FIRE SERVICETHREE LETTER IDENTIFIERS

Three Letter Identifiers are assigned to all fire service agencies andmutual aid operational areas in California. These identifiers serve asstandardized abbreviations in order to rapidly and accurately identifyagencies and resources used on multi-agency incidents. They arepart of the Resource Designation System. That system is the result ofintensive research and testing by the FIRESCOPE Program and isdesigned to meet current and projected statewide needs.

OES Fire and Rescue Branch is responsible for the administration ofThree Letter Identifiers in the State of California. The OES AssistantChief - FIRESCOPE at the Operations Coordination Center (OCC) inRiverside is the System Administrator. Requests for identifiers will beverified with Operational Area Coordinator and/or OES Field AssistantChief.

Three Letter Identifiers are assigned to any fire service agency thatmight request or provide resources to or from another agency in theevent of an emergency. All identifiers and appropriate agencyinformation are in the database computer program at the OCC. Toavoid duplication, this program must be checked prior to assigningnew identifiers. Likewise, new identifiers and agency informationmust be entered into the program; this is input by the OES staff at theOCC. This information also impacts the ICS 420-1 Field OperationsGuide, and the MACS 410-2 Resource Designation System, and mustbe included in any updates or reprints.

Following assignment of a new identifier, the OES Assistant Chief ­FIRESCOPE shall make written notifications as follows:

On behalf of the FIRESCOPE Program, I would like to thank the STORMS Task Force for allowingFIRESCOPE the opportunity to provide a technical review of your Oil Spill Field Operations Guide(FOG). Based on the recommendation from FIRESCOPE's Task Force and Operations Team, theBoard of Directors is giving this document its full endorsement and support as it follows theorganizational principles which govern the Incident Command System (ICS).

With the potential of an oil spill having multi-agency involvement, STORMS recognition of unifiedcommand will provide an incident response with the capability for allowing those agencies anddepartments with jurisdictional responsibility to effectively contribute to the overall response.Through reports provided by the FIRESCOPE Task Force, we have been kept apprised of theoutstanding work being accomplished and efforts put forth by the STORMS Task Force towardmaking ICS an integral part of the oil spill community's approach of handling emergency situations.

As the oil spill community continues to grow in its use of ICS, changes to your FOG will most likelyoccur to keep pace with this growth as has been the case with the Fire Service's FOG. Whenchanges are being considered, FIRESCOPE would like to offer its support in revieWing proposedchanges to ensure that they are being made in the best interest of both the oil spill discipline andICS.

To ensure that FIRESCOPE is providing the most current ICScurriculum available to the ICS user, we need to have on-file these ICS modules.

The California FIRESCOPE Program is requesting the National Wildfire Coordinating Group(NWCG) to allow for FIRESCOPE representation on the newly established Incident OperationsStandards Working Team. This request is in response to the recent disbanding of the ICSWorking Team in which FIRESCOPE was providing representation.

One of the FIRESCOPE Program's goals is to ensure that the ICS products developed byFIRESCOPE maintain a level of consistency and complement ICS products developed throughNWCG. FIRESCOPE's representation on the ICS Working Team allowed for a direct line of

~munication with NWCG in dealing with ICS issues, thus supporting this level of~.sistenCy between FIRESCOPE and NWCG on ICS development and application.

The Incident Operations Standards Working Teams, as the replacement for the ICS WorkingTeam, does not afford FIRESCOPE with representation. While it is our understanding that thisworking team's responsibilities will be expanded beyond only addressing ICS related issues,issues which address incident operations management can have a direct impact on ICS and itsapplication. FIRESCOPE's Board of Directors feel that representation on this new workingteam is essential if FIRESCOPE is to maintain a close working relationship with NWCG onmatters involving ICS application and support this level of ICS consistency betweenFlRESCOPE and NWCG in management of incident operations through the use of ICS.

Members present: Wilsey, Jeffery, Rosenberger, Tucker, Olney, Ewan, Colgan,Caldwell, Creasey, Wilkinson, and McKinney. Alworth joined us in the afternoon.

• Minutes of June meeting approved.

• Pass out approved MACS 410-4. "Firescope Program Organization andProcedures" and Task Force activity report.

• Jim Jeffery went over Joint Ops and Board of Directors meetings.

• Discussed Task Force workplan and history.

• Next Joint Ops meeting January 30, 31, 1997.

• Governor's Mutual Aid Task Force being reactivated.

•• George Ewan discussed IMS Consortium. Discussed ICS/FGC disparities.

Rapid intervention and personnel accountability are contemporary issues.Discussed the difference between ICS as a system and specific training whichincludes tactics and strategy.

• Discuss FOG changes

• Decided to update current Check-In Recorder title to read "Check-In/Resource Status Recorder rather than create a new position. Toinclude expanded check list for inclusion in next printing of FOG.

• Add personnel accountability to checklist.

• Add ICS Forms 208, 212 and 215 A, G and W.

• Discuss helicopter typing and the potential for adding "Helitanker" andscooper type aircraft.

• Specialist Group reports:

• Caldwell: Trust fund-Still waiting for A.G. opinion. Group directedLynn to proceed with work in anticipation of approval.

• Ewan: Urban Intermix. Attempting to sort out Ops Team intent.George found Structure Ignition Assessment Model (SIAM), and heis following some ignition probability work being done at the fire labin Riverside.

• Position training (review and revise): Task Force to provide direction toTerry Haney for review of curricula and determination on entity to disburseUSFS monies.

• Discussed SEMS and ICS on the BBS. How to get NIIMS available to a wideraudience.
