Function:
Performs configuration management, equipment
management, performance monitoring, signaling
processing, and radio resource management
Controls all boards in the system
Provides the system clock and transmission ports

UTRP (The Universal Transmission Processing unit )

The UTRP performs the following functions:
Provides ports for eight E1s/T1s based on the IP
protocol.
Deframes and frames of the HDLC, and allocates and
controls 256 HDLC timeslots.
