ODYSSEUS SUMMER SCHOOLP R O G R A M M E

INTRODUCTION

The Summer School - in its 18th edition - is organised by the Odysseus Network for Legal Studies on Immigration and Asylum in Europe, which was founded in 1999 with the support of the European Commission and is coordinated by the Institute for European Studies of the Université libre de Bruxelles (ULB). Participants in the Summer School typically include PhD and graduate students, researchers, lectur-ers, EU and Member State off icials, representatives from NGOs and International Organisations, lawyers, judges, social workers and more. The classes are taught by academics collaborating in the Odysseus Network, which is represented in all EU Member States, and by high-ranking off icials from the European Institutions.

DOCTORAL SEMINAR

Every year, during the 2018 Summer School a PhD seminar offers 10 doctoral researchers the op-portunity to individually present their PhD project and receive feedback on the subject, structure and methodology of their thesis from a panel of Odysseus Network Members from various European universities. The doctoral sessions are also open to all Summer School participants who wish to at-tend as part of the audience.

REFUGEE SCHOLARSHIPS AND CAMPAIGN

The objective of the project is to allow refugee students to take part to the Summer School. By par-ticipating to the programme, refugee students will have the possibility to gain knowledge in Euro-pean immigration and asylum law and to further their education, which may have been interrupted by their forced departure from their home countries. These year’s participants will present themselves in a dedicated booklet (‘Refugee Voices’) and during the ‘Who is Who’ event on Thursday 5 July.

In order to support this year’s crowdfunding campaign, we created #ref YOUgees a social media platform to share faces and stories of persons who believe that a different model of integration is possible. Join us on Instagram and Twitter by following the hashtag #ref YOUgees.

COLLABORATION WITH THE EUROPEAN MIGRATION NETWORK (EMN)

In the framework of the cooperation between the EMN and the Odysseus Academic Network, we are pleased to announce the participation of EMN National Contact Points (NCPs) to the 18th edi-tion of the Odysseus Summer School. A series of selected EMN activities have been included in the programme in order to offer EMN NCPs to present insights from their Member State to the benef it of all participants.

La 18ème édition du Cours d’été est organisée par le réseau Odysseus, réseau académique d’études juridiques sur l ’ immigration et l ’asile en Europe fondé en 1999 avec le soutien de la Commission eu-ropéenne, et coordonné par l ’Institut d’Etudes Européennes (IEE) de l’Université Libre de Bruxelles (ULB). Les participants sont traditionnellement des doctorants, des étudiants déjà diplômés, des chercheurs, mais aussi des fonctionnaires européens ou nationaux, des représentants d’ONGs ou d’organisations internationales, des avocats, des juges, des travailleurs sociaux, etc. Les cours sont dispensés par des professeurs membres ou partenaires du Réseau - représenté, à ce titre, dans tous les Etats Membres de l’UE - ainsi que par des professionnels de haut niveau provenant des institutions européennes.

SÉMINAIRE DOCTORAL

Le séminaire doctoral organisé chaque année dans le cadre du cours d’été, offre à un groupe de 10 doctorants l ’occasion de présenter individuellement leur projet de thèse et de bénéf icier de l’avis critique d’un panel composé des membres du Réseau Odysseus. Les sessions du séminaire doctoral sont également ouvertes aux étudiants du cours d’été qui souhaiteraient y participer en qualité d’auditeurs.

BOURSES DE SOUTIEN POUR RÉFUGIÉS ET CAMPAGNE

Le but de ce projet est d’offrir à des étudiants-réfugiés la possibilité de suivre le cours d’été. Le cours permettra aux participants d’acquérir des connaissances en droit européen d’immigration et d’asile et de poursuivre ainsi leurs études qui pourraient avoir été interrompues du fait de leur départ du pays d’origine. Les participants de cette édition raconteront leurs histoires dans la brochure qui leur dédiée (‘Refugee Voices’) et lors du ‘Who is Who’ du jeudi 5 juil let.

Dans le cadre de la coopération entre le REM et le Réseau Académique Odysseus, nous avons le plaisir d’annoncer la participation des Points de Contact Nationaux (PCN) du REM à la 18ème édi-tion du cours d’été du réseau Odysseus. Une série d’activités choisies par le REM a été incluse dans le programme af in de permettre aux membres du REM de présenter le point de vue de leur État membre et ce, au prof it de tous les participants.

3. Strict punctuality is expected: the bell will remind you that a class is about to start!

6. In order to make all the necessary improvements to the organization and content of the Summer School, an evaluation form will be distributed at the end of the f irst and second week.

7. Class materials will be available on the Summer School’s electronic platform. Your indi-vidual login and password have been sent to you directly by the University.

Ann Singleton is an expert on asylum and migration statistics and their interpretation for policy and research. Her work focuses on the use of international migration data in the development of policy. She has advised the EU Commission, the Parliament, the Council of Ministers and EU Presidencies and collaborates with governments, NGOs and inter-

national organisations including the UNHCR and the United Nations Economic Commission for Europe. Ann is a member of the Advisory Board of the Migration Observatory at the University of Oxford and the International Advisory Group of the nccr ‘On the Move’, led by the University of Neuchatel. She is Senior Advisor to the IOM’s Global Migration Data Analysis Centre in Berlin. Ann is also Co-Chair of Statewatch.

Francesco Maiani is Associate Professor of European Law at the University of Lausanne. His research interests include the law of European integration, the relations of the EU with its neighboring countries, international human rights and refugee law as well as Eu-ropean immigration law and policy. He is member of the European Commission for De-

mocracy through Law of the Council of Europe (Venice Commission), of the Swiss Association for the study of European integration (ECSA-Suisse) and of the Odysseus Academic Network. He is one of the preeminent specialists of the Dublin regulation, on which he wrote his doctoral thesis.

Henri Labayle est professeur de Droit à l ’Université de Pau et des Pays de l’Adour, professeur invité au Collège d’Europe et au Global Studies Institute de l’Université de Genève. Il est titulaire d’une Chaire Jean Monnet de droit européen et dirige un labora-toire de recherche (CDRE) à la Faculté de Bayonne. Il est aussi un expert JAI pour les institutions de l’UE, membre des réseaux universitaires dédiés à ces questions (ECLAN, Odysseus) et dirige le GDR-CNRS dédié à la loi ELSJ consacré à l ’espace de liberté, sécurité et justice.

Constantin Hruschka is a senior research fellow at the Max Planck Institute for Social Law and Policy in Munich. In the past, he was head of the protection department at the Swiss Refugee Council (OSAR) and worked at the Universities of Bielefeld and Fribourg. Between 2004 and 2014 he worked for UNHCR in Nuremberg and in Geneva. He has

written on international refugee law and its impact on the national aliens law, as well as on several legal as-pects of the European asylum system.

Conny Rijken is Professor of Human Traff icking and Globalisation at Tilburg Law School.Over the last f ifteen years Dr Rijken has done extensive research on various aspects of Traff icking in Human Beings including the European perspective, migration, labour exploitation and human rights. She has extended her f ield of research to other areas including global migration, European criminal law and inclusion and exclusion through

migration. Central in her research is the focus on human rights and engagement with the position of the in-dividual. Rijken has been leading several (EU funded) international and interdisciplinary research projects .

Nula Frei est chercheuse senior et conférencière à l ’Institut de droit européen de Fri-bourg en Suisse où elle travaille sur les questions liées au droit de la migration, au droit constitutionnel et au principe de non-discrimination. Sa thèse de doctorat porte sur la protection des victimes de la traite d’êtres humains dans le droit d’asile. Elle a par ail-leurs travaillé au Centre de droit des migrations de l’Université de Berne, centre Suisse.

She has published her research widely in international journals, and co-edited two books: Exploring the boundaries of refugee

Evita Armouti is a Research and Project Assistant for the OMNIA Project. She holds a LL.M. degree in European and International Economic Law from Ludwig Maximilian Uni-versity of Munich, while she currently attends the Advanced Master in Interdisciplinary Analysis of European Integration with a focus on Migration, Asylum Law and Politics at

the Institute of the European Studies of the Université Libre de Bruxelles (ULB). Cassandre Genonceau est titulaire d’un Master en Droit des Espaces et des Activités Maritimes (DEAM). Depuis 2015, elle effectue une thèse de doctorat à l ’Université de Bretagne Occidental de Brest, sur le sujet transversal du statut juridique du “migrant vulnérable”. Elle a également été chargée de travaux dirigés en droit à l ’Université de Bretagne Occidentale au cours de l’année 2016.

Djibril Ismail est titulaire d’un Master de recherche en droit international des droits de l’homme de l’Université de Pretoria (Centre for Human Rights). Il parle et écrit cou- ramment le Français, l ’Anglais et le Somali. Il est actuellement secrétaire général de la Commission Nationale de la Communication et membre de la Commission Nationale des Droits de l’Homme de Djibouti et chercheur associé à l ’Institut de Recherches en Sciences Sociales (département de droit international). Par ail leurs, i l a publié un rap-

port national sur le droit des handicapés dans le 5e volume de l’African Disability Rights Yearbook 2017 et i l a également publié en 2017 une note introductive sur la Constitution de la République de Djibouti publiée dans les séries Oxford Constitutions of the World, Oxford University Press.

Jonas studied European Studies and European Law at Chemnitz University of Technology and University Maastricht before joining the Odysseus Network as a Trainee in Septem-ber 2017. Since April 2018, he works as a Research Assistant to the Jean-Monnet-Chair of Public, European and International Law at Universität Konstanz and conducts a Ph.D. research project under the supervision of Prof. Dr. Daniel Thym.

Jorge Antonio Jiménez Carrero obtained his Bachelor of Laws from the University of Alcalá, Spain and a Professional Master in European Union at the Royal Institute of Eu-ropean Studies of Zaragoza, Spain. In recent years, he had the opportunity to collaborate with the Jean Monnet Chair of the Faculty of Law of the University of Alcalá (Spain) and

he participated as a speaker in several national and international conferences. Currently, Mr. Jiménez works as an immigration lawyer in Madrid (Spain), combining this experience with his PhD studies.
