Priority Issue I: FINANCES
(a) Raise $100,000 of Private Support for Departments and Majors from Alumni; Submit three projects for Federal Earmarks; and Increase Submission of Program & Project Proposals

(a) Minnesota State University allocated $30,000 in the M&E Budget for FY04 for the purpose of assisting the Alumni Foundation with initiating a new phone-a-thon strategy. The Foundation will now use the phone-a-thon to target alumni by specific department. The funds raised will then be allocated to the departments. Previously, the Foundation's phone-a-thon was used for raising non-allocate funds. The phone-a-thon began Sept. 21, 2003 and will continue through the spring 2004 semester. In the two weeks since beginning the phone-a-thon, more than $23,000 has been pledged.
MSU Moorhead Biology Professor Chris Chastain was awarded a three-year $124,335 grant from the National Science foundation for his research on a plant enzyme that is part of the process of photosynthesis in crops such as corn and sorghum. Part of the funding was awarded in recognition of MSUM's biotechnology program and will provide material support for senior-level MSUM biotechnology student research projects.
MSU Moorhead Anthropology and Earth Science Professor Rinita Dalan was awarded a $38,739 grant from the National center for Preservation Technology and Training to demonstrate the usefulness of a new instrument developed in concert with Bartington Instruments that will help archaeologists, soi scientists, and geologists identify buried sites and investigate subsurface features. Last year Dalan received a $92,000 National Science Foundation grant to support the commercial development of the instrument which is being engineered and manufactured by Bartinton Instruments in London. Dalan built the prototype in 1997.

MSU Moorhead changed its budgeting and planning process to adjust spending to available revenue. Budgeted expenditures do not exceed revenues for FY04. The University added a new administrative position of "University Planning and Budgeting Officer," and hired Jean Hollaar. She began her role in January 2003.
