Newsletter Volume 46, No. 3 October, 2018 As the fall begins, it is worth taking a moment to cast good wishes toward our friends and colleagues on the East Coast as hurricane Florence has adversely impacted them. A tremendous effort will be forthcoming to re- cover from this devastating storm. We hope for a rapid recovery for all that have been affected. Our meeting plans for the 59th Annual WSSA meeting in New Orleans, Louisiana are coming together. The meeting will be held February 11–14, 2019 at the Sheraton New Orleans. Larry Steckel, our program chair, is working on a great program that will run the gamut of extension, research, and education activities in weed science. Dr. Steckel is working closely with Eric Webster, who is serving as our local arrangements chair and Eric Gustafson, our Executive Sec- retary, to finalize activities and events. These folks have plentiful events and tours available to enjoy the city and we look forward to what New Orleans has to offer. Symposia are going to be plentiful once again this year and the topics include: • Herbicide resistant weeds in turf, ornamentals, and nursery crops • Weed seed in grain samples and trade • Integrated weed management to address weed resistance • Weather and environment: Understanding basics to address off-target movement • Agricultural regulations as affected by urbanization of a country • Herbicide banning: An international forum • Teaching workshop Our discipline has most definitely been connected to newsworthy items in the last several months. Dicamba issues are still on the forefront in the Midwest in Midsouth regions of the United States. As I draft this, we still have not heard about the status of the dicamba registration for 2019. There has been a great deal of discussion and assessment this year with another substantial number of com- plaints associated with off-target movement. issues. Glyphosate has also been in the news based on the court decision in Cal-ifornia awarding damages in the amount of $289 million related to non-Hodgkin’s lymphoma. I have personally had several questions regarding thetoxicity of glyphosate since the court decision as I suspect many of you have had.I suspect that in the coming months, there will be more reports to review andresolve. Perhaps there is not a more important time in our society’s history wherestrong science and connection to decision makers have come together. I am con-fident that we can continue to address these issues to the best of our abilities andprogress our discipline in the most positive ways.Our NIFAFellow Search Committee did a great job this summer in identifying

strong candidates for the WSSA NIFA Fellow position that will be vacated byDonn Shilling. We are forever grateful for all of Donn’s hard work to get our dis-cipline connected and aligned with NIFA. Dr. Jim Kells fromMichigan State Uni-versity has been selected as the next WSSA NIFA Fellow. Dr. Kells will betransitioning into the new position over the course of the next several months.Jim brings a great deal of administrative experience as a department chair atMichigan State since 2005. He has also had a strong history of service to oursociety. Dr. Kells was named Fellow in WSSA in 2006 and served as President in2013. Jim has a substantial and broad-based record as a faculty member thatdemonstrates all aspects of the land grant mission and includes professional serv-ice, research, extension and teaching throughout his academic career. Dr. Kellswill serve as aWeed Science resource for USDA’s National Institute for Food andAgriculture (NIFA) and act as a liaison betweenWSSAmembers and USDA-NIFAemployees. We look forward to working with Dr. Kells as he transitions into theposition. Please thank Dr. Shilling for his excellent service over the last three yearsas our first NIFA Fellow and congratulate Dr. Kells on his new role with WSSA.Thanks to our committee for serving along with me that included Steve Fenni-more, Lee Van Wychen, Donn Shilling, Janis McFarland, Larry Steckel and MikeFitzner. They put in a tremendous amount of work to make this happen.I look forward to seeing all of you in New Orleans in February. It has been an

WSSA Journals Requiring ORCID NumbersTo further align WSSA journals with current publish-ing practice, we are phasing in required ORCID num-bers for corresponding authors. Currently, ORCIDs areencouraged — but not required — for co-authors. AnORCID is a unique 16-digit identifier that is attachedto and distinguishes an individual researcher through-out his or her career. ORCIDs are randomly assignedfrom the ORCID registry and do not encode any per-sonal information; they provide an effective way topermanently link individual researchers with their pub-lished work. As the international research communityexpands, an increasing number of authors have thesame or very similar names, and authors may alsochange their names during their careers. Searching alarge database such as Web of Science by ORCIDidentifier instead of author name greatly reduces thenumber of false hits, especially if a name is not thatunique. If you don’t yet have an ORCID, getting one isfree and painless: go to orcid.com.

Online Weed Science Journal Falsely ListsWSSA Members on Editorial BoardA previously unknown online journal, the “Journal ofResearch in Weed Science” (http://www.jrweedsci.com)launched in August, claiming on its website that anumber of well-known WSSA members were membersof its editorial board. These WSSA members hadnever heard of or been contacted by this journal, hadnot agreed to serve as editors, and had not givenpermission for their names and photos to be postedto the journal website. The journal website did notprovide the location or identity of the publisher, buta little sleuthing by intrepid WSSA members revealedthe “Journal of Research in Weed Science” wasoperating out of Iran.

Once busted, the journal publishers rapidly re-moved the entire editorial board and reviewer listsfrom their website. The practice of including nameson journal “editorial boards” without the knowledgeor permission of the individuals concerned is becom-ing more common in predatory publishing, so bevigilant.

The WSSA “John Jachetta Undergraduate ResearchAward” is now entering its 27th year of operation andproved to be an effective method of recruiting newstudents into the discipline of Weed Science. As thefall semester rolls along, this would be a perfect timefor Weed Science Educators to invite them to considerconducting an undergraduate research project throughthis award. Please be proactive with this opportunity;you are the only link a student has with this researchgrant and this program can only work through youractive outreach and participation.

This grant provides up to $2000 for support ofundergraduate research to be conducted over a min-imum of one quarter/semester during 2019 and maybe used to defray the cost of research supplies or asa stipend. Any faculty member who is actively engagedin Weed Science research is qualified to be a sponsor.The faculty sponsor should review the research pro-posal with special attention to the budget. The distri-bution of funds should be approved by both thestudent and sponsor. Proposals should be receivedno later than December 20, 2018. CALL FOR PAPERS2019 WSSA MEETING

INVITATIONYou are invited to submit titles and abstracts for

papers and posters to be presented at theWSSAMeeting inNewOrleans, Louisiana, February 11–14, 2019, Monday toThursday. Volunteer papers may be presented orally in oneof the section meetings or as a poster. An individual maypersonally present only one volunteer, non-poster paper.This rule will be strictly followed. In addition to the vol-unteer paper, an individual may present a poster, may beco-author of papers presented by other authors, and maypresent an invited symposium paper. The abstract sub-mission site will be open September 5, 2018.

DEADLINEAbstract Titles and Author Information must be sub-

mitted electronically by November 1, 2018, to be consid-ered. Those not submitted by this deadline will not beaccepted. This deadline applies to symposium papers, aswell as to volunteer papers and posters. Abstract textsmust be submitted by January 28, 2019. The program willbe posted on the WSSA website (http://www.wssa.net)andmembers will be informedwhen it is available by emailfrom Eric Gustafson.

MEETING SCHEDULESVolunteer papers will be presented within a 15-minute

schedule. Concurrent sessions dictate that the timeschedule be strictly followed. To allow for introduction,transition of speakers, and questions, you should plan topresent your paper in 12 or 13 minutes. Papers shouldreport the results of completed research or other substan-tive information. Information should not have beenpresented at a previous WSSA national meeting. Ideally,research reported at the WSSA Meeting should bepublishable in Invasive Plant Science and Management,Weed Science, Weed Technology, or a similar scientificjournal.

SYMPOSIUM PAPERSSpeakers participate in symposia by invitation. Dead-

lines and procedures for preparing and submittingabstracts of symposium papers are the same as for volun-teer papers, except that the author must send a copy of theabstract to the symposium organizer.

COMPUTER AND PROJECTION EQUIPMENTTheWSSAhas adopted LCD projection for PowerPoint

presentations as the standard and will be used exclusively

during the annual meeting. LCD projectors and WindowsPC laptop computers will be supplied by WSSAmembersand coordinated by section chairs. Presenters willNOT beallowed to use their own computers in the sessions. Ifpossible, computers will be located on the podium in eachsession. If this is not possible, an infrared remote providingforward and backward control of the PowerPoint presen-tations will be provided in each session. Screens, micro-phones, carts, and extension cords will continue to besupplied by AV services and paid for by the Society. Inorder to make this process go as smoothly as possible,please follow the guidelines below.

FORMATAll presentationsMUST be in PowerPoint (any version)

for MS Windows (PC compatible). PowerPoint 2010 willbe the software used. MacIntosh/Apple formats willNOT be supported. Your presentation must be saved as aPowerPoint show file. The section chairs have requestedthat ALL presentations be prepared and uploaded on theabstract submission site so that preloading prior to themeeting can be accomplished (see Submission of Presen-tations). Please limit the size of presentations to less than 25MB. If your presentation contains video clips or animationyou must contact the section chair for approval one weekPRIOR to sending your presentation to ensure compatibil-ity with the equipment. Limit fonts used in the presenta-tion to basic fonts, as not all machines may have the samechoice of fonts. Examples of standard fonts are Times,Arial, Courier, Tahoma, or similar equivalents. Sectionchairs and computer operators are not responsible forchanges in fonts, bullets, and other formatting at the timeof presentation. Use up-to-date virus protection software toavoid infecting the computers provided by the sectionchairs.

SUBMISSION OF PRESENTATIONSPresentations must be uploaded on the submission

site prior to the meeting. Section chairs must receive thepresentation at least one week in advance of the meeting(no later than February 1, 2019). Please coordinate withyour section chair if you want to preview your presenta-tion at the meeting to ensure that the formats/fonts are allas you intended them to be. Due to the limited time andequipment, last minute editing is highly discouraged.Submission of files at the time of the presentation or atany other time during the session will NOT be allowed.

SUBMISSION OF ABSTRACTVolunteer papers, posters, and symposium papers all

require abstracts to be submitted electronically. To submitabstract titles/authors and abstract texts electronically,go to the Weed Science Society of America website(http://www.wssa.net).• After September 5, 2019, you will be able to access theTitle/Abstract Submission Page from theWSSAwebsite.Additional instructions will be provided on the Title/Ab-stract Submission Page.The Program will be printed exactly as submitted, other

than format and font changes for uniformity; therefore,proofread your submission very carefully. Primary contactauthors will receive an email indicating their abstract wasreceived and a later email confirming the section/day/timewhen and where the paper will be presented.

STUDENT CONTEST INFORMATIONA. ELIGIBILITY1. Any student who is aWSSAmember and has registeredto attend the currentWSSAannual meeting is eligible tocompete in the poster or oral presentation contest.

2. Students are eligible for participation in the StudentPoster Contest and Oral Presentation Contest multipletimes during a M.S. program and a Ph.D. program;however, a student cannot participate in both the oralpresentation contest and poster presentation contestduring the same annual meeting.

3. A student can only win 1st place in the poster or oralpresentation contest once per degree program. Once astudent places 1st in a given contest (i.e. oral or posterpresentation contest), they are no longer eligible to com-pete in said contest during the course of their currentdegree program. A student may win 1st place in theposter presentation contest and 1st place in the oralpresentation contest while in a M.S. or Ph.D. program;however, a student may not enter both contests at thesame annual meeting. A student may win 1st place inthe poster or oral presentation contest in the M.S. de-gree program and then compete and win 1st place foran oral or poster presentation while in a Ph.D. degreeprogram.

B. RULES AND PROCEDURES1. Notice of the contests will be included with the Call forPapers.

2. A contestant may enter the poster or oral presentationcontest multiple years per degree program. Personswho have graduated from a degree program (M.S. orPh.D.) and are actively pursuing an additional degreemay only enter the contest for that degree program dur-

ing the first annual meeting following graduation.3. Contestants will indicate in the title submission thatthey wish to enter either the poster or oral presentationcontest. Title and contest declaration must be turned inby the deadline that title submissions are due. If a con-testant does not turn in a title and contest declaration bythe time that title submissions are due, they will beineligible for the contest unless the Student ProgramChairperson declares the student eligible based on stu-dent’s situation. ABSTRACTS FOR CONTEST PRE-SENTATIONS must be submitted electronically byJanuary 8, 2019. This allows time for the committee toprepare copies or e-mail abstracts to the appropriatejudges prior to the contest.

4. Evaluation forms and rules will be posted to the WSSAwebsite.

PREPARATION OF ABSTRACTFollowing are the guidelines for the preparation and

submission of an abstract. Be alert to additional instruc-tions that may appear on the site itself.1. Contents – The abstract should include a brief over-view of essential aspects of experimental proceduresand should highlight significant results and theirinterpretation. Write the abstract so it consists entirelyof information. Do not include statements such as “Theresults of the experiments will be presented” or “Thesignificance of these results will be discussed.”

2. Formatting – Typing and format instructions will beprovided on the Title/Abstract Submission Page of theWSSA website. In the abstract, authors will be identi-fied by occupational affiliation and location, not bymailing address. Therefore, please type the title, au-thor(s), the affiliation (institution, agency or company),and location (city and state or country, but not the zipcode). When authors are from different locations or af-filiations, group authors by their affiliations/locations.Capitalize the first letter of all major words in the

title and end the title with a period. Include both thecommon and scientific names of weeds and un-common crop plants in the title (authorship of plantsis not necessary), but only the common names of her-bicides and well-known crop plants. You do not needto type the title in bold-face; the system will do thatautomatically. First names followed by initial (periodafter initial) should be typed before last names of allauthors. The site will provide a method for indicatingthe presenter, be sure to specify the presenting author.Do not include departments, divisions or zip codes. Donot abbreviate the word “University” to “Univ.”Example 1. Role of Adjuvants on Sulfonylurea Her-

3. E-mail Address – For better communication amongresearchers, place the e-mail address of the seniorauthor following the last sentence of abstract.

4. Herbicide nomenclature –A list of common and chem-ical names of herbicides approved by the WSSA isavailable at http://wssa.net/Weeds/Tools/Herbicides.When the common name refers to the parent acid, saltor ester forms used in the experiments should be iden-tified at the first mention of the common name (e.g.,methyl ester of diclofop). At the first mention of an her-bicide application rate, list whether the weight is acidequivalent (ae) or active ingredient (ai) (e.g., kg ai ha-1).If no common name is available, use its designation(trade name or code) followed by the full chemicalname. If the chemistry is confidential, identify thesource (company) in parentheses after designation.

5. Adjuvant nomenclature – Where possible, use theWSSA Herbicide Handbook, 10th edition (2014), p.479–481;Weed Science (1985) 33 (Suppl. 1): 22–23; or theWSSAMonograph (1982)Adjuvants for Herbicides.Other-wise, use the most complete available chemicaldescription of the adjuvant.

6. Weed nomenclature – Identify weeds by commonnames. At first mention of a weed, whether in the titleor text, follow the common name with the scientificname (underlined and in parentheses). Do not repeatthe scientific name in the text if given in the title. A listof WSSA approved common and Latin names ofcommonweed species can be found at http://wssa.net/wssa/weed/composite-list-of-weeds/. If there is noWSSA-designated common name, use common scien-tific names from another source such as Hortus ThirdDictioinary.

7. Crop nomenclature – Scientific names for crop plantsare optional. They are not needed for well knowncrops, but should be included for less common cropsand whenever needed for clarity. Place scientificnames, underlined and in parentheses, following firstmention of the common name, whether in the title ortext.

8. Soil nomenclature – Include the soil series with tex-tural classification and the subgroup name using theterminology of the U.S. Dept. Agric. Natr. Res. Con-serv. Serv. publication, Soil Taxonomy, U.S. Gov. Print-ing Office, Washington, D.C. 1988. For soils outsidethe U.S.A., use the local official terminology.

9. Measurements – Report all measurements in Interna-tional System of units (SI). Abbreviate units of mea-sure if preceded by a number. See Weed Science (2003)51:1029–1033 for additional suggestions andWSSAHer-bicide Handbook, 10th edition (2014), p. 488–491 formetric conversions.

10. Abbreviations – Use abbreviations as shown at http://wssajournals.org/userimages/ContentEditor/135879.

11. Numbers – Use Arabic numerals for all numbers withtwo or more digits and for all measurements such astime, weight, length, area, quantity, or degree exceptwhen the number is the first word in the sentence.Spell out numbers when they are the first word in asentence or when they are less than 10 and not mea-surements.

12. Tables, figures, or literature citations – There will be asystem in place on the abstract submission site to addthese.

SUBJECT INDEXA subject index consisting of weed/crop names, herbi-

cides, and other key words will be included in additionto the author index. Providing key words to be used inindexing will be the responsibility of the authors. Words inthe title are not automatically indexed. Only key words pro-vided by the authors will be used. The abstract submissionsite utilizes a new key word system. There are drop downboxes for each type of subject with a listing of choices. It isrecommended that you utilize these pre-selected choices,but there is an area for authors to type in user defined keywords that are not found in any of the selections.1. A maximum of five key words per abstract will beindexed. Most abstracts should only require two orthree words.

2. Prioritize key words based on the importance of a givensubject, especially for abstracts containing more thanfive weeds and herbicides. Use a priority ranking of(a) weeds and/or crops, (b) herbicides, other chemicals(including adjuvants) and other types of weed control(e.g., cultural, biological), (c) additional topic words orphrases.

3. Use scientific name of weeds, without authority. Genusplus species is considered one key word.

4. Genera names may be used when more than onespecies in that genus is mentioned in the abstract.

5. Use common names of crops (for less common crops,use scientific names without authority).

6. Use common names of herbicides and other chemi-cals (including adjuvants) or code numbers for exper-imental compounds.

7. Chemical class names, e.g., sulfonylureas, should beused when more than one herbicide in that class ismentioned in the abstract.

POSTERSThe information presented as a poster is very similar to

that presented as an oral paper, but it is presented on posterboard rather than orally at the meeting. Directions forpreparing a poster can be found under POSTER SESSION(see below). There are key differences between a poster anda commercial exhibit. The commercial exhibits are pre-sented by Sustaining Members of WSSA and consist of

Posters may be pre-sented by personnel of the same sustaining member com-panies and may concern commercial products, but theymust present results of completed research with these prod-ucts rather than promotional material about them.

POSTER SESSIONThere may be split sessions for presentation of posters.

In addition to specifying Poster Session, authors shouldindicate a category from Section 1 through 14. Posterpresentations will be grouped by these categories.1. Authors are expected to be at their poster during theperiod reserved for viewing the poster to answerquestions and to discuss their research with interestedparties.

2. Participants in Section 15, the Poster Session, will meetat a location designated in the program before thePoster Session begins to elect a chair-elect of the sec-tion for 2020 (Section Chair in 2020) and discuss recom-mendations for improvement of the Poster Session.

3. Poster Boards. One board 48 x 48 inches will beprovided for each poster. There will be no exceptionsto the rule of one board per paper. Posters should beno larger than this size.

4. Content of Paper. Text, graphs, and tables must beeasily read from a distance of 6 feet. Titles and headingsshould be larger and readable from a greater distance.

5. Because of cost and logistics, it will not be possible toprovide electrical connections, video equipment, orother special equipment for posters.

6. Groups of authors may present more than one poster,but at least one author must be present at each posterduring the time designated exclusively for viewing theposter.

MORE COMPROMISE NEEDEDON FARM BILLThe Farm Bill is moving, but there

is still much to do. The Farm Bill Con-ference Committee, composed of 47House members and 9 Senators, heldtheir first meeting on September 5.During that session, all 56 membersmade 3-minute opening statementsthat highlighted their top Farm Billpriorities (and concerns). There wasgeneral agreement that a bill needs tobe passed on time, by September 30,to provide certainty for farmers.However, there are only a handfulof legislative working days left inSeptember and there are still signifi-cant differences that need to be re-solved over the Supplemental Nutri-tion Assistance Program (SNAP),conservation funding, and support forfarmers.From a weed science perspective,

there are parts of the House bill andparts of the Senate bill that we wouldlike to see make it into the final con-ference agreement. For the House bill,this includes a legislative fix for theduplicative National Pollutant Dis-charge Elimination System (NPDES)program permits, a Congressionalrepeal of the 2015Waters of the UnitedStates (WOTUS) rule, legislative guid-ance to streamline the FIFRA-Endangered Species Act consultationprocess, and reauthorization of thePesticide Registration ImprovementAct (PRIA). A provision in the Senatebill we would like to see passed that isnot in the House bill is the reautho-rization for the Foundation for Foodand Agriculture Research (FFAR).

HUTCHINS NOMINATED ASUSDA CHIEF SCIENTISTDr. Scott Hutchins, the Global Head

of Integrated FieldSciences for Cortevawas nominated bythe White House onJuly 16 for the role ofUSDA Under Secre-tary for Research, Ed-

ucation and Economics, which is alsoreferred to as USDA’s Chief Scientist.If confirmed by the Senate, he willoversee the operations of ARS, NIFA,ERS and NASS. Hutchins has a Ph.D.in entomology from Iowa State Uni-versity, where he studied the effectof insect-induced injury on alfalfa.Hutchins has bachelor’s degree in en-tomology from Auburn Universityand a master’s degree from Missis-sippi State University. Presently, heworks on pest management chemicalsat Corteva and is an adjunct professorat the University of Nebraska. He is apast President of the EntomologicalSociety of America.

ANGLE NOMINATED ASUDSA NIFA DIRECTOR

The White Housenominated Dr. J. ScottAngle to be Directorof the National Insti-tute of Food andAgriculture (NIFA) at

USDAonAugust 31. Dr. Angle is cur-rently President and CEO of theInternational Fertilizer DevelopmentCenter (IFDC). Heworked for 24 yearsas a professor of soil science andadministrator for the Maryland Agri-cultural Experiment Station andMaryland Cooperative Extension atthe University of Maryland. He alsoserved as Dean and Director of theCollege of Agricultural and Environ-mental Sciences at the University ofGeorgia for 10 years. He is a Fellow at

the American Society of Agronomyand the Soil Science Society of Amer-ica. Dr. Angle earned his Ph.D. in soilmicrobiology from the University ofMissouri.

USDA NIFA, ERS MOVINGFROM DCOn August 9, USDA announced

that the National Institute of Food andAgriculture (NIFA) and EconomicResearch Service (ERS) will be movingfromWashington, D.C.While the newlocation for the agencies has yet to bedetermined, the timeframe for themove is expected to occur within thenext year where families with childrencould start the fall 2019 school year atthe new location. USDA said it wasundertaking the relocations for threemain reasons:1. To improve USDA’s ability to at-tract and retain highly qualifiedstaff with training and interests inagriculture, many of whom comefrom land-grant universities.USDA has experienced significantturnover in these positions, and ithas been difficult to recruit em-ployees to the Washington, D.C.area, particularly given the highcost of living and long commutes.

2. To place these important USDAresources closer to many of stake-holders, most of whom live andwork far from the Washington,D.C. area.

3. To benefit the American taxpayers.There will be significant savings onemployment costs and rent, whichwill allow more employees to beretained in the long run, even in theface of tightening budgets.USDA needs a lot of space: About

ployees and 70,000 square feet for 260ERS workers. USDA’s criteria for thenew spots includes proximity to an air-port, commuting options for employ-ees, technology infrastructure, capitaland operating costs, community/qual-ity of life and workforce considera-tions.USDA’s announcement of intent to

move the agencies has garnered manyconcerns from the ag research commu-nity, including the WSSA. AgricultureSecretary Sonny Perdue said in a pressrelease that he would extend by 30days, to October 15, the deadline foruniversities and localities to submit anexpression of interest (EOI) to housethe headquarters of NIFA and ERS.“There has been considerable interestin housing the headquarters of NIFAand ERS, expressed by universitiesand localities from around the coun-try,” stated Perdue. “Some stakehold-ers have relayed concerns about staffsummer vacation schedules interferingwith the preparation of proposals, andsome have asked for more time to havetheir plans approved by boards of re-gents, city councils, or other governingbodies,” he added. “An extra 30 dayswill give everyone time to get organ-ized and will not interfere with ourtimeline.”The Senate Committee on Agricul-

ture wrote to Secretary Perdue on Sep-tember 7 raising several questions andrequesting more information on themove. The letter, signed byAgricultureCommittee Chairman Pat Roberts(R-KS) and Ranking Member DebbieStabenow (D-MI), noted that stake-holders have expressed concern thatrelocating the agencies outside ofWashington, D.C. will lead many em-ployees to leave USDA and cause “asharp loss of knowledgeable staff.”

NIFA INVITES INPUT ON EMERGINGNEEDS AND OPPORTUNITIESThe USDA’s National Institute of

Food and Agriculture (NIFA) is solic-iting stakeholder input on the emerg-ing needs and opportunities in foodand agricultural sciences through the“NIFA Listens: Investing in Science toTransform Lives” initiative. The listen-ing sessions are opportunities to pro-vide feedback on these questions:• In your field, what is the most-needed breakthrough in science/technology that would advanceyour agricultural enterprise?

• When considering all of agriculture,what is the greatest challenge thatshould be addressed throughNIFA’s research, education, andextension?

• What is your top priority in foodand agricultural research, extension,or education that NIFA shouldaddress?Four regional in-person listening

NATIONAL ACADEMIES RELEASEREPORT ON THE FUTURE OFAGRICULTURE RESEARCHTheNationalAcademies of Sciences,

Engineering, and Medicine has re-leased a new report, “Science Break-throughs 2030: A Strategy for Foodand Agricultural Research,” whichidentifies the innovation needed in thenext decade to make the U.S. food andagricultural system more efficient, re-silient, and sustainable. Using inputfrom the broad scientific community,the report identifies five scientificbreakthrough areas that could havethe greatest positive impact on foodand agriculture:1. Transdisciplinary Research andSystems Approach

2. Sensing Technologies3. Data Science and Agri-FoodInformatics

4. Genomics and Precision Breeding5. MicrobiomeThe report also recommends invest-

ing in physical and cyber infrastruc-tures, engaging non-agriculturalprofessionals, and recruiting talentedindividuals into food and agricultureresearch.

EXCELLENT CAST ISSUE PAPER:“GENOME EDITING INAGRICULTURE”On July 9, CAST released its newest

publication, Genome Editing in Agri-culture: Methods, Applications, andGovernance. Science Policy CommitteeChair and WSSA-NIFA Fellow DonnShilling and I attended one of theWashington, D.C. roll out sessionswhere Dr.Adam Bogdanove fromCor-nell, lead author and Task Force Chair,gave a great overview on the currentstatus of gene editing, including policyimplications. The issue paper describeshow genome editing is performed, thetypes of “edits” that can be made, howthe process relates to traditional breed-

HUBBARD CONFIRMED TO LEADUSDA NATURAL RESOURCES &ENVIRONMENT

On August 28, theSenate confirmedJames Hubbard asUSDA Under Secre-tary for Natural Re-sources and Environ-ment, which oversees

the U.S. Forest Service. Hubbardserved as deputy chief of USDAForestService’s State and Private Forestry for10 years, managing all of the ForestService’s cooperative forestry pro-grams and its fire and aviation divi-sion, which accounts for half of theagency’s total budget. Prior to servingas a Forest Service deputy chief, Hub-bard was the director for the Office ofWildland Fire Coordination at the In-terior Department, where he oversawthe implementation of the NationalFire Plan he helped develop as a stateforester. He also worked for the Col-orado Forest Service for a coupledecades and served as president ofNationalAssociation of State Foresters(NASF) in 1990. In 2011, Jim wasthe recipient of the NASF LifetimeAchievement Award.

WHITE HOUSE NOMINATESNPS DIRECTOR

TheWhite House hasnominatedDavid Velato be the Director ofthe National ParkService (NPS) at theDepartment of Inte-rior (DOI) on August

31. Mr. Vela has worked at NPS for 28years and currently serves as theSuperintendent of Grand Teton Na-tional Park and the John D. Rocke-feller, Jr. Memorial Parkway. He has

held various park postings withinNPS, including at San Antonio Mis-sions National Historical Park, LyndonB. Johnson National Historical Park,and the GeorgeWashington MemorialParkway. He has also served as Direc-tor of the NPS’ Southeast Region andAssociate Director for Workforce,Relevancy, and Inclusion in the NPSheadquarters in Washington, DC. Mr.Vela has a B.S. in recreation and parksfrom the Texas A&M University.

INTERIOR ROLLS OUTREORGANIZATION PLANOn August 29, Interior Secretary

Ryan Zinke announced the Depart-ment of the Interior’s (DOI) plan toreorganize its bureaus into 12 “unifiedregions.” The proposed managementre-design establishes new regionaldivisions based on the boundaries ofstates andwatersheds (seemap below).The proposal has been under devel-

opment for several months. “Our newUnified Regions will allow importantdecisions to be made nearer to whereour stakeholders and intergovernmen-tal partners live and work, and willmake joint problem-solving and im-proved coordination between our Bu-reaus and other Federal, State, and

local agencies easier,” stated SecretaryZinke.The 12 unified regions will replace

the 49 individual Interior Bureau re-gional boundaries. Secretary Zinkesaid that the reorganization will “re-duce bureaucratic redundancy, willimprove communication between ourexperts in the field and leaders inWashington, D.C., and will allow us toshare our knowledge and resourcesmore effectively.”Each new region will be managed

under a “Regional Leadership Team,”an idea outlined by Susan Combs, act-ingAssistant Secretary for Policy, Man-agement and Budget for DOI, at aroundtable discussion organized byHouse Natural Resources CommitteeChairman Rob Bishop (R-UT). Combsdescribed Alaska as a model for oper-ations under the reorganization plan.“We started with a pilot in Alaska, be-cause it’s one state that has all the bu-reaus, it already has a legislativeframework that requires federal andstate agencies to work together,” saidCombs. “So, they are working away oninter-bureau collaboration.”The plan applies to all Interior agen-

cies, except the Bureau of Indian Af-

APHIS PPQ CHANGING PLANTINSPECTION FREQUENCYOn September 30, 2018, APHIS’

Plant Protection andQuarantine (PPQ)officials will adjust its inspection pro-cedures and start selecting samplesfrom incoming shipments of liveplants based on pest risk. Since 2016,PPQ has been collecting pest intercep-tion data on incoming shipments todetermine the pest risks associatedwith country of origin and the type ofpropagative materials, such as rootedplants, plant cuttings or tissue cul-tures. Using this data, PPQ will adjustsampling rates at its Plant InspectionStations to better protect the U.S.

against the introduction and spread ofdamaging plant pests and diseases.Importers may notice changes in

the number of samples selected forinspection at Plant Inspection Stations.For example, PPQ officers may pullfewer samples when inspecting com-modities from countries that consis-tently have few or no pest problems.When inspecting commodities fromcountries that have more frequent pestproblems, officers may pull moresamples. When PPQ does not havesufficient risk data about a plant com-modity, PPQ officers will sample at thehighest rate until they collect enoughdata to make a statistically sound de-cision about its risk level.
