Theres a perception over the holidays that police officers more actively chase impaired drivers.

They know were going to be out more, however, Im nailing them all year long, said Oak Bay Const. Mike Klein-Beekman. Ive been hunting them all year long.

He can be credited with taking 23 impaired drivers off the road in Oak Bay this year so far.

Thats just me alone, he said. Everybody else is out there looking for it. Certainly this time of year there is the mentality of looking harder for that situation. If its pouring rain, were still going to be out there doing roadblocks or we might be doing mobile checks.

The main crux of his message is We will eventually get you.

During the first vehicle stop of a Dec. 6 CounterAttack road check, Oak Bay Police seized a

small amount of cannabis and drug paraphernalia. The next night they held another road check. One driver who insisted he hadnt been drinking provided two breath samples that indicated a warn and he was issued a three-day driving prohibition. In another incident a driver was issued a 90-day immediate roadside prohibition and the vehicle was impounded for 30 days for refusing to provide a sample.

If youre going to drink, dont drive, its as simple as that, he said. People are still going to drink and drive regardless of what time of the year it is. We want to encourage people to have a good time, leave your car at home. Its not worth losing your licence for 90 days or 30 days or killing somebody.

The Oak Bay Police are using new approved screening devices put in service this month to improve the technology, with officers refreshing their training on the roadside tools.

Theyre a newer device, newer technology. Weve chosen to switch over to newer technology because its more fair to a driver out there whos being tested, hes got the newest, latest technology, said Klein-Beekman. Were on shift 24-7 so were going to be stopping people.

A former Integrated Road Safety Unit member and

drug recognition expert, Klein-Beekman instructed local offers on the new devices. But they wont only be used in search of impaired drivers. The push to stop distracted driving continues through the wild winter months.

Distracted driving deaths and injuries are up now, Klein-Beekman noted, higher than drunk driving.

Unlocked vehicles an easy target


Unlocked vehicles continue to make victims of Oak Bay residents.

On Dec. 3 alone three theft from autos were reported in the 1600 block of Foul Bay Road, 2000 block of Byron Street and 1700 block of Elgin Road. All three vehicles were not locked, the contents were tossed and the focus of the thief was loose change.

Lock your cars and dont leave valuables in them, said Const. Rick Anthony, community liaison officer. Leaving anything visible is a mistake. Put things in the trunk at the very least.

The insecure vehicle is an ongoing trend in our community over the past several weeks with many items stolen from cars in various neighbourhoods.

[Thieves] count on the fact that people are lazy or inattentive because they live in a quiet neighbourhood, Anthony said. Theres no moat around Oak Bay were not immune just because we live in a nice quiet area.

Its a lament the police sing all year long, adding that drivers

should remember to roll up the windows then lock the doors in summer. During the holidays, they hope to discourage residents from becoming victims by reminding them to put packages out of sight.

Its as simple as protect your property.

Costs savings are glaring in the most obvious of places surrounding Recreation Oak Bay properties.

Upgrades this year ranged from LED lighting in parking lots and sensors in storage areas to turn off the lights when the room is empty to upgrades at the Henderson centre. They all add to the ongoing tradition of energy savings in the rec department that started more than two decades ago as simply a means to an end by then maintenance manager Ken Olson.

I was trying to save money on my budget, said Olson, who became operations and energy co-ordinator in 2012. Now its much more than that. Now its conservation being fiscally responsible and socially responsible.

The work started in the 1990s, long before the District of Oak Bay signed on to the Climate Action Charter in 2007. Since that year, the district has reduced its electrical consumption by 18.6 per cent.

Weve lowered the municipalitys electric bill by one million kilowatt hours, he said. That is equivalent to the electricity used by 95 homes for one year.

In the ongoing process, 2013 saw occupancy sensors added to a dozen rooms in the main rec centre; LED lighting in the mezzanine and bar at the main centre plus pot lights at Windsor, Monterey and the library.

Now no one needs to hand temper the pressure in the tennis bubble in preparation for impending wind storms.

They are now insulated one done in 2010 and the second last summer to drop natural gas use there by half (estimated 70 tonnes GHG).

When I first started at Oak Bay Rec, being energy efficient meant me running down to the tennis bubble with a wrench to adjust the vents every time the wind blew or stopped blowing. Now we have a computer-operated windspeed sensor that regulates pressure inside the bubble to minimize heat leakage, he said. You can save by lowering pressure so its not squeezing out every nook and cranny as fast.

In 2011, among other projects, they purchased the first electric Zamboni on the Island. Projects are continual. In the pool, the lights were originally 1,000-watt bulbs, cut to 500 and

now are 41-watt LEDs, yet another 2013 project. The pool also used to use an ozone disinfectant process that is energy intensive, Olson said, and after a 2009 study, they pitched it for UV upgrade.

It saves a lot of energy, saves a lot of maintenance and really improves the water quality, Olson said.

In 2014 they did upgrades to the DDC system and exhaust fan downsizing at Henderson; heating and ventilation upgrades at municipal hall and continuous optimization with reconditioning of the DDC system at Oak Bay Rec. The future includes plans to implement findings of the rec centres direct digital control system that monitors things like heating, ventilating and air conditioning.

of you, its almost criminal not to [make the changes], Olson said.

Concepts under scrutiny for energy savings include REALice, a retrofit for rinks that removes micro air bubbles from the water used to resurface the ice.

Your plant doesnt have to run as hard, Olson said, adding that trickles down into other savings in both funds and fuels.

LED street lights and lighting for the tennis bubbles; waste heat from the arena to use throughout the building on Bee Street; and swirl pool heat via the filter room are all under the scope as possible future projects.

Leading by example has a positive impact on the entire community and helps develop a culture of change in regards to energy conservation and sustainability issues, Olson said. Stroller struck in crosswalkA southbound driver on Beach Drive noticed

too late someone pushing an infant in a stroller in the crosswalk near Estevan last Friday. The driver tried to stop and swerved, clipping the stroller and knocking the infant onto the road. When Oak Bay Police arrived the infant was back in the stroller. Para-medics didnt find any visible injuries, but transported the child to Victoria General Hospital for a routine check. The infant was released after being examined. The driver of the vehicle was issued a ticket for failing to yield to a pedestrian.

Police score suspect in lumber liftSomeone spotted lumber being removed from

a construction site Dec. 8 in the 2500 block of McNeill Avenue. The witness obtained a licence plate number which led to police identifying a suspect.

Stops net impaired driversA driver earned a three-day roadside prohi-

bition after a stop Sunday in the 1500 block of Beach Drive. The driver admitted to having some drinks and was issued the driving prohibi-tion after a roadside screening.

The same day, in a stop near Foul Bay Road and Allenby Street, a driver gave off a strong odour of liquor but insisted he hadnt had a drink. Police say investigation revealed that the driver had been drinking and was issued a 90-day immediate roadside prohibition.

Oak Bay maps First Nations monumentsChristine van ReeuwykNews Staff

Touring the First Nations monuments got 10,000 times easier Monday night.

Dec. 15 was the official launch of the new brochure (of which 10,000 were printed) A Guide to the First Nations Monuments of Oak Bay.

It includes eight cairns and two other displays in the district stretching from Cadboro Bay, or Sungayka, to Harling Point, or Sahsima. Each of the monuments offer insight into Lkwungen people and land use.

Tonight we celebrate the completion of this guide, said Mayor Nils Jensen on Monday.

The eight heritage monuments are cairns featuring bronzed First Nations cedar plaques created by master carver Charles Elliot honouring the Coast Salish history and heritage in Oak Bay. The monuments depict what happened on our shores many years ago, and include illustrations such as a seal, buck, otters, salmon and loon. Many of the cairn sites also feature native plant gardens. The other sites are Oak Bay municipal hall, where all eight plaques are painted full colour and framed with a plaque outlining where the eight cairns can be found. The final site is the Lkwungen history panel at Cattle Point featuring posts by Songhees carver Butch Dick.

The brochure was created

to help residents and visitors see each of the sites easily and features a technological advance a QR code.

With an app youll be able to go to each monument and itll be called up on your smart phone with more information, Jensen said.

Jensen also thanked and introduced Marion Cumming, a member of the Oak Bay Heritage Society, who was instrumental in the years of work it took to create both the monumental trail and seeing the final guide come to fruition.

We thank her for her passion and dedication and hard work, Jensen said.

Cumming came with a gift,

offered by Songhees chief Ron Sam who couldnt attend the event, the Songhees book.

The Songhees is a commemorative book dedicated to the opening of the Songhees Wellness Centre that examines who the Songhees were, who they are and where they are going.

That Songhees book is great, Cummings said in a passioned and short speech. I read and reread it. It just has so much wisdom and understanding in it were all on just such a learning curve.

The guide will be available at the Esquimalt and Songhees Nations as well as local schools. [email protected]

Council calls for blasting reviewAfter an Oak Bay family was forced from its

home earlier this month, council has asked staff to review its blasting bylaws during the final council meeting of 2014.

Blasting next door appears to be the cause of carbon monoxide that set off detectors in the home, alerting the family to a problem.

The municipality issued a stop-work order four days after the problem was first detected Fri-day, Dec. 5 when blasting work began to clear away rock and prepare a lot for construction on Woodlawn Crescent. Municipal staff say the stop-work order would not be lifted until a co-operative solution is found between the neigh-bours.

In the meantime, council asked staff to exam-ine and report back on whether this prompts a need to update the blasting bylaw in Oak Bay.

Song breaks out for solsticeRecreation Oak Bay offers its inaugural fam-

ily winter solstice concert featuring live outdoor performances by the Soundings Choir, the Mau-

reen Washington Ensemble and a special visit from Santa.

It was really created because the Music in the Park event that we held in the summer was so successful that we wanted to carry that success into a win-ter event, said Coun. Hazel Braithwaite, mem-ber of Community Initiatives Committee that approached Oak Bay Rec with the idea. Having a live music event makes it more enjoyable for the people who are watching and participating. It adds that element of crowd participation.

It was initially planned for outdoors but heavy rains made the fields so wet the solstice event shifted to Oak Bay Recreation Centre, 1975 Bee St. The free event will be held Sunday from 3:30 to 5:30 p.m. with hot chocolate and childrens craft tables.

Climate change not in doubtThe title of D. Gramlichs letter,

Climate change far from certain, is, in a word, nonsense. Mr. Gramlich makes wild claims without any science to support them.

In its 2014 Assessment Report, a report that took more than six years to produce and included more than 2,500 scientific expert reviewers, 800 contributing authors, and 450 lead authors from 130 countries, the International Panel on Climate Change concluded:

Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia

Atmospheric concentrations of carbon dioxide, methane, and nitrous oxide have increased to levels unprecedented in at least the last 800,000 years.

Human influence on the climate system is clear. It is extremely likely

(95-100 per cent probability) that human influence was the dominant cause of global warming between 1951-2010.

Like many climate deniers, Gramlich cherry picks the data. The Goddard Institute of Space Studies may well report that the 10 hottest years on record include 1934 and 1953 as indicated by Gramlich but what really matters is the following quote from the very same Goddard Institute: Earth has experienced rapid warming in the last few decades, and the most recent decade was the warmest of all.

As for Gramlichs whimsical notion that the Medieval Warming Period was warmer than today, the IPCCs third assessment report, available on-line debunks that too.

The fact that grapes are not grown today in Britain like they were some 3,000 years ago as Gramlich notes, doesnt mean the planet is colder or cooling.The key indicators of

global warming are all moving in the direction expected of a warming globe. It is the long-term trends that are important; measured over decades or more, and those long-term trends show that our planet is getting hotter.

Do your part for asafe holiday season

The holiday lights are up, casting a warm glow over the streets and sidewalks of Oak Bay and inspiring us all to enjoy the best of this Christmas season. But there are another series of lights we see this time of year that dont carry such a happy message.

The flashing lights of police cruisers and emergency vehicles serve as an unfortunate reminder that all too many holiday celebrations end in tragedy.

Police in Oak Bay and across the province are in the midst of their annual Christmas CounterAttack campaigns, targeting impaired drivers in an effort to keep the roads safe.

The consequences of a single bad choice can haunt you for the rest of your life.

And those bad choices add up to thousands of injuries and dozens of deaths each year as a result of alcohol-related crashes in B.C. The good news is the numbers are decreasing, with the number of fatalities down significantly from just a few years ago.

But there is no acceptable level of carnage on B.C. roads. Each and every one of those crashes represents a tragedy for someones family, and the saddest part is that they could all have been easily avoided.

Theres just no reason to take chances with your own or your neighbours safety. And dont kid yourself, if youve had too much to drink, no amount of coffee, cold showers or fresh air will make you sober.

So when youre celebrating the season this year, make sure those celebrations include planning for a safe ride home. Arrange for a designated driver, call a taxi, plan to stay over with friends anything it takes to prevent adding to the carnage on B.C. roads, not to mention the potential loss of your drivers licence.

Think of the victims, think of the potential consequences, think of what you would have to tell your family just please think, and let us all enjoy a safe and happy holiday season.

Countless tragedies on B.C. roads are the result of one bad choice

New guidelines needed on blastingAt the Dec. 15 Oak Bay

council meeting, three residents spoke during the public participation portion of the meeting all on the topic of the recent carbon monoxide leak in a private home attributed to blasting next door.

Several things were particularly striking about their remarks.

Firstly, this family was left to deal with this frightening situation on their own. It seems that little help, support,

empathy or expert guidance was available to them. Why not?

Secondly, with increasing numbers of demolitions and new build activity across this community, this scenario may be replicated time and time again. Shouldnt we as a community of caring residents expect inclusion of an environmental assessment of the impact on the surrounding homes before older homes are torn

down or blasting begins?Thirdly, new

construction plans tend to include removal of trees; not all of which are protected. In this case it was a mature fir tree; home to several species of birds that was cut down. How is it that a mature 75-foot-tall tree can be referred to as a shrub or an overgrown hedge and removed so easily?

We have older homes in Oak Bay. Many have passed their best before

date and new owners want to tear them down and build new rather than update them and make them safe and livable again.

We need new rules to guide us before we lose too many older homes and too many mature trees. Vancouver experienced this and is trying to reverse the trend possibly too little, too late. Lets be proactive.

Violinist steps onto world stageAndrea PeacockBlack Press

At 15 years old, Oak Bays Ryan Howland is well on his way to becoming a professional world-renowned violinist.

He loves the music, but I think more specifically, he loves being a violinist, said Michael van der Sloot, Howlands violin teacher of five years at the Victoria Conser-vatory of Music.

Howland has been playing the violin for 10 years. It all started when his mother was working as a piano teacher at the Conserva-tory.

She would have to look after [my brother and I] at the same time. So instead of just doing nothing, we decided to do violin lessons, said Howland.

Although he takes lessons at the Conservatory once a week, Howland also practises four or five hours a day on his own.

All along the way, weve really focused on being goal-ori-ented and striving to get to the next level, said van der Sloot. Because of [Ryans] work ethic, he was able to progress through these goals.

This past summer, Howland won first place in the Victoria Performing Arts Festival, as well as first at the provincial competi-tion in Penticton.

For the past year, Howland has been going back and forth to Interlaken, Switzerland to take masterclasses with Zakhar Bron, a premier violin teacher in Europe.

Howlands current goal is to do well in international competi-tions.

He has been accepted to com-pete at the International Boris Goldstein Violin Competition in January in Bern, Switzerland.

The [competitions] Im doing now, the level is so high [and] Ive just started getting to that level.

To pay for all of his trips over-seas, Howland has to busk on the streets downtown. For a two-week trip to Switzerland, How-land busked for two months almost every day. He does it for the money, but also for the fun and experience, he said.

I like to perform for other peo-ple and of course violin is a great way to do that and express your-self to others.

Van der Sloot said funding is often a cause for concern in these situations.

Its a major issue, because the families see this major talent in these kids and want to give them every opportunity, but its tough, he said. Its a lot of money.

Howland is in Grade 10 at Oak Bay High, but in March he audi-tioned for the International Piano Academy in Imola, Italy and was accepted. His classes there with Brons assistant Mauricio Sci-aretta started in October.

Its an intensive course where I go for two weeks every time and I have 10 lessons every time, for a total of 40 lessons in one year.

Despite being so advanced, Howland said he still gets ner-vous every time he goes on stage.

After a few minutes of playing it begins to feel better, he said.

Once he graduates high school, Howland plans to study violin in either Switzerland at the Zurich University of the Arts, or in Ger-many at the Kronberg Academy.

Howland said he feels he still has so much to learn.

A few years ago I would think what my success would feel like and I would think that I would be so happy when I would achieve some of those goals, but once I have, I feel like Im still not quite there yet. I still have a long way to go. Every time, my standards increase.

Howland hosts a fundraising concert for the upcoming inter-national competition on Jan. 11 at James Bay United Church at 2:30 p.m.

Christmas bird count takes wingAndrea PeacockVictoria News

Victoria birdwatchers are keeping a close eye out for the one that got away last Christmas.

Saturday marks the 115th annual Christmas Bird Count.

Its the longest lasting citizen science project ever, said Ann Nightingale, co-ordinator of the Victoria Christmas Bird Count.

Last year, 145 different kids of birds were spotted. Victoria holds the Canadian record at 154 different kinds of birds in one day in 2004.

However, even with 250 vol-unteers in the field watching for birds, one rare bird stayed out of sight of the counters last year.

Ken Orich was vising Victoria from Lethbridge last Christmas when he snapped a photo of a redwing a rare bird for Victo-ria. Bird count co-ordinators did not find out about the photo until March, when it was too late to add the bird to the 2013 count.

This is an Asian vagrant that had never been recorded in Vic-toria before, said Nightingale.

This years focus will be on get-

ting more people reporting the birds they see in their yards.

A lot of these rare birds will come to feeders, said Nightin-gale. Unless we get these feeder reports, we might never know about [them].

Victoria has the highest num-ber of participants out in the field every year, but on average there are only 35 people record-ing birds at their home feeders.

We cant control the birds. Theyre here or theyre not. We cant control the weather. But what we can influence is partici-pation, said Nightingale. Were trying to get 250 feeder watch reports.

Although finding rare birds is a treat for birdwatchers, Nightin-gale said they are still interested in counting the common ones as well.

If all you know are robins and crows, you can still send me how many robins and crows you had in your yard.

Nightingale said the main purpose of the count is to get a sense of the wintering popula-tions of birds and the changes that are happening over time.

Having been involved in the annual count since 2000, Night-ingale has seen many changes in the kinds of birds that are seen in the area.

There [are] some birds that were common back in 2000 that are no longer seen on every Christmas Bird Count, like ring-necked pheasants. There are some birds that were considered rare in 2000 that we now see most winters, like turkey vultures and white-throated sparrows.

The Christmas Bird Count is done in over 2,000 locations across North America.

One community in particular is in direct competition with Vic-toria.

In Canada, the top honours each year tend to go to either Victoria or Ladner, in terms of number of species seen. said Nightingale. We watch each oth-ers numbers pretty carefully. Its bragging rights.

enthusiastic about the new

Chevrolet Tahoe and its strong perform

ance rating and handling

in rough weather conditions. I think Da

ncer is lobbying hard for

the Nissan Murano more so because of

its fine lines and exquisite

interior. I would be happy with heated se

ats but the full range of

electronic systems is pretty neat too.

I recall we got into quite a squeeze

last year in Nelson and the backup cam

era sure would have helped.

Nickelodeon and Toyota have collaborated to transform everyones porous pal into a new 3-D concept car based on Paramount Pictures and Nickelodeon Movies upcoming film, The SpongeBob Movie: Sponge Out of Water. The SpongeBob Movie 2015 Toyota Sienna features a custom three-dimensional SpongeBob SquarePants exterior, complete with the characters Superhero Incre-dibubble mask that blows real bubbles at the top of the car. The interior features seating inspired by each of SpongeBobs Bikini Bottom pals, along with a wood-grain dashboard, a custom Captains steering wheel, a blue-sky head liner and a sand-inspired floor. The one-of-a-kind vehicle is now featuring in a cross-country promotional tour leading up to The SpongeBob Movies Feb. 6, 2015 [email protected]
