Comprehensive Explanation

Harmonise Operational Air Traffic (OAT) and General Air Traffic (GAT) handling

Area of applicability: All ECAC States

Initial Operational Capability (IOC): 01/01/2012Full Operational Capability (FOC): 31/12/2018

Items to be implemented are: Common rules and principles for OAT handling and OAT/GAT interfaces Training of staff as necessary Migration of Military AIS to EAD

AOM13.1 is: more than integrated (Civ-Mil) ATS provision and not only EUROAT Specification

Main aim is to harmonise handling of OAT (traffic which can not /doesnot fly as GAT)

This objective is functionally related to ATM Functionality 5 of PCP Reg. 716/2014

Clarification of some SLoAs sequence :

1. The EUROCONTROL Specification for ECAC Area Rules for OAT-IFR has been published and distributed to the states which now act upon it (SLoA AOM13.1-REG01 and AOM13.1-MIL02).

Finalisation of REG01 and MIL02 will enable production of implementation version of EUROAT (a single set of rules). Since OAT is a matter of national sovereignty, the intended achievement to conduct OAT-IFR in Europe under a single set of rules will depend on the magnitude of national implementation.The “single set of rules” can have “published known” national differences in it.

2. The SLoAs ASP01 and MIL01 are to be implemented after completion of SLoAs REG01 and MIL02.
