Liberty Association Fellowship Meeting Sunday, July 23rd, 2006 Piney Grove Free Will Baptist Church

Rev. Tim Owen opened the meeting with the congregation singing "He Leadeth Me" and "Redeemed". Bro. Lavon Crawford welcomedeveryonetotoday's meeting. He announced the 2006 Free Will Baptist Year books were available for each church to pick up a copy from the front pew. Rev. Paul Smith prayed. Piney Grove's children's group "Patch, the Pirate" performed several songs and skits. They did a wonderful job. Rev. Tim Owen brought the message, "The Shepherd and the Flock". He ask the question, "Why Do We Do What We Do and Who Do We Do It For? At the close of the message Bro. Tim prayed and then led in singing, "Gentle Shepherd". Bro. Otis Whitehead closed in prayer. The host church served refreshments.

Liberty Association Business Meeting Saturday, October 14th, 2006 First Free Will Baptist Church of Panama City 32 in attendance

Rev. Tim Owen opened the meeting with the congregation singing "To God Be the Glory". Bro. Jonathon Bowman, deacon from the Panama City Church welcomed everyone to the host church and said the opening prayer. Bro. Lavon Crawford, Moderator, seated the ministers and deacons for the business minutes. Donna Clark, clerk, called the names of the delegates for them to be seated. The minutes were accepted as read. The treasurer's report was given by Donna and accepted as read. The Officers and Committee nominations were recommendations from the Executive Committee. They were voted on at one time. All were accepted as read. Trustee report- Bro. Lavon reported that $2,200.00 was approved to be given to Jared and John Owen, students at the Free Will Baptist College, from the Bill George Scholarship Fund. Youth Board- reported that the youth would go to Callaway Gardens to see the christmas lights on December 2nd. Camp Board- will meet January 1oth to discuss finances and pool repairs. Library- Bro. Ed Sweigart gave out an updated list of books, videos and DVD's. Fellowship- no report State report- Rev. Randy Bryant, State Executive Director, said we had a good State and National Association meetings with good attendance. The Christian Workers Conference is coming up November 3rd & 4th in Destin. The Seniors' Summit is in Ocala on November 13th- 15th. For all ministers and their wives on January 15th- 18th, 2007 at Amelia Island is the Minister's Retreat. The State is in the process of starting an Interim Pastor program, more to come on that later. Sign up for the Coordinator. David Baker is the new editor of the paper. Mission Shares were $n,ooo.oo behind because State added new missionaries.

It was announced there would be an Area Wide Crusade at Damascus FWB Church on November 6- 10 at 7 p.m. Bro. Tim Owen closed the meeting in prayer. The host church served lunch.

1. The Association, when convened, shall be opened and clo·sed by singing and prayer.

2. Only one person shall speak at a time, and he ·will rise to his feet and address the Moderator.

3. · Each person thus speaking shall not be inter­rupted in speech, except by the Moderator, un­til he gets through; nor shall the Moderator in­terrupt him unless he breaks order.

4. The person speaking shall adhere to· the ques­tions and shall in no way cast reflections on any person who may have spoken before him. ·

5. No person shall speak more than three times on the sarne subject without leave of the Associa­tion.

6. No person shall carry on conversation, one with another, so as to interrupt business while in ses-

7. Members shall address each other by the appel­lation of brother, brethren, or sisters.

8. . No members of this Association shall absent himself when the Association is sitting in con­ference without leave of the Moderator.

9. The names of the delegates of this Association shall be enrolled and called as often'as the As­sociation thinks is necessary.

10. No member shall speak longer than fifteen min­utes at one time without leave of the Modera­tor.

11. Visiting. brethren shall be entitled to a seat, and to discuss subjects, but not to vote.

CONSTITUTION OF THE LIBERTY ASSOCIATION OF FREE WILL BAPTIST CHURCHES

.

Preamble. · In order to encourage and inspire the churches of this association to engage in a more definite plan of work, to labor together in unity, and to coordinate their efforts for a greater program to Christ and His Kingdom; we do hereby adopt this Constitution and By- Laws.

Article I. Name - This organization shall be known as the Liberty Association of Free Will Baptist Churches.

Article II. Officers - The officers of this association shall be Moderator, Assistant Moderator, Clerk/Treasurer, and Assis­tant Clerk/Treasurer. (These offices may be combined.) The officers are to be elected at the Annual Meeting and will serve · a two-year term.

Article III. Membership - This association -shall be composed of churches in good standing according to the Faith and Prac­tices of the Treatise of the National Association of Free Will Baptists.

Section I. Church(es) desiring membership in this association shall send delegates bearing a petition letter. If the above church(es) upon examination by the Credentials-Examining Committee (Ordaining Council), are found to be in order and properly organized as specified in the Treatise of the National Association of Free Will Baptists, they shaH by vote of this body, be received in full fellowship.

a. It is recommended that all churches of this association require their pastors be a member of the church which

he serves, unless he pastors more than one church, then he must be a member of one of the churches he serves.

b. It is also recommended that, a church that cannot find a Free Will Baptist pastor, be allowed to call an interim pastor who will not preach contrary to the Doctrine of the National Association ofFree Will Baptists.

Article IV. Representation - This association shall consist of dele­gates from the churches of which it is composed, each church being entitled to two (2) delegates for the first twenty-five (25) members or fraction thereof: and one (I) delegate for each subsequent twenty­five (25) members or fraction thereo£

Section I. All ordained ministers and deacons who are in good standing with the association shall be standing delegates.

Article V. Committees and Boards -The following are elected on a rotating basis, whereby one member is elected annually. The Execu­tive Committee (5 member~ elected only-1R:nn-tlle standing-dele­gates), BoaJ:d-ef l'rusteesc(3-member-s), Yo~th Committee (5mem-

. hers), Camp Board (2 members), M~Board-(3 members), Li­brary Committee, and FeHowship-C-ommittee;- All committees and boards shall be subject to the association for their actions. All com­mittees and boards shall give a report of their actions at each asso­ciation business session.

Section I. ·.The association officers are members ex-officio of the above committees.

Section II. The following committees may be appointed by the mod­erator: Nominations, Resolutions, and Obituaries.

·Article VI. Presbytery of the Liberty Association - The Presbytery will serve as the representative of the Florida Liberty Associa­tion to interview ministerial candidates for ordination and detennine their qualifications for ordination. The Presbytery is also authorized to interview all incoming ministers to determine their qualifications for ratification of credentials. Those approved will thereby become members of the Presbytery. The Presbytery will report its final deci­sion to the body as information.

The Presbytery of the Liberty Association will be composed of: (I) Ordained ministers who have been approved by the Pres­

bytery of this association, and (2) Ordained deacons of member churches.

Members of this presbytery will receive a card of good standing and

may thereby present themselves as a Free Will Baptist minister or deacon in good standing. Members of the Presbytery will also be recognized as standing delegates to the Liberty Asso-

• • cJation. · In matters of discipline, the Presbytery will have the power to investigate questions of conduct, character, or doctrine of any ordained minister. Any disciplinary action taken by the Pres­bytery concerning ministers will follow the procedures pre­sented in, A Treatise of the Faith and Practices of the National

. Association of Free Will Baptists, and in accordance with the . Step -By-Step Procedure In Association Disciplinary Action Concerning Its Ministers, adopted July 1999. The Presbytery will have the authority to withdraw fellowship and/or revoke the credentials of any minister found to be unqualified due to

· unchristian conduct or character, or false doctrine. The minis­ter under such discipline would no longer be recognized as an ordained member in good standing. Although it is not within the scope of the Presbytery to approve the ordination of the deacons of local churches, the Presbytery has the responsibility to examine questions of conduct, charac-

. ter, or doctrine of deacons. The disciplinary action of the Pres­bytery will be limited to revoking the good standing status in this body. The deacon may, at the pleasure of his church, con­tinue to serve in the capacity of deacon, but he will not be rec­ognized as a standing delegate at the district, state, or national level. The Presbytery, from its membership, will elect an examining committee. The committee will interview the candidates and make a recommendation to the full Presbytery.

Article VII. Meetings - This association shall meet in January and July for a fellowship and a Saturday in April and October both for fellowship and~ conducting business. Business may be conducted at any fellowship meeting, if necessary. The Execu­tive committee shall make recommendations to the body con­cerning dates at the annual meeting in October. These dates may be changed by the body at any regular meeting.

Article VIII. Linda Cook Hummel Memorial Student Loan & Scholarship Fund - The Linda Cook Hummel Memorial Student Loan Fund shall be supported by individuals, churches, etc. To be eligible to receive a loan, the student: (1) Must be enrolled . . . in Free Will Baptist Bible College in Nashville, Tennessee, (2) Must be a member in good standing of a Free Will Baptist · church in this association which regularly supports the Linda Cook Hummel Memorial Student Loan Fund, (3) Shall give to the Board of Trustees of this association a promissory note. To be eligible to receive a scholarship, the student: (1) Must be enrolled in Free Will Baptist Bible College in Nashville, TN; (2) Must be a member in good standing of a Free Will Baptist Church in this association which regularly supports the Linda Cook Hummel Memorial Student Loan & Scholarship Fund; (3) Shall give a written request for a scholarship to the Board of Trustees of this association.

Article IX. Finances - Each church shall pay quarterly dues as

recommended by the Executive Committee and approved by the voting body.

Section 1. The Moderator shall receive one hundred dollars ($100.00) per year and the Clerk two hundred dollars ($200.00) per year. The remainder of the money shall be used for expenses of the Association that may occur.

Article X. Independence of Churches - Each church of this Association is a distinct and independent organization, with full and absolute authority to manage its own internal and external affairs, to elect its pastor and officers. and to receive and dismiss its members.

Section I. Each church of this Association shall have, hold, and control all its property, real and otherwise.

EXCEPTION: The church that is under the control of the Missions Board.

Section II. This Association shall act only in an advisory capacity. Should there arise in the local church any ques­tions on doctrine, practices or discipline, the Bible, and the Treatise of the Faith and Practices of the Free Will Baptists shall be considered the final authority.

Article XI. Quorum - One minister and five (5) standing delegates with six (6) delegates from (3) or more churches of this Association shall constitute a quorum.

Article XII. Amendments - This constitution may be al­tered or amended by a vote of the Association at any regular business session, if notice of such intended alteration has been given in writing and recorded at the previous business

BY-LAWS OF THE CONSTITUTION OF THE LIBERTY

ASSOCIATION OF FREE WILL BAPTIST CHURCHES

Article I. Duties of the Association Officers.

Section I. Moderator - The Moderator shall preside over all meet­ings of the Association; appoint temporary committees, and call the members of the Executive Committee together when necessary.

Section 2. Assistant Moderator - The Assistant Moderator shall pre­side over the meetings of the association in the absence of the Mod­erator. He shall assist the Moderator in the general work of the asso­ciation. He shall assume the duties of the Moderator in his absence.

Section 3. Provision for Moderator -Incase ofthe absence ofboth Moderator and Assistant Moderator, the body shall elect the Modera-tor for that session. · ·

Section 4. Clerk - The Clerk shall record the proceedings of the business sessions of the association and of the executive committee, and shall edit and have them printed into annual minutes for the gen­eral information of the member churches. Clerk shall also (1) collect the letters and reports from the churches, (2) prepare the association report to the Florida State Association of Free Will Baptist churches, (3) prepare all correspondence for the ·association, (4) if replaced, turn all records ofthe association over to the successor in office, (5) give the report of meetings to the associa­tion .

Section 5. Treasurer - The treasurer shall have charge of all associa­tion funds. He/she shall keep a record of all monies received and paid out by the association, make and give a financial report at each busi­ness session of the association, and if replaced, tum all records ofthe association with funds over to his/her successor in office.

Article II. Committees.

Section 1. Executive Committee - The executive commit­tee shall act for the association of churches when it is not in session on things that cannot wait until the association is in regular session.

This committee shall plan and arrange the year's program for all sessions of the association. This committee shall act as the promotional agency for the various work of the association. This committee shall be called into session when necessary by the Moderator or, in his absence, by the Assistant Moderator. This committee shall give a rep'ort of all business to the association.

-Section 2. Mission Committee - There shall be a mission committee consisting of three (3) member elected to terms, one for three years; one for two years; one for one year. Their duties:

a. . To promote mission work in this association. b. To coordinate the needs of our missionaries (home

and foreign) to each of our churches in this asso­ciation. To plan, organize, and supervise mission work in the association.

c. To report to the association .

Section 3. Board of Trustees - The Board of Trustees is to be in charge of all deeds and paper work dealing with the . property of the association.

a. To regulate and oversee the Student Loan & Scholarship Fund.

b. To collect funds on the promissory notes. c. To report to the association.

Section 4. Youth Committee -This committee shall consist of five (5) members elected on a rotating basis

a. To organize, plan, and supervise the youth rallies, CTS competition, Sunday School promotion, and summer camps, etc. for the association.

b. To promote our association among our youth. c. To report to the association.

Section 5. Camp Board - The duties of the camp board are:

a. To coordinate the work of the camp between our association and sister associations.

b. To help maintain the camp. c. To plan calendar events for the camp. d. To coordinate with the youth co-directors the pro­

grams for the camp (association).

Section 6. Library Committee - The Library Committee shall consist of (3) members elected by the association on a rotating basis. Funding will be received through.cooperative funds as determined by the annual association budget. Ma­terials may be purchased that are educational, inspirational, or entertaining. The committee should endeavor to purchase ·materials that will meet the needs of all age groups, includ-ing children and teenagers. Their duties include:

a) Purchasing, cataloging, and storing video and audio materials for the association churches and mem­bers.

b) Overseeing the loan of these materials to any church or church member of the West Florida Liberty Asso-

• • ctatiOn.

Section 7. Fellowship Committee. This committee shall consist of four members, elected on a rotating basis. Its goal is to endeavor to encourage every brother and sister in Christ to see the good we have and can do for others as we follow Christ. Romans 15:2 "Let everyone of us please his neighbor for his good to edification." The duties include:

a} Planning activities to promote Christian fel­·lowship among the members of the associa­tion.

b) Providing financial support, as deemed ap­propriate and affordable, to subsidize ex­penses of retreats, trips, and activities ap­proved by the Fellowship Committee.

Section 8. State Executive Committee Member- The Committee Member will represent the Liberty Association at the Florida State Association's meeting.· The Liberty Association will pay all expenses of the State Executive Committee Member each year.
