On June 6, 1951, President Harry S. Truman signed The BritishTreaty [2], authorizing Britainjurisdiction over British citizens,in the USA, where consular officers could register births toBritish citizens and issue passports to those children.

Barack Hussein Obama, arrived in Hawaii in 1960, carrying aBritish passport, in the US, on a non-immigrant student visa(8USC1101(a)(15)(F)(i)) [3], under British consularjurisdiction,per the 1951 British Treaty.

In 1961, The Kenya Gazette[4], was published under theAuthority of His Excellency the Governor of the Colony andProtectorate of Kenya, in Nairobi. The Kenya Protectorate wasthat part of coastline ten-miles inland.

On April 27, 2011, Barack Hussein Obama II released his longform birth certificate[5] proving, he was born in Hawaii, onAugust 4, 1961, and his father was Barack Hussein Obama,African, born in Kenya, East Africa (British Kenya Colony andProtectorate). Per (circa 1961 law) 8USC1401(a)(1), BarackHussein Obama II, would have been native-born a US citizen;and under consular jurisdiction of the 1951(1952) BritishTreaty and the under jurisdiction of British Nationality Act of1948, Part II(5)(1)(a) he was born a British Citizen, thus a dual-citizen UK/US, and not a natural born citizen, and not

constitutionally eligible for the 2008 or 2012 Presidentialelections. But, he is eligible for the US Senate.

If Barack Hussein Obama II had been born in Hawaii, on August

4, 1961, to a US citizen mother and a US citizen father, then hewould be a natural born US citizen, and would not have beenaffected by the 1951(1952) British Treaty or the BritishNationality Act of 1948, and he would be eligible to be a USPresident.
