Odds & Ends 20 Dec 07 1. General. Things seem to be getting back on track now the budget has been released. As many of you know we are deep into the formal inspection season and now that we have additional personnel assigned we should be able to visit each one of you sometime during the school year. We hope each of you have a great Holiday Season. Please be safe if you are doing any traveling during this time and as always please read the entire Odds & Ends. 2. Budget. As all of you should be aware of by now the FY08 budget has been approved and the NOV status of funds (SOF) was sent to the field the first week of December. Our friends at Knox plan to manage the budget a little differently this year. They will not provide quarterly allotments but will attempt to manage the budget based on your annual funding program (AFP). That means balance you see on the SOF is the amount you have available to spend. If you have any questions regarding this change please give me a call. 3. Spending Phase Plan. I’ve asked each of you to provide a phase plan of when you plan on spending your funds. After last weeks budget meeting at Cadet Command I have some additional guidance regarding the phase plan. Cadet Command’s goal is to have the following accomplished at these given times during the FY. 1 Jan 08: Be 50% spent for OMA and MPA 1 May 08: Be 80% spent for OMA and MPA 1 Jun 08: Be 90% spent for OMA and MPA I’ve already informed Cadet Command that we will not be able to reach the 50% mark by 1 Jan but please do your best. Toward that end I have requested that all monthly limits on non-DAI GPC cards be increased to $7500. Once I receive that approval, we’ll get the word out to the field. 4. Automation. Many of you that have to old Gateway computers will be receiving replacements. Some of these replacements have already shipped and may have been received. The remainder of the shipment has been put on hold. It seems the computer were purchased from a company called Transourse and a key security component, required by the Army, was left out. If you have already received one of these computers and it is currently in use, continue to use it but you may receive guidance to return it to Transsourse. If you have received one but have not yet un-boxed it, please leave it in its shipping box and await further instructions. We’re not sure yet how this will be addressed. Additionally, some of you will be receiving HP laptops as part of the final shipment of the second classroom equipment package. More information on both of these issues after the first of the year.

5. GPC Reduction Test The scope of this test has been reduced significantly. Initially all JROTC programs located in the state of VA with the exception of those programs that fell under the control of the Richmond DAI would have been participating. However, now the test will only include those 14 programs supported by Ft. Eustis. I hope to have detailed guidance about the same time you return from the winter break. 6. Logistics WARFIGHTER USER MANUAL-Recommend that you print and maintain a copy of the Warfighter user manual found on the Warfighter web page under the general information tab. The manual is a very helpful tool when using Warfighter, it is user friendly and gives easy to understand step by step instructions on the registration process, the ordering process to include tracking the status of orders as well as submitting the Supply Discrepancy Report (SDR) also referred to as the Report of Discrepancy (ROD). A Supply Discrepancy Report (SDR), SF-364, should be submitted to report shipping/packaging-type discrepancies such as material shortages/overages, damaged, incorrect, or non-receipt of materiel. Although SDRs may be submitted in hard copy format, it is highly recommended that the WebSDR system be used. Registration for WebSDR as well as SDR processing can be accomplished at https://www.daas.dla.mil/websdr/. Due to changes in the Defense Logistic Agency (SLA) regarding the SDR Warfighter can no longer accept the report, must use the website given above. The user manual will also instruct you on how to track the status of your order (must wait 24 hours after submission of the order to request status) as well as defining and identifying all codes that are used in the tracking/ordering process.

REMINDERS

Use Priority Code 15 when placing your order and method of payment should always reflect GPC (credit card) and not MILSBILLS.

Shopping Made Easy – All JROTC items can be found under the Speciality Shops/JROTC Market Basket with the exception of the ACU and ACU items; however, the tan boots are there now. After 1 January 2008, the JROTC Market Basket will be updated, ACU and ACU items will be added and BDU and BDU items removed.

CC is working on adding the female dress shoe (black pump) to the BOI as authorized wear for female cadets, upon completion of addition an authorized vendor will be specified as the shoe is currently not available on Warfighter.

Purchases from Warfighter must be made in increments of $2500/$3,000 (depending on daily limit established) or less and it is permissible to place more than one order per day, this will not be considered a split purchase.

Mandatory wear-out date for the BDU is April 2009, all JROTC units must have ACU and ACU items prior to April 2009. Below is just some helpful information about the uniform. ACU Features – The mandarin collar can be worn up or down. Rank insignia centered vertically on the front of the blouse. Velcro on blouse for wearing unit patch, skill tabs and recognition devices (The JROTC tab is worn on left side of blouse and the School NAME tab on the right side). Zippered front closure, elbow pouch for internal elbow pad inserts, knee pouch for internal knee inserts and three slot pen pocket on bottom of sleeve. A bellowed calf storage pocket on left and right leg, velcro closure on sleeve and shoulder pockets as well. T-shirt worn is a tan desert moisture wicking fabric, patrol cap has double thick bill and internal pocket, tan improved hot weather desert boot or temperate weather desert boot, 2” black nylon web belt and moisture wicking socks. 7. Marksmanship.

Reminder that units desiring to conduct marksmanship training for cadets must comply with the Cadet Command Marksmanship MOI located on the 4th Brigade JROTC website. Many instructors have forgotten the annual requirement to complete Marksmanship DL on the JSOCC DL site. Ranges that were inspected by CMP and have not changed location will be re-inspected during this year Unit Visit or Formal Inspection.

JSOCC.

Residence Course: Due to a recent change the JSOCC residence course has increased our annual classes from 12 to 18 classes a year. The brigade must fill eight seats per class. Those instructors over the five year requirement or those instructors new to JROTC need to sign up immediately. Those instructors that do not sign up on their own initiative will be slotted for a class at the discretion of the Brigade. Once slotted only the brigade commander can authorize changes. You can sign up for a class two different ways:

Everyone must complete for JSOCC DL prior to attendance at the residence course

JSOCC DL: Reminder, all cadres have 6 months from time hired to complete the basic DL courses. You have additional 2 years from hire to complete the four advanced courses. Instructors should periodically check their progress report on their home page to see if any courses have been added or modified. If courses are added or modified you must complete them as soon as possible. Courses have been added and modified since 2005 to JSOCC DL. Don’t assume you have met the requirement. Go into your account and make sure you have completed the requirement. Don’t get caught in this category because the brigade has been directed to put instructors on probation that have not completed DL. RAPPEL TRAINING: (Clarification for the conduct of Rappel Training)

Only current Brigade Certified Rappel Trainers can conduct rappel training within the Brigade. Note: If you attended a one day course else where (Fort Jackson, etc.) you are NOT Brigade Certified. To maintain currency: All Rappel Trainers must maintain currency by completing the following tasks every 6 months. Rappel Trainers must execute 4 critical tasks: - Show proficiency in tying knots - Rigging a tower (Does not need to be a tower. Can be any fixed site) - Rappel Master Personal Inspection - Hook-up rappeller Note: The above tasks must be witnessed and signed in Memorandum format by another current Certified Rappel Trainer Recertification every 5 years: All Rappel Trainers must attend a one day recertification course conducted by Brigade. This is to refresh and update all trainers. In order to conduct rappel training you must send a properly signed Composite Risk Management Worksheet (see below “Risk Management”), proof of currency, Tower inspection Rappel tower inspections and risk assessments must be submitted annually to this Headquarters. All rappel training must be conducted in accordance with CCR 145-2 (1 Jul 07). The Brigade will run two Rappel Certification Training courses during FY 08. The scheduled dates are 2 – 6 June 2008 and 28 – 31 July 2008 at Oak Ridge Military Academy. Instructors desiring to participate should contact Steve Anderson, (910)396-0136, or email [email protected]. We will provide information, as well as answer questions, on rappelling during the January Instructor Seminar.

Risk Management: All Risk Assessments must be completed using the new Composite Risk Management Worksheets (CRMW) but the older Risk Management Worksheets (dated Apr 2001) are still accepted. You can find the CRMW on the 4th BDE Web Site.

All Rappel Training is considered High Risk Training and must be signed by the Brigade Commander. It can be mitigated down to medium risk but not low risk. Effective immediately the School Principal will now sign all risk assessments as the reviewer for all rappel training as it affects the school. The Brigade Commander will sign as the Risk Decision Authority at the bottom of the worksheet. All Risk Management worksheets must be sent in to Brigade at least 30 days prior to training event for signature if required.

JCLC: The following JCLC information should come out by 1 Jan 08:

Individuals attending the Jan 08 seminar should be prepared to discuss/provide information pertaining to JCLC, i.e.… What instructor/s will be attending from their school, estimated cadet attendance, and transportation requirements/plan.
