National Housing Endowment offers scholarshipThe National Housing Endowment philanthropic arm

of the National Association of Home Builders is now offering the Lee S EvansNational Housing Endowment scholarship to students Lee S Evans and his wife Virginia set up this scholarship program to benefit college students studying construction management

Fargo to allow building on river lotsby Rocky Schneider Director of Public Affairs

The city of Fargo has removed a moratorium on building along the river The moratorium was put into place three years ago to give city officials time to create an ordinance on how to deal with permitting river lots Earlier this spring the city adopted an ordinance determining building setbacks and other standards for building along the river

The issue of building near the river has been a hotly debated topic for the last several years With impending FEMA floodplain map changes looming and the city working diligently to provide flood protection new development along the amenity-rich rivers came to a halt when the moratorium was first enacted While understanding the reasoning of the actions by the city many developments and consumers were left in limbo for years wondering as to whether lots that have in some cases been provided with infrastructure and plans for customersrsquo dream homes would ever be allowed to be built

With the new ordinance in place and the FEMA flood maps released in draft forms there is now a clearer picture about where and how homes in new developments should be built Still unknown is what will happen to many of the lots that had been previously approved by the city for building but do not fit the new criteria Fargo officials are working with these owners on an individual basis

Moorhead approves tax rebates for new homes remodeling

The city of Moorhead will once again have a perk for builders homebuyers AND current homeowners ndash an economic incentive for investing in Moorhead Herersquos how it works

bull Two-year rebate ndash Taxes paid as scheduled and eligible portion refunded in December of each year

bull No minimum or maximum value on new construction of single family homes started on or after Jan1 2012

bull Also available on major remodeling (value increase of at least $25000 for homes and $50000 for apartment buildings)

Fargo starts hearings on 2012 I-Codesby Rocky Schneider Director of Public Affairs

Every three years the city of Fargo reviews the latest building codes from the International Code Council The hearing process lasts for roughly nine months in which the inspections department reviews the changes line-by-line and a series of amendments are proposed and considered The 2012 version of the I-Codes are set to be adopted for the building season in 2013

The HBA is an active participant in the hearing process Its Codes Committee reviews the codes reviews potential amendments suggested from the National Association of Homes Builders meets with inspections officials and attends hearings in order to comment on and propose amendments

Building code updates play an important role in maintaining the latest safety building standards The 2012 code being considered by Fargo also requires significant changes in its energy provisions The 2009 IRC and IECC the versions currently in place were required due to federal provisions that accompanied aid to the state The 2009 IRC and IECC were also significant leaps in stricter energy standards

According to a cost analysis done by the National Association of Home Builders to upgrade the energy chapter of the IECC from the 2009 version to the 2012 version it would add an estimated $6465 to the cost of building a home The HBA is reviewing the individual provisions within the chapter to make sure that the benefits match the costs

NAHB holds Fall Board meeting in Austin

Last month I joined several representatives from the HBA of F-M who also serve on the National Association of Home Buildersrsquo board of directors for a trip to Austin Texas to take part in NAHBrsquos Fall Board Joining me at the event was Terry Becker Terry Becker Construction LLC Don Dabbert Jr Dabbert Custom Homes Carlita

The overall tone at the meeting was more positive than previous meetings but the nationrsquos economy still struggles to grow at a rate high enough to foster total comfort in the home building industry The good news is that the economists at NAHB are predicting 2012 to have an increase to 528000 housing starts with an increase to 685000 and 865000 in 2013 and 2014 respectively

The membership within NAHB is also starting to see a turnaround as its retention rate increased over 4 percent from 2011 The federation now has 143000 members At the board meeting there was a lot of discussion on how to keep the balance between a fiscally responsible budget and providing quality services to the membership

North Dakota continues to be a shining star NAHB economists continue to point out the booming construction industry across most of the state Our state and local associations in North Dakota continue to win national accolades for member retention and growth services and its outstanding PAC fundraising prowess In total numbers North Dakota ranks second in the number of members in the following PAC levels Platinum Club ($2500) Century Club ($100) and Club 2012 ($2012)

BAM has received an update from the Minnesota Department of Labor and Industry on the Contractor Registration pilot-program Registration is free and online at wwwdlimngovregister

As of Sept 15 the next phase of the contractor registration program has begun In addition to registering contractors will also need to comply with the subcontracting requirements of the new law This includes subcontracting work to registered or licensed contractors unless the contractor meets an exemption specified in the law

BAM executive vice president resigns

It is with great regret that the Builders Association of Minnesota Executive Committee accepted the resignation of Pamela Perri BAMrsquos executive vice president at the BAM board of directors meeting Sept 6 Her last day with the association was Oct 1

Perri has led BAM through the most dramatic decade in the history of the US home building industry She has been instrumental in keeping the agenda of the residential construction industry viable at the state capitol and at the state regulatory agencies There is no doubt if you worked with Perri and her staff you know their passion and energy for our industry is boundless She will be missed

While we are sorry to see her go we share her excitement as she accepts a new job opportunity near her family in Chicago Ill BAM intends to give Perri a proper send off so stay tuned for details

List of improving housing markets expands to 99 in September Sept102012- The number of improving housing

markets across the country rose to 99 in September according to the National Association of Home BuildersFirst American Improving Markets Index (IMI) released today This is up from 80 metros that were listed as improving in August and includes representatives from 33 states as well as the District of Columbia

The index identifies metropolitan areas that have shown improvement from their respective troughs in housing permits employment and house prices for at least six consecutive months Markets added to the list in September include such geographically diverse locations as Tucson Ariz Jacksonville Fla Springfield Ill Greenville NC and Bend Ore

ldquoThe number of improving housing markets grew by 19 in September as 68 metros retained their spots 31 new metros were added and just 12 dropped off the listrdquo noted Barry Rutenberg chairman of the NAHB and a home builder from Gainesville Fla ldquoThis solid growth is an encouraging sign that housing continues on a slow but steady recovery path that is gradually advancing from one local market to the nextrdquo

ldquoMore metros across the country are experiencing a sustained uptick in house prices employment and new building activity as rising consumer confidence in local market conditions pushes more people to consider a new-home purchaserdquo observed NAHB Chief Economist David Crowe ldquoThat said overly tight lending conditions for builders and buyers continue to slow this process considerablyrdquo

Derived from a monthly survey that NAHB has been conducting for the past 25 years the NAHBWells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as ldquogoodrdquo ldquofairrdquo or ldquopoorrdquo The survey also asks builders to rate traffic of prospective buyers as ldquohigh to very highrdquo ldquoaveragerdquo or ldquolow to very lowrdquo Scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view sales conditions as good than poor

All three HMI components posted gains in September While the component gauging current sales conditions increased four points to 42 the component gauging sales prospects in the next six months rose eight points to 51 and the component measuring traffic of prospective buyers edged up one point to 31

Builder confidence also rose across every region of the country in September Looking at the three-month moving average for each region the Midwest and West each registered five-point gains to 40 and 43 respectively while the South posted a four-point gain to 36 and the Northeast posted a two-point gain to 30

Combating myths about buildingrsquos role in water pollutionNAHB resource available to combat storm water runoff myth

A new National Association of Home Buildersrsquo resource helps HBAs and developers overcome the myth

that home building is a major source of water pollutants due to storm water runoff from construction sites

This resource a PowerPoint titled Water Quality and the Construction Industry employs recent government data to explain how agriculture dam making and other activities overwhelmingly affect water quality while sediment released from residential construction accounts for significantly less than 1 percent of the total sediment in surface waters as of 2009 In fact as the presentation notes EPArsquos own data shows that pollutant discharges from construction sites have decreased over time ndash primarily due to the steps that builders and developers have taken to control the storm water that runs off their sites

This fact along with EPArsquos admission that ldquoconstruction sites are already being adequately addressed through existing programsrdquo indicates that there is little need for states or municipalities to take additional steps to control construction site runoff Rather in most instances doing so would only result in higher construction costs and higher home prices with little or no added environmental benefit The slide presentation is available for NAHB members to download as part of our ldquoLand Use 101rdquo package of detailed information and background materials on infrastructure green development and other topics

The IMI is designed to track housing markets throughout the country that are showing signs of improving economic health The index measures three sets of independent monthly data to get a mark on the top improving Metropolitan Statistical Areas The three indicators that are analyzed are employment growth from the Bureau of Labor Statistics house price appreciation from Freddie Mac and single-family housing permit growth from the US Census Bureau NAHB uses the latest available data from these sources to generate a list of improving markets A metropolitan area must see improvement in all three measures for at least six months following those measuresrsquo respective troughs before being included on the improving markets list

Area markets on the list include Bismarck Fargo Grand Forks and St Cloud Minn A complete list of all 99 metropolitan areas currently on the IMI and separate breakouts of metros newly added to or dropped from the list in September are available at wwwnahborgimi

EPA Lead Renovation Repair and Paint (RRP) Certification training available Nov 14

Do you work in homes built in 1978 or earlier According to the EPA RRP Rule building and remodeling firms must have one or more certified renovators assigned to each job where paint is disturbed in homes built in 1978 or earlier Eight hours of training is required to become a ldquocertified renovatorrdquo

Minnesota municipalities now verify lead certification for residential builders remodelers roofers and manufactured home installers when requesting a permit to work on homes built prior to 1978

In addition to having a certified renovator(s) firms working in pre-1978 homes will need to submit an application to become certified before offering or performing the work covered under the rules The EPA has up to 90 days to certify or recertify a firm once it receives a complete application

bull Firm certifications cost $300 and are valid for five years

Who does this affectThe EPA RRP rule affects contractors property

managers and others who disturb known or presumed lead-based paint during renovation

What activitiesThe term renovation covers all activities done for

compensation that disturb painted surfaces including most repair remodeling and maintenance activities such as window replacement weatherization and demolition

What structuresThe RRP rule applies to all renovation work performed

in residential houses apartments and child-occupied facilities such as schools and daycare centers built before 1978

Annual meeting features program on future housing trends for F-M area

On Oct 9 the HBA of F-Mrsquos Annual MeetingOctober GMM will feature a presentation by Neal Eriksmoen president of Appraisal Services Inc on future trends for the Fargo-Moorhead area Eriksmoen does multiple market studies in the area and has great in-depth knowledge of the building industry as a whole He will give those in attendance a look at what is to come over the next five to ten years here in the F-M area

The HBA will award its highest honors Builder and Associate of the Year The winner of these awards will ascend to the North Dakota Association of Buildersrsquo Builder and Associate of the Year competition to be named in November The 2013 HBA of F-M board of directors will also be announced and 25-year members will be recognized

Aging in place - What is universal design

Universal Design is related to aging-in-place remodeling and a Certified Aging-in-Place Specialist (CAPS) can help you remodel your home using universal design concepts The NAHB Remodelers in collaboration with the NAHB Research Center NAHB 50+ Housing Council and AARP developed the CAPS program to address the growing number of consumers that will soon require these modifications While most CAPS professionals are remodelers an increasing number are general contractors designers architects and health care consultants

What makes a home ldquouniversalrdquo It simply means that everyone can use universal design It doesnrsquot matter if you are young or old You could be short or tall healthy or ill You might have a disability Or you may be a prize-winning athlete Because of universal design people who are very different can all enjoy the same home And that home will be there for all its inhabitants even when their needs change

Here are some of the more common universal design features that are also incorporated into aging-in-place remodels

bull No-step entry No one needs to use stairs to get into a universal home or into the homersquos main rooms

bull One-story living Places to eat use the bathroom and sleep are all located on one level which is barrier-free

bull Wide doorways Doorways that are 32-36 inches wide let wheelchairs pass through They also make it easy to move big things in and out of the house

bull Wide hallways Hallways should be 36-42 inches wide That way everyone and everything moves more easily from room to room

bull Extra floor space Everyone feels less cramped And people in wheelchairs have more space to turn

Some universal design features just make good sense Once you bring them into your home yoursquoll wonder how you ever lived without them For example

bull Floors and bathtubs with non-slip surfaces help everyone stay on their feet Theyrsquore not just for people who are frail The same goes for handrails on steps and grab bars in bathrooms

bull Thresholds that are flush with the floor make it easy for a wheelchair to get through a doorway They also keep others from tripping

bull Good lighting helps people with poor vision And it helps everyone else see better too

bull Lever door handles and rocker light switches are great for people with poor hand strength But others like them too Try using these devices when your arms are full of packages Yoursquoll never go back to knobs or standard switches

Home Builders Care Build for Habitat wraps up

September was very busy for us The Home Builders Care Build for Habitat was completed and this was a great project for us and I am so proud of what all of our members have done Thank you to everyone who stepped up and helped us make our first-ever Habitat project a success See a list of all our donors on page 31HBC scholarships

Fall is scholarship time for our Foundation Many scholarship applications were submitted to Home Builders Care and our Scholarship Committee will be making awards later this month High school students interested in attending Minnesota State Community Technical College or North Dakota State College of Science and interested in pursuing a degree in a construction trade are eligible to apply Our post-secondary scholarships are available for NAHB student chapter members at M State Minnesota State University Moorhead NDSCS and North Dakota State University

to the Residential Construction Management Competition The competition has given opportunities for many students to gain real life experience and also express their own creativity within the industry

Editorrsquos Note The Home Builders Care Build for Habitat will generate the first home in the Fargo-Moorhead Metro area to qualify for the National Green Building Standard This is the last in a series of three articles The first article summarized the standard itself the second discussed the process for qualifying and this article explores selling points of getting homes certified For more information on the standard visit wwwnahbgreenorg

The National Green Building Standard is the first and only residential green building rating system to undergo the full consensus process and receive approval from the American National Standards Institute (ANSI) Certification by the National Association of Home Builders Research Center provides home buyers with independent third-party assurance that their home was built in compliance with the National Green Building Standard A recent opinion survey by Cone LLC found that 80 percent of respondents believed that certification by a third-party organization is ldquoimportant in providing oversight to ensure environmental messaging by companies is accuraterdquo

While home buyers may seek out specific features for their new home it is the benefits of those features not the features themselves that will ultimately sell the home Green homes provide many benefits to the occupants and the community However according to the NAHBrsquos Research Center surveys reveal that home buyers consistently rate the following three categories of benefits as the most important

1 Ahealthyplacetolive ndash Homes are healthier places to live for their occupants when they are dry ventilated and the contaminants within the building envelope are limited When surveyed these are features that consumers said they were willing to pay a premium for even if it was difficult to quantify how fast their investment might pay them back over time Builders should be prepared to specifically identify the practices and products that help contribute to the home being a healthier place to live

2 Loweroperatingcosts ndash Homes that are energy and water efficient cost less to operate Most consumers are willing to pay more for these features if their investment will pay them back over time Consumers will find it useful if builders can calculate the expected savings a typical consumer might expect as well as the return-on-investment However be mindful

of the expectations such statements can create for consumers and donrsquot unintentionally imply any guarantee of savings

3 Contributestoasustainablelifestyle ndash Buyers are seeking homes and communities that improve their quality of life These buyers are looking for features that increase their homersquos durability and are easier to maintain They want neighborhoods where they can walk to community resources and their children can play They are interested in building practices that are good for the environment however some may not pay a premium for those features without a payback on their investment so look to incorporate those green features that can be incorporated without significantly increasing the consumerrsquos bottom line

Train your sales staff

Often builders who construct high-performance homes rely on sales staff and Realtors who are not familiar with the homersquos green features and related benefits Make sure your sales staff understand the features of the home that contribute to its performance but also be sure that they are selling the benefits of the features and not the features themselves Many green practices and products need explanation such as advanced framing thermal barriers r-value low-e windows and air filtration

At a minimum sales people should understand the basics of these practices and then know where to direct the home buyer for more detailed information The NAHB Research Centerrsquos technical website wwwToolBaseorg is the housing industryrsquos best resource for information on building products materials new technologies business management and housing systems Remind staff to discuss those features that increase the homersquos durability as those are often neglected in the sales pitch

right person for the right opportunity at the right timeIf I had to describe recruiting in the best easiest

most basic way I would say the right person the right opportunity at the right time

Only two out of the three You donrsquot have a hire It always (always) takes 100 percent of each of these factors to close the deal

Letrsquos break it down shall weThe Right Personbull This should be fairly obvious right Companies rarely

(intentionally) hire the wrong personbull The right person means

- the right background and experiences- the right personality to fit with the culture of the company and- the right attitude to do the job

The Right Opportunitybull Candidates are getting more and more invested in their

career path Theyrsquoll be thinking about how this role fits into their long-term career plans

bull Is this a job where they can hit the ground running Or is this the long-awaited career change theyrsquove been hoping for

bull Is the money right People rarely make job changes for a pay cut If they are willing to make the change make sure you know why theyrsquore willing to take that cut It has been known to happen but itrsquos the exception not the rule

The Right Timebull The company needs to feel that itrsquos crucial to their

business to fill this position Without urgency on the companyrsquos part the deal will drag on and on and on And usually fall apart

bull The person needs to be in the right ldquomental spacerdquo to take a new job offer

bull Considerations about family needs are always a big part of The Right Time question

As clever people say itrsquos simple but it isnrsquot easy It would be wonderful if these three concepts lined up every time But really Each of them can go sideways a dozen different ways If yoursquore committed to hiring amazing game-changing high potential people emotionally prepare yourself for some disappointment ndash and sheer joy when it works out

bull Education ndash With over 35 education programs to take advantage of sessions covered everything from social media marketing membership growth strategic planning leadership association law and regulatory issues

bull Networking ndash The conference included evening social events that allowed peers to network and make connections with others across the country There were also social events hosted by exhibitors that provide services to HBAs nationwide During conference hours exhibitors staffed booths at a ldquoresource pavilionrdquo allowing attendees to learn about member products and services their builders association could potentially offer
