Over the past four years, the civil helicopter fleet in Greater China – including law enforcement and government sponsored Search and Rescue (SAR) operations – but excluding military applications, has doubled in size; growing at nearly 20% annually. At the publication date of this introduction (October 2013), the Greater China fleet numbers 421 civil helicopters, with 381 based in mainland China, 29 in Hong Kong and Macau, and 11 in Taiwan. While growth in 2013 was slightly slower than anticipated, Asian Sky Group expects stronger growth in 2014 and 2015, as the helicopter industry in Greater China and its related infrastructure continues to develop.
The comprehensive fleet report to be published at HAI will include a year-end clarification of the information published in this introduction, and a more detailed analysis of the Greater China helicopter market, including:
• In-depth profiles of individual operators and an analysis of their fleets and missions profiles;
• Market share analysis for OEMs and Mission Classifications by aircraft replacement cost, in addition to overall numbers;
• Greater China helicopter trends;
• Heliports, MROs and other related infrastucture;
• Airspace restrictions and other regulatory matters;
As noted in previous market studies and by the media, there have historically been several key impediments to the growth of general aviation in Greater China. These factors include airspace restrictions, a lack of supporting infrastructure, a lack of available civilian helicopter pilots and technicians, the difficulty in qualifying for an Air Operator's Certificate (AOC), as well as tax and other regulatory issues. Despite its land mass and population, high GDP growth and a large industrial sector, it has traditionally been more difficult to set up private general aviation companies, corporate flight departments or other dedicated helicopter operations in Mainland China than one would find in places such as the United States, Canada, Brazil and parts of Europe.
As a result, the helicopter industry in Greater China has developed according to mission requirments, geography and the operator's role within the state sector. It should be noted that unlike the corporate jet market, which developed from the personal transport needs of China’s growing ranks of high net worth individuals and successful publically listed companies, most of the growth and development in China’s civil helicopter fleet has come from more traditional rotary operations, such as Offshore Oil and Gas, Search & Rescue, Law Enforcement, and other industrial applications, and are dominated by either partially or wholly state-owned enterprises and government departments.
While less than 30% of mainland China’s total area is currently approved for low altitude airspace usage, ASG expects recent and upcoming reforms in China’s airspace regulations to lead to further growth and development in the civil helicopter industry.

REGIONAL DISTRIBUTION
Helicopter operations in Greater China have developed along mission specific and geographic lines. Large operators such as CITIC Offshore Helicopter Corporation (COHC) and China Southern Helicopter Corporation (CSHC) both based in Guangdong province along the South Eastern coast, primarily serve the offshore oil and gas industry which has been experiencing high growth for the last several years, as exploration in the South China Sea increases to meet China's growing energy needs. The northern city of Tianjin has also developed a significant helicopter fleet to serve the Bohai Bay oil producing fields off of China’s North East coast.
Cities like Beijing, Shanghai and Hong Kong are home to law enforcement and government flight departments, such as mainland China’s Ministry of Transportation (MOT) and Hong Kong’s Government Flying Service (GFS), both of which provide Search & Rescue (SAR) and Emergency Medical Services (EMS). Other areas approved for low altitude civil aviation flights, such as Heilongjiang province in the north, are home to several General Aviation and flight training operators with a high number of helicopters in their fleet.

Piston engine helicopters represent 35% of all categories in number, with almost 30% of all piston helicopters being used for flight training and the rest being spread out through the General Aviation and Private sectors. The Medium and Heavy segment helicopters are used primarily for Offshore Oil & Gas, SAR and Law Enforcement.

Notes on the above:
The largest mission profile is broadly defined as General Aviation. This includes a number of subcategories (shown below). Search and Rescue (SAR) and Emergency Medical Services (EMS) are put in the same category since in most cases such missions may be carried out by helicopters with the same configuration and are intended for both missions. The "Charter / Other" category includes operators that are not acting solely as charter service providers and will normally also be active in other General Aviation activities in addition to their VIP transport services.

Within the General Aviation category, helicopters may serve several different operations by being reconfigured for a certain mission. The above chart shows ASG's best estimate of usage based on an analysis of Chinese General Aviation operators. It is difficult to accurately say what the exact division of helicopter missions is within General Aviation due to the flexibility in operations and the limited data available from smaller or newer independent operators, but we believe this distribution to be a close approximation.

HELICOPTER OPERATORS
There are 115 operators and owners in Greater China, with 99 of them located in Mainland China. The ten largest operators (shown in the chart above) make up nearly 50% of the market in Mainland China. Key among these figures is that three of the ten are Cat-A offshore Oil and Gas Operators (COHC, CSHC, and EGAC), and one, Ministry of Transport (MOT) is the government department tasked with carrying out the country's Search & Rescue (SAR) operations.
