MEETING SUMMARY, DISCUSSION AND FOLLOW UP AGENDA ITEM LEAD

I. WELCOME AND INTRODUCTIONS Kristina Chung, Field Specialist Russell Mahler, Chair

Russell Mahler, Chair, called the meeting to order at 10:05 a.m. and asked everyone to introduce themselves. Maria Teresa Rabaja read the meeting ground rules. Kristina Chung, Field Specialist, reviewed the meeting folder and the agenda for today’s meeting.

II. BUSINESS Kristina Chung, Field Specialist Russell Mahler, Chair

Approval of Agenda & Summary Mr. Mahler asked the committee members to review today’s agenda. The agenda was approved as presented. Mr. Mahler asked the committee members to review the August 2019 meeting summary. Members were reminded to review the agenda and

summary before the RCAC meetings. The meeting summary was approved as presented.

ECAC Report & Board of Governors (BOG) Report Committee members who attended the ECAC and Board of Governors (BOG) meetings gave a report on the following:

September 2019 ECAC Report (Mandie Henry) Mandie Henry did not have her notes so there was no report.

October 2019 ECAC Report (Maria Mayoral) Maria Mayoral was not able to attend the meeting so there is no report.

September 2019 Board of Governors (BOG) Report (Maria Teresa Rabaja) The Elevating the Safety Net Initiative is providing Medical School scholarships to a total of 8 students from UCLA and Charles Drew

University. L.A. Care has partnered with Blue Shield of California Promise Health Plan to open more Family Resource Centers. With the partnership, the

name will be changed to Community Resource Centers.

October 2019 Board of Governors (BOG) Report (Roger Rabaja) The October 2019 BOG meeting was cancelled so Roger will attend the November 2019 BOG meeting.

ECAC Meeting Attendance Marcia Ramos will attend the November 13, 2019 ECAC meeting at L.A. Care Health Plan from 10:00 a.m. to 1:00 p.m. Antonia Rodas will attend the December 11, 2019 ECAC meeting at L.A. Care Health Plan from 10:00 a.m. to 1:00 p.m.

BOG Meeting Attendance Roger Rabaja will attend the November 7, 2019 BOG meeting at L.A. Care Health Plan from 2:00 p.m. to 5:00 p.m. Demetria Saffore will attend the December 5, 2019 BOG meeting at L.A. Care Health Plan from 2:00 p.m. – 5:00 p.m.

CO&E REPORT: Public Charge

Ms. Chung reviewed the Public Charge letter and documents that L.A. Care mailed out on behalf of John Baackes, Chief Executive Officer of L.A. Care. o President Trump proposed changes to the “Public Charge” Rule. Starting October 15, 2019, immigration officials will not only use cash

assistance and long term medical care as determining factors in denying a green card but will also consider Medi-Cal, CalFresh or housing assistance.

o The new rule does not impact U.S. citizens, current green card holders or other immigrant groups. o There has been opposition to this change from community groups so the new rule has not taken into effect and is being discussed at the

federal level.

Board of Governors – Election Process

Ms. Chung reviewed the motion to approve the Board election process for 2020.

The motion will be presented to ECAC during their December meeting but RCAC members can provide input on the motion.

The motion is requesting two changes to the current process. The first change is an eligibility check through the Office of the Inspector General and General Services Administration, as required by law. The second change includes a provision that an electronic voting process may be used.

Members understood the two changes and did not have any input regarding the changes.

Holiday Potluck

For the December RCAC 1, members decided to have a holiday potluck. This is voluntary and a sign up sheet was passed around.

Presentation - Health Care Workforce Development

Ozzie Lopez was not available to present so he will be asked to come back at a later date.

III. GET UP & MOVE Group

Members took a 15-minute stretch break.

IV. REGIONAL ISSUES Group

Marcia Ramos requested the list of CVS Minute Clinics. Ms. Chung will follow up and bring the list to the next RCAC meeting. Adriana Martinez said that L.A. Care sent her a letter stating that she is no longer receiving Medi-Cal. When she called her social worker,

they confirmed that she still had Medi-Cal. Adela Guadarrama also stated that she received a similar letter. o Angel Sotelo, Health Advocate, explained that eligibility is checked on a monthly basis and the information might not have been

shared throughout the systems. He instructed members to first call L.A. Care or their plan partner to verify their status. It’s important to note that L.A. Care does not drop people from Medi-Cal and it’s the State that administers eligibility.

V. RCAC/COMMUNITY WORK PLAN Idalia De La Torre, Field Specialist Supervisor 2019 Community Outreach - Colorectal Cancer Members were reminded that the last day to turn in their tally sheets is October 31st.

2019 Sponsorship Update The Antelope Valley Partners for Health (AVPH) received a $5,000 sponsorship from RCAC 1. The sponsorship supported the “What Do You

Eat” event on September 13, 2019 at the AVPH office.

VI. FUTURE AGENDA ITEMS Group

Ms. Chung reported that she is in contact with LA County’s Department of Mental Health to schedule a presentation on their Health Promoters Program which provides workshops on mental health issues such as depression. An update will be provided at the next RCAC meeting.

VII. MEETING EVALUATIONS Group

Members were reminded to complete and turn in the meeting evaluation included in their packets.

VIII. PUBLIC COMMENTS Group

Care Harbor will be taking place on November 16 – 17, 2019 at The Reef (1933 South Broadway, Los Angeles). You must have a wristband to enter. Wristbands are free and will be given out at the following locations and dates:

o November 9, 2019 (Saturday) Ted Watkins Park Fieldhouse – 1335 E. 103rd Street, Los Angeles, CA (9am – 3pm)

o November 10, 2019 (Sunday) LA Trade Technical College – 2115 Grand Avenue, Los Angeles, CA (9am -3pm)

The Annual AV Community Resource Fair will take place on October 26, 2019 at Poncitlan Square (38315 9th Street, Palmdale). The fair is from 10am – 2pm and is free to the public.

Senator Scott Wilk is bringing his Mobile District Office to the community on October 19th from 11am -2pm at The Shaw Building (9657 E. Avenue Q 10, Sun Village, CA). He will also bet at the Antelope Valley Community Resource Fair from 10 am – 2pm.

On November 7, 2019, from 1-4pm, Senator Scott Wilk and Assemblyman Tom Lackey will host an appreciation day in Recognition of Women Veterans at Kaiser Permanente/Butterfly Building Conference Room located at 615 W. Avenue L, Lancaster, CA .

On October 18th from 5:30 -7:30 pm, Palmdale High School will host the Harvest Festival. The event is free and will include face painting, fishing, soccer and arts and crafts.

Cal State Northridge (CSUN) will host the Special Needs Resource Fair on Sunday, October 20th from 11 am – 3pm at CSUN’s University Student Union.

Adriana Martinez is part of the Dept. of Mental Health’s Promotora Program and can share information and resources in the community.

The next RCAC 1 meeting will be on Friday, December 20, 2019 from 10:00 a.m. to 12:30 p.m. at L.A. Care’s Family Resource Center – Palmdale (2072 E. Palmdale Blvd., Palmdale, CA 93550).
