Welcome

As the second half of 2015 dawns we take great pride in again offering Educators across NSW and ACT a range of professional development and resourcing opportunities that will inspire and support you in the delivery of fantastic services for school age children.

This edition has been inspired by the ideas and suggestions from our training survey and members survey. Your contribution to these surveys was incredibly important to us as a tool to ensure we continue to offer relevant support to the OSHC sector. Professional development is important for all those working in OSHC to ensure you are up to date with best practice in service provision. This does not just mean just attending training but other strategies such as reading newsletters and Be Alerts and attending regional meetings. It would be worthwhile to consider with your team how each of you are maintaining currency in your professional roles as Educators in OSHC as well as in the various leadership roles they take in the service. This applies even to your casual staff.

We have included for this second part of the year a special members seminar on ‘Transition to School’ by a leading researcher on this special time, Sue Dockett. The event will be held in August – just as your minds start to turn to end of year planning - and we hope you will find it informative.

Speaking of end of year, our members annual retreat in November is sure to delight and engage the rock star in all of us with the theme ‘OOSH Rocks’!! The Network team is certainly looking forward to a great fun-filled weekend for that event!

Network SubcommitteesOOSH

Reference GroupThe OOSH Reference Group serves as a conduit for exchange of information between the peak body, Network of Community Activities and it’s membership.

Membership of the OOSH Reference Group provides participants an opportunity to inform the advocacy of Network about the issues affecting their agency or region.

Members also have an opportunity to be briefed on issues affecting the OOSH sector and to obtain expert commentary on how these issues are impacting on services.

In participation on the Reference Group, members demonstrate a commitment to the Out of School Hours Sector and to ensuring that the sector is well represented at a State and National Level.

Members of the OOSH Reference Group must be representing a financial Network member.

ACT OSHC Reference Group

The ACT OSHC Reference Group serves as a conduit for exchange of information between the peak body, Network of Community Activities and it’s membership in the ACT.

Membership of the OSHC Reference Group provides participants an opportunity to inform the advocacy of Network about the issues affecting their agency or the ACT.

ACT Members also have an opportunity to be briefed on issues affecting the OSHC sector and to obtain expert commentary on how these issues are impacting on services.

In participation on the Reference Group, members demonstrate a commitment to the Out of School Hours Sector and to ensuring that the sector is well represented at a State and National Level.

Members of the ACT OSHC Reference Group must be representing a financial Network member.

Men In OSHC Forum

The Men In OSHC Forum serves as a conduit for exchange of information between the men currently employed in member organisations of Network of Community Activities. Representation of males in the OSHC sector is currently significantly lower than females and this forum seeks to address the gap in retention and recruitment of male educators.

Forum membership provides participants an opportunity to inform the advocacy of Network about the issues affecting men working in the sector and provide advice on strategies to assist with recruitment and retention. Members also have an opportunity to be briefed on issues they deem to be impacting on the recruitment and retention of men in the OSHC sector and to obtain expert commentary on how these issues may be addressed.

In participation on the Forum, members must demonstrate a commitment to the Out of School Hours Sector and be prepared to work collaboratively with colleagues to achieve the Forum goals.

Members of the Men in OSHC Forum must be working at a service/organisation that is a financial Network member.

Resource and Support – How we can helpThe Resource and Support Team at Network of Community Activities is equipped with experienced staff who are able to provide support and guidance regarding any aspect of operating an Outside School Hours Care Service in NSW.

This support and guidance is offered through a variety of means designed to suit the diverse needs of services. Below are some of the ways we can help your service.

• Information & Support DeskTel: (02)9212 3244 Email: [email protected] is a free service available to both members and non-members of Network. Resource and Support staff are available Monday to Friday from 9am to 5pm to answer your questions and provide support and advice across a range of issues.

Some of the topics we cover include queries relating to the Award, National Employment Standards, implementation of the National Quality Framework including Laws, Regulations and Standards, Assessment & Rating, QIP, Child Care Benefit, staffing issues and general operational requirements.

• ResourcingThe Resource and Support team produce and feature in a number of Network’s publications and newsletters. This includes quarterly editions of OOSH Update, NQF Newsflash, Holiday Times and Network News which are distributed to our member services. The articles contained in these publications are written or sourced based on issues that arise in the sector and provide information regarding best practice strategies to implement in your service. The Resource and Support team also liaise closely with key government and non-government organisations to ensure the information being distributed is accurate and current.

In addition to this, an extensive range of resources for services are created based on specific demand from the sector. This includes factsheets, templates, policies and alerts from key stakeholders which can be located in both the free and member’s only sections of the Network website.

• Intensive Service Support (ISS)ISS is a government funded initiative designed to enable services to access comprehensive and individualised support within their service environment. This program is available to OOSH services who are experiencing challenges including understanding and working within the National Quality Framework, clarifying the role of the parent management committee and determining structural roles, legal obligations and governance, compliance with Laws and Regulations, management of staffing and opening a new service.

The needs of the service are assessed by one of our experienced consultants to determine the appropriate level of support, the issues to be addressed and an action plan is developed which is tailored to suit the individual service. The fee for this service is $110 for up to 10 hours of support.

Our training has been developed for the OOSH sector and focuses on working with children aged 5-12. All of our courses aim to assist services to deliver quality care for children and implement the National Quality Framework for Education and Care, including Regulations and My Time, Our Place, the Framework for School Age Care.

Network offers a number of different types of training:

• Classroom-based learning: Delivered all over NSW on a range of topics for OOSH educators, coordinators and management committees.

• Webinars: Short sessions delivered as an online presentation with group discussion. Participants will need a headset or speakers and a microphone to join in. Details of how to log in and connect to the session are emailed after booking in.

• Accredited Training and Assessment: These courses are based on units from the Certificate IV and Diploma qualifications in School Age Education and Care and the Advanced Diploma of Community Sector Management. Participants have an opportunity to complete an assessment task after the training day and, if assessed as competent, will receive a Statement of Attainment for the unit. These courses are marked in the brochure with the Nationally Recognised Training logo. We also offer full qualifications, using a skills recognition pathway for OOSH staff with at least 3 years of experience.

• Customised Training: Services can organise their own training using existing course material or paying for course development to meet the needs of their staff or a local group.

• Children’s Services Central: Network presents professional development with prices subsidised by government through this organisation. Bookings and further information is available at: www.cscentral.org.au - Professional Development & Training pages.

Our trainers are highly experienced professionals who work in or with the OOSH sector, with qualifications in education, children’s services, and training and assessment. Most have managed services for a number of years and all draw on their sector experience to create interactive, discussion based training sessions.

We aim to make our training as accessible as possible by delivering courses all over NSW and keeping our prices reasonable through the venues used and offering subsidised training for many courses through our partnership with Children’s Services Central.

Staff Training and Development RecordsNot only is it important to keep a record of all staff training and development in terms of meeting the education and care regulations (r46; r118; r145; r146; r147), but also for the purposes of NQF assessment and rating visits (QA4; QA7).

Another large part of the NQF system is the commitment to continuous improvement. It is the obligation of services to ensure that staff are supported in their ongoing learning through a range of professional development courses, whether that be a formal qualification, information sessions or informal training & workshops. It is important to include these in the annual staff appraisal and goal setting that you do with each of your staff members.

Child ProtectionInformation, Support and Resources

ONLINE QUESTIONNAIRE

Network has created an online questionnaire on child protection and reportable workplace conduct relevant to OOSH. Services can direct prospective staff to the questionnaire as part of the employment process and then use material from the questionnaire in employment interviews. You could also use it as part of your induction process for new staff or as a refresher for existing staff.

Doing the questionnaire will enable staff to develop a more fully informed understanding of their professional responsibilities while working in OOSH and enable services to have greater confidence that staff are able to meet their responsibilities in these areas of work.

TRAINING

Information sessions about reportable conduct of staff will be presented in collaboration with the NSW Ombudsman’s office and DEC ECEC Directorate - details will be available on our Child Safe web page.

Child Protection training is offered through Network’s training calendar and as customised sessions, including both Accredited and Overview courses.

Meeting National Quality Framework RequirementsThis table is a summary of courses linked to specific areas of the National Quality Framework, including My Time, Our Place, the National Quality Standards and the Regulations. It gives an indication of the level of information provided and job roles the courses are most suited to, from those new to the NQF to educators taking a leadership role, such

as Educational Leaders, service coordinators, assistant coordinators and team leaders.

Please refer to our alphabetical listing of courses for a description of course content, delivery format, dates, locations and booking information.

Child ProtectionAll educators need to have an understanding of their responsibilities as mandatory reporters under the law and their workplace policies and procedures. All nominated supervisors and service supervisors who are placed in day to day charge of a service in NSW must have completed an approved course in child protection. Completion of the training and assessment components of Child Protection – Accredited CHCPRT001 unit meets this requirement. Refer to the Department of Education and Communities website for other past courses which meet their requirements: www.dec.nsw.gov.au/what-we-offer/regulation-and-accreditation/early-childhood-education-care/regulatoryframework/national-quality-framework/qualifications-and-ratios.

First Aid, Asthma and Anaphylaxis ManagementServices must have at least one educator present at all times who has completed approved training in first aid, asthma and anaphylaxis management. The unit HLTAID004 ‘Provide an emergency first aid response in an education and care setting’ meets all of these requirements and is offered by many training providers. For a full list of courses which meet these requirements, refer to the ACECQA website below and search the Qualifications List for ‘First Aid, Anaphylaxis, Asthma – r137(1)(e)’: http://www.acecqa.gov.au/Qualifications.aspx

Qualifications for OSHC EducatorsThe current Law and Regulations do not require educators to hold any qualifications for working in OSHC in NSW. However, staff may wish to pursue professional development to become qualified. Some employers require qualifications for particular roles as part of their organisation’s policies and procedures. Network offers Certificate IV in School Age Education and Care, which covers skills and knowledge needed for OSHC Educators, and the Diploma of School Age Education and Care, which covers skills and knowledge needed by OSHC service coordinators.

Please note that Certificate III and the Diploma in Early Childhood Education and Care are qualifications designed for working with children aged 0-5 years and require practical assessment working with babies, toddlers and preschoolers. Please refer to page 22 of this Guide for more information about undertaking qualifications with Network.

All Aboard - Meeting the Needs of 9-13 year oldsStarting with a look at the developmental needs and interests of this age group, the session provides practical ideas and strategies to communicate and engage effectively with 9-13 year olds and plan experiences for them. Participants will have an opportunity to discuss ways of working and available resources that could to boost the participation and retention of 9-13 year olds in their programs, with some examples of successful programs provided by experienced educators. Presented in partnership with Waverley Library, youth workers and library staff working with this age group have also been invited to attend and share ideas on engaging 9-13 year olds.

Behaviour Management Plans - WEBINARBehaviour management plans can be used to address particular issues by using a consistent and collaborative approach to working with children and families to support positive outcomes.

This webinar provides an overview of what behaviour management plans are, when they can be useful and how service staff can develop them. This session is designed for participants who have had previous training on children’s development and behaviour.

Child Protection - Accredited CHCPRT001Participants will learn about their legal obligations as mandatory reporters, strategies to recognise and report children at risk of significant harm and how to respond to disclosure. The current legislative structure for child protection in NSW is given a strong focus. This course is aligned to the unit Identify and respond to children and young people at risk CHCPRT001, a compulsory unit within in Certificate IV and Diploma in School Age Education and Care. Participants who successfully complete the assessment task in the month following the training day will receive a Statement of Attainment for that unit. Completion of this course and the assessment task meets NSW child protection training requirements for Nominated Supervisors and Service Supervisors placed in day to day charge of a service.

Cultivating Positive BehaviourThis session assists educators to manage children’s challenging behaviour by looking beyond the behaviour itself and identifying underlying issues that contribute to a child’s behaviour and then targeting these issues to cultivate positive behaviour in children.

Accredited CHCSAC005This course takes a deeper look at theories of children’s development and ways that educators can use these understandings to reflect, plan and provide play environments and experiences in a more purposeful way to enrich the lives of children and foster positive development. Through the Looking Glass: Observation in School Age CareThis session explores how School Age Care educators can use observation as a way to focus their attention on the experiences of particular children or groups of children at a service. Observation is also a valuable tool for working with children with additional needs and in behaviour management. Participants will learn how to identify what is relevant and significant to observe and record, and how to write up observations effectively. We will then discuss analysing observations and using these processes and records as a form of documentation that can be used for evaluation of children and programs and for future planning.

QualificationsNetwork offers three nationally recognised qualifications through our Registered Training Organisation (RTO ID: 90537) at Certificate IV, Diploma and Advanced Diploma levels.

Certificate IV in School Age Education and Care – CHC40113 This qualification covers the skills and knowledge required for OSHC Educators.

Diploma of School Age Education and Care – CHC50213This qualification covers the skills and knowledge required for OSHC service Coordinators.

Advanced Diploma of Community Sector Management - CHC60312 This qualification covers the skills and knowledge related to the management of services in the community sector, including OSHC services.

Network specialises in working with experienced OSHC workers to achieve these qualifications through a Recognition Pathway. This allows people with at least three years’ experience in a relevant role to use documents from their workplace as evidence for assessment in each of the units in a qualification. We also conduct at least one workplace observation visit and request supervisor reports to confirm competency. Learners may also need to complete assessment tasks, undertake additional training, workplace tasks, questioning or a combination of these to fill any gaps in evidence identified.

Some units can be completed by attending accredited training sessions from this calendar and then completing the associated assessment tasks. You can enrol in these even if you are not currently enrolled in a qualification. Learners enrolled in our qualifications can attend these courses at no additional cost if the relevant unit/s form part of their qualification and their qualification fee payments are up to date.

What is required for a Customised Training session?Network offers the option of webinar or face-to-face classroom-style delivery.

For face-to-face sessions: • You need to have a suitable training room/venue• You must organise or provide your own catering• Most courses require equipment, such as a data

projector, screen, DVD player, white board or flip chart.• You will be notified of equipment required when you

receive your quote. Network can organise to bring equipment, but additional charges may apply.

For webinar sessions:• You will need a computer with reliable internet access• For a group all gathered in one location, you need a

screen, speakers and microphone that all participants can see and hear.

• For participants joining in from several locations, each will need a headset with microphone to listen and speak into or use the computer’s speakers and microphone.

• The organiser will need to set aside time before the session for a short trial run to ensure all equipment is working.

To organise Customised Training:• Select the required Network course or determine training

needs based on ideas from your workplace.

• Please allow at least 3 weeks before the earliest required training date to allow time for the necessary preparations. You must also ensure that your proposed training venue has enough space to comfortably seat the number of participants as well as the trainer, with a place to project the presentation slides.

• Complete the ‘Customised Training Request Form’ from the back page of this guide or download it from the Training section of our website. Return the completed form by fax or email.

• Network’s Training Operations Coordinator will contact you to discuss your training needs, participant numbers, venue location etc.

• After clarifying your needs, a price estimate will be sent to you within 7 days, outlining the proposed course outline and cost. Please note that costs vary according to the number of course hours, preparation time to develop new workshops, course participant numbers, location etc.

• Advise the Training Operations Coordinator by phone or email if you wish to proceed with the proposed course in the price estimate.

• An email will be sent asking you to confirm arrangements, including the final date, training venue, equipment required and number of participants. Your organisation will be invoiced once all details are confirmed.

Supporting Transition to School Age CarePresented by Sue Dockett

While a great deal of research has focused on children’s experiences as they start school, less attention has been directed to their experiences – and those of their

families and educators – as they start school age care. This presentation will share data from a recent research project investigating practices that promote positive transitions for children and families both to school and school age care.

The results emphasise the importance of leadership across both the school and school age care sectors, in the development of strong positive relationships among all those involved in transition – children, families, educators and communities. The presentation will share practices identified as effective. These reflect the principles of My Time, Our Place, and are aligned with the Transition to School: Position Statement, which focuses on the opportunities, expectations, aspirations and entitlements for all as they make the transition to school age care.

Sue DockettSue is Professor, Early Childhood Education, Charles Sturt University, based in Albury, NSW. Over many years, Sue has explored educational transitions, particuarly the transition to school. With Bob Perry, she has published widely in this area. Their work has been used in Australia as well as overseas.

In 2014, Sue and Bob, and a large research team, developed the resource entitled Continuity of Learning: A Resource to Suppport Effective Transition to School and School Age Care.

Special EventsALL ABOARD - Meeting the Needs of 9 - 13 year oldsStarting with a look at the developmental needs and interests of this age group, the session provides practical ideas and strategies to communicate and engage effectively with 9-13 year olds and plan experiences for them. Participants will have an opportunity to discuss ways of working and available resources that could to boost the participation and retention of 9-13 year olds in their programs, with some examples of successful programs provided by experienced educators. Presented in partnership with Waverley Library, youth workers and library staff working with this age group have also been invited to attend and share ideas on engaging 9-13 year olds.

The TFCC training room is located 5 minutes walk from Central Station and the Y Hotel is 5 minutes walk from Museum Station. All are close to bus routes that go to Central and the Sydney CBD.

• Network’s training sessions offer a mix of learning styles including lectures, group work, interactive discussions, games and activities. We ask that participants come prepared to participate fully in all activities, including wearing appropriate clothing and footwear for the type of training undertaken.

• Confirmations of bookings will only be sent if an email address is provided on the registration form. We will not post out confirmations. If you do not have an email address, please feel free to contact our office to confirm your booking.

• We generally limit enrolment to 4 people from the same service for equity reasons. Additional people from the same service wishing to enrol will be placed on a waiting list and the service will be advised closer to the training date if vacancies remain for them to attend.

Training Fees• All courses have set fees, which cover course notes, lunch

for full day sessions and morning tea or afternoon tea depending on session times.

• Network offers a 20% discount on training fees for full members of Network and ACT Associates.

• Participants enrolled in our full qualifications do not need to pay additional fees to enrol in Network-run accredited units that form part of their qualification, provided that their fees are paid in full or payment plan is up to date.

• It is expected that participants will attend the whole of the session. Leaving before the scheduled end of session will result in the participant not receiving their certificate of attendance.

• Please listen carefully to the health and safety instructions of the presenter/facilitator, as in the case of an emergency they are responsible for the safety of the whole group.

• We ask that all mobile phones be switched off during sessions. If there is a situation where it needs to be on, please switch it to silent and inform your presenter. If calls are taken please leave the training room to talk.

• Network trainers do not generally have information on fees or payment of courses. They can only accept payment in limited cases if this has previously been arranged with our office, but will not issue receipts on the day of training. Fees will be given to office staff and receipts issued at a later date.

• We ask that all participants show respect to the trainers and other group members. Group discussions may lead to difference of opinions, so we ask that participants can ‘agree to disagree’.

• Please take the time to complete the evaluation form at the end of the session. This is a valuable way we can gauge the effectiveness of the session and plan for the future.

• If you have concerns regarding the session, information presented, the presenter or any other aspect of training, please refer to our Appeals and Complaints Policy or speak to the Director of Professional Learning and Development.

• Please inform the trainer of any medical or language or literacy issues at the beginning of the session if not already noted on your enrolment form.

• Network retains the right to exclude training participants for inappropriate behaviour and/or a failure to adhere to the Learner Code of Conduct.

• Full refunds or credits will only be issued if cancellations are received at least 7 days prior to the course date. If there is less than 7 days before the course commences 25% of the training fee will be kept by Network for administration purposes, up to 24 hours before the course begins. After such time no refunds or credits will be given.

• Network makes every attempt to ensure that courses run, however we reserve the right to cancel or alter arrangements. If a course is cancelled or changed we will advise you as soon as possible.

• Your payment will be returned if all courses requested are unavailable. If you have booked more than one course and you are successfully enrolled in some and not others you will be offered a place in an alternative course. If you do not want to enrol in an alternative course you can request a refund or a credit. PLEASE NOTE that credits must be used in this current training calendar.
