Big national elections get all the attention. Voters tend to be more informed and more passionate about the presidential race every four years than any other political race. Our airwaves are fl ooded with ads from the candidates and the barrage of news stories is inescapable. While the presidential race is important, your vote means more in local races. And local government has a greater impact on your life, your job, your family. Local government is closer to home. Oft en our repre-sentatives are our neighbors or people we see shopping at Wegmans on the weekends. Th ey’re folks who share our community with us, who have a passion for their hometown and want to make it a better place. Voting in local elections is important. Casting an informed vote, however, takes a little eff ort. Th at’s because political parties must tune their messages and platforms to the local issues – not the popular hot-but-ton issues we hear about so much from national candidates. Th ere is no Republican way to pave a road and no Democrat way to keep the street lights on. In order to know who will best represent you on the City Council or the county Legislature, you’ve got to listen. Th at’s where IGNITE comes in. Our 2013 IGNITE the Vote! campaign is non-partisan eff ort encouraging everyone to get informed and get to the voting booths for their local elections. So far, we’ve distributed fl iers, posted information on our website and on Facebook about the elections. And on Oct. 8, IGNITE gave the community the opportunity to hear the City Council candidates, in their own words, talk about how they plan to meet the community’s needs. IGNITE hosted a candidate forum at the Hilton Garden Inn in Auburn, where we asked each candidate a series of questions about their candidacy, their experience and how they hope to make a diff erence as an Au-burn City Council member. Th e event was open to the public, but If you missed it, it’s available for viewing on public access television on our website, ignite-cny.org, and on auburnpub.com. Th e questions asked were gleaned from a survey we sent to the membership of IGNITE and from the audience. A more thorough list of questions will be sent to each candidate for City Council and county Legis-lature and their answers will be posted online. For an all-volunteer organization, coordinating such an eff ort can be a Herculean eff ort, and I would be remiss if I didn’t thank Monika Salvage, our special projects coordinator, for all she did to bring this massive undertaking to fruition. I am truly proud of our entire organization and of the steering committee members who chipped in to make the event a success. But we aren’t done there. IGNITE will continue to educate through our website and our social media channels. And on election night, we’ll hold a special gathering in the city to celebrate and thank everyone who took the time to vote. We encourage everyone to check out the forum, visit our website, and get to know the candidates before the election. Remember, this is your community. And your vote is your chance to be heard.

Kim Brown ‘06 is assistant director for alumni programs in Syracuse University’s career services offi ce and an adjunct professor of broadcast and digital journalism at SU’s S.I. Newhouse School of Public Communications. The former TV news reporter is a weekly guest on discussing social media for

career growth. Kim manages the LinkedIn group ‘CuseConnect, making connections between SU students & alumni for career advice, and also plans SU’s Alumni Speaker Series and SUccess in the City networking events. With more than 5,000 followers on Twitter and nearly 3,500 LinkedIn connections,

she prides herself on being a “connector” and teaching others how to effectively build their networks.

Did You Know...Employers that off er prescription drug coverage must provide a creditable or non-creditable coverage disclosure notice to all

Medicare Part D eligible individuals on an annual basis by October 15?

Th e Medicare Modernization Act (MMA) requires employers to notify eligible policyholders and dependents of whether or not their coverage is creditable, meaning that the coverage is expected to pay on average as much as the Medicare prescription drug coverage. Notifi cation is required at least once a year and at the following times:

• Prior to an individual’s initial enrollment period for Part D;• Prior to the eff ective date of coverage for any Medicare-eligible individual that joins your plan;• Whenever prescription drug coverage ends or changes so that it is no longer creditable or becomes cred-

itable;• Prior to the Medicare Part D Annual Coordinated Election Period beginning on October 15 of each year;

Upon the request of a benefi ciary.

Additionally, most entities are required to complete an online disclosure form to the Centers for Medicare and Medicaid Services (CMS). Th e disclosure should be completed no later than 60 days after the beginning date of the plan year, within 30 days of a prescription drug plan termination, or within 30 days of any change in creditable coverage status. Th e online disclo-sure form can be completed at: Creditable Coverage Disclosure Form Th e MMA imposes a late enrollment penalty on individuals that do not maintain creditable coverage for 63 days or lon-ger following their initial enrollment period for the Medicare prescription drug benefi t. Ac-

cordingly, this information is important in an individual’s decision to enroll in the Part D plan.

Th e Business Council of New York State and other business leaders testifi ed at tax hearings convened by the New York State Senate Finance and Investigations Committees in early September. Th e fi ve statewide public hearings focused on how New York’s tax policies can be changed to reduce the burden on taxpayers and to help businesses create more jobs.

Th e Business Council provided testimony at the fi rst hearing in Albany high-lighting the need for improving New York’s business climate and economic growth. It said broad-based business tax reforms would improve the state’s economic cli-mate. Modernizing business taxes, redu ing marginal tax rates, and eliminating the 1.5-percent alternative minimum tax, were among other measures supported.

Tax reform that would improve the way taxes are administered at the state and local level would reduce both business and government tax administration costs. Th e Council also stated that tax credits could play a role in promoting new capital invest-ment and job creation and recommended amendments to several tax credit programs that promote new investment and could be implemented on a “pay for performance” basis. Numerous studies show that New York leads the nation in combined state and local tax burdens.

Businesses pay approximately 25 percent of all state taxes − and 40 percent of local taxes − for a combined tax burden of 34 percent, according to Th e Public Policy Institute of New York State, Inc.
