In order to refrain from f~.rrth~~ de1.ay :i.n completing t11~ ~hel~~r Cove impt.ovements, the Harbor Distri~t, wi .. th input from repres~ntative~ of the Surfing Community, reapplied to the North Regional Coastal Commission for a permit to construct the improveme~tts to the launching facilities and utilize the rock borrow $ite at Dead Man's Reef and other areas within Shelter cov:e.

The Harben; Disti;"tct, {.l~ conditioned. by t~eir Coastal Permit, cat, J;"emove all "rock 1~ feet or .greater. 'in diameter between t~e· b&se of the bb1ff and. elew~tio1. +3 feet above M.~~L·W., from an area located 'Qetween the existing break-water and Point No Pass. The permit also requires that the District rem~ve only 250 rocks 1~ feet or g~~~ater in qiam~ter from the northweste~iy one-half of Dead Man's Reef within the area stated above. No rock shall be removed from ~he S'outi:iwes·terly one-half of · Dead Man's Reef beiow the Mean High tide line.

    6. Prior to the removal of any rock authorized under their permit, the District mq.st submit a rock removal plan to the Executive Di"rector of the Nor,t:h Rt::8ional eommis~i:on for rev,iew and approv~l. Representatives of the Surfing Community are agreeable to the conditions imposed by the Coastal Commission.

    7. The Harbor District's CoaJtrl permit allows them to remove rock frcm1 tntert:kial areas not previously aut'norized by the State Lands Commission. Since the revised Coastal Permit is conditioned to ensure the surfing resources at Dead M&n's reef are protected against adverse effects and is agreeable to all concerned parties, Staff is recommending
