The RSPB reviewed the population status of the birds that areregularly found in Wales. In total, 221 species were assessedand each placed on one of three lists – red, amber or green – toreflect its level of conservation concern in Wales. Red signifieshigh concern, amber, intermediate concern and green, lowconcern. Twenty-seven species (12%) were placed on the redlist, 69 (31%) on the amber list and 125 (57%) on the green list.

The population status of birds in Wales is intended to be used inconjunction with other information, such as legal frameworksfor the conservation of species and biodiversity action plans, toset bird conservation priorities for Wales.

The assessment has been fully endorsed by the CountrysideCouncil for Wales (CCW), the Welsh Ornithological Society(WOS) and the Welsh Assembly Government.

The criteriaThe assessment was based on eight quantitative criteria. Allseven criteria used in the UK assessment of population statusare used, but three are modified – breeding rarity, localiseddistribution and international importance – to make them specificto Wales. The eighth criterion was UK conservation status.

Global conservation status (IUCN)Species assessed as globally threatened using IUCN(International Union for Conservation of Nature and NaturalResources) criteria were placed on the red list.

Recent decline in WalesSpecies with a breeding or non-breeding population that hasdeclined or contracted rapidly (by 50% or more) or moderately(by between 25% and 49%) over the last 25 years were placedon the red and amber lists respectively.

Historical decline in Welsh breeding population Species with a population that has declined severely between1800 and 1994 were placed on the red list, except for those witha population that has recovered substantially (more thandoubled) in the last 25 years, which were amber-listed.

European conservation status Species that have an unfavourable population status in Europe(but that are not globally threatened) were placed on theamber list.

UK conservation statusSpecies that have an unfavourable population status in the UKand that appear, therefore, on the UK red list, were placed onthe amber list.

Breeding rarity in WalesSpecies with a mean population of 1–30 pairs breeding annuallyin Wales over the last five years were placed on the amber list.

Localised species in WalesSpecies for which 50% or more of the breeding or non-breedingpopulation occurs at one site were placed on the amber list.This criterion was used because a species with a populationthat is confined to a few sites faces a greater threat fromchance events than one with a widespread population.

International importance Species with 2% or more of their European breeding populationin Wales were placed on the amber list, as were non-breedingwildfowl with 2% or more of their north-west Europeanpopulation in Wales and non-breeding wading birds with 2% ormore of their East Atlantic Flyway population in Wales. Thismeasure is different from the others in that it is an indication ofthe responsibility of Wales for each species, rather than theextent to which the species is threatened.

The Welsh lists� Red-listed species are those that are globally threatened

according to IUCN criteria, those with a population or rangethat has declined rapidly in recent years and those that havedeclined historically and not shown a substantial recentrecovery (Table 1).

� Amber-listed species are those with an unfavourableconservation status in the UK (ie red-listed) and Europe,those with a population or range that has declinedmoderately in recent years, those with a population that hasdeclined historically but made a substantial recovery, rarebreeding birds and those with internationally important orlocalised populations (Table 2).

� Species that fulfil none of the above criteria are green-listed.

Differences from UK listsDifferences between the UK and Welsh red lists are limited to 20 species. Eight species (the quail, nightjar, skylark, songthrush, spotted flycatcher, house sparrow, linnet and reedbunting) are red-listed in the UK but amber-listed in Wales bythis review. Nine species (the white-fronted goose, red grouse,ringed plover, lapwing, knot, bar-tailed godwit, curlew, little ternand puffin) are red-listed in Wales but amber-listed in the UK.One species (the golden plover) is red-listed in Wales but green-listed in the UK and the remaining two occur tooinfrequently in Wales to be considered.

Other differences between the UK and Welsh lists are that 28 UKamber-listed species are green-listed in Wales and five UKgreen-listed species are amber-listed in Wales.

Rhywogaethau lleol yng NghymruGosodwyd rhywogaethau lle mae 50% neu fwy o’r boblogaethfridio neu nad yw’n bridio wedi’u lleoli ar un safle ar y rhestrambr. Defnyddiwyd y maen prawf hwn gan fod rhywogaeth syddâ phoblogaeth wedi’i chyfyngu i ychydig o safleoedd yn wynebumwy o fygythiad o ddigwyddiadau ar hap na rhywogaeth sydd âphoblogaeth wedi’i dosbarthu’n eang.

Pwysigrwydd rhyngwladolGosodwyd rhywogaethau sydd â 2% neu fwy o’u poblogaethfridio Ewropeaidd yng Nghymru, adar d∑r nad ydynt yn bridiosydd â 2% neu fwy o’u poblogaeth yng ngogledd-orllewin Ewropyng Nghymru a rhydwyr nad ydynt yn bridio sydd â 2% neu fwyo’u poblogaeth Hedffordd Dwyrain yr Atlantig yng Nghymru, ar yrhestr ambr. Mae’r mesur hwn yn wahanol i’r gweddill gan ei fodyn dangos cyfrifoldeb Cymru ar gyfer pob rhywogaeth, ynhytrach na graddau’r bygythiad i’r rhywogaeth.

Rhestrau Cymru

� Rhywogaethau rhestr goch yw’r rhai sydd dan fygythiadbyd-eang yn ôl meini prawf IUCN, y rhai mae eu poblogaethneu gynefin wedi dirywio’n gyflym dros y blynyddoedddiwethaf a’r rhai sydd wedi dirywio’n hanesyddol ac hebddangos adferiad sylweddol yn ddiweddar (Tabl 1).

� Rhywogaethau rhestr ambr yw’r rhai sydd â statwscadwraeth anffafriol yn y DU (hy ar y rhestr goch) ac ynEwrop, y rhai mae eu poblogaeth neu gynefin wedi dirywio’ngymedrol dros y blynyddoedd diwethaf, y rhai sydd wedidirywio’n hanesyddol ond sydd wedi eu hadfer ynsylweddol, adar bridio prin a’r rhai sydd â phoblogaethaulleol neu rhyngwladol bwysig (Tabl 2).

Gwahaniaethau rhwng rhestrCymru a rhestrau’r DUMae’r gwahaniaethau rhwng rhestri coch y DU a Chymru wedi’ucyfyngu i 20 rhywogaeth. Mae wyth rhywogaeth (y sofliar, y troellwrmawr, yr ehedydd, y fronfraith, gwybedog mannog, aderyn y to, yllinos, bras y cyrs) ar y rhestr goch yn y DU ond ar y rhestr ambr yngNghymru yn ôl yr adolygiad hwn. Mae naw rhywogaeth (g∑ydddalcen-wen, grugiar goch, cwtiad torchog, cornchwiglen, pibydd yraber, rhostog gynffonfraith, y gylfinir, môr-wennol fechan, pâl) ar yrhestr goch yng Nghymru ond ar y rhestr ambr yn y DU. Mae unrhywogaeth (cwtiad aur) ar y rhestr goch yng Nghymru ond ar y rhestrwerdd yn y DU ac mae’r ddau arall yn i’w gweld yng Nghymru yn rhyanaml i’w hystyried.
