By LeaAnne Klentzman Fort Bend County Commissioners Court approved the 2012 budget in late September and as of October 1, the new fiscal year began. The total adopted budget to run Fort Bend County for fiscal year 2012 is $252,079,490.00. During budget preparation, elected officials and department heads were encouraged to cut their operating budgets, or at the very least maintain their 2011 expenditures. According to the budget summary, 2012’s budget is 5.18% over that of 2011. The operating budgets for elected officials changed very little from 2011 to 2012. The county judge’s budget shows a decrease of -.02%. His budget in 2011 was $516,782, and for 2012 it is $516,700. Commissioner Pct.1 (Richard Morrison) had an increase of .23% from 2011 to 2012, from $378,429. to $379,300. Commissioner Pct 2 (Grady Prestage) also had a slight increase of .26%; $507,341 in 2011 to $508,667. For 2012, Pct. 3 Commissioner (Andy Meyers) shows a decrease of .75% from $394,453. to $391,479. Commissioner Pct 4 (James Patterson) cut his budget the most with a decrease of 1.65%. His budget went down from $354,174 to $348,338. County Clerk Diane Wilson decreased her budget by .04% as did District Annie Elliott with a decrease of 1.05%. The office that consumes the largest part of the budget is the Sheriff--the detention and enforcement operations, that is. His budget total budget for 2012 is $457,406,054 including jail, courthouse security, and law enforcement. His detention operations are up about 4% and his enforce- ment operations are up by 3.81% over last year. The most glaring line item that showed the largest substantial increase was for Public Defender Mental Health, up 132.63%. 2012 budget in late September and as of October 1, the new fiscal year began.

The total adopted budget to run Fort Bend County for fiscal year 2012 is $252,079,490.00. During budget

preparation, elected officials and department heads were encouraged to cut their operating budgets, or at the very least maintain their 2011 expenditures. According to the budget summary, 2012’s budget is 5.18% over that of 2011.

Gaming the system......Sheriff candidate Craig Brady spends more of his time trying to get around the law rather than obeying it. Is that the kind of sheriff you want?

Then he uses his county paid employees to do his dirty work.

When the Attorney General told him to remove his bandit signs from the right of way and even private property, he protested and delayed and used every subterfuge to try to get around the order.

Now he’s putting up more illegal signs supposedly asking you to vote against a constitu-tion amendment. Only problem is his “sheriff” sign is the largest part of the sign.

And to rub salt in the wound, some of his “undercover” narcs are out openly putting the signs out in broad daylight and prob-

ably on county time. I think these are the same

narcs that made a huge drug bust last week. Here’s the story.

I was trolling for signs, couldn’t find any and then....poof! Look what fell across my vision about 11:30 in the morn-ing. We took several photos before they ran, then got more when they turned down a dead end street. Don’t these guys have a GPS system?

Do these sign guys look familiar? They should. They are the same ones who were putting up and taking down Brady signs this summer during work hours.

They are the same folks that, according to the sheriff’s hired liar, spent a month working on a High Intensity drug case, with paid overtime, in Greatwood.

That case netted the arrest of a mother, her two teenage kids and two others; 19 and 21, for a class B misdemeanor posses-sion of marijuana charge. Each had a $500 bond. Boy, after working that hard for a month, sign duty is probably about all they could muster. Wouldn’t they better serve the taxpayers at real work, not putting up the boss’s signs?

I guess Brady law trumps state law and that’s not exactly the kind of sheriff I want.

County budget woes....Looks like our county commis-sioners are in the process of bailing out Fort Bend Country Club. Fort Bend County Club,

like every other country club in the world, is struggling with hard times. Its next door neigh-bor, Del Webb, offered to buy the club, but the members didn’t think it was a very good deal. I don’t know what was offered, but the country club was insult-ed.

But not to worry. County Commissioners voted last week to buy two acres of land from the county club in order to expand the main library in Richmond.

I personally think if the library is to be expanded, then it should be expanded in an area that is growing. Now I know we have libraries scattered all over the county, but I just don’t see throwing more money at the location in Richmond. Maybe we should be buying more sher-iff cars (joke).

But at half a million dol-lars for two acres, the country club came off better than the landowner next to the CAD. Commissioners turned around and paid $1 million for 5 acres next to the Fort Bend Central Appraisal District. (I haven’t had time to find out who owned that land, but I will next week.)

The land next to the CAD is to be used for expansion of its offices. The CAD has tried for years to build a larger building,

but they have to get the go-ahead from all of the taxing entities in Fort Bend, which numbers over 100. Getting 100% agreement from over 100 entities makes building a new building impos-sible.

So the country stepped in and bought the land, will build the expansion next to the already existing building which the county owns and leases to the CAD. The county will lease the new expansion to the CAD also.

Here’s the rub: Expanded space is only needed once a year when tax notices are sent out. Used to be one had to go to the CAD office to protest your appraised values. Now you can do it online or fax a protest with forms you downloaded online. Then you have to either work out an agree-ment with the CAD by setting an appointment and meeting with an officer or you have to continue to appeal the decision and appear before an arbitration board. That’s when it gets crowded.

I do not understand why these meetings with staff to work out agreements or the appear-ance before the board can’t be handled offsite--like maybe in city council chambers scattered all over the county and used but once a week at the most. This would take the process to the people close to where they live rather than making so many people try to find the CAD office on FM 2218 in Rosenberg.

But then the CAD has never wanted to make it very easy for taxpayers and only went to the protest online when forced to do so by extreme space constraints.

I was told by a commissioner that the CAD couldn’t hold the meetings offsite because they

needed their paperwork. Then my question is why don’t they spend the money upgrading their computer system and putting everything online rather than investing in bricks and mortar.

I really dislike and disap-prove of bureaucracy.

Look a little closer.....the new flavor of the week in Republican circles is Herman Cain and he is just as goofy as the rest of the line-up with the possible excep-tion of Mitt Romney. Cain has a plan he calls 9-9-9 which calls for a 9% flat sales tax rate on every-thing we buy, country-wide. Let’s see. Couple that with the 8+% we pay for state sales tax, and we would be paying almost 20% on anything we purchase.

Everyone with a high school education knows that flat rate sales taxes are regressive because they hit the poor more than anything. The poor would be paying a higher percentage of their salary for basics than would those better off. In simple terms, if the poor person makes $100 a week and has to pay 17% sales tax for a new pair of shoes, it hurts their pocketbook much more than a person mak-ing $200 per week buying a new pair of shoes. I know, let them go barefoot!

Sugar Land city contract change order amount doublesBy Elsa Maxey

An adopted ordinance in Sugar Land this month gives the City Manager, Allen Bogard, the authority to approve contract change orders in any amount up to $50,000. It used to be $25,000, but the city reported that at the end of the 82nd legislative session, HB679 increased the amount that a governing body could delegate to an administrative official for approval of a con-tract change order. The autho-rized amount of up to $50,000 doubled de novo for the sec-ond time since it did not go into effect the first time it was passed by the legislature. This go-round, the bill was signed by Governor Rick Perry in June and was effective immediately.

Staff information to the Sugar Land City Council said that in 2009, after changes to Texas legislation at that time, the City Council approved

an ordinance for the increase to $50,000. But, it said that the section of the Texas Local Government Code on change orders did not change. So, the maximum amount remained what it had been until now.

Change orders, by the way, are both for increasing or decreasing the amount of a contract awarded by a city as per state statute. Typically a change order means a necessary change in the plans or specifi-cations or a necessary decrease or increase in the quantity of work to be performed or of materials, equipment, or sup-plies to be furnished, after a contract has been awarded.

Recently, city council mem-bers in Missouri City wrestled over a change order relating to the city’s surface water treat-ment plant under construction. Some maintained that it could have been best handled as a bid since the work termed a change

order was considered to be out-side of the original scope of an awarded project albeit related to it. It turned out, however,

that the change order allowed for cost savings negotiations to the benefit of the city, and ultimately the taxpayers.

Toys for Tots Fort Bend 2011 Campaign seeks donation sites and volunteers

The Toys for Tots Fort Bend program is under way recruit-ing toy drop-off locations and volunteers for the seventh annual campaign that helps Fort Bend area families. Last year’s successful program pro-vided assistance to more than 2,400 local children.

“We are proud of how our community comes together for this annual event that brings joy to so many children,” said Jack Molho, coordinator for Toys for Tots Fort Bend. “Since 1948, Toys for Tots and the United States Marine Corps have been providing toys for our most needy children but

this is once again a very chal-lenging economic time. With that in mind, we still are asking local businesses and residents to support our 2011 campaign.”

Focus Media expands holdings to include two new titlesFocus Media, publishers of

Fort Bend ISD is seeking busi-ness and community members, and parents of students enrolled in FBISD schools to volun-teer on its Academic Advisory Council (AAC) for the 2011-2012 school year. The Council

works with the Board of Trustees or its designee in establishing and reviewing the District’s edu-cational goals, objectives and major district-wide classroom instructional programs.

The Council serves exclu-sively in an advisory role except for approval of district-wide staff development. The Council consists of campus teachers, support personnel, and administrators, as well as parents, community and busi-ness members.

FBISD is currently seeking the following representatives to serve on the Council:

Two business members; two community members and one high school parent.

The AAC meets up to five (5) times a year on Wednesday afternoons at 4:15 p.m. in the FBISD Board Room (located in the FBISD Administration Building at 16431 Lexington Blvd, in Sugar Land).

Travis shows Austin the Eye of the TigerOn a night that would be

perfect for trick or treating, the Travis Tigers took to the astro-turf covered Mercer Stadium Friday night to battle with the unpredictable Austin Buldogs. This game was for bragging rights, with both teams families growing up together.

Coach Randy Cunningham came into the season with high hopes for his Travis Tigers, but they are off to a somewhat slow start. Beating Clements last week 35-0 was the Tigers largest margin of victory thus

far this season. Dan Schreiber, head coach

of the Bulldogs is in his 2nd season at Austin, and was look-ing for the upset last Friday night.... and, he almost pulled it off.

Austin and Travis played an almost scoreless 1st half. The Bulldogs had a halftime lead of 3-0 after a 23 yd field goal late in the 2nd quarter. For Austin, LB Myklebust was a beast on defense and for Travis, safe-ty Chris Oliver and company helped the Bullogs.

Early in the 3rd quarter Nehls would show some fight as he ran the ball on 4th and 8 for a big 1st down. Feeling it now, Teegan fired a 15 yd pass down the field to WR Cody Moncure. Then on the next play, he juiced another beauty to WR Devon Scoby. Travis now on the Austin 18 yd line, gave the ball to the power-ful RB RJ Norriega who took 5 Austin defenders on his back with him to the 6 yd line. Nehls would complete the drive with a touchdown pass to WR Dylan Prep. Travis took the lead 7-3.

On the next Austin posses-sion, they would fumble the ball and defensive MVP Chris Oliver would recover for the Tigers with 4:32 left in the 4th quarter. After a great play by Austin’s Javi Garza to knock Travis for a loss, forcing a punt. Taylor Woods connected with Sam Volmar of the Bulldogs for

a nice 9 yd gain on 1st down. On 2nd down and 1 yard to go, Woods pass was bobbled by his receiver and again Oliver was right there to intercept the ball and took it all the way down to the Austin 8 yd line.

On 2nd and goal, the Travis offensive line sealed victory as QB Teegan Nehls scooted into the end zone untouched. I heard the Texans are looking for a QB with guts. Coulter and Nehls have my vote! Final … Travis 14 - Austin 3

3rd Annual “Paws for a Cause” dog walk Oct. 15First Colony Community

Association (FCCA) is host-ing the 3rd Annual “Paws for a Cause” dog walk benefiting the Sugar Land Animal Shelter. The shelter, located at 101 Gillingham, cares for strays, abandoned and orphaned cats and dogs found in Sugar Land. The event will also feature a Best Dog Costume contest and Best Dog Trick contest. The event will be held Saturday, October 15, 8-8:50 a.m. – Day-of registration, Sugar Land Memorial Park, 15300 University Blvd., Sugar Land.

Get the facts on radiation exposure and mammograms on October 19When you think of radiation

exposure, does a nuclear power plant disaster come to mind? How about airport scanners? Or medi-cal imaging such as CT scans and mammograms? There have been media reports questioning dan-gerous levels of radiation expo-sure from these sources, and as a result, there’s growing concern about the safety of mammograms and other imaging routinely used for detecting diseases like breast cancer.

The fact is, the health benefits of getting a mammogram that may help diagnose breast cancer in its early stages far outweigh any risk of radiation associated

with the test. “It’s important for women to

know that mammograms are con-sidered safe, and it’s proven that they can save lives,” says Kelly Dempsey, M.D., board-certified surgeon specializing in breast surgery. The National Cancer Institute and the American Cancer Society recommend that women age 40 and older get mammo-grams every one to two years. “Women with above-average risk for breast cancer should talk with their doctor about when to start screening and how often to get mammograms,” Dr. Dempsey adds.

Risks associated with radiation

exposure from mammograms and other X-rays are minimal. “There is a slightly elevated risk of can-cer from excessive exposure to radiation, but the amount of radiation from a mammogram is very low, and the benefit of early detection of cancer far outweighs the risk,” says Stephen Phillips, M.D., board-certified breast radi-ologist and medical director of the Breast Center at Methodist Sugar Land Hospital.

“Mammograms help physi-cians detect small tumors in the early stages of cancer, when there are more treatment options and greater chance of survival.”

The Breast Center at

Methodist Sugar Land Hospital limits unnecessary exposure to radiation by using the lowest dose possible for all kinds of screening tests, including mam-mograms. Digital mammogra-phy equipment provides high-er-quality images and a lower radiation dose compared to film mammography. “In addition, our Breast Center is reviewed by national and international radiol-

FBSO will also perform Ralph Vaughan-Williams’ “English Folk Song Suite” and a medley of 14 popular songs by The Beatles entitled “All You Need is Love.” Also performing are the extraor-dinarily talented junior and senior division winners of the Houston Music Teachers Association/Houston Young Artist Concert Concerto Competition.

Riverstone celebrates 10 Years of Development

With 2011 sales 35 percent ahead of last year’s sales and at an all-time record for home sales through August, Riverstone has much to celebrate, including a decade of successful develop-ment.

A project of The Johnson Development Corp., Riverstone opened in 2001 and recorded its first sale in September of that year. Now, 10 years later, build-ers have started more than 1,760 homes and closed more than 1,640. More than 5,000 residents now call Riverstone home.

To mark its 10-year anniver-sary, Riverstone is giving away 10 $100 Home Depot gift cards during the “10 Great Years” sweepstakes. Appraisal District for at least two of the larger cities in Fort Bend County for this tax year. For tax-ing authorities, which depend on that income to operate at a level residents have come to expect, that meant they had to make budget adjustments in expendi-tures, make other adjustments and/or adjust the tax rate itself…upwardly. So, for property own-ers, what you will pay this year depends on the valuation of your property compared to last year and the adopted tax rates affect-ing you.

Sugar Land’s new fiscal year just got started this month as did its new tax rate, which was just a tad higher than last year’s rate. The tax rate is now 30.245 cents, about a quarter of a penny higher. As for the city, it maintains that the new rate brings in the same revenues collected from the same property taxpayers as were col-lected the previous year. Sugar Land said some tax bills may increase and some may decrease depending on changes to an indi-vidual’s property value.

In Missouri City, the current property tax rate of .5284 will remain unchanged, although the city also, like Sugar Land, expe-rienced a drop in certified prop-erty values. Last month, Missouri City considered a tax increase, but did not go there for at least one more year “with an emphasis on tightening our spending belt even more.”

Stafford, the city with no prop-erty taxes for the past 17 years, that’s right…zero, places a high emphasis on eliminating its gen-eral obligation debt as it contin-ues to focus on enhancing the city’s appearance and make major infrastructure improvements. Reports indicate that its hotel occupancy tax has grown, but

either way, she garnered the offi-cer’s undivided attention. He bolted to his car and gave chase. Well, as you can imagine…that was news, unfolding right there in front of the little school chil-dren, those nasty teenagers and of course, one of us! The nosiest of the nosy!

So what’s a newsperson to do? Well, that is easy…Follow, got to get the scoop!

Well, the scoop was, is…the lady driving her car so very pre-cariously close to the officer said

she really did stop in the 500 block of Dulles, that poor officer must have still been spin’n to have missed that. But, thinking she may have had an outstanding warrant, she decided it would be better to ignore him.

Uh, huh? So, how’s that work’n for ya?

Sugar Land did not say there was an outstanding warrant for her, but she did go to jail for evading.

Yep, that think’n thing will bite you every time.

interest income, which has been another revenue source for the city, has fallen considerably. So, this year, the city once again did what last year became the first-time ever used option. It applied money from its reserves to the general fund. On a positive note, it’s just a matter of time, 2014, before Stafford pays off all of its outstanding general obligation debt. Mayor Leonard Scarcella expects it to be one of the few governmental entities operating nationwide to have its total gen-eral obligation debt fully covered, a message he aimed at getting the Tea Party’s attention.

Richmond ‘s tax rate is the same as last year at .7865. Rosenberg’s property tax rate remains at .50 per $100 valuation. It has stayed consistent for several years. It used to be .55.

Fulshear in the northwest part of Fort Bend County lists a prop-erty tax rate of .205, the same as last year.

Fort Bend County’s tax rate will remain the same at 49.976 cents per $100 valuation. Its adopted budget with a little over five percent of an increase will make up the difference between the income and expenditures gap with funds from the general fund balance.

Fort Bend ISD kept the tax rate at $1.34 per $100 valuation, the same as last year. Stafford Municipal School District this year approved an 11 cent increase in its tax rate. It is $1.22 per $100 valuation as compared to $1.11 last year.

LCISD’s adopted new property tax rate is $1.39 per $100 assessed value, up two and a half cents from last year. Katy ISD’s budget was developed and adopted with the previous year’s unchanged tax rate of $1.5266.

Area residents can expect to start receiving their tax bills in the mail this month.

increased to $295,816. The payment to court appointed defense lawyers was also up, but only by single digit num-bers. That however, is an indi-cator that more cases are being heard and more indigent defen-dants are working their way through the court system.

In 2011 Fort Bend County had a total of 2,013 job posi-tions in the budget. For 2012 an increase of 48 new positions were approved--1 position for Risk Management, 1 in vehi-cle maintenance, 1 in building maintenance, 2 new prosecu-tors and 1 investigator in the

Communications Director Nancy Porter. “The Board approved a land purchase con-tract with NNP-Telfair, LP at a price of $1 per square foot at its May 23 Regular Board Meeting,” she said.

Copeland indicated that as part of the 2007 bond pack-age. Funding for an elementary and a middle school had been approved by voters. The elemen-tary school’s planned location is Aliana and the middle school is planned in Glendale Lakes, he stated. But, “There is no money in the 2007 Bond to build a school on the Telfair property.”

Many who bought homes in the Telfair subdivision told Sugar Land Planning and Zoning Commissioners earlier this year that they did it because they were told a high school was to be built in the new neighborhood. In 2003, the City of Sugar Land approved a General Plan for the subdivision and several amend-ments for the development of this new master planned communi-ty. It reportedly showed future FBISD schools, including a high

district attorney’s office, 1 new investigator and 5 cadets at the sheriff’s office, 3 positions for the new juvenile truancy court, a kennel officer at Animal con-trol, 18 varied positions for the library system, 1 new facili-ties coordinator for the parks department, 1 new therapist for juvenile probation, 12 varied detention officers for juvenile detention, and 2 new truancy officers rounds out the new positions for 2012.

When it comes to roll-ing stock, in 2011 Fort Bend County owned and operated 731 vehicles. For the 2012 bud-get year that number increased by 5. The bulk of those vehicle are assigned to the sheriff with no increase over the current 288, However, 31 of those will be replaced in 2012.

The other department with a high number of vehicles is road and bridge with 96, receiving 6 replacements for 2012.

Very early in the 2012 bud-

get year, commissioners have made, or are in the process of making, two new acquisitions. The first was the purchase of 2.1 acres of land adjoining the George Memorial Library grounds in Richmond. That land was purchased from the Fort Bend Country Club for $525,000 and the agreement for the county to dig three lakes on club property.

When asked, Commissioner Richard Morrison said the acquisition is the first steps in expanding book space and resource availability for the patrons of the library. He said an administrative building and offices will be built on part of the new land with room for future expansion of the library itself.

The second acquisition underway is the intended pur-

chase of raw land adjoining the Fort Bend County Central Appraisal Office (CAD) on FM 2219 in Rosenberg. That 5 acre-property is slated to be purchased for a little over one million dollars and will be used for parking and office expan-sion in the future. The intent is for the county to own the prop-erty and buildings and lease it back to the CAD. FYI: the CAD has never been able to increase its space because it would have to get an agree-ment from all of the approxi-mately 100 taxing entities in the county.

All in all, the 2012 budget is remarkably close to the 2011. Salaries have stayed the same and many of the elected offi-cials have cut what characterize some of the fluff, but what oth-ers call “to the bone.”

the Newland Communities devel-oper was interested in closing out its neighborhood project by con-structing more homes on the high school site, they became vocal. In February, the developer said that it had not heard back from the school district about buying the acreage set aside for the high school. Three months later, the FBISD board of trustees autho-rized the land purchase in Telfair. It was in May, and newly elect-ed school board president Sue Hohnbaum said, “We are looking at purchasing land which is differ-ent than building a high school.” This implied that the district could be considering the land for other uses and not a high school or the land purchase did not mean school construction would auto-matically follow…both of which are apparently the case.

Telfair, a master planned com-munity in Sugar Land, opened in 2006, and during its first four months according to reports, 330 new homes of the current 2,400 homes sold, comprising the rapid, resident growth of this new area. FBISD opened Cornerstone Elementary School in Telfair in 2008.

Loving Friends is a social group who meet once a month at Sweetwater Country Club. Their goal as they want to move on with their lives after the death of a spouse is to meet new people and fellow-ship with others. As of October of this year, Loving Friends will have been active for 20 years.

They meet the third Tuesday of each month at Sweetwater Country Club from 5:00 - 7:00 p.m. for din-ner and entertainment. The group also meets for lunch and movies and also have a Book Group who meet monthly. Plans are under way for a trip to Coushatta Casino.

Fort Bend County Crime Stoppers is offering up to a $5,000 reward to any one who can lead authorities to the appre-hension and filing of charg-es on the man who robbed a Walgreen’s store last Thursday.

Thursday, Oct. 6, 2011, sher-iff’s deputies responded to a business robbery in the 9300 block of Highway 6 South at about 10:40 a.m. According to Sheriff’s spokesman Bob Haenel, a Hispanic male entered the Walgreen’s store about 10:20 a.m. and appeared to be shop-ping. Reportedly, he took sev-eral items to a cash register and told the clerk he was going to get additional items. Upon his return, he pulled a handgun and demanded cash from the register, said Haenel.

The clerk complied and the suspect left the store with cash and merchandise. No physical injuries were reported.

Haenel described the suspect as a Hispanic male, approxi-mately 20 years old, about 5-feet, 6-inches in height and weighing about 170 pounds. He was wear-ing a red-colored beanie cap and appeared to have a thin mustache and goatee. He was wearing a black sweat shirt with writing on the front. The clerk said he spoke with a Spanish accent.

Law 2 convicted a Houston man who was driving while intoxicated in Missouri City in April of this year.

Two men have been arrested for human smuggling after an investigation that culminated on October 5, 2011 in west Fort Bend County.

Fort Bend County Sheriff’s spokesman, Bob Haenel, said dep-uties arrested Miguel Ramirez-Rangel, 41, and Eustorgio Penaloza-Lopez, 33, in connec-

tion with a “human smug-gling” ring after agents of the Immigrat ion and Customs Enforcement (ICE) received i n f o r m a t i o n which led them to a house located in the

6200 block of Paloma, located between Pleak and Needville. He said depu-ties assisted in the inves-tigation at the house where 14 individuals

were found to be held against their will.

Ramirez-Rangel and Penaloza-Lopez have been charged with aggravated kidnapping. They were found hiding in a wooded area east of the house where the victims were held captive, said Haenel. Both are in the Fort Bend County jail and under an immi-gration hold.

Grand Mission woman attacked in her home By LeaAnne Klentzman A Grand Mission woman

was attacked in her home last month and sheriff’s personnel are asking for the public’s help in identifying the suspect.

About 3:00 a.m., on Thursday, September 26, a woman who lives on Rustic Chase Drive near Stone Leaf Drive in the Grand Mission subdivision was attacked and assaulted in her home. Sheriff’s spokesman Bob Haenel said, “The victim went into her bathroom to take a shower, noting she had no tow-els available, she walked back into her living room where

an unknown black male was standing.”

H a e n e l went on to explain that the victim ran into her bed-room where she was fol-

lowed by her assailant, who grabbed her inside the bed-room. According to Haenel, the intruder attempted to sexu-ally assault the woman. The attack ended after the two engaged in a struggle and the woman began to pray loudly. Upon hearing her prayers, the

intruder got up and ran out of the residence, said Haenel.

The victim told deputies the intruder had long, dark, curly hair similar to an “afro.” He is between 5-feet, 6-inches and 5-feet, 8-inches in height with a slim build. She said she believed him to be between 16 and 18 years old.

Curry offered Olivares field sobri-ety tests, which he performed poorly. Subsequently, the defen-dant was arrested for driving while intoxicated. Olivares admit-ted drinking three Bud Light beers, but claimed the empty cans were from his friends who rode with him on a previous night. Ironically, the three empty beer cans were all Bud Light cans.”

While Intoxicated. During the punishment phase of the trial The State presented evidence that Olivares had numerous prior convictions and was on parole out of Harris County for a prior prison sentence. Judge Jeffrey A. McMeans sentenced Olivares to 100 days in jail.

WANDERING WAYS

When a vehicle exhibits erratic, wandering steering along with significant tire wear, the tie rods may be responsible. These slender rods with attachment points at both ends are part of the steering mechanism that transmits force from the steering rack to the steering knuckle that provides an attachment point for the tie rod to the wheel. With so much riding on this component, it is easy to see how worn tie rods can lead to sloppy steering. The need for replacement can be made on the basis of exerting moderate pressure on the wheels with the vehicle on a lift. Usually, if this motion shows the tie rod socket to be loose, it is probably worn and in need of replacement.

When something is not quite right with your vehicle, it will send you a signal. With time and use, vehicle parts wear down. If your vehicle wanders, it may need new tie rods. Motorcycle rally for fallen heroes

1st Annual “Elite” benefit Ride set for October 22

This year, “Ride for Heroes” is holding their 1st Annual Ride for Heroes Motorcycle Rally on October 22. The ride will start at Republic Harley Davidson, 12707 Southwest Freeway, 281-295-1000, in Stafford, at 8 a.m. and continue to Brick’s Ice House in Galveston.

All entry fees and dona-tions raised from the event will be donated to the Navy Seal Foundation this year in com-memoration of the Navy Seal helicopter that was recently shot

down in Afghanistan that took the lives of 22 Seal Team 6 members as well as members from the Air Force and Army. They will honor them and their families through this ride.

Entry fee is $20 per bike/per pass and will include a “Elite Ride” shirt.

What Causes a Sore Throat?A sore throat is usually caused by an infection with bacteria or vi­

ruses. Strep throat is a sore throat caused by bacteria. Throat pain, fever, enlarged neck glands, and white patches in the throat are signs and symp toms of strep throat. A rapid test using a throat swab can be used at a doctor’s office to determine if the cause of symptoms is bacteria. Cough, runny nose, and itchy red eyes are common symptoms that are more likely to indicate that a sore throat is caused by a virus. Influenza viruses, rhinoviruses, and coronaviruses are different types of viruses that can cause a sore throat.

Frequent and thorough hand washing is an essential component of preventing the spread of infections. For strep throat, an antibiotic such as penicillin or amoxicillin (Moxatag) may be prescribed for treatment of the infection, and to prevent spread of the infection to other persons. However, if a virus is the cause of infection, an antibiotic would not be beneficial. Acetaminophen (Tylenol) or a nonsteroidal anti­inflammatory drug (NSAID) such as ibuprofen (Advil, Motrin) may be taken for relief of pain. Children should not be given aspirin due to the risk of Reye's syndrome. Cough drops may be used to alleviate dryness and pain, and may contain menthol for cooling or an anesthetic such as benzocaine for pain relief.

Sugar Land’s rate and fee changes for surface water begin January 1 The City of Sugar Land will

implement several rate and fee changes beginning Jan. 1. The fees and rates were approved by city council in September.

The “surface water” rate will increase from 76 cents to $1.42 per 1,000 gallons begin-ning Jan. 1. In addition to the normal charges for water usage,

city utility customers pay a sepa-rate rate based on billed water consumption. The surface water charges support the city’s man-dated conversion to surface water. Construction of the city’s surface water treatment plant is in progress.

Although the surface water rate is increasing, water and

wastewater rates will not change -- an effort by the city to mini-mize the impact of overall utility bills while Sugar Land transitions to surface water. An average resi-dential utility bill for 11,000 gal-lons of water usage will increase by $7.25 per month.

The city’s water and waste-water system is self-supporting. Each year, rates are adjusted to reflect increasing costs of pro-viding water to customers. All expenses are paid through the fees charged to customers each month. No property tax or sales tax dollars support the utility system.

Despite surface water rate increases, residential solid waste

rates will decrease beginning Jan. 1 due to implementation of automated waste collection. Customers currently pay $17.63 per month for twice weekly curb-side recycling and refuse collec-tion. The switch in December to automated pickup will result in a new rate of $16 per month that will be reflected on January bills, a savings of $1.63 per month.

Other user fees -- such as facility rental charges, permits and rental registration licenses -- will also increase in January. These fees are adjusted annually based on the CPI index, to offset inflationary expenses. However, the City did not increase fees in 2011 to minimize impacts of the

recession on residents. Fees will be increased 4.9 percent based on the two year CPI change.

As the Ministry strives to provide food to our neighbors in need, dona-tions are down by 10% and Food Pantry shelves are bare.

Sidewalk repairs and upkeep topic of meeting in Missouri CityYou okay with your sidewalks

in Missouri City? If not, there will be a meeting on Monday, Oct. 17, at 6:30 p.m., at city hall in the council chambers relating to sidewalks.

Reports indicate that there are unhappy residents with con-cerns about sidewalk repairs and

their upkeep in neighborhoods throughout Missouri City. The special meeting is also for dis-cussing the city’s sidewalk policy to be addressed by members of the city council, according to one of them who provided the infor-mation to the “Star”, presumably to notify the public.

heroes, veterans and first responders, Fort Bend’s new-est rotary club, Southwest 59 Sunrise, and Operation American Heroes Foundation will host two events in November to honor and cel-ebrate them.

The events billed as one commemoration include a Tribute/Celebration and a Gala. The Tribute/Celebration is a free event set for Thursday, November 10, 7-9 p.m. at Sugar Creek Baptist Church. The business casual event is open to the public, especially to all veterans, first responders and their spouses. Seating is limited to 2,000 and those wishing to attend are asked to register for seating. There will be live enter-tainment by Nash 3, the presen-tation of awards and a keynote address by (Ret.) General Jerry Boykin, USA.

The second event is a Gala at the Sugar Land Marriott, F r i d a y , November 11, 5:45 p.m.to 6:50 p.m. for a VIP Reception with event

keynote speakers, 7 p.m. to 9:30 p.m. for dinner/program. The black tie optional Gala will consist of dinner, awards, entertainment and a presen-tation by Texas Agriculture Commissioner Todd Staples. Single seat tickets are $150 and VIP tickets are $250 each.

This commemoration is the first partnership event between SW 59 Sunrise Rotary Club and Operations American Heroes, and it will set the foundation for subsequent annual events, said Miller. The strong partnership is intended to raise funds for use by both organizations spe-cifically to assist veterans and first responder support organi-zations. “Eventually we would like to establish a national effort with Rotary Clubs across the

The morning session will pro-vide the findings in our mental health court publication and spe-cialty courts from our partners, Children at Risk. You will hear from expert Lauren Rose with HOGG Fellow Texans Care for Children from Austin, Texas that will share about the connections between juvenile justice and men-tal health, and how investment in mental health services can lower the burden on the juvenile jus-tice system.
