The possession of, or progress towards, an appropriate tertiary level academic qualification will be considered a factor,increasing in importance with the level of classification, when determining efficiency of applicants in the Clerical Division .

(a) Applications also called outside the Service under section 24 .(c) Applicants must be graduates, with a qualification in teacher education and have a membership of the Australian

Psychological Society or recognised equivalent. A post graduate qualification in Education and Administrativeexperience are desirable additional qualifications .Membership by examination of an approved Institute of Quantity Surveyors . Preference for applicants with ex-perience in all types of quantity surveying work .Plus allowances where applicable .Eligibility for membership of the Australian Association of Speech and Hearing (former Australian College of SpeechTherapy) . Previous experience in working with children is essential, and children with handicaps desirable .Plus 15% allowance for overtime .Certificate in Applied Science or approved equivalent academic qualification .Junior or Achievement Certificate including passes in English, Mathematics and Science subjects, preference forapplicants with an acceptable qualification in eyto-technology .Associateship or degree in Occupational Therapy (W.A .I .T.) or equivalent qualification . Eligibility or registrationwith Western Australian Occupational Therapy Board.Certificate in Applied Science (Chemistry). A knowledge of Photography, Microscopy, Physics and Biology andexperience in the use of hand and power tools is desirable .Achievement Certificate, including passes in English, Maths, and Science subjects . Preference for subjects in theCertificate in Applied Science or comparable Leaving Certificate subjects .Completion of the first stage of the Diploma in Food Service or approved equivalent qualifications . Preference forapplicants with relevant experience .Certificate in Applied Science (Physics or Electronics) or other approved equivalent qualifications and relevantexperience.Appointee must be able to operate safely, workshop equipment, such as lathes, drills, welders and benders etc.

(r) Junior or Achievement Certificate including passes in English, Mathematics and Science subjects . Preference forapplicants with a Technical Education Division Certificate in Electronics or other appropriate Applied Science field .

This certificate is not to be regarded as a guarantee of cure,for the reason that it is frequently impossible to definitely detectevidence of sexual disease . (4) The lessee shall not without the previousconsent in writing of the Minister for Landsassign, transfer, mortgage, sublet or partwith the possession of the demised land .

(5) The land shall be occupied and used bythe lessee for the specified purpose within9 months of the commencement of thelease, and within 2 years of the commence-ment of the lease the lessee shall establisha water supply to the satisfaction of theMinister for Lands and in accordance withthe provisions of the Rights in Water andIrrigation Act, and shall develop for thespecified purpose not less than one thirdof the area to the satisfaction of the Min-ister .

(6) All buildings, erections, paving, drainageand other works shall be to the approvalof the Local Authority and the lessee shallperform, discharge and execute all requisi-tions and works unto the demised landas are or may be required by any local orpublic authority operating under anystatute by-law or regulation .

(7) The lessee shall maintain existing andfuture improvements to the satisfaction ofthe Minister for Lands .

(8) Compensation shall not be payable to thelessee in respect of any improvementseffected by him on the demised land andremaining thereon at the expiration orearlier determination of the lease.

(9) It shall be lawful for the lessee at anytime within the three calendar months im-mediately following the expiration of theterm or earlier determination of the lease,to take down, remove, and carry away anybuildings, structures, improvements andplant the property of the lessee .

(10) The lessee shall, within twelve months fromcommencement of the lease, fence theexternal boundaries with a stock-prooffence to the satisfaction of the Minister .

(11) The lessee shall indemnify the Ministeragainst all claims for damage to propertyor persons arising from the use of theland .

Neither the Government nor the Local Authorityshall be responsible for the provision of services tothe leased land .

The lessee will not be entitled to apply for thefreehold of the demised land at any time duringthe term of the lease or at the expiration of thelease .No person in the service of the Government of

the State is allowed to purchase or lease Crownlands without the previous permission of the Gov-ernor in writing .Intending applicants shall submit with their

applications an outlined plan, drawn to scale, show-ing proposed development within two years of oc-cupying the leased land .The Minister for Lands reserves the right to

refuse any application on the grounds that theproposed development is inadequate or unsuitable .Applications must be lodged at the Department

of Lands and Surveys, Perth on or before Wednes-day, May 14, 1975 accompanied by a deposit of$15.00 .

IT is hereby notified, for general information, that the areas scheduled hereunder are available for selection under Part V of the LandAct, 1933 -1972, and the regulations appertaining thereto, subject to the provisions of the said Act.

Applications must be lodged at the Department of Lands and Surveys, Perth, not later than the date specified but may be lodgedbefore such date if so desired.

All applications lodged on or before such date will be treated as having been received on the closing day, and if there are moreapplicants than one for any block, the application to be granted will be determined by the Land Board . Any lands remainingunselected will continue available until applied for or otherwise dealt with .

If a Land Board sitting becomes necessary, the applicants for the blocks will be duly notified of the date, time, and place ofthe meeting of the Board, and there shall be an interval of at least seven days between the closing date and the sitting of the Board .

PLANNING SCHEME, No . 9 ."WALLCLIFFE-WILDERNESS ESTATE" .

THE Shire of Augusta-Margaret River under andby virtue of the powers conferred upon it in thatbehalf by the Town Planning and DevelopmentAct 1928 (as amended) hereby makes the follow-ing Town Planning Scheme for the purpose of-

(a) preserving the environment of the schemearea,

(b) controlling the development of the land,(c) creating reserves .

1 .1 . This Town Planning Scheme may be sitedas the Shire of Augusta-Margaret River TownPlanning Scheme No . 9, hereinafter called "thescheme", and shall come into operation on thepublication of notice of the minister's final ap-proval thereof in the Government Gazette .

1 .2 . The Scheme shall apply to the whole of theland shown within the black border in the mapforming part of the scheme .

1 .3 . The responsible authority for carrying outthe Scheme is the Council of the Shire of Augusta-Margaret River . (Hereinafter referred to as "TheCouncil") .

1 .4 . Arrangement of the Scheme :-Scheme Text .Scheme Map .

1 .5 . In this Scheme the terms used have therespective interpretation set out in Appendix "D"of the Town Planning Regulations 1967 unlessotherwise specified by this Scheme .

2 .1 .1. Land within the Scheme area is classi-fied into the following zones and reserves :-

(a) Special Rural Zone .(b) Public Open Space Reserve .

2.1 .2 . Within the Special Rural Zone, the TownPlanning Board may approve applications for sub-division into sub-lots with a minimum area of 3hectares subject to any conditions .

2 .1 .3 . In giving consideration to applications forsubdivision the Board may take into account-

(i) The number of similar lots alreadyavailable for development both withinand outside the Scheme area.

(ii) The scale and rate of development oflots existing at the time of such ap-plication .

(iii) Any other factors considered relevantby the Board.

2 .1 .4 . The Council shall permit a single occup-ancy dwelling or a duplex dwelling to be erected oneach sub-lot within the scheme area, together withsuch outbuildings that would reasonably be associ-ated with residential or agricultural use, or otheruse permitted by Council.

2 .1 .5. The minimum floor area of any singleoccupancy dwelling shall be 67 sq metres, and for aduplex dwelling shall be a minimum floor area of60 sq metres per living unit.

2 .1 .6. No building shall be erected or placed onany lot without the owner making application toand gaining the approval of Council. Plans,specifications, materials, design and position ofany building shall indicate that it will be in harm-ony with the Rural environment .

2 .1 .7 . The position of any structure on any lotwithin the scheme area, including the setback fromthe lot frontage and side boundary, shall be de-termined by Council .

2 .1 .8 . No lot shall be used except for residentialor agricultural purposes, or other use permitted byCouncil on application by the owner .

2 .1 .9 . No person shall erect or display any sign,boarding, billboard, advertising device or likestructure without making application to and gain-ing approval of the Council .

2 .1 .10. As responsible authority the Council isaware of the need to improve the environment andeach lot owner will be encouraged to undertake aprogramme of tree planting .

3 .1 .1. Any application for development re-quired under any provision of the Scheme shall bein writing and be accompanied by such plans,sketches and specifications as to fully illustratethe proposals .

3 .1 .2 . Such plans shall embody the basic pre-mise that development and associated services aresecondary to the natural features of the site andindicate the extent of earthmoving and clearing .

3 .1 .3 . For the purposes of assisting and guidingthe Council in administering the Scheme and pro-tecting the amenity of the area, the owners ofland within the Scheme area may, from time totime, elect or appoint an Owner's Committee ofthree members .

3 .1 .4 . The Council shall refer any applicationfor development to the Owner's Committee andthe Committee shall recommend in writing to theCouncil that the application be approved, condit-ionally approved or refused .

3 .1 .5 . The Council shall pay regard to, but shallnot be bound by, the recommendation of theOwner's Committee .

3 .1 .6 . The Council may, by an authorised offi-cer, enter at reasonable times any buildings orland for the purpose of ascertaining whether theprovisions of the Scheme are being observed .

3 .1 .7. Any person aggrieved by a decision of theCouncil in the use of its discretionary powers un-der the scheme may appeal in accordance withpart V of the Town Planning and Development Actand the regulations made thereunder,

3 .1 .8. Any person who fails to comply with anyof the provisions of the Scheme is guilty of anoffence and without prejudice to any other remedygiven herein is liable to such penalties as are pre-scribed in the Town Planning and DevelopmentAct, 1928 (as amended) .
