Obituary ...

Dear Members, we are very sorryto inform you the sad demise of

our revered leader and Presidentof the Chandigarh CirclePensioners' Association, Sh. K.K.Puri on 8th of May, 2016, after

brief illness. This is a great loss toall the members in general andthe circle association in theparticular.

Sh. Puri was a very livelypersonality having too muchexperience and commandingrespect among all the members of the Circle

Pensioners' Association. He served this associationfor the last 12 years and was a great guide for allof us. I had the privilege to work with him foralmost same period. HIs participation in the circle

association's meetings as well in the Federationsmeeting were always noteworthy. While attendingthe outstation meetings of the Federation, Sh. Puriwas always a smiling figure and very jolly when we

used to sit together after the meetings. This vacuumcannot be filled, but the Almighty has his ownways.

The "Rasam Kriya" of Sh. Puri was held on 11th

May, 2016 in which large number of personsattended the same. Besides his respected familymembers, a large number of our Association'smembers were also present thereat. Couple of top

executives of the Bank (Retd.) and many retiredtrade union leaders/office bearers were also present

of the Bank, attended the prayer/rasam kriya of Sh. Puri. I was verydeeply touched with the servicesrendered by S/Sh. H.M. Mahajan and

Lokesh Ahuja (our members) to Sh.Puri, almost daily, during his illnessand stood by Sh. Puri's family till

his unfortunate demise. As stated above, it shows

the tall personality and his goodwill whether in hisentire service in the Bank or his services renderedto the pensioners cause, which is highly appreciatedby one and all of us.

We all pray to the Almighty to grant peace to thedeparted soul and place in "Swarg".

Sh. Deepak Rai Selhi, Dy. General Manager

(C.D.O.) retired on 30.04.2016. A team of local

office-bearers of the Pensioners' Association

at Chandigarh met Sh. Selhi and conveyed

our best wishes to him for his peaceful, healthy

and long life. Sh. Selhi had joined at L.H.O.

as D.G.M. & C.D.O. on 21.08.2014 till his

retirement i.e. 30.04.2016. During the last two

structured meetings, we had healthy

discussions on our Agenda. He was always

helpful with a positive approach. Before joining

at L.H.O., Sh. Selhi was Dy. General Manager

at Zonal Office, Punjab, Chandigarh.

Sh. D.B. Singh, D.G.M. & C.D.O. (Dy. General Manager) at L.H.O., Chandigarh took over

from Sh. Selhi on 02.05.2016. Once again, our local office-bearers led by Sh. T.R. Gupta,

General Secretary met Sh. Singh alongwith Sh. Ajay Sharma, Asstt. General Manager,

H.R. at L.H.O. and welcomed him. The new D.G.M. & C.D.O. i.e. Sh. Singh on the very first

meeting with us inquired from us regarding the difficulties faced by us, if any. Anyhow, it

was courtesy call to welcome him. The

much was not discussed. But Sh. Singh

appears to be a very considerate officer

and we do hope that in future structured

meetings, we expect that he will

definately share with us our problems

and may likely to solve the same.

We wish him all the best for his new

assignment as D.G.M. & C.D.O. at

Chandigarh L.H.O.

A unit of our Mandi Dabwali branch was formed

in March, 2016 and the following were elected

MANDI, SUNDERNAGAR (H.P.)

A Pensioners' Meet was arranged at Sundernagar

on 9th of May, 2016. Sh. T.R. Gupta, Gen.

Secretary; Sh. S.K. Sharma, Treasurer; Sh. M.S.

Mongia, Organising Secretary & Sh. Tek Chand,

Asstt. Treasurer of the Circle Association

participated in the meeting at Sundarnagar. A

function of Innovative Banking was arranged by

our Mandi and Sundernagar units at Mandi. Our

these two units by collecting money from their

own pockets, donated four stratures for the benefit

of patients of the Zonal Govt. Hospital, Mandi

(H.P.). The office bearers from Chandigarh Circle

Association had the honour of donating/handing

over the stratures to the CMO of Mandi Hospital

alongwith the local office bearers of our Mandi

and Sundarnagar units. The gesture from our

comrades was very much appreciated by the

CMO and Sh. T.R. Gupta, Gen. Secretary. Sh.

T.R. Gupta, General Secretary also assured such

type of help to the Hospital in future, on behalf

of the local office bearers S/Sh. L.R. Gupta, K.K.

Gupta, K.K. Sharma, Pawan Gupta, S.L.

Barbagga, K.L. Parmar, M.C. Chandel, Nirmal

Sharma (Zonal Secretary) and others. This small

function took place at Mandi for about ½ hour

and then we proceeded to Sundernagar for the

meeting.

At Sundernagar, our H.P. Module Vice President

Sh. V.S. Negi has already reached thereat from

Shimla and meeting started at about 11.30 a.m.

which was attended by about 35 members. On

this occasion, the seniormost pensioner Sh.

Bachhitar Singh was honoured with a Shawl by

the Chandigarh Circle Association. The meeting

was organised in a very nice manner and

addressed by Sh. U.S. Negi, Sh. T.R. Gupta and

others. The meeting ended with a vote of thanks

by Sh. K.K. Sharma, which was followed by a

lunch with traditional meals of the Himachal

Pradesh. Our thanks to all the office-bearers of

the Mandi and Sundernagar units for arranging

functions/meetings at Mandi and Sundernagar.

JALANDHAR UNIT

Our Jalandhar Unit organised a Medical Camp

on 13.04.2016 and invited Dr. Tanmaya Goel,

M.S. (Surgery), M.C.H. (Urology) from Goel

Kidney Care & Laparoscopy Hospital,

Jalandhar. Dr. Goel is also trained and qualified

in Renal Transplantation and Laparoscopic

interventions.

As you know, our pensioners colleagues, who

are all above the age of 60 years and face many

old age problems. Dr. Goel explained the cause

of the above mentioned diseases. He made a

very impressive power of modules in a very

elaborte manner to the satisfaction of all the

queries raised by the present members thereat.

About 85 members were present in the

captioned camp/meeting. Sh. Raj Kumar Gupta,

President of the unit and our module Vice

President Sh. Y.P. Suri proposed a vote of

thanks and meeting ended over a cup of tea

and snacks.

1. We are informed by Mr. Sanjay Jain, learned Additional Solicitor General that the first meeting of

the committee, as noted by us in the order dated 28th March, 2016, was held on the 29th of March 2016

under the Chairmanship of the Special Secretary, DFS. The second meeting scheduled on 22nd April,

2016 could not convene on account of some urgent exigencies. He submits that the next meeting will be

positively convened shortly.

2. A prayer is made that the matter may be posted towards the end of July to enable the respondents

to place a firm view in the W.P.(C) 1875/2013 page 1 of 2 matter.

3. Learned counsel for the petitioners vehemently opposes the grant of adjournment contending

that sufficient time has been given to the respondents to examine the grievance of the petitioners. It is

submitted that the petitioners are all retired employees of the State Bank of India hitting the old age and

that irreparable loss and damage is enuring to them by the delay on the part of the respondents.

4. Given the prayer made on behalf of the respondent no.1, we give one last opportunity to the

respondents to inform us about the outcome of their deliberations.

5. It is submitted that the letter dated 30th October, 2002 addressed to the Secretary (Banking &

Insurance), Ministry of Finance, Department of Economic Affairs, Government of India, New Delhi by

State Bank of India, placed on record as Annexure-P23 (page 487), sets out all the disputes and issues

which the committee should consider. Let this letter be placed before the committee by the respondents.
