1. Apologies:

Colin Olliffe (Gen’ Secretary), and Peter Whitlock had offered their apologies.

Did not attend: Kieran Bushnell and Neil Sutton.

2. Minutes of Meeting 14 th May 2018

The minutes were approved and will be signed by the Chairman at the next meeting. The minutes, having been approved, can now be put on the OCA website. (Action CO)

3. Matters arising from the May meeting:

a) Update on 2018 Presentation Dinner (PD) - see point 1

b) Thoughts on discussion relating to trialling, split formats, 2019 (ALL) - see point 2

1. ‘Update on 2018 Presentation Dinner:

PD reported that Charles Dagnall (Test Match Special – Radio commentator) had been booked at an all in cost of £1200 for the Dinner to be held on 9th November 2018.

The Dinner and Speaker details will now be put on the website as an Advance Notice of the event. (Action CM)

The sub-committee has not yet met. (Action OL/SO/PD/CO)

2. Thoughts on discussion relating to trialling, split format, 2019:

Having been discussed at the previous meeting it was agreed that a discussion point on the Forum would be posted inviting comments around split formats for 2019. Additionally, we will seek views from Division 1 and 2 Clubs. (Action CM)

3. OCA v Cherwell game:

PD confirmed the date as Sunday, 19th August 2018, the game to be played at Sandford St Martin. CO has confirmed date and venue with the Cherwell League and also written to Mark Strong of Westcott CC thanking him for accepting the invitation from the OCA to manage the OCA team.

A discussion on whether the OCA funded the cost of shirts to mark the game was held and on this occasion it was agreed they would not and players would be requested to wear their own club shirts.

4. Suggestion for having one grading system:

This will be dealt with by the Rules Committee at the appropriate time later in the year.

5. Update on Chalgrove v Wootton & BH fixture :

PD reported that Chalgrove had written to CO (08/05/18) to express their opinion on the fixture. NW confirmed the fixture as ‘Match Abandoned’. CO to write to Chalgrove acknowledging their email and confirming the decision. It should also be pointed out to Chalgrove that they have a right of appeal and if they choose to do so should follow the procedure as laid out in the handbook under Section 7 Appeals. The OCA were advised of the death of Nick Jones who stood as a Swinbrook Umpire. Details of his death and funeral were been posted the OCA website.

b. County Welfare Officer

Stuart Murphy (OCB – CWO) had written in confirming that if OCA clubs have welfare issues he is the person to contact. His details can be found on the OCB website.

c. Fringford CC withdraw from the OCA

Notification from Fringford had been received. All amendments to fixtures, results and tables have taken place.

5. GDPR Update

AW reported that the new Privacy and Cookie Policies had been published.  The next steps will be part of the club application process where they will acknowledge that they are following the new rules. Adherence to GDPR will also form part of the proposed admission requirements and will cover both club officials and players. Clubs will be made aware of the ECB guidelines and templates. DQ will get data permissions for any independent umpires.

6. Treasurer’s report:

SO reported that the bank balance stands at £7256 with all major items of expenditure paid. There are three fines outstanding. Also, there are two payments for handbook adverts outstanding. (Action OL)

He added that he is meeting with Allsports Trophies this week to discuss 2018 requirement. Guidance was given to him on the cost of medals as the committee wish to save money on the expenditure of 2017. SO to provide a quote for approval. (Action SO)

Also noted that trophies are due back by the 1st July. (Action CO)

7. Disciplinary:

IR reported that to date 24 bowlers had been reported for bowling ‘beamers’.

The issue between Kennington and Tetsworth was reported as completed.

IR confirmed that Yarnton Cowley v Marsh Gibbon match decision is now under appeal.

8. Fixtures:

DQ reported no issues on fixtures reported to date.

9. Umpires:

DQ reported that he felt the new reporting system was positive and will continue to be monitored.

He suggested that amendments be made to the Admissions’ Form to enable collection of umpire DBS data. This, of course, will be within our privacy policy.

He also felt that umpires were not fully reporting “unsporting behaviour” which is occurring during matches.

10. Registrations:

PW had provided the following report

I have dealt with 40 matters since the last meeting (68 matters for the season to date). This is well down on the 122 matters at the same time in 2017 and 179 in 2016. A total of 15 requests for permissions have been received of which 13 have been allowed and 2 refused. There are now 2,182 registered players that are approved to play.

There have been a further 2 games played with unregistered players, bringing the total to 6 for the season involving 11 unregistered players in total. There have however been no unregistered players for the last 2 weekend’s fixtures. The Penalties Panel have dealt with the unregistered players as leniently as they felt they could. In 4 cases the penalties have been reduced to £10 fines only. In the other 2 cases the penalty under Bye-Law 2 has been applied in full.

I have recently been dealing with nominated players checking that they have played after 5 matches per Match Rule 6c. Clubs have been emailed as relevant and additional nominated players added, or are in the process of being dealt with.

11. Cups:

PB advised nothing to report.

BP advised that he has asked Charlbury if there could be an alternative date to the Final’s day as it clashed with the World Cup Final and he is unsure that clubs would be able to field their strongest sides.

12. Grounds and Facilities: (Including Ground standards) IM reported that due to the Yarnton CC appeal nothing to report at this meeting.

14. Player Pool:

Jason Lowe had produced a report for the executive, only six requests had been made and of these six, two were not offered games due to the lateness of entry into the player pool system, two were subsequently withdrawn, and two were allowed to play – one for Clifton Hampden and the other Steventon.

15. Forum and Social Media:

In absence of KB nothing to report.

CM reported no issues during the month.

16. League Development Officer:

OL advised that a small number of clubs are trialling “cricket balls” with a further number of clubs about to receive their cricket balls to enable them to participate in the trial.

17. Media:

In the absence of KB nothing to report.

18. Results:

NW reported that in the seven weeks to date of fixtures, only one result had been posted after the OCA website deadline.

19. Any Other Business:

1. IM stated that although he appreciated all the work done by members of the committee, he did feel that the ‘restricted’ discussion of some items was not helpful to all OCA Executive Members. It was pointed out that in some circumstances when decisions are made by officers, these decisions can go to appeal as clubs involved will always have a right of appeal.

2. Therefore, all details of every incident cannot be discussed in open forum during meetings as Appeal Committee Members have to be sought for any potential appeals that come forward as a result of decisions made.

3. IR stated that he will be unavailable from the 29th June to 15th July 2018.

4. OL stated that the head groundsman of Radley College had offered to run an end of season renovation course in August at Radley College. OL to advise on date and then the OCA would happily promote the event on their website to assist the member clubs. (Action OL)
