"D. Notwithstanding any provision of law to the contrary, eachagency which has contracted with outside legal counsel forrepresentation in an action against another agency, shall submit adetailed report of all litigation costs incurred and payable to theoutside counsel to the commissioner of administration, the legislative

committee charged with oversight of that agency, and the JointLegislative Committee on the Budget. The report shall be submittedon a quarterly basis, each January, April, July, and October, and shallinclude all litigation costs paid and payable during the prior quarter.For purposes of this Subsection, the term "litigation expenses" shallmean court costs and attorney fees of the agency and of the otherparty if the agency was required to pay such costs and fees. Thecommissioner of administration shall not authorize any payments forany such contract until such report for the prior quarter has beensubmitted."

"(7) The commissioner of administration shall reduce the totalnumber of authorized positions approved in this Act and theAncillary Appropriation Act by 2,278 positions. The commissionerof administration is authorized and directed to adjust the Means ofFinancing and Expenditures of each department, agency, or programto reflect the cost savings realized in personnel costs, including merit,group insurance, retirement increases, and associated salary andrelated benefits for the eliminated positions."

"F.(1) The commissioner of administration shall have theauthority to take actions necessary to ensure that no appropriationcontained in this Act or the Ancillary Appropriation Act shall be usedto fund a merit pay increase for any classified employee. Thecommissioner of administration is hereby authorized and directed tomake necessary reductions in this Act and the AncillaryAppropriation Act for the 2009-2010 Fiscal Year by $34,102,482 forclassified state employees merit increases, by reducing State GeneralFund (Direct) by $13,486,160; State General Fund by InteragencyTransfer by $5,168,099, Fees and Self-Generated Revenues by$3,550,731; State General Fund by Statutory Dedications by$7,080,543; and Federal by $4,816,949.

(2) The commissioner of administration shall have the authorityto take actions necessary to ensure that no appropriation contained inthis Act or the Ancillary Appropriation Act shall be used to fund amerit pay increase for any unclassified employee. The commissionerof administration is hereby authorized and directed to makenecessary reductions in this Act and the Ancillary Appropriation Actfor the 2009-2010 Fiscal Year by $33,795 for unclassified stateemployees merit increases, by reducing State General Fund byInteragency Transfer by $31,510; Fees and Self-Generated Revenuesby $11; and Federal by $2,274."

A. Notwithstanding any provisions of the law relative toqualifications for and limitations on the number of notaries public,the commissioner of agriculture and forestry may appoint employeesof the Louisiana Agricultural Finance Authority as ex officio notariespublic.

B. Such ex officio notaries public may exercise the functions ofa notary public only to administer oaths, receive sworn statements,and execute affidavits, acknowledgments, and other documents, andshall be limited to matters within the official functions of theLouisiana Agricultural Finance Authority.

C. All acts performed by each ex officio notary publicauthorized by this Section shall be performed without charge or othercompensation.

D. The commissioner of agriculture and forestry may suspendor terminate any appointment made pursuant to this Section at anytime. Separation from the employ of the Louisiana AgriculturalFinance Authority shall automatically terminate the powers of suchan ex officio notary public."

"If not otherwise prohibited by law, in addition to any other authorityand power granted by law, the board of commissioners of anyjuvenile justice district established by state law is hereby authorizedto enter into a cooperative endeavor agreement with any other state,parish, or local agency to provide for the establishment andmaintenance of evidence-based juvenile services and programs,including but not limited to any early intervention programestablished by any district attorney having jurisdiction within thejuvenile justice district.
