Program Objective• Increase grid reliability by

reducing/curtailing demand (NYISO DR programs)

• Base load reductions and enable demand response

• Demand reductions for the period of May through October – 11:00 AM-7:00 PM

• Open to end users and third party aggregators, etc. (LSE, CSP, utilities, etc.)

• PON 835 application deadline 11/1/04, I&O by 3/31/05

NYSERDA/NYISO Relationship• NYISO administers three demand

response programs that pay for demand response

• NYSERDA supports participation in these programs by reimbursing a portion of costs associated with technology installation that enables demand response/reduction

Permanent Demand Reduction Efforts

• Implement projects that result in long term demand reduction

• 20 kW minimum demand reduction (can be aggregated)

• Common measures include lighting, motors, cooling system upgrades, etc

• 70% of eligible costs up to $475/kW by 3/31/05

Page 9: NYSERDA’s Peak Load Reduction Program PON 835

Permanent Demand Reduction• 41 story commercial

property in Manhattan• 28-tank ice storage

system• Ice Slurry is created at

night, and circulated through cooling coils during daytime

• Shifted 4,000 ton-hours of cooling off-peak

• $300,000 in incentives

The Durst Organization

Page 10: NYSERDA’s Peak Load Reduction Program PON 835

• Upgraded Lighting from T12 to T8 technology

• 39 Locations retrofitted• Demand Reduction – 379 kW• Energy Savings – 1.9 Million kWh• NYSERDA incentive - $142,000

Page 11: NYSERDA’s Peak Load Reduction Program PON 835

Load Curtailment/Shifting• Identify and control discretionary loads • Supports Utility/NYISO Demand Response

Programs• Common measures include duty cycling,

process shifting, lighting reductions, etc• 100 kW minimum (may be aggregated)• 70% of eligible costs up to $175/kW by

3/31/05• Direct load control encouraged (100%

reimbursement up to $175/kW in Con Edison)

Page 12: NYSERDA’s Peak Load Reduction Program PON 835

Load Curtailment/Shifting

• Direct Load Control – Load centrally controlled from a single source through bldg EMS, which activates pre-programmed curtailment settings

– 21 BJ’s Wholesale Club locations (1 MW)

– 16 Stop & Shop Supermarkets (0.8 MW)

– 36 Home Depot locations (4.4 MW)

Dispatchable Emergency Generator Initiatives

• Energy & environmental controls & enhancements to improve operations and reliability

• Supports NYISO EDRP & SCR, or TO DRP• Eligibility limited to facilities in Con-Edison service

territory and machines with NOx emissions less than 35 lbs/MWh (18 lbs/MWh for new installations)

• Common measures include switchgear, controls, test & tunes, dual fuel conversions, etc

• 70% of eligible costs up to $125/kW by 3/31/05

Page 15: NYSERDA’s Peak Load Reduction Program PON 835

AT&T Generator

• AT&T could not run generators due to high emissions (opacity of 80%)

• Faulty fuel injectors, allowing unburned fuel in the exhaust

• New fuel injectors and turbo chargers were installed, allowing 7 MW of generation to run significantly cleaner (less than 20% opacity)

• NYSERDA provided over $400,000

Page 16: NYSERDA’s Peak Load Reduction Program PON 835

Interval Meters• Interval metering intended for

primary electric service • Required registration in NYISO

and/or Utility Demand Response Programs

• $2,500 for “socket meters”, or $1,200 for “shadow meters”

• 70% of eligible costs up to $2,500 or $1,200 by 3/31/05

PON 835 Participation• Apply• NYSERDA sends PO• Submit a Technical Assessment (TA)• NYSERDA reviews TA and issues notice to

proceed• Complete the job and notify NYSERDA• NYSERDA does site visit to verify

installation• Invoice NYSERDA• NYSERDA provides payment

Page 20: NYSERDA’s Peak Load Reduction Program PON 835

Program Funding/Timeframe

• $10.5 million available, program year nearly over

• Applications accepted through November 1, 2004, or until funds committed

• Applications accepted on a first come, first serve basis

• Projects must be completed and field verified by March 31, 2005

• Similar to PON 835 – 4 components• Retro-active back to projects

contracted for after 11/01/04• Funding amount could be less –

end of program• Planned release December 2004
