The Inter American Committee against Terrorism (CICTE) is the OAS’s focus committee on terrorism.Actual CICTE Chair: Peru (up to March 2009).Actual CICTE Vice Chair: Mexico (up to March 2009).CICTE Chair since March 2009 to March 2010: Mexico.CICTE has nine programs of technical assistance and specialized training, with Maritime Security as CICTE’s largest program area.In 2007 CICTE created the Port Security Assistance Partnership Program (PSAP).25-29 August 2008, Lima, Peru

The Inter-American Committee against Terrorism (CICTE):


Objectives:To assist in the protection of passengers, the flow of international trade, transshipment cargoes and the international marine transportation system;

To increase Maritime Security in compliance with international standards established by the ISPS Code;

To enhance security of port facilities, as the disabling or destruction of these critical infrastructures would have a severe impact on populations, public health, security, economic activity, the environment and democratic governance –among others;

To contribute to the development of sound public/private partnerships on Maritime Security;

To improve the expertise of key officials and port authorities in relation to: (i) the implementation and application of international standards and best practices on Maritime Security issues; (ii) the management of port security crises; and (iii) the mitigation of vulnerabilities related to port access controls;

To strengthen counter-terrorism and law enforcement capabilities, cargo inspection and security, customs and immigration controls, security guards procedures, and security awareness in general.25-29 August 2008, Lima, Peru


The PSAP comprises three kinds of projects:

1. Port Security Crisis Management Exercises.

2. Subregional and National Best Practices Workshops.

3. Port Security training needs assessments and follow-on training.



Chile:National Workshop for Mexico on Port Security Best Practices. Veracruz, Mexico, January 21-24, 2008. One (1) representative of the APEC Economy of Chile (DIRECTEMAR) participated as one of the invited experts.

Sub-Regional Workshop for Andean countries on Port Security Best Practices. Fortaleza, Brazil, June 9-13, 2008. One (1) representative of the APEC Economy of Chile (DIRECTEMAR) participated as one of the invited experts.

Crisis Management Exercise on Port Security – Port of Spain, Trinidad and Tobago, September 25-27, 2008. One (1) Chilean expert will participate as observer.

Crisis Management Exercise on Port Security for the APEC Economy of Chile. Scheduled for 2009. The Exercise will bring on board experts from the APEC Economy of Mexico, in preparation for a Crisis Management Exercise that will take place in Mexico.


CICTE Maritime Security related activities to assist the developing OAS Member States that are also APEC Economies (2008-2009)


Mexico:

National Workshop for Mexico on Best Practices on Port Security. Veracruz, Mexico, January 21-24, 2008. 47 Mexican officials participated, including:25 Port Facility Security Officers (PFSOs), 6 Captains of Port, 7 PEMEX Security officials, and 9 Maritime Administration officials.

Sub-Regional Workshop for Central America, Mexico and the Dominican Republic on Best Practices on Port Security. City of Guatemala, Guatemala, September 29 – October 3, 2008.

Crisis Management Exercise on Port Security for Mexico. Scheduled for 2009.

Port Security training needs assessments and follow-on training. Late 2009.



Perú:Crisis Management Exercise on Port Security – Bogotá, Colombia, February 20-22, 2008. Two (2) experts from the APEC Economy of Peru participated as observers. (The purpose of bringing observers from the APEC Economies of the Americas to exercises in other countries is to prepare those experts as facilitators of sound Port Security Crisis Management exercises to be held in their own countries).

Crisis Management Exercise on Port Security – Lima, Peru, April 29-30, 2008. Forty (40) officials from different Ministries and Maritime Security related entities participated in the Exercise.

Sub-Regional Workshop for Andean countries on Best Practices on Port Security. Fortaleza, Brazil, June 9-13, 2008. Four (4) representatives from the APEC Economy of Peru attended (2 representatives of the National Port Authority and 2 PFSOs).

Crisis Management Exercise on Port Security – Port of Spain, Trinidad and Tobago, September 25-27, 2008. One (1) Peruvian expert will participate as instructor to the Exercise.

Port Security training needs assessments and follow-on training. Late 2009.



March 7, 2008: Presentation on Maritime Security: Trade and Safe Transportation, to the VIII CICTE Plenary, by the APEC MEG SEC former Vice Chair Mr. Robert Evans.

ST Education and Training Ltd (STET), a private sector firm based in Singapore and contracted by MEG-SEC, developed the APEC Manual of Maritime Security Drills and Exercises for Port Facilities that was presented and approved by the MEG-SEC during at its Meeting held in Manila, Filipinas, in April 14-17, 2008.

July 22, 2008. Note SMS CICTE 118/08 was submitted to the MEG-SEC Chair, requesting authorization to use the Manual within CICTE programs to assist PFSOs in the Americas in implementing the ISPS Code.

Objectives of the utilization of the same

Manual by both APEC Economies and OAS

membersthe promotion of the standards and guidelines reflected in it;

harmonization effect in regards to the security standards in place

at ports of both APEC Economies and the Americas;

broader example of cooperation;

avoid potential duplication of efforts;

to facilitate in the mid/long-term the trade flow between both

regions, while strengthening at the same time security procedures.
