I. Background and Summary This section shall clearly and concisely summarize and highlight the contents of the request in such a way as to provide the State Legislature with a broad understanding of the request. Please include the following:

1. A brief description of the applicant's background:

A 50l{c)3 non-profit corporation, Friends of the Future {FOF) was founded in 1991

by Kenneth Brown. Its purpose is to embrace the future in ways that unify, empower and

strengthen the ability of individuals and organizations to flourish by building trust and

shared vision, through heartfelt dialogue about the hard issues shaping the future and

doing something about them - by focusing wisdom, skills and power from all sources,

including those previously not included.

Over its 25 year history, FOF has provided program management and fiscal

sponsorship for more than 50 community-based programs, including 12 that have become

independent 50l{c)3 organizations. Friends of the Future has supported Waipi 'o farmers

and residents over the past 25 years, assisting with negotiation of the first long-term

leases for valley fanners, facilitating the Waipi'o Valley Community Circle and, most

recently, managing funding and oversight of the Education & Information Officer

program.

Ha Ola 0 Waipi'o Valley was formed in 2014 in response to legislation introduced to

explore the possibility of the State purchasing Bishop Museum lands in Waipi'o Valley.

The organization's mission is to perpetuate and preserve the Valley' s agricultural

lifestyles and rich heritage, to Malama ' aina and all natural resources of the ahupua'a,

and to honor and respect our Kiipuna with love.

2. The goals and objectives related to the request: a) Continue community efforts to implement the Waipi'o Valley Stream Maintenance

b) Provide preventative flood control measures and stream bank stabilization of Valley

rivers and streams

c) Remove accumulated gravel banks and associated vegetative growth, compounded

since the 2006 earthquake, which pose a threat to life, property and livelihood

d) Perform ongoing, regular river mouth, river and stream maintenance to prevent

accumulations of gravel and vegetative growth in the future.

3. The public purpose and need to be served: Waipi'o Valley is one of Hawai'i's most historically significant, sacred and

ecologically fragile sites in the archipelago; it is also the second most visited destination

for visitors on Hawai'i Island. For generations the valley has served as an agricultural

center and currently produces approximately 500,000 pounds of taro per year.

The work to be completed with funding from the GIA will improve river and stream

flow and provide increased safety for residents, visitors, and property. It will also

improve the ability of valley taro farmers to successfully maintain their agricultural

traditions, which include providing a needed food source to the Hawai'i Island

community.

4. Describe the target population to be served: The primary target population to be served will be the taro farmers and residents of

Waipi'o Valley. The secondary target population includes all Waipi'o Valley visitors.

5. Describe the geographic coverage: The funding will specifically be used in Waipi'o Valley on Hawai'i Island.

II. Service Summary and Outcomes The Service Summary shall include a detailed discussion of the applicant's approach to the request. The applicant shall clearly and concisely specify the results, outcomes, and measures of effectiveness from this request. The applicant shall:

I. Describe the scope of work, tasks and responsibilities: Management of Waipi'o Valley' s natural resources has been a kuleana of its

farmers and residents for hundreds of years. In ancient times, traditional stream

management efforts were accomplished using the physical efforts of literally hundreds

of people. In more modern times, with less people to provide the physical labor, heavy

equipment and farm machines have been the tools of choice. The modem day farmers

and residents ofWaipi'o Valley strive to find a balance between the traditional and

modem management techniques to provide flood control, improve and maintain water

quality, and protect native species. There is a consensual agreement that proactive and

preventative measures are preferable to remediation following flood events.

The purpose of the 2006 NRCS Waipi'o Valley Stream Management Plan

(WVSMP} was to assist Waipi'o taro fanners and residents in 1) maintaining streams in

Waipi'o Valley's streams, and 2) in successfully engaging in their livelihoods and

operating in a traditional manner, within the constraints of modem law and society. The

plan addresses stream activities and the permits and approvals necessary to conduct

stream maintenance activities for the protection of the property and livelihood of the

residents ofWaipi' o Valley. In addition, the plan also strives to help maintain aquatic

habitat for native organisms and preserve the cultural heritage of the valley. The

management plan was developed in a holistic manner with the idea that traditional and

customary practices should be preserved; including the traditional taro-growing water

management system led by "waterhead leaders", alongside input from the entire

Waipi'o Valley community. Funding to help implement the best management practices

proposed in the plan has always been a major constraint in moving forward.

Utilizing considerable community input and experts from USDA Natural

Resources Conservation Service and the University ofHawai' i, the WVSMP identified

problem areas on the waterways of the valley, and proposed different types of activities

and best management practices to address the challenges. In addition, the report

addressed the permitting process implementation strategies, and potential funding

opportunities. In 2009, using the WVSMP as a guide, the Waipi'o community

accomplished a permitted clean-out of the Wailoa River mouth. This effort was

performed as a community service by Royal Contracting Company Ltd. and valley

residents. In 2014, again with considerable community input and kokua, and using the

WVSMP as a guide, emergency work was performed along a breeched section of the

Wailoa River.

The funding requested in this GIA application will enable the Waipi'o Valley

community to continue its efforts to implement the WVSMP and provide preventative

flood control measures and stream bank stabilization. In particular, the equipment and

associated operating funds will be used for removing accumulated gravel banks and

associated vegetative growth that have been compounded since the 2006 earthquake

and pose a threat to life, property, and livelihood. Ongoing, regular river maintenance is

considered a kuleana of Waipi'o farmers, and the scope of work that will occur with

this project will start with a re-cleaning of the Wailoa River mouth, and continue with

other sites that have been identified by the Waipi'o community and noted in the

WVSMP as critical. A major benefit of this work will be utilizing the gravel removed

from the river in helping to maintain the access ways used to traverse the valley floor.

The requested funding will enable the community to purchase an excavator and small

dump truck, which along with equipment already owned by the community, will be

sufficient to perform the necessary work. Funding will also be used for associated

operating costs such as fuel, insurance, and administrative costs. In addition to the large

equipment, hand tools and chain saws and a covered storage area will be procured.

Lack of funding has been a major constraint in implementing the WVSMP.

Bidding out the proposed activities to accomplish the proposed flood control measures

is cost prohibitive for taro farmers. Relying on kokua and borrowed equipment is also

severely limiting. The requested funding will enable the Waipi'o community to contract

two part-time equipment operators to perform the necessary work over the course of

one year. Efforts are already underway to seek funding to continue regular river

maintenance in the future. A pending agreement between Waipi'o Valley tour operators

and the Waipi'o community to provide a surcharge to Waipi'o visitors (which has been

a source of river and road maintenance funding in the past) is seen as a potential source

of funding to maintain and sustain this program. Also, Ha Ola 0 Waipi'o Valley will

seek funding from grant opportunities from foundations, county and federal programs.

Friends of the Future, a 501(c)3 non- profit will act as fiscal sponsor for Ha Ola 0

Waipi'o Valley and will oversee disbursement of funds and fiscal reporting. Ha Ola 0

Waipi'o Valley will coordinate activities with the Waipi'o community and will oversee

work performed by contracted equipment operators. Ha Ola 0 Waipi'o Valley will also

coordinate with required agencies on making sure work is done according to necessary

permits and best management practices. Because the necessary pennitting for the river

mouth clean-out has already been obtained, the work can commence upon receipt of

funding and purchase of equipment. Ha Ola 0 Waipi'o Valley will coordinate efforts to

build upon the emergency permits already acquired to perform work on other areas, and

to coordinate communication efforts with the Waipi'o community.

2. Provide a projected annual timeline for accomplishing the results or outcomes of the service:

All work outlined in the scope of service above will be accomplished within 12

months of receipt of funding. The long-term maintenance referred to will be facilitated

by the equipment purchased through this GIA application.

3. Describe its quality assurance and evaluation plans for the request. Specify how the applicant plans to monitor, evaluate, and improve their results:

Proposed work will be ensured to be of high standards and evaluated through

active coordination and assessment by FOF and Ha Ola 0 Waipi'o Valley, community

input, consultation with appropriate county and state agencies, and guidance from the

WVSMP developed by the Waipi'o Valley community.

Quality Assurance and Evaluation Plan components could include

1) Regular meetings among FOF and Ha Ola 0 Waipi'o Valley Officers &

Advisory Board members to review work plan and finances.

2) Positive feedback from valley residents & kUpuna about improvements.

3) Regular review of WVSMP to ensure all activities are compatible with the plan

4) Regular communication with NRCS and other appropriate agencies on

activities to ensure compliance.

4. List the measure(s) of effectiveness that will be reported to the State agency through which grant funds are appropriated (the expending agency). The measure(s) will provide a standard and objective way for the State to assess the program's achievement or accomplishment. Please note that if the level of appropriation differs from the amount included in this application that the measure(s) of effectiveness will need to be updated and transmitted to the expending agency.

The proposed work will be measured for effectiveness based on the following

1. The applicant shall submit a budget utilizing the enclosed budget forms as applicable, to detail the cost of the request.

FOF has not previously received any government contracts or grants for the

proposed work. Past funding from NRCS was administered by the Mauna Kea Water &

Soil Conservation organization.

6. The applicant shall provide the balance of its unrestricted current assets as of December 31, 2014.

At December 31, 2014, FOF's total unrestricted assets were $172,865.72 and

restricted assets totaled $2,588,800.56.

IV. Experience and Capability A. Necessary Skills and Experience

The applicant shall demonstrate that it has the necessary skills, abilities, knowledge of, and experience relating to the request. State your experience and appropriateness for providing the service proposed in this application. The applicant shall also provide a listing of verifiable experience of related projects or contracts for the most recent three years that are pertinent to the request.

Managing the water systems in Waipi'o Valley has been a kuleana ofWaipi'o

taro farmers and residents for centuries. Both traditional practices that utilized many

hands, and the more modern use of heavy equipment, have been tools used to

implement flood control practices. Ha Ola 0 Waipi'o Valley is an inclusive

community group made up of taro farmers, residents, land owners, and others, who

seek to care for the well-being of Waipi'o Valley.

For at least 60 years, a number of previous work groups and task forces have

drawn on public and professional input to address stream management issues in

Waipi'o Valley. Partnerships between federal, state, and county governments,

supported by the University ofHawai'i, and the Waipi'o community have produced

tangible results in the form of flood repair, some disaster mitigation projects, and

have also produced a comprehensive Waipi'o Stream Management Plan (NRCS

2006).

Many community members, including some elected officers of Ha Ola 0 Waipi'o

Valley, have fully participated in obtaining the necessary permits to conduct river

maintenance projects, and the community has skilled equipment operators who can

perform the necessary work. Examples of participation include flood repairs in 1979,

1986, 1989, 2002 and 2004, and flood mitigation projects in 2002, 2009, and 2014.

Friends of the Future, a 50l(c)3, has a 25 year history of working with the Waipi'o

community to resolve long-standing issues such as obtaining long term leases for

farmers, organizing the Waipi'o Community Circle (which helped to produce the

2006 NRCS WVSMP), and helping to oversee the Waipi'o Education and

Information Officer program with the County ofHawai'i.

To responsibly store the equipment in this grant request, FOF and Ha Ola 0

Waipi'o Valley will work collaboratively with the Waipi'o Valley community to

establish a centralized work site in the valley. A Memorandum of Agreement (MOA)

as an equipment housing contract will be established with the site landowner and/or

tenantsflessees to establish the safekeeping and required equipment access. The

selected site will have adequate monitoring and secure conditions to house the heavy

equipment under a heavy-duty tarp/tent structure and other equipment in a secured

job site box. As the storage structures are easily moveable, a new site can be

established in the future if needed due to changes in the site situation or conditions.

Friend of the Future's long-standing relationship with the Waipi'o Valley

community, combined with Ha Ola 0 Waipi'o Valley broad community participation

demographics, demonstrate a strong commitment to working with all individuals and

organizations throughout the valley. With this, we are confident we can work

collaboratively with the community to find an appropriate equipment storage site;

potential sites have already been identified.

V. Personnel: Project Organization and Staffing A. Proposed Staffing, Staff Qualifications, Supervision and Training

The applicant shall describe the proposed staffing pattern and proposed service capacity appropriate for the viability of the request. The applicant shall provide the qualifications and experience of personnel for the request and shall describe its ability to supervise, train and provide administrative direction relative to the request.

There will be no paid staff for the project. The heavy equipment operator services

needed for the project will be professional independent contractors. The Ha Ola 0

Waipi'o Valley elected officers will serve as day-to-day supervisors of the work

projects. The Ha Ola 0 Waipi'o Valley Vice President played a critical role in

previous river mouth work done; is familiar with permitting requirements, and has a

thorough understanding of the Waipi'o Valley Stream Maintenance Plan.

C. Compensation The applicant shall provide the annual salaries paid by the applicant to the three highest paid officers, directors, or employees of the organization by position.

All officers and directors of both FOF's Board of Directors and the Ha Ola 0

Waipi'o Valley leadership serve as volunteers with no compensation. The FOF

Executive Team Leader's annual compensation is $43,500; no other FOF staff will be

involved in this project.

E. Future Sustainability Plan Funding for future community river maintenance will be developed through

multiple means sufficient to sustain ongoing maintenance needs.

Ha Ola 0 Waipi'o Valley organizational funds are able to be allocated in a yearly

budget for continued stream maintenance costs, which include $25/person annual

membership dues and donations. Multiple significant and unrestricted donations have

been received in the initial year of operation.

Pending agreements with Waipi'o Valley tour operators and the community for a

share of tour revenues is a potentially significant source of ongoing future funding.

Development of community revenue generating initiatives through the conceptual

planning and design of the Hawaii County Waipi'o Lookout parcels, which is

currently being requested through various legislative means, is another potentially

significant source of ongoing future funding. Federal cost share programs through

USDA and other agencies will be sought as supplemental funding. Lastly, continued

application of county, state, federal, and private grants will provide possible

immediate funding and supplement ongoing funding.

River maintenance is a continuous need that the Waipi'o Valley community as a

whole recognizes as vital to the perpetuation of taro farming and safety of the

community. Individuals and other Waipi'o Valley organizations are currently

engaged in river maintenance, and this funding request is intended to support and

continue the efforts as a community. As river maintenance is an ongoing need,

especially after natural disasters, there is strong community awareness and

commitment to support continued maintenance efforts through financial and in-kind

resources.

DECLARATION STATEMENT OF APPLICANTS FOR GRANTS PURSUANT TO

CHAPTER 42F, HAW Al'I REVISED STATUTES

The undersigned authorized representative of the applicant certifies the following:

1) The applicant meets and will comply with all of the following standards for the award of grants pursuant to Section 42F-103, Hawai'i Revised Statutes:

a) Is licensed or accredited, in accordance with federal, state, or county statutes, rules, or ordinances, to conduct the activities or provide the services for which a grant is awarded;

b) Complies with all applicable federal and state laws prohibiting discrimination against any person on the basis of race, color, national origin, religion, creed, sex. age, sexual orientation, or disability;

c) Agrees not to use state funds for entertainment or lobbying activities; and

d) Allows the state agency to which funds for the grant were appropriated for expenditure, legislative committees and their staff, and the auditor full access to their records, reports, files, and other related documents and infonnation for purposes of monitoring, measuring the effectiveness, and ensuring the proper expenditure of the grant.

2) If the applicant is an organization, the applicant meets the following requirements pursuant to Section 42F-103, Hawai'i Revised Statutes:

a) Is incorporated under the Jaws of the State; and

b) Has bylaws or policies that describe the manner in which the activities or services for which a grant is awarded shall be conducted or provided.

3) If the applicant is a non-profit organization, it meets the following requirements pursuant to Section 42F-103, Hawai'i Revised Statutes:

a) Is detennined and designated to be a non-profit organization by the Internal Revenue Service; and

b) Has a governing board whose members have no material conflict of interest and serve without compensation.

Pursuant to Section 42F-103, Hawai'i Revised Statutes, for grants used for the acquisition of land, when the organization discontinues the activities or services on the land acquired for which the grant was awarded and disposes of the land in fee simple or by lease, the organization shall negotiate with the expending agency for a lump sum or installment repayment to the State of the amount of the grant used for the acquisition of the land.
