1.0 INTRODUCTION 1.1. Scope This document outlines the examination program for designers, administered and authorized by the Ministry of Municipal Affairs and Housing as referenced in Section 2.17. of the Ontario Building Code (OBC). Policies and Procedures for building practitioner examinations for chief building officials and inspectors, on-site sewage system installers, and Registered Code Agencies can be found on the Building Code website at www.obc.mah.gov.on.ca . The Policies and Procedures are subject to revision. Users should check the Building Code website at www.obc.mah.gov.on.ca for the current edition of these Policies and Procedures and referenced documents. 1.2. Role of the Examination Program Sections 15.11. and 15.12. of the Building Code Act, 1992 (BCA), as amended by the Building Code Statute Law Amendment Act, 2002 (Bill 124) require certain building practitioners to have the qualifications set out in the OBC. These qualifications are set out in OBC Sections 2.16. through 2.19., which were added to the OBC through Ontario Regulation 305/03, and amended through Ontario Regulations 145/05 and 146/05. The qualifications for designers are described in Section 2.17. of the amended OBC. The qualifications which designers must have, include:

(1) Successful completion of an examination program administered by the Ministry of Municipal Affairs and Housing, and

(2) Registering with the Director of the Building and Development Branch. Any individual is entitled to apply for and take examinations in accordance with these Policies and Procedures. Table 1 outlines the role of the examination program with respect to the qualification of designers.

Designers To be qualified, designers must be registered with the Director, unless they fall under one of the exemptions set out in OBC Sentences 2.17.4.1.(3) and (4).. Among other things, registration requires the filing of information on certain individuals who have successfully completed the Examination Program – see OBC Clauses 2.17.4.2.(1)(a) and (b). These individuals include:

1. the registrant, or if the registrant is a corporation or partnership, a director, officer, partner or employee of the registered person; and

2. all persons who will review and take responsibility for design activities.

Certain designers are exempt from registration but must be qualified, unless they fall under one of the exemptions set out in Sentence 2.17.5.1.(2). As one condition for qualification, such designers must successfully complete the Examination Program – see OBC Clause 2.17.5.1.(1)(a). Licensed architects and architectural practices are not governed by the Building Code qualification and registration requirements: see Sentences 2.17.2.1.(1) and 2.17.2.2.(1).

1.3. Date of effect Designers are not required to have the qualifications required by Section 2.17 of the OBC until January 1, 2006 1.4. Updating of Qualifications When an examination that is part of this examination program is replaced with a new examination, individuals may be required to update their qualifications through successfully completing new examinations set by the Ministry of Municipal Affairs and Housing. Such examinations may be required, for example, following major changes to the technical or administrative requirements of the OBC. The OBC establishes mechanisms for notifying qualified building practitioners of new examination requirements (e.g., Subsection 2.17.5.2.of the OBC references the updating of qualifications for designers).

2.0 EXAMINATION REQUIREMENTS FOR DESIGNERS This subsection outlines the examination program administered and authorized by the Ministry of Municipal Affairs and Housing for the purposes of Section 2.17. of the OBC. The examination program for designers requires the successful completion of a legal/process examination. A legal/process examination that a designer must successfully complete corresponds to the duties that the designer performs. These are outlined in this section of the document. In addition to a legal/process examination, the examination program requires that some designers, depending on their duties, successfully complete a technical examination that corresponds to their category of qualification. Table 2 lists the technical examinations that correspond with each category of qualification. An overall grade of at least 70% must be obtained in each examination in order to be considered to have successfully completed an examination. As noted in Section 1.2 of this document, a designer, in addition to successfully completing the examination program, must also register with the Director.

2.1 Designers 2.1.1. The following individuals are required to successfully complete the Examination Program

as outlined below:

1. A person engaged in the business of providing design activities to the public after December 31, 2005 and who is required to be registered under Sentence 2.17.4.1.(1) of the OBC or, if the person is a corporation or partnership, a director, officer, partner or employee of the person (Clause 2.17.4.2.(1)(a) of the OBC),

2. All persons who will for the purposes of Clause 2.17.4.7.(1)(d) of the OBC review and

take responsibility for design activities provided to the public by a person required to be registered under Sentence 2.17.4.1.(1) of the OBC (Clause 2.17.4.2.(1)(a) of the OBC), and

3. A person who carries out design activities after December 31, 2005, who is not required

under Sentence 2.17.4.1.(1) to be registered but is required to have the qualification set out in Clause 2.17.5.1.(1)(a) of the OBC.

2.1.2. All designers identified in this subsection must successfully complete:

1. Legal/Process Examination: • The examination entitled “General Legal/Process – 2003” or, • The examination titled “Powers and Duties of CBO – 2003” or, • The examination titled “Powers and Duties of RCA – 2003”, or, • The examination titled “Designer Legal/Process – 2005,

And

2. Technical Examination(s)

• The examination applicable to the category or categories of qualifications in Column 3 of Table 2.20.2.1. of the OBC which correspond to the category of registration set out in Column 2 of Table 2.20.2.1. of the OBC for which the application is made, or

• An Advanced Standing Alternative for the technical examination (refer to Section 3 of this document).

3.0 ADVANCED STANDING The examination program administered and authorized by the Ministry of Municipal Affairs and Housing, pursuant to Section 2.17 of the OBC, recognizes successful completion of certain Ministry of Municipal Affairs and Housing OBC training courses, which are defined as “Advanced Standing Alternatives”. The Ministry of Municipal Affairs and Housing or its authorized delivery agents deliver these courses. Designers that successfully complete these Advanced Standing Alternatives are recognized as having Advanced Standing and would not be required to write the corresponding technical examinations, as referenced in Section 2 of this document, to which the Advanced Standing Alternative relates. Table 3 illustrates the Advanced Standing Alternatives to the technical examinations of the examination program. The course descriptions of the Advanced Standing Alternatives can be found in Appendix 1 of this document as well as on the OBC website (www.obc.mah.gov.on.ca) under “Training”.

Successful completion of the training courses listed as Advanced Standing Alternatives includes successful completion of the course examination. Proof of successful completion shall include either:

• A Building Code Training Certificate issued by the Ministry of Municipal Affairs and Housing or its training course delivery agent, or

• A signed letter from the Ministry’s authorized training delivery agent indicating the course name, delivery location, date and student’s grade.

Successful completion of the Advanced Standing Alternative would be considered as having met the corresponding technical examination component of the examination program. For example, Table 3 above, lists the Advanced Standing Alternatives that can be credited towards “House – 2003”. Example from Table 3: “House – 2003” Advanced Standing Alternatives

4.0 CONFIRMATION OF ADVANCED STANDING A designer may choose to have their Advanced Standing status reviewed by the Ministry of Municipal Affairs and Housing. This can be done by completing the Application for Confirmation of Advanced Standing, which can be found, along with the instructions on completing the form, on the Building Code website (www.obc.mah.gov.on.ca) under the “Licensing and Registration” section or can be obtained from the Building and Development Branch of the Ministry of Municipal Affairs and Housing. The Application must be submitted with proof of successful completion of OBC training courses and the fee of $25. The Building and Development Branch, upon the review of the Application, will provide confirmation of the Advanced Standing assessment. The Advanced Standing review provided by the Ministry of Municipal Affairs and Housing is offered as a voluntary service to designers to provide them with confirmation that they have met all or part of the technical examination component of the examination program. This may avoid problems at the time of filing related to confirmation of Advanced Standing. Designers that have not successfully completed all of the courses or examinations under the Advanced Standing Alternatives may still have their status assessed.

5.0 APPLICATION TO WRITE EXAMINATIONS Application to write examinations must be made using the Examination Application which can be found on the Building Code website (www.obc.mah.gov.on.ca) under the section “Qualification and Registration”, along with instructions on how to complete the form. The application and instructions can also be obtained from the Ministry of Municipal Affairs and Housing, Building and Development Branch. Examination applications must be received at least 21 days before your preferred examination date(s) that are posted as “open” on the Building Code website (Examination Schedule). Application must include the $80 fee for paper filing or $70 fee for electronic filing. Applicants that have submitted a complete application and are accepted for the examination will receive an Admission Letter confirming the location, date, and time of their examination, as well as their Building Code Identification Number for future references with the Ministry. The Ministry will contact applicants that have submitted a complete application in advance of the examination date and are not accepted. APPENDIX 1: COURSE DESCRIPTIONS Part 9: The House - Building Envelope This is a five day (37 hour) basic Part 9 course dealing with plan examination & inspections of the house structure and the building envelope. Note: This course and Part 9: The House - Health & Safety comprise the former Part 9 - The House

Part 9: The House - Health & Safety This is a five day (37 hour) basic Part 9 course on the plan examination and inspection of health & safety related aspects of the house. Note: This course and Part 9: The House - Building Envelope comprise the former Part 9 - The House

Part 9 Buildings - Structural Requirements This is a four day (30 hour) more advanced course dealing with the structural requirements and limitations of Part 9 of the Ontario Building Code. This course does not deal specifically with the design of structural elements. Note: This course and Part 9 Buildings - HVAC & Fire Protection comprise the former Part 9 – Technical, or its predecessor, The Ontario Building Code – Part 9.

Part 9 Buildings - HVAC & Fire Protection This is a four day (30 hour) more advanced course dealing with the design and verification of fire-resistance ratings; where the code requires fire separations because of building classification, separation of major occupancies, service spaces and exits including penetrations of fire separations. Addressed as well are the topics of means of egress, exit facilities and fire protection and suppression methods. Note: This course and Part 9 Structural Requirements comprise the former Part 9 - Technical, or its predecessor, The Ontario Building Code – Part 9.

Part 3: Large Buildings - Classification & Construction This is a five day (37 hour) basic course which considers the elements of a structure which are important when dealing with it as a Part 3 building. It is an introduction to Part 3 buildings. Note: This course and the Part 3: Large Buildings - Health & Safety Requirements comprise the former Part 3 – General Requirements, and its predecessor, The Ontario Building Code – Part 3.

Part 3: Large Buildings - Health & Safety Requirements This is a five day (37 hour) basic course which deals with the health and safety requirements of Part 3 buildings. Note: This course and the Part 3: Large Buildings - Health & Safety Requirements comprise the former Part 3 – General Requirements, and its predecessor, The Ontario Building Code – Part 3.

Water Supply & Waste Disposal This four day (30 hour) course deals with plumbing from the municipal supply and waste systems up to the house and the related inspections. It introduces the inspection of plumbing in a single family dwelling using the MITEC house as an example. The basic theory of plumbing systems is introduced. Sewers, drains & water services are covered in depth. Pipe sizing and loading are introduced. Note: This course and Building Plumbing Inspection comprise the former Introduction to Plumbing Inspection.

Building Plumbing Inspection This four day (30 hour) course continues the previous one in looking at house plumbing systems and inspections. It covers the above ground plumbing in a single family dwelling using the MITEC House as an example. The entire drainage, waste and vent (DWV) system and potable water distribution system will be examined from the rough-in stage to the final inspection. Note: This course and Water Supply & Waste Disposal comprise the former Introduction to Plumbing Inspection.

Intermediate Plumbing This five day course is developed to give those interested in plumbing inspection a background in the science of plumbing.

Introduction to these Syllabi

On July 25, 2003 the Building Code Statute Law Amendment Act, 2002 (Bill 124) was proclaimed andO.Reg. 305/03 was filed to implement the Province's building regulatory reforms*. Included amongthe reforms is the requirement for mandatory qualifications for all building officials and mandatoryqualifications for certain classes of designers and registered code agencies. These are in addition tothe qualification requirements for on-site sewage inspectors and installers in place since 1997.

Mandatory qualifications are set out in the Building Code, and include the requirement that certainindividuals successfully complete an examination program administered or authorized by the Ministryof Municipal Affairs and Housing.

This document gives examination candidates the specific topics that will be covered in eachexamination. The Examination Programs set out requirements for specific building practitionersregulated under Sections 2.16, 2.17, 2.18, and 2.19 of the Ontario Building Code.

Examination Approach

Examinations do not necessarily include all of the provisions specified in a particular syllabus. Instead, each syllabus defines the pool of knowledge that a practitioner is expected to know. Examinations are made up of representative samples drawn from the pool. Further, some questionsmay require candidates to consider provisions that lie outside of the syllabus, but are directlyreferenced by provisions contained within the syllabus - particularly in advanced standing exams.

These syllabi were developed using a peer-assessment process based on committees that includedover 50 practitioners representing OBOA (large, small, urban, rural, plans review and inspection),LMCBO, TACBOC, OPIA, OAA, PEO, OACETT, AATO, ARIDO, OMFPOA, and OAFC. Theseadvisory committees also ranked Code requirements in terms of their:

Difficulty: How hard it is to understand, interpret and apply the underlying intent of theprovision?

Importance: How important is the Article in supporting the purpose or objectives of the Code(health, safety, fire protection, structural sufficiency, accessibility, conservationand environmental integrity of the building)?

Frequency: How often the provision is applied?

The examination questions focus on areas of high relevance (difficulty, importance and frequency)and are geared to assess a candidate’s ability to find, understand and apply these provisions.

Find: Search the Code and find or identify a non-familiar Code provision.Understand: Comprehend the language, structure and intent behind a Code provision(s).Apply: Use the Code provision(s) in a case example, situation, or scenario.

Background

The following table outlines the location, dates, times and status of Building Code examinations offered by the Ministry

of Municipal Affairs and Housing. The Building Code examinations are offered as part of the examination program

administered or authorized by the Ministry of Municipal Affairs and Housing under clauses 2.16.4.1.(1)(a) and (b),

2.17.4.2.(1)(a) and (b), 2.17.5.(1)(a), 2.18.3.2.(1)(a) and 2.19.3.2.(1)(a) and (b) of the Building Code.

Prospective candidates are advised to review the following documents:

● Examination Program and advanced standing policy as applicable for the type of qualification you seek

(building official, designer, on-site sewage system installer, and Registered Code Agency)

Prospective applicants should note that applications:

● Must be filed using the approved form

● You must file your application at least 21 days before the date of the examination sought.

● The ministry will send you an Examination Confirmation Notice if you are booked into your selected examination

session(s). The Examination Confirmation Notice will indicate the location, date and time of your examination,

as well as your Building Code Identification Number (BCIN) for all future references with the ministry. Note:

You must bring the Notice of Confirmation and photo identification with you on the day of your exam.

Examination Schedule

The following examination schedule is "rolling" - that is , it will be continually updated with new exam locations, dates,

and statuses (i.e. "open" to reserve a seat/exam, "pending" -expected to open soon, "full" -all seats are accounted for,

and "closed" - application date has passed.) Check this page often for new examination sites and changes in status of

posted sites.

Examination Application – Instructions for Completion Please read the following information carefully before filling in the application form. Under the Building Code Act, 1992, (Act) and the Building Code, certain building practitioners are subject to qualification requirements and must successfully complete the examination program administered or authorized by the Ministry of Municipal Affairs and Housing. This form is the application to take the examinations. 1) Which examination are you applying to write? Choose one category only. If you wish to apply to write more than one examination, you must complete a separate application. Those wishing to apply for advanced standing or write an advanced standing exam, must complete the advanced standing examination application form which can be found on the Ontario Building Code website at www.obc.mah.gov.on.ca under the section “Licensing and Registration”. You may refer to Table 2.20.2.1.of the Building Code for a description of the various categories under the Technical Examinations. For Fire Protection, see clause 2.16.4.1.(1)(b). Legal/Process examinations test knowledge of the Building Code Act, 1992, and the powers and duties of the examinee under the Act. 2) Select an examination site and exam time. Certified cheques and money orders are payable to the Minister of Finance. An electronic examination application form is expected to be made available in late 2003. There will be a reduced fee of $70.00 for those submitting an application on-line. Testing Accommodation Policy

Examination Program – Testing Accommodation

1.0 POLICY STATEMENT

The Building and Development Branch of the Ministry of Municipal Affairs & Housing, is committed to making its

Examination Program accessible to candidates. The Branch will grant reasonable testing accommodation for candidates

who have a disability and who can provide appropriate documentation of the effect of their disability on the ability to

take examinations under standard conditions. This policy recognizes that it is the candidate’s responsibility to identify

the nature of the accommodation required. Notwithstanding the provision of testing accommodation, all candidates

must satisfy the requirements for qualification and all accommodations must respect the dignity of candidates while

preserving the integrity of the examination.

2.0 PURPOSE

2.1 To ensure that examinations are administered in an appropriate manner that provides fair measurement of the

scores for each test taker.

2.2 To be consistent with the Government of Ontario’s commitment to increasing accessibility, independence and

opportunity for persons with disabilities.

2.3 To provide candidates with equal treatment with respect to services, goods and facilities without discrimination

because a disability.

3.0 DEFINITIONS

3.1 Accommodation(s) – A change to the administration of an examination to allow appropriate measurement of the

examination candidate’s knowledge of the Building Code and/or the Building Code Act, 1992.

3.2 Disability(ties) – The Ontario Human Rights Code defines disability as,

a) any degree of physical disability, infirmity, malformation or disfigurement that is caused by bodily

injury, birth defect or illness and, without limiting the generality of the foregoing, includes diabetes

mellitus, epilepsy, a brain injury, any degree of paralysis, amputation, lack of physical co-ordination,

blindness or visual impediment, deafness or hearing impediment, muteness or speech impediment, or

physical reliance on a guide dog or other animal or on a wheelchair or other remedial appliance or

device,

b) a condition of mental impairment or a developmental disability,

c) a learning disability, or a dysfunction in one or more of the processes involved in understanding or

using symbols or spoken language,

d) a mental disorder, or

e) an injury or disability for which benefits were claimed or received under the insurance plan

established under the Workplace Safety and Insurance Act, 1997; (“handicap”)

3.3 Qualified Medical Professional – May include the following: medical doctor, psychiatrist, nurse practitioner,

registered nurse, chiropractor, occupational therapist, physiotherapist, optometrist/ophthalmologist, dentist,

pharmacist, audiologist, or psychologist.

4.0 TYPES OF ACCOMMODATIONS

Requested accommodation may include:

● Testing time (e.g., extension, rest breaks for medication or snacks etc.)

● Physical Environment (e.g., barrier-free test center, enhanced lighting etc.)

● Test Design (e.g., larger print test booklets and answer sheets, changes to background and foreground colours

of test booklets and answer sheets etc.)

● Assistance (e.g., writer, recorder, interpreter, reader; to be supplied by the Building and Development

Branch.)

● Other, as appropriate

5.0 APPLICATION PROCEDURE

Persons seeking testing accommodation to write examinations are required to submit their request in writing, no later

than thirty (30) days before the examination sitting, to:

Requests for testing accommodation must include a current (within three (3) years) letter of support from a qualified

medical professional:

a) affirming the existing of the disability,

b) describing the functional limitations resulting from the disability, and

c) stating the specific accommodations necessary to take the examination (i.e., if additional testing

time is requested, the precise amount of additional time required must be specified). The document

must be written on official letterhead and signed by the qualified medical professional.

Candidates are advised to retain copies of materials submitted as the request and supporting documentation will not be

returned.

6.0 CHECKLIST

1.0 General

1.1 An examination candidate must apply for an examination using the Examination Application at least 3 weeks in

advance of the examination date. No applications will be accepted within 3 weeks of the examination date.

Examinations are non-transferable.

1.2 Candidates will receive an Admission Letter informing them of the acceptance of their application and

confirming the following information regarding their examination:

● Examination Name;

● Exam Language (English or French)

● Location;

● Date;

● Start time; and

● Specification of applicable Testing Accommodations

1.3 Candidates must be present at the examination 30 minutes prior to the examination start time in order to sign-

in with the Invigilator.

1.4 Candidates must show at least one piece of recent government-issued identification bearing a photograph and

signature, and their Admission Letter in order to receive an examination package containing their examination papers

and materials.

1.5 The examination packages are to be left unopened until otherwise instructed by the Invigilator.

1.6 Each examination is 3 hours in length and contains 75 multiple-choice questions, except for the On-Site

Sewage – Inspector examination which is 2 ½ hours and contains 60 questions, and the On-Site Sewage – Supervisor

which is 2 hours and contains 50 questions.

1.7 Each multiple-choice question contains a choice between four possible answers, of which the candidate is to

select the best answer.

1.8 The examination is open-book. Candidates may bring only the following:

● Building Code Act, 1992, as amended by the Building Code Statute Law Amendment Act, 2002

● Ontario Building Code, 1997 (O.Reg. 403/97) as amended by O.Reg. 305/03

● Supplementary Guidelines to the Ontario Building Code, 1997 as amended to September, 2003 (where

referenced in an examination syllabus)

● The Code and Guide for Plumbing 1997 (O.Reg 403/97), as amended by O.Reg. 305/03 (where applicable)

● Code & Guide for Sewage Systems 1997 as amended to September, 2003 (where applicable)

1.9 Candidates are expected to bring their own non-programmable calculator. Laptop computers and CD-ROM

versions of the Ontario Building Code are prohibited for use during the examination session.

1.10 All material required to write the examination will be supplied in the examination package. Each candidate will

be given:

● An examination booklet;

● Answer sheet;

● Pencil; and

● Eraser.

1.11 All material supplied to a candidate must be returned at the completion of the examination.

1.12 Candidates may NOT use any other items than those listed above during the examination, including:

● Any unauthorised book, manuscript, manual, circular or similar document; and

● Electronic communication devices (including, but not limited to, cell phones, pagers, Blackberrys, and PDAs)

1.13 All electronic communication devices must be turned off throughout the examination.

1.14 Candidates will be asked to place their personal effects under their chairs prior to the commencement of the

examination and until their examination is complete. Neither the Invigilator nor the Building and Development Branch

of the Ministry of Municipal Affairs are responsible for lost, stolen or misplaced articles.

1.15 Candidates that complete their examination prior to 15 minutes before the end of the examination period may

hand in their examination package to the Invigilator and fill out the sign-out sheet prior to leaving the examination

room.

1.16 Candidates are not permitted to leave the examination room in the last 15 minutes of the examination.

Candidates who complete their work during the last 15 minutes must remain quietly seated until the Invigilator

announces the end of the examination period.

1.17 The Invigilator will collect the examination packages at the end of the session and require each candidate to fill

out the sign-out sheet. Candidates are to remain seated until dismissed and are NOT to hand-in their examination and

materials during the last 15 minutes of the examination period.

2.0 Testing Accommodations

2.1 Candidates should refer to Examination Program – Testing Accommodations if candidates have a disability that

requires special accommodation.

2.2 Candidates that require the use of a translator, interpreter or reader should contact the Building and

Development Branch no later than thirty (30) days before the examination sitting

3.0 Misconduct

3.1 The Invigilator may require a candidate to leave the examination if, in the opinion of the Invigilator, that

candidate’s conduct is disturbing to other candidates or is disrupting the smooth progress of the examination. This

includes:

● Communicating with other candidates during the examination period;

● Passing calculators or other materials to other candidates during the examination period; and

● Smoking, eating or drinking during the examination period.

3.2 Candidates will be assigned a Fail mark and may not re-write that particular examination until the candidate

has re-registered, paid the fee and six months has elapsed, if they do any of the following:

● Cheat;

● Mark up their Building Code and/or Supplementary Guidelines during the examination period;

● Use unauthorized materials; or

● Impersonate an examination candidate.

4.0 During the Examination

4.1 Candidates are to leave their identification on their desk throughout the duration of the examination.

4.2 Should a candidate claim that the examination supplied is not the examination they registered for, the

candidate may write the examination supplied or may elect not to write and re-register for another examination. The

re-registration fee will be waived if Ministry of Municipal Affairs supplied an erroneous examination.

4.3 Time will be called out at the end of 1 hour, 2 hours, as well as when 15 minutes are remaining in the

allocated examination period.

4.4 No candidate is permitted to enter the examination room after the commencement of the examination

4.5 Candidates wishing to leave from the room to use the washroom must raise their hand and have their papers

collected by the Invigilator. Their papers will be returned upon their return. Additional time will not be allocated for

the time the candidate was away. If, in the Invigilator's opinion, examination security has not been maintained, the

candidate's examination will be stopped.

4.6 Only one candidate will be permitted to be temporarily out of the examination room at any particular time.

4.7 Candidates are not permitted to be temporarily out of the examination room during the last 45 minutes of the

4.8 When so instructed, candidates MUST stop writing and await the Invigilator to collect the examination

material. Failure to do so may result in a Fail mark.

5.0 Failed or Missed Examinations

5.1 If a candidate fails an examination, the candidate may apply to retake the examination. Candidates must

reapply for the examination and pay the full examination fee for all examinations that are retaken as a result of failure.

5.2 If a candidate cannot attend a scheduled examination due to an illness, the candidate must notify the Building

and Development Branch prior to the date of the examination with a letter from a qualified medical professional.

5.3 If a candidate misses an examination without notifying the Building and Development Branch, the candidate

will be identified as a “No Show” on the Ministry’s register and will forfeit the examination fee. The candidate may

reapply for the examination and repay the examination fee.

6.0 After the Examination

6.1 An Examination Results Letter will be issued to all candidates who complete the examination. Completion

status will not be disclosed by telephone, e-mail or in person.

6.2 Candidates may take an examination more than once; but must reapply each time with proper advance notice

of 3 weeks.

Writing Successful Examinations

Tips to help you prepare for and write your exams

Writing exams is an important step in the process of obtaining your provincial qualification. As you are well aware, in

addition to the legal/process examination, you must also successfully complete the technical examination(s) based on

the building types you are involved with within your practice.

The following tips are aimed at helping you study and include valuable advice for making the most of your exam

sessions.

Please keep in mind; you alone can determine your chances for success. Among all the advice offered in this paper,

adopt the suggestions that fit you best and adapt them according to your strengths and weaknesses.

Preparing for the Exam:

Before The Exam

● Be well prepared for the exam. Include as much self-testing in your review as possible.

● Get a good night's sleep. Arriving at the exam center rested and alert is one of the best ways to prepare for

● Double-check the time of the exam and the location.

● The night before the exam make sure you collect all the material you will need for the exam. Bring all the

necessary materials:

❍ Building Code Act, 1992, as amended by the Building Code Statute Law Amendment Act, 2002 effective

❍ Ontario Building Code, 1997 (O.Reg. 403/97) as amended by O.Reg. 305/03 effective July 1, 2005

❍ Supplementary Guidelines to the Ontario Building Code, 1997 as amended to September, 2003 (where

referenced in an examination syllabus)

❍ The Code and Guide for Plumbing 1997 (O.Reg 403/97), as amended by O.Reg. 305/03 (where

applicable) effective July 1, 2005

❍ Code & Guide for Sewage Systems 1997 as amended to September, 2003 (where applicable)

❍ A non-programmable calculator

● Bring your Admission Letter and get to the exam 30 minutes prior to the scheduled start of the exam.

● Ensure you know the exact location of the exam center, how you plan to get there, and where you will park;

the last thing you need is the extra tension that comes from worrying about being late for the exam.

● Read the Candidate Protocol.

● Choose a seat in the room that is as far away from likely distractions as possible.

● Try to relax. Being relaxed will help you concentrate on the task ahead and help you overcome your worries.

● Wear comfortable clothes and bring a sweater/jacket. Exam rooms can be too hot or too cold. You can't

change the room but you can put on or remove extra layers of clothing.

● Bring an accurate watch. The invigilator will post the time during the exam but be prepared also.

● Avoid talking directly about the exam with people who are also about to write.

● Listen carefully to all instructions given by the invigilator, and follow any procedures given to ensure the

success of the assessment process.

● Preview the whole exam before you start to write. Read the directions very carefully.

● As you work on the exam, focus only on the exam, not on what others are doing. If you feel anxious during

the exam, take a few minutes to calm yourself down. Stretch your arms and legs, take a few slow deep

breaths, do some positive internal self-talk. If the exam is more difficult than you anticipated, try to focus and

simply give it your best effort. The passing grade is 70%.

During the Exam:

Strategies in Answering Multiple Choice Questions

Multiple-choice questions ask you for fine distinctions between correct and nearly correct options. These distinctions

not only deal with Recognition, but also involve the thinking processes of Synthesis, Analysis, and Application. Multiple-

choice questions are made up of three key components:

● The STEM which states the problem or question to be answered,

● The CORRECT ANSWER which is one of the four possible choices representing the only correct response or

best response.

● The DISTRACTORS which are the remaining options. These options may be plausible, but are either incorrect

or not the 'best' possible answer.

A Checklist of Do’s & Don'ts in Answering Multiple Choice Questions:

● Read through each question completely and carefully. Avoid jumping to any conclusions about what you think

the question is asking.

● If you know the answer to a question, mark it on the answer sheet and move on.

● If you are unable to make a choice and need to spend more time with the question, or if you answered the

question but are not sure that you made the correct choice, circle or put a big “?” beside that question in the

exam booklet, so you can come back to it later.

● Avoid getting bogged down on one question part way through the exam. It is much better to move on and

finish all of the questions that you can answer and then come back later to address the problematic questions.

For such problematic questions, if you do not know the answer, re-check the stem of the question; narrow your

choices by eliminating any alternatives that you know are not correct. If two options still look equally

appealing, compare each to the stem of the question, making sure that the one you eventually choose answers

what is asked. If you are still not sure, make an educated guess (there is no penalty for wrong answers).

● Some individuals prefer to transfer all their responses to the answer sheet at the same time, once they have

answered all the questions on the exam. Others prefer to mark their choice on the answer sheet as they go

along. Regardless of which method you select, be sure that you have filled the necessary parts and appropriate

bubbles on your answer sheet carefully in pencil! A multiple-choice exam offers you no opportunity for "partial

credit." If you filled the wrong bubble, your answer is 100% wrong.

● Check often to ensure you are recording your answers in the right spots. For example, the scanner will not

know that you made a mistake early on in answering Question #22 in the space for Question #23, and all your

subsequent answers are the right answers but recorded in the wrong spots!

● Be very careful not to make any stray marks on the answer sheet used to record your answers. The scanner

cannot distinguish between an accidental mark and one filled in as the answer. When the scanner detects two

marks, it assumes the answer is incorrect. Then look over the questions again, change an answer only if you

can logically justify the change.

● Don't use the same alternative (e.g. 'b') every time you guess the answer to a question you are unsure of.

Eliminate any obviously incorrect alternatives and make an educated guess from those choices remaining.

● Don't pick your answer based on any apparent or suspected pattern of responses. For example, don't eliminate

alternative 'c' just because you answered 'c' in the previous three responses.

● Don't try to determine whether there is any pattern to correct answers.

● Don't dismiss an alternative because it seems too obvious or too simple an answer. If you are well prepared

for the exam, some of the questions will appear very straightforward to you.

● Take the time to check your work before you hand in your exam booklet and the answer sheet.

● Return all material as instructed by the invigilator.

Advanced Standing Application – Instructions for Completion

Please read the following information carefully before filling in the application form.

Under the Building Code Act, 1992, certain building practitioners are subject to qualification requirements and must successfully complete the “Examination Program” administered or authorized by the Ministry of Municipal Affairs and Housing. The Examination Program generally includes the following two components:

a) Legal/Process Examinations which test a person’s knowledge of the Building Code Act, 1992, the Building Code and/or the powers and duties of Chief Building Officials; and

b) Technical Examinations which test a person’s knowledge of the technical requirements in the Building Code.

Your role(s) and duty(ies) as a building practitioner will determine the component(s) of the Examination Program you will be required to complete (see Table 2.20.2.1 of the Building Code and the Building Code Act and Building Code Qualification Examination Program posted at www.obc.mah.gov.on.ca for more information on your qualification requirements). Building practitioners who are required to write the technical examination component may, however, choose the Advanced Standing Alternative to meet this examination requirement. The Advanced Standing Alternative allows building practitioners to receive credit towards the technical examination component of the examination program if they have already successfully completed Ministry Building Code training courses from an authorized delivery agent. Successful completion of all the requirements under the advanced standing alternative category as outlined in the Building Code Act and Building Code Qualification Examination Program, would be considered as having met the technical examination component of the examination program. If you have previously completed Ministry Building Code training courses from a Ministry authorized delivery agent and would like to apply for advanced standing, you must complete this application form and submit the required documentation to have your status reviewed. You will then be contacted to confirm your advanced standing status. If you have not completed all of the requirements under the advanced standing alternative category as outlined in the Building Code Act and Building Code Qualification Examination Program, but would like to have your status assessed, you may apply by completing the application form. Note that in order to be exempt from taking the full technical component of the examination program, you must complete all the requirements under the advanced standing alternative. The following provides instructions on completing the Advanced Standing Application form. 1) Applicant Information This information is necessary to contact you and confirm your advance standing status. You will receive a BCIN after your first transaction with the Ministry. 2) Advanced Standing Sought Check the category or categories in which you are seeking Advanced Standing. Certain designers and all RCAs must carry professional indemnity insurance meeting requirements in Section 2.21 of

the Building Code. Insurance Certificates, which are required to verify insurance coverage, can be obtained through one

of the Insurance Brokers or Agents listed below. A representative of the insurance firm providing the coverage is

required to sign a Certificate of Insurance which must be attached to the registration form and submitted to the

Ministry’s Registry Office.

* Adriatic Insurance Brokers arranges errors and omissions coverage for HVAC contractor-designers certified or

registered with HRAI.

** Federated Insurance arranges errors and omissions insurance coverage up to a limit of $250,000 per claim, for

mechanical contractors undertaking design activities in-house.

*** Please contact your local broker to arrange coverage. This firm provides insurance coverge for medium-sized and

larger firms. The mimimum insurance premium for coverage provided by the Commerce and Industry Insurance

Company of Canada is $25,000 per annum.

**** This insurance product provides coverage for designers who are not affiliated with an association representing

designers. These "non-affiliated" designers will still be required to register with the Ministry.

General

Under changes to the Building Code Act. 1992, and the Building Code, which take effect on January 1, 2006, certain

firms engaged in the business of providing design services to the public will be required to register with the Ministry

and carry professional liability insurnace.

The Building Code was amended on May 19, 2005 to extend the implementation period of the building regulatory

changes from July 1, 2005 to January 1, 2006 for certain key elements of the regulations, including those related to

designer qualification and registration. Registered Code Agencies (RCAs) are also required to carry professional liability

insurance and can still register for the period beginning on July 1, 2005.

Extended Reporting Period for RCAs

Only RCAs are required to carry insurance with an extended reporting period of two years as specified under Section

2.21 of the Building Code. The requirement for insurance with an extended reporting period does not apply to design

firms.

Certificates of Insurance

The Ministry requires Certificates of Insurance to verify that designers and RCAs have the professional liability

insurance specified in the Building Code under Section 2.21. The Ministry has reviewed and approved Insurance

Certificates from those insurance firms included on the list of Insurance Providers.

Certificates of Insurance can be obtained through insurance brokers. Insurance firms providing the insurance coverage

are required to complete and sign the Certificates of Insurance which must be attached to the registration form

submitted to the Ministry of Municipal Affairs and Housing.
