Breakfast will begin at 7:30 a.m. and the speaker will start at around 7:45 a.m. This month, there will be a Joint Legislative Ad-Hoc on Statewide Juvenile Justice Presentation. We will also have a Light Rail Northwest Extension Presentation. Additional guests will present details of the Community Based Prosecution Re-organization and

introduction to the Intelligence Focused Prosecution Model. Members of the Maricopa County Attorney’s Office will discuss this approach to better coordinated problem solving methods and having more community involvement in addressing safety concerns along with participation in the prosecution process.

HUMAN SERVICES DEPARTMENT COMMUNITY ASSESSMENT 2017 UPDATE

The City of Phoenix’s Human Services Department (HSD) provides a comprehensive array of services to help City residents meet emergency, short-term, and long-term needs and to reach their highest level of self-sufficiency. Programs include early childhood education, emergency assistance, older adult services, crime victim services, homeless services, and community- and faith-based initiatives. Some of these programs are funded, at least in part, by federal funds, which require the City to conduct periodic community assessments. HSD contracted with Burns and Associates to conduct a community assessment produced in May 2016, along with updates in 2017 and 2018. The 2015-16 Community Assessment included a general overview of the City, with sections devoted to the demographics of the City’s residents, education, employment, housing, crime, and community amenities; outlined services available to low-income and other in-need residents from City, State, and federal sources; and summarized findings from surveys of HSD clients and partners.

Changes in the Availability of Services for Low-Income and Other Persons and Families in Need Tax revenues continue to increase at the federal, State, and City levels, but governments continue to face current and future challenges associated with pension and debt obligations, commitments that went unfunded during the Great Recession, and an aging population. Given budgetary pressures, it is likely only certain programs will receive targeted funding increases and other programs may be at risk of budget reductions. The remainder of this Part discusses several areas of change in programs that support low-income and other vulnerable populations. State Funding Changes State funding has increased for a number of programs in recent years. In the November 2016 election, Arizona voters approved Proposition 123, a referendum increasing distributions from the State’s permanent land trust fund for K-12 education by $3.5 billion over the next ten years.

Appropriated funding increases in the fiscal year 2018 budget include:

• $157.4 million for K-12 education for changes in student counts, inflation, teacher pay raises,

early literacy, and results-based funding.

• $64.2 million for new school construction and building renewal.

• $2.0 million for early intervention services.

• $2.7 million for Adult Protective Services and aging services.

Select spending increases included in the previous fiscal year 2017 budget included:

• $132 million for K-12 formula growth related to student counts and inflation.

• $52.4 million for the Department of Child Safety for staffing and services.

• $2.6 million to restore coverage for dental services for adult enrollees in the Arizona Long

Term Care System (ALTCS).

Despite these increases, funding for a number of State programs remain significantly below prerecession levels.

Federal Funding Changes The President released his proposed budget in March 2017. The budget would eliminate dozens of programs and substantially cut many others. Programs proposed for elimination include:

• The Weatherization Assistance Program, which is administered by the City of Phoenix, assists

low- and modest-income homeowners in making their homes more energy efficient.

• The Low Income Home Energy Assistance Program (LIHEAP), which is administered by the

City of Phoenix HSD, helps elderly and low-income people pay their heating and power bills.

• The Community Services Block Grant (CSBG), which is administered by the City of Phoenix

HSD, funds various anti-poverty services.

• The Community Development Block Grant (CDBG), which is administered by the City of

Phoenix, is a flexible grant that can be used for a variety of purposes.

• The Senior Community Service Employment Program, which provides job training to low-

income individuals over 55 years of age.

In addition to these programs targeted for elimination, many other programs would likely be cut as part of reductions to federal agencies. This could include a variety of funds that are used to provide services to low-income and other vulnerable populations such as the Older Americans Act and the Social Services Block Grant (SSBG).

HOW TO DONATE TO HELP THE HOMELESS Some of the most common calls our office receives are related to issues with our homeless and transient population. Homeless and transient issues are experienced across the country and they are growing. Phoenix is not alone in its struggle to find effective ways to address the concerns of all of our residents and that includes those who need the most assistance in finding housing, or other services. Often, people ask how to help in ways that get less fortunate people the help they need. Handing out money seems like a quick method to help, but it doesn’t contribute to long term, or effective solutions. We suggest that if you want to help, consider donating to charities such as St. Mary’s Food Bank, UMOM New Day Centers, Central Arizona Shelter Services, the Phoenix Rescue Mission, or any other of the many organizations that can provide housing, or other services. MARICOPA ASSOCIATION OF GOVERNMENTS Phoenix International Raceway Project

The Regional Council heard an update on Phoenix International Raceway (PIR), an important economic driver in the region that is now undergoing a major modernization project. PIR has been part of the motorsports scene since 1964, and is the only track in the West to feature two

NASCAR Sprint Cup Series weekends a year. A study from Arizona State University estimated that Phoenix Raceway brings in nearly $473 million annually to the state of Arizona. PIR President Bryan Sperber presented details on the $178 million improvement project, which includes grandstand and suite renovations, new pedestrian tunnel, redesigned entrances, media center, and a new infield fan zone. The facility will host more than 100 events per year and is scheduled to be completed in the fall of 2018. The raceway also will get a new name: ISM Raceway. The partnership with ISM Connect, a venue technology company, is designed to further enhance technological capabilities and create more opportunities for engaging fans.

Carlos Sanchez

This past weekend, the Glendale Union High School District community suffered a tragic loss.

We are saddened to report the passing of Moon Valley High School junior Carlos Sanchez, who died over the weekend after Friday night’s football game. We extend our deepest condolences to Carlos’s family and friends during this difficult time. To assist our students and staff during this time, we increased counseling support at Moon Valley this week. Additionally, an overwhelming crowd offered condolences, support and shared memories of Carolos during a candlelight vigil that was held at the school late Tuesday evening. WASHINGTON ELEMENTARY SCHOOL DISTRICT NEWS Over the past month, WESD schools participated in the 2017 Kiwanis Coin Drive! Kiwanis of North Phoenix is a valuable partner of the WESD and supports our District in a variety of ways! Classes battled against each other to see who could raise the most money! Proceeds will benefit school programs, students and families in need. Thank you to MidFirst Bank for helping us collect and count the donation money before fall break. To conclude this amazing fundraiser, WESD participated in the North Phoenix Kiwanis

Club’s Annual Walk-a-thon event Saturday, October 21, 2017 at 7:30 a.m. WESD will host a Teacher Interview Fair on Saturday, November 4, 2017 to hire teachers for the 2018-2019 school year. The fair will be held from 8:30 a.m. to 12:30 p.m. at the WESD Administrative Center, 4650 West Sweetwater Avenue, Glendale, 85304. Contracts for the 2018-2019 school year will be offered to qualified candidates. Student teachers, soon-to-be college graduates, seasoned teachers and alternative pathways are encouraged to attend! This is the first of six scheduled Teacher Interview Fairs. The others will take place at the same place and times, with the exception of March on:

CITY MANAGER’S REPORT:

Economic Development & Education On Oct. 21 – 22, the Lost Lake Festival took place at Steele Indian School Park, featuring over 40 musical acts, signature culinary experiences, interactive games and local art. This fantastic all-ages ticketed event was presented by the co-creators of Bonnaroo and Outside Lands Festivals in partnership with cultural leaders in the Phoenix community. An attendance of 20,000 was expected on each day. PHXTV staff were honored last weekend with a Rocky Mountain Emmy award for the station’s work during the Phoenix Final Four. The team produced an 8-part video series on how Phoenix was prepared to host all the fans for the 4-day sporting event and related activities. The Rocky Mountain Chapter of NATAS (National Academy of Television Arts & Sciences) holds a yearly event to award journalists for excellence in their profession. This chapter encompasses television news groups in Arizona, New Mexico, Utah and parts of California. On Oct. 21 - 23, the Phoenix Convention Center hosted an estimated 2,500 delegates at the 2017 National College Fair. Free and open to the public, NACAC's National College Fairs allow students to interact with admission representatives from a wide range of post-secondary institutions to discuss course offerings, admission and financial aid requirements, college life in general, and other information pertinent to the college selection process. Staff from Community and Economic Development, Planning and Development, Transit and Neighborhood Services participated in a technical assistance study visit to Phoenix by the Equitable Economic Development Fellowship. The group was formed through a partnership between the National League of Cities, the Urban Land Institute and PolicyLink. Staff provided information relevant to the South Central Light Rail Extension project with the overall objective of ensuring equity, transparency and sustainability for the various community stakeholders. Recently, Arizona Center for Youth Resources (ACYR), in partnership with LinkedIn and Starbucks, kicked off a pilot program, Mentoring Monday, where 22 ACYR youth were matched with mentors to discuss and explore career pathways, training, employment, employability skills, and answer any questions around success in the workplace/workforce. LinkedIn and Starbucks organized the mentors, bringing together a diverse group of seasoned professionals including entrepreneurs, managers and business owners. Mentoring Monday provides an opportunity for youth, at the onset of joining the workforce, to gain advice, guidance and motivation from experienced workforce professionals. Tarver Learning Center, in partnership with the Phoenix Public Library, began offering an eight-week series of adult computer classes. A total of 32 classes are offered in English and Spanish, and are taught by staff from the Burton Barr Central Library. Topics range from the basic use of a mouse and keyboard, to signing up for an email account and surfing the internet.

Neighborhoods and Livability Neighborhood Services staff promoted National Lead Poisoning Prevention Week (NLPPW), from Oct. 22-28, by working with Communications Office staff to develop newsletter articles and social media messages about lead awareness and lead poisoning prevention. The theme of this year’s NLPPW was “Lead-Free Kids for a Healthy Future”, and focuses on reducing childhood exposure to lead. The Office of Sustainability has created the first-ever Community “Sustainability Newsletter” called “What’s Hot /What’s Cool” that highlights many sustainability happenings in the city was recently released. It has over 1,200 initial subscribers and hopes are to expand to over 5,000 in the first two issues. The newsletter can be viewed, and subscribed to, by going to:

http://mailchi.mp/1fe8580d938a/sustainability-update-from-the-city-of-phoenix On Oct. 10, Planning and Environmental staff met with members of the FAA Phoenix Airports District Office (ADO) to review the Land Reuse Strategy program status. The meeting included a summary of community feedback and proposals received during the reuse planning as well and timing of phase two activities. Also reviewed during the meeting were the proposed land uses that the ADO should expect to see once the draft land reuse plan is submitted for their consideration. Planning and Development’s Office of Customer Advocacy is working with developers seeking to repurpose the 1957 Melrose Liquor store, at 4321 N. 7th Ave. to a restaurant and drive thru coffee shop. The project will need the assistance of the Adaptive Reuse Program to overcome the unique challenges of the site, including a triangular shape and limited on-site parking. In conjunction with National Walk to School Day, Street Transportation staff participated in 30 Walk to School Day events. Approximately 5,000 students attended the walks, with approximately 20,000 students participating in Walk to School Day assemblies.

Social Services Delivery On Nov. 24, HR’s Talent Acquisition staff will be participating in the Goodwill of Central and Northern Arizona hiring event at South Mountain Community College. The goal is to connect job seekers with government jobs. There will be a panel discussion on building a career path in city government and Cynthia Spell Tweh will be the featured speaker.

Public Safety The Communications team at Chase Tower reached out to City staff in Emergency Operations and the Communications Office to discuss best practices for communicating internally and externally in an emergency. City staff met with the Chase team to collaborate on how to achieve successful communication with employees, media, the public and public safety in a crisis. City Communications staff established an open line of communications with the Chase team for future collaboration in the event of an emergency impacting the tower.

Twenty-two Housing Department staff recently attended an Automated External Defibrillator training organized by RightCare staff. Staff were instructed on how to use the machine and how to provide life-saving techniques in the event an individual is suffering from cardiac trauma. The machines will be distributed to various Housing Department sites including several managed by private entities. With the machines in place, residents’ chances of surviving cardiac trauma are greatly increased. Staff from the Office of Homeland Security and Emergency Management conducted the final planning meeting for the multi-department off-site evacuation drill set to occur on Nov. 8. There is a total of four sites on or near 22nd Avenue that will be evacuating. Exercise staff includes participants from Public Works, Water, City Clerk, and OHSEM, because these departments have work sites in this area.

Infrastructure Rehabilitation work is progressing on the Salt River Outfall (SRO) interceptor rehabilitation projects at Phoenix Sky Harbor International Airport and at the Rental Car Center. The inspected section of the 20-year-old airport pipeline is in good condition. The SRO has been cleaned, all manhole structures have been assessed, and 80% of the pipeline assessed. During assessment of the first 16 pipe segments, lining defects were found in almost 80%, or 363 of the liner joints at the bottom of the pipe. The project will rehabilitate pipe, manholes, and repair a short liner. The 108-inch Val Vista water transmission main brings water to Phoenix from the Val Vista Water Treatment Plant in Mesa. The main was taken out of service for scheduled annual inspection and repairs. During annual rehabilitation, the remaining water treatment plants increase production to maintain service to customers. Staff anticipates that the Val Vista water main will return to normal operations prior the end of the calendar year.
