When Republicans took the majority in 2011, we were dealt a bad
hand of cards:
North Carolinas unemployment rate was the fourth highest inthe nation at 11%;
Businesses were shutting their doors;
The federal government shoved the Affordable Care Act
down our throats before we could even tell what was in it;
Our state was $2.5 billion in debt;
Our state retirement system was underfunded;
Our state health plan was near bankruptcy;
Teacher salaries were frozen; and,
Teachers were being furloughed;
When we took the majority, North Carolinians expected us to merge
our state off the economic stagnation highway. I believe we have
done just that, and new employment numbers prove it.
Just in the past four years weve made significant reforms that will
move our state in a positive direction.
Republicans cut taxes for ALL North Carolina families and
businesses
o We cut taxes for every North Carolinian at everyincome level, despite the misleading claims that we
only cut taxes for millionaire yacht owners;
o We reformed taxes to one flat rate by reducing the
state personal income tax rate from 7.75 percent to
5.8 percent;
o We cut the corporate tax rate from 6.9 percent to 5
percent to encourage businesses to relocate or stay in
North Carolina;

o We capped the state gas tax to 37.5 cents/gallon; and,
o We eliminated the death tax.
Republicans streamlined state government spending and
brought fiscal responsibility
Republicans spent more on public education in our most
recent budget than at any other point in state history
o We spent nearly $1 billion more on K-12 public
education since taking the majority (2010 Budgetspent $7.3 billion on education, 2014 Budget spends
$8.1 billion)
o We provide funding for more teachers in the
classroom
The Budget funded 6,788 teachers in Wake
County last year and 6,977 teachers this year.
This represents an increase of 189 teachers for
Wake County.
Republicans raised teacher salaries for the first time in nearly
a decade
o We passed a budget that gives teachers an average 7
percent pay increase Republicans passed major education reforms to strengthen
student literacy, improve graduation rates, and provide
school choice
Republicans reformed our states broken unemployment
insurance program
o We had to do something to curb our $2.5 billion debt
to the federal government that was brought about by
years of mismanagement;

o We reformed the system to bring us out of debt by
2016 freeing up capital and providing certainty for
businesses to create jobs;
o We have already cut our debt in half.
Republicans reformed our regulatory environment and cut
red tape
Republicans listened to the majority of North Carolinians by
passing a common sense voter ID law
With all this said, is North Carolina where it needs to be? No.
Theres still much more work that needs to be done.
However, theres no doubt in my mind that Republicans have made
significant steps that move us in the right direction. Its all in the
data:
North Carolina is the second fastest job producing state in
the nation
North Carolinas unemployment rate is one of the fastest
dropping in the nation
North Carolina has created over 200,000 jobs since 2011
Early voting begins on October 23rd and runs to November 1st.
Election Day is November 4th.
