What is Offer Versus Serve(OvS)?

• OvS allows students to decline some of

the food components/items offered

• Reduces plate waste

• Improves student’s perception of the

NSLP and SBP

• Same price if student declines items

What, Who, & When

OvS is:

- Required at high school level lunch

- Optional at all other grade levels

- Optional at breakfast for all grades

Who Decides?

- SFAs decide what grades to implement OvS

- Students decide what foods to decline

• Schools must identify what constitutes a

reimbursable meal at or near the beginning of

the serving line.

• Provide clear information about the choices a

student can make for a reimbursable meal.

• Schools using OvS must identify what students

must select as part of a reimbursable meal.

for cashiers and serving line staff

• Provides knowledge of what students are

required to take in OvS

• Annual training is required to meet the

professional standard requirements

OvS Reimbursable Lunch (Cont.)

For OvS lunch to be reimbursable, students must:

• Select at least 3 components• Must select at least ½ cup of either a fruit,

vegetable, or combination of Fruit/Vegetable

• Students may:• Decline two of the five required food

components, including entrée or milk• Take smaller portions of declined food items

(does not affect price)

OvS Reimbursable Lunch(Cont.)

• If a student does not select at least three of the food components, then the lunch is not reimbursable and the student must pay according to a la carte pricing.

• If a student does not have 1/2 cup Fruit/Vegetable/Fruit &Vegetable, then the lunch is not reimbursable.

• The 1/2 cup minimum serving from the fruit or vegetable component may be:

- A mix of different fruits

- A mix of different vegetables

- A mix of fruit and vegetables

• Every effort should be made at the point of

service (POS) to encourage the student to

take an additional component.

• Staff counting and claiming must be

trained to recognize meal components to

include those in combination foods.

Food Bars/Salad Bars

• Cashiers must be trained and informed on what

constitutes a reimbursable meal at Point of Sale(POS).

• If placed after POS, must have a monitor in order to

count towards a reimbursable meal.

• Must identify the food components/items and the

minimum serving sizes for each.

• Must indicate what foods/combination of foods students

can select to make a reimbursable meal.

Important Reminders - OvS:

• Meat/ Meat Alternates (M/MA) can substitute as a Grain

OR count as an Extra.

• Vegetables can be substituted for the fruit at breakfast,

but only if the first two cups per week of any such

substitution are from the dark green, red/orange,

beans/peas (legumes), or the other vegetable subgroup.

• “Extras” = Not counted as a component or item

• All grains for the week must be 50% whole grain-rich

OvS-Fruit at Breakfast

• 1 cup daily minimum must be offered-all age groups

• Menu planner can offer fruit as multiple items

and/or in various portion sizes to total 1 cup

- Vegetable substitute allowed

• Juice cannot exceed 50% of total fruit offerings

- Only full strength(100%) juice

• Dried fruit credits double for amount offered

• Under OvS, at least ½ cup fruit (veg/juice) must be

selected

Components vs. Items Three components must be offered at breakfast. You

must offer 4 items from 3 components in the appropriate age/grade groups in the correct minimum portion sizes.

Component: One of the 3 food groups that comprise a reimbursable breakfast and that must be offered: Fruit (veg or juice) Grains Meat/meat alternates (optional)

Milk

Item: Specific food offered within the 3 components: If operating OvS, must offer at least 4 food items

at breakfast Student must select at least 3 items
