicants presenting for registration from interstate and overseas country are required to produce· the following:

Registration/Enrolment Certificate; (current status) Hospital Certificate or Statement of Training; One recently dated character reference; Birth Certificate;

- Docwnentary Evidence of change of name (Marriage Certificate); Transcript of Training on official letterhead, showing theory and clinical experience; (overseas nurses only) and

- Enrolment/Registration fee.

The applicant's education is assessed against the education of the nurse training completed in this State. Minimum criteria is as follows:

1. 17 years at commencement of training. Training undertaken before the age of 17 years is not recognised - this applies mainly to nurses who have undertaken vocational training in countries such as Poland, Czechoslovakia, Yugoslavia etc.;

2. Completed a three year course; and

3. Passed an examination conducted by a registering authority or an exa~ination v..bich has been approved by a registering authority.

General nurses are required to have obtained the following clinical nursing experience:-

medical 12 weeks ITBle and female, surgical 12 weeks male and female, paediatrics 8 weeks, operating theatre 8 weeks,

other clinical experience is desirable but not essential, such as casualty, outpatients, midwifery, psychiatry and community.

Notes on O.T. = 4 weeks O.T. + 4 weeks accident/emergency also 4 weeks O.T. and 4 weeks Midwifery may be substituted for 8 weeks O.T.

General Registration Without Special Consideration.

Nurses who are trained and registered as general nurses:

1. In all State of Australia in~luding the two year course conducted in Canberr-a;

2. New Zealand nurses provided:

i) they have completed a three year programme and registered as general and obstetric nurses and have completed 8 weeks in the operating theatre (4 weeks operating theatre plus 4 weeks accident and emergency may be accepted in lieu of 8 weeks operating threatre);

ii) Comprehensive nurses are required to have completed 13 weeks ~ additional clinical experience including 8 weeks in the operating ~ theatre - satisfactory evidence of sufficient post-basic training or experience will be acccepted. Comprehensive nrrses are not l registered on the Mental Retardation or Psychiatric Register unless ~ they complete the approved course conducted in New South Wales. r

3. South Africa, Rhodesia, United Kingdom, Eire, Canada and the United States of America provided they have canpleted a 3 year course and have obtained the required clinical experience, i.e. 8 weeks operating theatre, 8 weeks paediatrics etc.

In the United States of America and Canada a two year course of training provided that the applicants has obtained one year's post-basic experience in a training school for general nurses and has the required clinical experience.

4. Nurses from Fiji and Tonga may be registered if they are already registered with the New Zealand Nursing Council and have the required clinical experience. Others are considered for enrolment as nursing aides.

5. Nurses fran· Holland provided they have completed a three year programme, leading to Diploma A and are able to speak fluent English and have the required clinical experience.

General Registration After a Required Assessment Period of Supervised PractLse which also corrects deficiences in clinical experience.

General Requirements:

(a) Overseas trained nurses undertaking a period of asses:?lllent are required to master the Third Year Clinical Skills Assessment Tests as required for general students nurses in New South Wales.

(b) Demonstrate competency in doing calculations.

1. Germany and who have completed a three year programme and who are registered as Krankenschwester may register provided the applicant completes six months supervised experience in a hospital and obtains a satisfactory report.

2. Nurses from Switzerland, Malaysia and Hong Kong, v..ho have canpleted a three year programme in English are eligible to register provided they obtain a satisfactory report after three months super·vised experience in an approved hospital.

3. Nurse from the Philippines, Turkey, India, Uruguay and Peru are eligible for registration provided they have completed a three year programme and are registered iri their own country and have completed the approved clinical experience and provided they obtain a satisfactory report after six months ·supervised practice.

4. 01ildrens Trained Nurses and Registered Sick Childrens Nurses from the United Kingdom and Eire are required to complete one year additional training in adult nursing in an approved hospital and pass the final examination for registration.

5. Nurses from Austria, Burma, Denmark, Iceland, Japan, Norway, SingapC"''e, and Sri Lanka are eligible to register provided they obtain a satisfactory report after three months supervised experience in an approved hospital.

6. Nurses from Belgium, Cyprus, Egypt, Greece, Indonesia, Israel, Iran, Korea, Mauritius, Parkistan and Thailand are eligible to register pr,ovided they obtain a satisfactory report after six months supervised experience in an approved hospital.

7. Nurses from Agentina who have graduated from a University nursing course are required to. undertake six months additional training and receive a satisfactory report from an approved hospital. Other nurses from Argentina are considered for nursing aide enrolment. ·

8. Nurses from_ Brazil who have graduated from a university nursing course are required to undertake three months additional training and receive a satisfactory report from an approved hospital. Other nurses from Brazil are considered for nursing aides enrolment.

9. Nurses from Czechoslovakia, provided they commenced training at 17 years, and completed a 3 year programme including the required clinical experience are required to undertake six months additional training and receive a satisfactory report from an approved hospital.

10. Nurses from Chile who have graduated from a university nursing course and obtained the required clinical experience are required to undertake six months additional training and receive a satisfactory repoot from an approved hospital. Other nurses from Chile are considered for enrolment as Nursing Aides.

11. Nurses from France who have undertaken a two year Diploma programme -are required to do 1 year additional training and pass the examination for registration. Applicants from a three year diploma programme are requrired to do six months supervised training and receive a satisfactory report from an approved hospital.

12. Nurses from Finland who have undertaken a 2 years, 4 months or 2 years. 6 months training programme are required to m.3.ke up the time to 3 years and undertake three months additional supervised training and receive a satisfactory report from an approved hospital, providing the required clinical experience and theory has been covered in the training programme.

13. Nurses from Hungary provided they commenced training at 17 years are required to undertake six months additional training and receive a satisfactory report from an approved hospital. Nu~ses who have undertaken a two year programme are required to undertake 12 months additional trainfog, the third year lecture block and pass the examination for registration.

14. General Nurses from Italy and Russia are required to undertake twelve months additional supervised training at an approved hospital and pass the examination for registration.

15. General Nurses from Lebanon who are graduate from a Univerty nursing course are required to undertake six months additional training and receive a satisfactory report fran an approved hospital. Nurses who have undetaken a nursing programme of 2 years, 6 months are required to undertake a 12 month period of additional training, attend the 3rd year lecture block and pass the examination for registration.

16. General Nurses from Macau are required to undertake six months additional traanig at an approved hospital and pass the examination for registration.

17. General Nurses from Malta are required to undertake three to six months period of assessment and receive a satisfactory report from an approved hospital.

18. General Nurses from Poland who are graduates from a two year programme are required to undertake an additional one year's training and pass the exa.Tflinatio:i.· for registration.

19. Nurses from Papua New Guinea, who were trained in Port Moresby Hospital are required to undertake six months additional training and receive a satisfactDry report from an approved hospital. Nurses W:lo v.Bre trained in the Highlands are required to undertake one year's additional training in an approved ~ospital and pass the examination for registration.

20. Nurses from Sweden are required to undertake three to six months additional training depending on the length of the course undertaken (some do a 2 1/2 year course) and receive a satisfactory report from an approved hospital.

21. Nurses from Zambia provided they are registered vdth the General Nursing Council of Zambia are required to undertake six months assessment period and receive a satisfactory report from an approved hospital.

All overseas trained nurses are required to be proficient in English. All overseas nurses must have obtained the required clinical experience.

Psychiatric Nurses

General Policy

Basic course - 3 years duration. Post Basic course for Registered General Nurses - 1 year 4 months (16 months)

- for Registered Mental Retardation Nurses - 1 Year.

1. United States of America, Canada, South Africa, New Zealand, United Kingdom and Eire.

' Provided the Board has on a previous occasion considered the training education in the same hospital or institution and is satisfied that it is of three years duration and considers it to be substantially equivalent to training undertaken in New South Wales and provided that the Nurse Advisor is satisfied that the applications are similar.

2. Other

Applicants Whose training was taken outside the abovementioned countries and have saUsfied the above provisions are required to complete six months supervised experience and obtain a satisfactory report to be eligible for registration.

In cases \.here some reason is advanced to waive the requirement of supervised experience, such an applicant is to be referred to the Board.

A nurse \oho is unable to obtain a satisfactory report after completing part or all of the supervised experience must have the case presented to the Board.

3. Applications from Czechoslavakian registered nurses, vtlo have either the four year or two year type of training and Yugoslavians "Wl:10 have either the three year higher education or the four year middle school

· programme are considered for Psychiatric registration. Training undertaken over the age of 17 years may be recognised - depending on the balance of training to be undertaken consideration be given to including the final examination for registration.

4. Singapore and Hong Kong psychiatric nurses are required to complete a period of three months supervised experience in a training school for psychiatric nurses and obtain a satisfactory report.

Registration without Special Consideration.

1. Nurses trained in a three year programme and registered psychiatric nurses from all State of Australia.

2. Nurses vtlo have undertaken the three year training in Holland and hold Diplana B are registered as psychiatric nurses.

Midwives

General Policy

Registered as general nurses - 3 year training and completed a 1 year course.

Theoretical content - minimum 200 hours. Covering normal and abnormal Midwifery.

Essential Clinical experience; Pre and Post natal wards Labour ward Neonatal care Well baby

Observation Intensive Care -

Outpatient Clinics:

N.B. Gynaecology is not cons~dered to be part of midwifery training.

Special ClinicC!-1 Experi ence

1. Conduct at least 20 pre-natal exami nations on pr egnant WJmen, wh ich shall include est imat ion of t he blood pressure , exami nation of the breast, abdomen , vulva and legs.

2. Witness:-

(a) a minl!Ilum of 25 normal deliveries (5 of which must be witnessed prior t o the pupil midwife conducting a deli very).

(b) a mihimum of 10 complicated deliveries. For example :-

* forceps delivery * breech delivery * multiple pregnancies or

other complications.

3. During her term in the labour ward, the student midwife shall:-

(a) conduct not l ess than 20 cases of labour, including the 3rd stage. These cases should include at least 15 spontaneous deliveries including the 3rd stage. No more than 5 cases in the total of 20 may be made up of assistance at the following:-

3 cases of forcepts delivery including the 3rd stage 1 case of breech delivery including the 3rd stage 1 caesarean section (assistance at such deliveries shall be deemed to be conduct of a case of labour).

(b) conduct at least 10 pelvic examinations during pregnancy, labour and/or the puerperium.

(c) nurse not less than 20 pre-natal cases of complicated pregnancy .

(d) assist with he pain relief of at least 20 women in labour under the supervision of a registered midwifery nurse or registered medical officer by:·-

(i) preparing for, assisting with and caring for WJmen having epidural anesthesia.

(ii) administering inhalation analgesia by means of an apparatus approved by the Nurses Registration Board.

(iii) using alternative methods, e.g.

* psychoprophylaxis * hypnosis * acupuncture * local infiltration

(e) perform at least two (2) episiotomies under the supervision of a registered midwife or registered medical officer, and attend five (5) demonstrations of the repair of an episiotomy.

(f) attend at least five (5) demonstrations of active resuscitative methods on the neonate.

(g) introduce the catheter and conduct at last five (5) tube feedings of a neonate.

(h) attend at least two (2) caesarean sections and assist with the care of the baby after delivery.

Registration without Special Consideration

Midwives vbo are also registered general nurses who are trained and registered as midwives:

1. In all States of Australia. Midwives who have trained in South Australia since 1980 are required to show evidence of having conducted 20 deliveries. If not, an accumulative of 20 cases of deliveries conducted after graduation is required.

2. New Zealand midwives who are registered prior to 1960. New Zealand maternity nurses are not given any concession towards midwifery training. A New Zealand midwife trained since 1960 as a general anrl maternity nurse under the new Curriculum and then trained as a midwife is required to undertake six months additional training and pass the examination for midwifery registration. This may vary if the person has practised in midwifery for a period acceptable to the Board.

3. Midwives from South Africa are registered provided that they have completed a one year course and have completed the anaesthetic lectures. In the event that the midwives from South Africa are unable to produce satisfactory evidence, they are required to complete three months additional training, complete the anaesthetic lectures, witness at least 25 deliveries and deliver 5 babies.

4. Nurses registered with the Central Midwives Board, England, the Scottish L Midwives Board and the Irish Midwives Board.

All other midwives who have completed training in any other country are required to complete one year's additional training and pass the exai.~ination for midwifery registration.

Mental Retardation Nurses

General Policy

Length of training - 3 years.

Post B3.sic Course for Registered General Nurses - ) ) 1 year.

Post B3.sic Course for Registered Psychiatric Nurses )

Theory = 1000 hours including study of Biological and Physical Sciences, Social and Behavioural Sciences, Nursing concepts including Medical and Surgical Nursing and Rehabilitation.

Clinical Experience

Essential

a) Nursing of retarded children or adolescents who are emotionally disturbed or have behaviour disorders.

b) Nursing of retarded adolescents and adults.

c) Nursing totally dependent retarded persons and children up to the age of 16 years.

1. Nurses trained in a three year programme and registered as nurses for the mentally sub-normal in the United Kingdom and as psychopaedic nurse in New Zealand.

2. Nurses who have trained as psychopaedic nurses or mental sub-normality nurses frcrn Holland are required to complete three months supervised experience and obtain a satisfactory report before registration.

3. Mental retardation nurses trained in Victoria, South Australia and Tasmania. - - . ··,.,..

Mothercraft Nurses

Length of course - 1 year 3 months. Syllabus: care of well mothers and babies including special skills in "Mothering".

Registration without Special Consideration

1. Nurses from New Zealand trained as Karitane nurses and who have completed a fifteen months period of training.

2. National nursery nurses frcrn the United Kingdom who have evidence of undetaking lectures and clinical experience in breast feeding and the care of mothers and babies from 0-2 years.

Otherwise required to comlete one month supervised experience at a mothercraft training home.

3. Registered nurses eligible for mothercraft registration:

a) Victorian registered nurses who hold the qualification of Infant Welfare Nurse.

b) Queensland Infant Welfare Registered nurses and registered nurses frcrn other States of Australia who hold Infant Welfare Qualifications gained a~er six months training and passing an examination for mothercraft registration.

Nursing Aides

Registration without Special Consideration

1. An applicant who is an enrolled nurse from a State of Australia, having completed an approved one year programme in nursing aide training and passed an examination for enrolment.

A nursing aide who has gained enrolment in another State by virtue of having canpleted part of a registerable course and subsequently meeting that State's registration criteria after April 1979 but has not met this Board's criteria, that is:

complete 12 months nursing aide training

part of a registerable course plus six months additional nursing aide training; and

passed the examination for enrolment

is eligible to undertake the enrolment examination provided they produce evidence satisfactory to the Board that they have completed a minimum of six months service as an enrolled nursing aide in the State or country from which they have previously enrolled. This applies to enrolled nursing aide from all States of Australia and also the United Kingdom and New Zealand. ~

2. Auxiliary nurses from Tasmania who have completed tw:> years training are eligible for enrolment in New South Wales.

3. New Zealand registered enrolled nurses and registered community nurses are eligible for enrolment as nursing aides.

4. United Kingdan and Eire State enrolled nurses (general and mental subnormality) and registered sick childrens' nurses are eligible for enrolment as nursing aides.

5. United Kingdom enrolled mental nurses are required to canplete a six .months training period as nursing aides and obtain a satisfactory report.

6. Switzerland registered childrens' nurses are required to complete three months nursing aides training and pass the examination for nursing aide enrolment.

7. German registered childrens' nurses are required to undertake six months nursing aide training and pass the enrolment examination.

8. United States of America licensed practical nurses or vocational nurses are eligibl e for enrolment if their transcript equates with the current nursing aide programme conducted in the State.

9. Canadian licensed practical nurses or vocational nurses or nursing assistants may be enrolled providing'the transcript of the course equates favourably with the nursing aide training uompleted in this State.

10. M:tlta enrolled nursing aides who have completed a course of two years duration may enrol as nursing aides without special consideration.

11 : 'idwives frcm the Philippines who have completed an 18 months midwifery programme may enrol as nursing aides after co.11pleting three months additional training and pass the examination for enrolment. Health aides are required to complete six months period of assessment (at least 2 months medical and 2 months surgical experience).

12. Nursing aides from Peru, that is auxiliary nurses, are required to complete a three months per.iod of assessment prior to enrolment as nursing aides.

13. Nurses from Argentina who graduate from a School of Nursing or midwives are required to complete three months additional training and obtain a satisfactory report before enrolment as a nursing aide is granted.

1ij. Auxilairy nurses from Brazil and Uruguay who have granduated from Schools of Nursing not Technical Institutions are required to complete three months additional training and obtain a satisfactory report.

15. Practical nurses from Denmark are required to complete a three months assessment period and obtain a satisfactory report.

16. Auxiliary nurses from Chile who have graduated from Schools of Nursing and completed either a 9 month course or 3 year course are required to complete 6 months and the final enrolment examination or 3 months period of assessment respectively.

17. Registered nurses from Fiji (if not registered with the New Zealand Nursing Council) may enrol as nursing aides without special consideration.

18. Enrolled nursing aides from Hong Kong are required to satisfactorily complete a three months period of assessment.

19. Registered general nurses from Tonga (if not registered with the New Zealand Nursing Council) may enrol following six months additional training and pass the final examination for enrolment.

Medical Assistants/Nursing Assistants who have completed an eleven w=eks course and have completed twelve months clinical experience under the supervision of a registered nurse in an approved hospital and vtio have been issued with a ~ Trade Certificate from the Army, will be eligible for enrolment as a nursing ~ aide by this Board without further examination.

Royal Australian Airforce

Medical Orderlies Nursing Course RAF. Medical Orderlies vtio have passed the Trade Certificate for Leading Aircraftman/leading Aircraft Woman and completed at least eighteen months clinical experience under the supervision of a registered nurse within either No. 3 Hospital, Richmond, No. 4 Hospital, Butterworth or No. 6 Hospital, Laverton may be granted enrolment as a nursing aide without further examination.
