I am v ry glad that you have given me theopportunity to say to you 80rne v ry pertinent things in connectionwith the Hospital that the Soldiers Reli f Commission has deci ad tolocat at uskogee.

I had no particular interest in any town excepton account of the u8stion that might sri ., - now ar~ing and discussedin your lott r. If you will read the ct of the Legisla ure that createdthis Hospital, you will find that 506,000. appropriated. The lawaleo say that the Hospital must have not less tha 500 beds. At thepr se time, the Gov rn .ent is spendi g from 3800. to 4000. per bedfor construction of hospitals and they cannot be built any cheaper. Ithink the law says, in addition to the 500 bed re uirem nt, that voca­tional traiDing must be provided and suitabl buildings erected.

Somebody is going to make a v ry serious blunderand it will react on the Legion as ell s on those of us who were veryactive in pushing this Hospital pro am. I cannot speak with authority,because I have non so far as the connection the Federal Govern nt willhave with this Hoepital is concern d. Howev r, I am positive that theInstitution can never be a success unl ss leased to and maintained by theFederal Government for the follo ing reasons:

The Preeid nt has approv d the plan of the Directorof the U. S. Veterans' Bureau to hospitalize men in Govern entowned or co trolled institut ons to remove them from all con­tract hospitals. Therefore, if a man was hospitalized in theveterans' Memorial Hospital t uekogee, he would be hospital­ized at Stat xpense.

However, if you ill read the Act, as I remember t,no provision is made for maintenance, equipment or any otherthing except the erection of the buildings. If this Hospitali to succeed, the Oklahoma Legislature will have to appropriatemoney for maintenance and quipment as it did for the SulphurTuberculosis Hospital.

I am sorry that tho Oklahoma Legis1 ture did not sefit to give the Hospital uestion more study before appropr tingmoney. It is a complicated thing and it is likely that a gre tamount of money ill be un ise1y spent before w realize hathas been done.

I would suggest that you inv tigat thissituAtion thoroughly, get in touch with the Soldiers Relief C~ie ionan eterans' Bureau and iron this thing out. Have an agreement ithboth the Director of the Veterans' Burenu and Soldiers Reli f Commi ionto reach a definite understanding 50 that you bay introduce and passlegislation authorizing the Government to ent r into 8 lease for acert in number of years and to provide for additional co~struction ofbuild s that will be necessary befor. this plant will be fit forhospital us •

A similar thing ha been done at ExcelsiorS rings, iesouri. The Institution has been erected there by privatepersons and has no been taken over, the ersons have been reimburs dand the Government will continue construction by the addition of a

300,000. or 400,000. expenditure. This sort of an arrangement, Iam positiv , could be made for Omlahom •

I know of no 0 e better situated or in a morestrategic position than you to bring about an a eement bet cn theVeter nsf Bureau and Soldiers Relief Commission and with congressionalaid. Thie i a very serious thing to me. I think that one m mber ofthe Soldiers Relief Commission should be c 11 d here by you and a con­ference should be held and details worked out.

until the Institution is completed and passes into Governmentalcontrol or remains a state Institution, a aiting action of the Legis­lature for future ppropriations for building and maintenance, both ofrhich must be had b fore the Institution can function.

matter wi th the Camnissioner of Internal Revenue. I

enclose a copy of the memorandum which he has just sent

me. Upon receipt of this memorandum, I looked into the

matter further with a view to seeing whether It would

not be possible to obtain for you some canoelled stamps.

I find, however, that none are- available. I regret to

give you so unsati sfaotory an answer.
