Section 13. -N o n -liab ility for accidents or dam age.
The C ity o f C arm el-by -the-S ea or an y of i t s a g e n ts o r officers, o th e r th an th e C ollector of g arbage and w aste , shall n o t be liab le fo r an y Accidents, dam ages o r neglect o f any Kind or n a tu re a ris in g from th e colli ction and rem oval o f g arb ag e and w aste . Section 14. A ny person v io la tin g fciiy of th e p rovisions of th is o rd inance shall be deem ed g u ilty of a m isdem eanor, an d upon conviction thereof sha ll be pun ished by im p ris onm ent in th e C ounty J a i l of M onterey C ounty n o t exceeding n in e ty
day s or hy a fine n o t exceeding Three H undred D ollars ($300.00), o r by both such fine and im prisonm ent. The Ju d g m e n t im posing th e fine m ay provide fo r i ts collection by im p ris onm ent a t th e ra te of one d ay for oaeli $2.00 of th e fine.

The war is teaching American youth one important lesson, and that is the importance of special training in some art, craft or profession. The downtrodden workingman, seeking vainly for employment, has been superseded by the mechanic, who has mastered his trade, and is now able to dictate his own terms to those who would hire him. It is doubtful if the present rates of compensation for work of every description have ever been equalled in this country, and still in many useful callings the demand for the highest skill is far in excess of the supply. This rule applies not only to electricians, carpenters, m achinists, blacksmiths and boilermakers, but to the learned professions as well, while unskilled manual labor is sharing in the general prosperity. Meanwhile, although the prices of food, clothing and other necessities have reached a point that takes the fine edge off the increased earnings present conditions offer opportunities for prudent saving that no one can afford to neglect.
