Making a Difference
A woman was walking along a beach filled with starfish. As she walked, she would stoop down, pick one up at
random, and throw it back into the ocean. A man came upon her and asked why she was bothering with throwing some back when there were so many - how could it possibly make a difference?

Volunteerism enables participation beyond political dialogue and translates into a stronger role for people’s engagement in their societies.
Young volunteers are both a major resource for development and key agents for social and economic transformation and technological innovation.
The volunteer sector can build on new opportunities like greater access to global markets, wider information and knowledge networks and new technologies and social media to generate and share knowledge, including reaching marginalized groups and remote communities.

What about Viet Nam? Development context I
• Viet Nam attained middle income country status in 2010 - Poverty persists among key population groups (ethnic minorities); emerging challenges of urban poverty as well as migrant poverty. Need to achieve better quality, sustainable growth and ensure a greater balance between economic, human and sustainable development.
• The country is undergoing a sharp demographic transformation, with a current “demographic bonus” in the working age population, accompanied by future population ageing and a rapidly increasing sex ratio at birth. Ensuring inclusive, equitable and sustainable growth and generating sufficient decent, better paid jobs for people of working age requires a significant boost in skills and productivity together with a more regionally balanced approach to development.
• Need for efforts to reduce environmental degradation, scaled-up green production, promotion of energy efficient, sustainable business models. Effective enforcement of environmental protection laws, disaster risk management and reduction efforts that build resilience to environmental stresses and hazards are also required.

Development context II
• A more progressive and inclusive universal social protection system is needed. The system of social services including basic services such as health and education also needs to rapidly modernise and evolve to meet changing needs and expectations and ensure equitable access to affordable, quality services for all citizens.
• Gender inequality persists in the labour market, in decision-making, and in the household where unequal gender relations and norms are reinforced by strong son-preference and domestic violence.
• Stigma and discrimination against people living with HIV (PLHIV) and most-at-risk people (MARP) hampers access to prevention, treatment, care and support services.

Development context III
• Continued reform of policy development processes, stronger and more effective institutions, enhanced parliamentary development and oversight, and a more determined and informed fight against corruption are required if Viet Nam is to respond to these challenges effectively. Greater participation by all stakeholders and citizens in policy-making, planning and monitoring at all levels is needed so that all Viet Namese people have a voice in the decisions which affect them and are able to fully realise their choices and capabilities. A more supportive regulatory environment is required to enable political, social, professional and mass organizations to engage effectively in policy and decision-making processes and service delivery. Access to justice for all citizens, in particular the most vulnerable and disadvantaged, together with increased engagement by Government in treaty implementation, will also contribute towards further strengthening the rule of law.

• For the current cycle of the UN One Plan (One Plan 3), the UN directs its effort to supporting Government to achieve inclusive, equitable and sustainable growth, access to quality essential services and social protection, and enhanced governance and participation (3 focus areas).

What about Viet Nam? UNV in Viet Nam
• UNV has been a partner in the development of Viet Nam since 1990. Since then, about 500 UN Volunteers (international and national), have served in the country. UNV has implemented a number of projects focused on the promotion of volunteerism through the technical intervention of UN Volunteers and mobilization of community volunteers. Through UNV, volunteerism has been promoted as a strategy in establishing and strengthening national capacity as well as in ensuring sustainability of selected development initiatives of partner UN agencies and the government.

UNV and One Plan 3 (2012 – 2016)
• UNV supports One Plan 3 through the integration of technical assistance of national and international UN volunteers in strengthening national and local capacity in development work as well as in mobilizing and enhancing stakeholder participation particularly the youth, women, and beneficiaries in initiatives for the improvement of their situation.
Short –term objective : To promote volunteerism through the integration of
technical assistance of UN volunteers in specific OP3 initiatives of relevant UN partner agencies.
Long-term objective: To develop capacity among selected
partners/stakeholders in relevant areas empowering them to be fully involved in UN-supported projects thus promoting a sense of ownership and ensure sustainability of initiatives after the end of the projects.

One Plan 3 (2012 – 2016) • About 25 UN volunteers are placed in partner UN agencies and/or in their
assisted projects implemented by national partners.(short-term) • Element of volunteerism reflected in UN partner agencies’/assisted projects’
annual report through recognition of contribution of UN volunteers. (short-term)
• At least fifty (50%) of those provided by UN volunteers with formal/informal training or coaching are actively involved in the implementation of project activities and are equipped with skills to facilitate relevant training activities . (long-term)
• Cases of best practices in stakeholders participation through volunteerism documented. (short and long-term)
Relevant One Plan 3 Outcomes 1.3, 1.4, 2.2,2.4, 3.3. and 3.4 of One Plan 3 - in the areas of disaster risk
management, natural resources and environmental management, youth development, HIV, public service delivery and civil society participation.
