Shared Services PlanThe Shared Services report includes both new proposals, and existing collaborations and joint operations. Several havebeen operational for many years, others are newer and evolving. Many proposed in the Shared Services report of 2012were dropped. However, those dropped projects are actually considered by the City to be deferred for future review.The City intends to carefully select shared services which can be achieved in a relatively short period of time and canachieve realistic savings.

Each year the City of Flint is faced with new financial challenges. Each function of the City is reviewed for the potentialof becoming a shared service. Also considered for new projects are daily internal activities which are common to othermunicipal entities.

A feasibility study is underway and due to be completed in the first quarter of 2013. Following a review ofthe results, if there is a recommendation to proceed from both the City of Flint and the 9-1-1 Consortium,a tinieline for implementation will be developed.

Also, in December 2012 a C-GAP application was submitted by the City of Flint and Genesee County 9-1-1Consortium to expand the existing communications tower system to strengthen the Flint City radio servicearea. This is another necessary step in a consolidation process. If awarded funding, tower construction is -

an 15 month process.

:CGAP funding was awarded to the City of Flint to add a new tower to the 9-1-1 system.Project is underway and is expected to be completed in September 2014.

In the spring of 2006, Pictometry International Corporation will capture both oblique (taken from an angle) and orthogonal(straight down view) high-resolution, true-color digital aerial photos for all of Genesee County. Images of every square foot of the Countywill be taken from multiple directions, providing complete views of every building, structure, road, and natural feature. All of the imagerywill be useable through a number of GIS applications, including a lightweight software tool called Electronic Field Study, ArcMap, andArcIMS. To meet the additional needs of 615 developers and planners, the orthogonal images captured by the vendor will be furtherprocessed, orthorectified, and certified by Sanborn Corporation to produce a traditional orthophoto product that meets or exceedsnational map accuracy standards at a minimum scale of 1=200’.The City of Grand Blanc was a part of this initiative as of 2013. The City of Grand Blanc will continue to be a part of this initiative as this isa great savings to the City of Grand Blanc.

In an effort to streamline HR processes and gainefficiences in their selection and hiring processes, both the City of Flint and Genesee County havecommitted to partnering with GISD to develop HR system and employee recruitment system formunicipalities throughout the region.~The City of Flint completed transition to the AppliTrack system in September 2013. No othergovernmental entity has joined at this time.

The Michigan State Housing Development Authority (MSHDA) was the lead organization in this activity.The Cities of Promise was an initiative that aims to re-develop Michigan communities and reduce poverty(in cities experiencing devastating conditions due to declining population, extreme poverty, loss of industry.and jobs, crumbling infrastructure and blighted neighborhoods. MSHDA has made a commitment to fundup to $25 million over a four year period towards blight elimination in the eight Cities of Promise. Theeight cities are Benton Harbor, Detroit, Flint, Hamtramck, Highland Park, Muskegon Heights, Pontiac andSaginaw. The blight elimination program has several goals which will reduce unsafe neighborhood,conditions and make neighborhoods more attractive. These goals include: improving neighborhood safetyfor children, substantially increasing the number of blighted residential structures demolished in each ofthe cities through strategic demolition activities, increasing income and skills of homeless persons in thecities, increasing the use of deconstruction (salvaging/recycling usable materials) in place of and/or inconjunction with demolition to remove unwanted structures and rebuild communities and increasing theuse of holistic market-based neighborhood revitalization plans tied to the neighborhoods where blight isbeing addressed with MSHDA funds. The blight elimination program is the critical first step in theserevitalization efforts across Michigan.
