TENDER NOTICE
No: B-253/2019-2020/1 dated 11/02/2019 For and on behalf of CMD, BSNL, Sealed tenders are invited by the Principal RTTC,
Kaimanam,Trivandrum-40, “For running the Mess in RTTC Campus, Kaimanam,
Trivandrum” from Registered contractors/firms/Agencies with minimum 2 years experience
in the field of running mess in Govt / Public sector organization/ institutions. The sealed
Tenders should be addressed to: Divisional Engineer (Administration), RTTC, Kaimanam,
Trivandrum-695040.
The tender documents can be obtained from this office after making payment of Rs 590/-
(Rupees Five hundred and Ninety only), (non-refundable) to the AO(Cash), O/o CGMT,
BSNL, Trivandrum, between 10.00 Hrs. and 15.00 Hrs. on all working days or from
www.keralatelecom.com or www.kerala.bsnl.co.in. If tender documents downloaded from the
above mentioned sites are used, a crossed DD payable at Trivandrum obtained from any
scheduled Bank drawn in favour of AO(Cash), O/o CGMT, BSNL, Trivandrum for Rs. 590/-
(Rupees Five Hundred and Ninety only) towards the cost of tender documents should
accompany the sealed Tender.
The last date of Sale of Tender document is upto 12.00 hrs on 05/03/2019.
Earnest Money Deposit of Rs 3900/- (Rupees Three Thousand and nine hundred only) shall
be remitted in cash to the AO(Cash), O/o CGMT, BSNL, Trivandrum on or before 12: 00 hrs
on 05/03/2019 and the particulars of receipt obtained may be furnished in the bid form of the
Tender documents or Demand Draft for Rs. 3900/- (Rupees Three Thousand and nine
hundred only) drawn in favour of AO(Cash), O/o CGMT, BSNL, Trivandrum and payable at
Trivandrum from any scheduled Bank shall be enclosed with the bid form in a separate cover.
The tender documents completed in all respects shall be deposited in the tender box kept for
this purpose in the chamber of DE (TM), RTTC, Trivandrum on or before 15.00 hrs of
05/03/2019.
The tenders will be opened on 15.30 hrs on 05/03/2019 at the chamber of DE(TM),
RTTC, Trivandrum.
Conditional offer shall not be considered and is liable for rejection. Before quoting the rates,
the tenderer may see the working site/condition or seek any clarification in the matter with the
undersigned on any working day during working hours viz from 0930 hrs to 1700 hrs on week-
days (Monday to Saturday except holiday).

TENDER DOCUMENT On behalf of CMD, BSNL, sealed tenders are invited by the Principal RTTC,
Kaimanam,Trivandrum-40, for running the Mess in the RTTC Hostels, Trivandrum from
Registered contractors/firms/Agencies with minimum 2 years experience in the field of
running mess in Govt/Public sector organization/institutions. The tender should be addressed
to DE(Admn),Kaimanam, RTTC, Trivandrum-695040.
The last date and time for receipt of tender is up to 15.00 hrs on 05/03/2019. The
tenders shall be opened on the same day at 15.30 hrs in the office of the DE(TM) in the
presence of tenderers or their representatives present. The tenders received after 15.00 hrs
of 05/03/2019 either personally or by post shall not be entertained.
Conditional offer/tender shall not be considered and is liable for rejection. Before
quoting the rates, the tenderer may see the working site/condition or seek any clarification in
the matter with the undersigned on any working day during working hours, viz. from 0930 hrs
to 1700 hrs. on weekdays. (Monday to Saturday except holiday).
If the date of opening of tender is declared as a holiday for any reason, automatically
the next working day will be the last day for receipt / opening of the tender with the same
timings.
No adjustment will be made from the EMD of the bidder paid for earlier tenders and
lying with this office.
Terms and Conditions of the Tender
1) The Tender submitted by a registered contractor/firm/Agency with minimum 2 years
experience in the field of running mess in Govt/Public sector organization/institutions, only
shall be accepted.
2) Copy of the experience certificate duly attested should be attached with the tender
document.
3) The successful tenderer or authorized representative shall have to start working from the
date ordered by the undersigned. The contract shall be for a period of 12 months. The
period of contract can be extended for further period with mutual consent. The period is
liable for alteration at the discretion of the undersigned. Undersigned reserves the right to
terminate the contract at short notice of one month without assigning any reason.
4) The contractor may take over all the items of stock (both fixed and movable) under
aquittance from Mess and he/she shall be responsible for their safe maintenance and return
on completion of the contract. Any loss or damage to the items shall be made good by the
contractor as decided by the undersigned based on their value. Utensils, which are being
used in the mess, shall be made over to the contractor. Additional requirement if any
should be met by the contractor himself/herself. Movable property of BSNL or cooked
food should not be moved out of the RTTC premises without the permission of the
undersigned.

5) The contractor may employ adequate number of employees at his expense for smooth and
efficient running of mess. He/she is responsible for proper and polite behavior of his
employees in the mess towards diners and administration.
6) Contractor or employees should not pick up any quarrel with trainees / staff of BSNL.
Disputes on any issues should be brought to the notice of the mess warden/ administration.
7) The mess premises, wash basins, dining rooms, kitchen and all other associated plant,
machinery, apparatus, utensils, storages etc. must be kept clean and in hygienic condition.
It is the responsibility of the contractor to clean the mess hall, kitchen room, gas chambers,
window panels, fan & lights available in the kitchen and mess hall. Special cleaning should
be done on week ends (removing cob webs, cleaning window panel etc.) and any disregard
to these shall attract penalty as decided by the undersigned.
8) The staff of the mess must dress neatly and maintain personal cleanliness & good health.
The employees must wear head cap while in duty in the kitchen and mess hall. All the
employees in the mess should have health card issued by the competent authority. The
contractor should provide uniforms and badges to the serving staff in the mess. It is to be
ensured that sufficient number of workers is engaged for preparing, serving and cleaning.
Also ensure cleanliness and hygiene among workers.
9) The contractor shall provide the following items to the trainees daily in RTTC Hostels.
Morning coffee / tea/ at 06:30 hrs to 07:00 hrs
Breakfast with coffee/tea at 08:00 hrs to 09:00 hrs
Lunch 13:00 hrs. to 14:00 hrs.
Snacks, coffee/tea at 17:00 hrs to 18:00 hrs.
Dinner at 20:00 hrs to 21:00 hrs.
In addition Tea/Coffee and snacks shall be supplied to Trainees and Staff of RTTC
Trivandrum between 10:30 hrs to 11:45 hrs and 14:30 hrs to 16:00 hrs at respective
canteen premises of RTTC Trivandrum, Fried snacks should be provided only once in a
day( Either during 10:45 to 11:45 or 15:00 to 16:00)
10) If the trainees happen to arrive a day before the commencement of the training session at
Regional Telecom Training Centre, it shall be the responsibility of the contractor to provide
them food on request.
11) The contractor should supply milk, bread, gruel etc. and also hot water for drinking to the
trainees on request.
12) The contractor shall also supply additional items of food, snacks, beverages, etc during
working days in office/class rooms/ seminar halls/ auditorium as per schedules at rates
specified therein.
13) When trainees arrange excursion trips on any day for which they have paid for food, it shall
be the responsibility of the contractor to provide them breakfast, sufficiently early in the
morning and also food packets for their use during daytime. During night when they arrive
late, the contractor must make arrangements for serving them dinner by employing enough
work forces.
14) There shall be self-service at the mess. The contractor shall make necessary arrangement to
see that the trainees do not stand in the queue for more than 5 minutes on any account and
that the service is prompt to ensure that there is no undue delay.
15) The contractor shall prepare breakfast, lunch and dinner dishes as per menu card as in
Schedule I. The quantity of food items to be served should be as indicated in Schedule II.
Where quantity is not prescribed, the mess warden may prescribe it at any time. If a sizable
number of trainees are from outside Kerala, North Indian or other South Indian cuisine is to

be provided as per the requirement of the trainees. The Contractor should provide variety in
taste by changing the vegetables, spices, frequently. Contractor should ensure that the
Quality and Quantity of food served is not relaxed in any way.
16) The contractor shall make necessary arrangements for serving food to Inspection Quarters
and staff quarters if directed by mess warden or by the undersigned at the scheduled rates
plus Rs.5/- extra per breakfast/lunch/dinner including fetching charges from the mess on
payment basis promptly.
17) The contractor shall abide by the rules and regulations of the running of mess in respect of
health, sanitation and security matter. He shall employ only healthy workers in the mess
free from any contagious disease. The contractor shall employ adequate number of workers
for the smooth function of mess. Employing child labour in the mess is strictly forbidden
and violation would attract penal provisions of the law. Employees with health card only
should be employed.
18) On the occurrence of any injury/ accident to the mess employees, the contractor should
comply with the statutory requirements in notifying the authorities with in the time
stipulated therein and also intimate the RTTC administration about the incident.
19) The agreement, which would be entered into on acceptance of the quotation, is terminable
for non-adherence of any of the conditions stipulated therein and also for reasons of
misconduct and unsatisfactory running of the mess after issuing one month’s notice to the
contractor. If the tender is terminated during the period of agreement, the EMD/ security
deposit provided by the contractor shall be forfeited.
20) There shall be strict quality control of food. Fine rice and only well known brand items
should be used for the preparation of food. The following brands only should be used for
the items mentioned below in the mess.
1. Wheat flour : Pillsbury, Ashirvaad, Brahmins
2. Milk/ milk products Milma
3. Sunflower Oil Gold winner, Godrej, Sun drop
4. Coconut oil Kera
5. Tea Brooke bond, AVT, Kannan Devan
6. Coffee Bru, Sun rise
The advice of Mess Warden should be sought in case of any problems like non availability
of a particular brand/item, shortage, etc.
21) It will be the responsibility of the contractor to store the stock of materials purchased by
him in a neat, tidy, and hygienic manner. The materials stocked should be kept neat and
clean in closed containers.
22) In case of any food poisoning / contamination, the contractor will be held fully responsible
and he shall bear all the expenses caused due to such incidents. This will also attract
damage charges as decided by the under signed and is not challengeable by the contractor.
The contractor should make alternate arrangements to supply food items to the inmates in
such emergency situations.
23) The prohibited items like baking soda, chemical colours, Ajinomoto, adulterated oils,
should not be used. For any breach of this, the contractor is liable for penalty as decided by
the undersigned or liable for termination of contract. The quantum of penalty shall be
commensurate with the loss or damage as decided by the undersigned.
24) The payment to the contractor shall be made by trainees/diners on weekly basis after
computing the total number of days for which catering facility is availed. The diners shall

pay one week’s approximate charges to the contractor in advance at the time of joining
hostel and subsequent weekly payment to be made by the trainees to the contractor for the
week from Monday to Sunday on every Monday in settlement of facility availed as stated
above. The contractor shall arrange for collection of charges from trainees under issuance
of proper printed serially numbered receipt. The contractor should submit the account
statement for sums received for each month from the trainees and staff for the mess charges
to the undersigned. No payment shall be made from RTTC office to the contractor.
25) RTTC Trivandrum is absolved of any responsibility attached to in respect of the workers
engaged by the caterer. All wages etc. for the workers should be properly disbursed by him.
The contractor shall conform to all labour regulations that are in force in the State of Kerala
from time to time as and when applicable in respect of all persons employed by him
including the labour working in the mess, the administration shall not in any way be liable
or responsible for any act of omissions or commissions by him in this regard. The
contractor shall comply with all statutory provisions, regulations, etc. applicable from time
to time for running a mess including the provisions relating to various taxes and shall
absolve the administration from the provisions of the said act.
26) Provisions of EPF & Misc. Provisions act 1952 and Employees provident fund scheme
1952 should be complied by the contractor in respect of labours/ workers engaged by him
for performing the works.
27) The contractor shall replace or arrange for payment of the cost of furniture, fixture, gas
cylinders, kitchen equipment, catering materials etc. in case of theft, loss, and damage at
the prevailing market price.
28) The contractor should acquire license to run the mess from competent authority and shall
pay sales tax, GST or any tax imposed by the Municipal Corporation and others having
authority to do so. Such taxes shall be paid as and when they become due, to the concerned
authorities, without any delay. He shall ensure that he does not violate any of provisions of
labour laws. Also the registration from the Kerala State Food Safety Department is to be
submitted within one month of award of contract.
29) The persons deployed by the contractor under the contract shall be employees of the
contractor for all intents and purposes. The employees deployed by the contractor will be
under the control and supervision of the contractor. In no case or under any circumstance,
an employer – employee relationship can be formed or claimed between BSNL / RTTC,
Trivandrum and the employees of the contractor. BSNL / RTTC Trivandrum will not be
responsible for any dispute between the contractor and his employees.
30) Subject to the conditions stipulated above, the contractor shall quote the rate per day, per
trainee, with break-up rates for coffee/tea, breakfast, lunch and dinner as per schedule
attached. The tenderer shall enclose cost calculations sheet for average of 50 trainees
showing the break-up of ingredients quality like rice (quality), dal, oil, coconuts, milk,
recipe materials etc. However, it has to be noted that the number of trainees shall be
fluctuating either way.
31) Tenders shall be evaluated on the basis of rate per day per trainee for running the mess and
rate/tea/coffee + snack in the Office/ Canteen.
32) The tenderer has to furnish an Earnest Money Deposit of Rs.3900/-(Rupees Three
Thousand and nine hundred only). The EMD amount has to be paid through bank DD
drawn in favour of AO Cash, O/o CGMT, BSNL, Trivandrum and the same is to be
enclosed along with tender. The EMD does not earn any interest. EMD of Rs 3900/-
(Rupees Three Thousand and nine hundred only) shall be refunded to the unsuccessful
tenderer within two months of finalisation of the tender.

33) The successful tenderer has to furnish the security deposit of Rs 1,00,000/-(Rupees One
Lakh only) by Bank guarantee or through DD drawn in favour of AO Cash, O/o CGMT,
BSNL, Trivandrum. The security deposit of Rs 1,00,000/- (Rupees One Lakh only) shall
be returned to the contractor at the end of the period of agreement after satisfactorily
establishing that no loss/liability/damage is outstanding for adjustment. Any damage
charges shall be deducted from the security deposit before refund. The security deposit paid
in the form of DD shall not earn any interest.
34) The contractor shall execute an agreement on stamped paper of Rs.500/-(Rupees Five
hundred only) at his cost, stipulating the various conditions for running the mess.
35) The contractor shall abide by any fresh stipulations or alterations put forth by the
administration with advance intimation.
36) One single room accommodation facility is made available for overnight stay of
employees/contractor in the hostel premises. Two rooms in the kitchen block for storing
mess stores shall be made available to the contractor in addition to kitchen and delivery
counter. The contractor should take full responsibility for good behavior of his employees
and himself. The employees/contractor are strictly prohibited from using the bed spreads,
blankets, pillows etc. belonging to BSNL.
37) The approved contractor should pay to the department a token charge of Rs 4,000/-
(Rupees Four Thousand only) plus applicable GST charges per month for using the
infrastructure like furniture, utensils, gas burners, empty gas cylinders, fridge and other
electrical fixtures and fittings attached to the mess. This amount of Rs 4000/-(Rupees Four
Thousand only) plus applicable GST charges has to be paid to AO Cash, O/o CGMT,
BSNL, Trivandrum, The above charges include charges for single room accommodation
provided to the contractor’s staff .
38) A monthly payment of Rs.1000/-(Rupees One Thousand only) plus applicable GST
charges has to be paid by the contractor for using the Biogas plant of RTTC.
39) The contractor should take prior permission to provide food to the participants of external
programs while receiving orders from the organizers of external programs in RTTC
campus. The contractor should make the rental payments for the mess hall whenever orders
for such external programs are undertaken. The rates of rental charges per day are as given
below.

40) The contractor should pay the charges for electricity and water consumption in the kitchen.
All the payments should be remitted on or before 15th of every month. If fails to do so, 2%
penal charges will be levied for every month or part thereof.
41) The Tender shall be rejected if
a) The Tender is not sealed.
b) The rate is not quoted in words.
c) The Tender is with over-writing or illegible writing
d) Tender form is not signed.
e) The Tender is submitted by the party other than the purchaser of the tender form.
f) EMD is not paid.
g) Copy of the registration certificate is not enclosed.
h) Experience certificate, which is duly attested, is not attached.

42) The contractor shall be responsible for Workman’s compensation, etc. arising out of
contract for running the mess as per the Workman’s compensation Act.
43) The competent authority shall test the samples of cooked food and oil used for cooking.
44) The undersigned shall decide upon the revision of rate for breakfast and meals, at specific
request of the contractor, after review of the price variation of administered prices. The
decision of the administration shall be final and binding on the mess contractor.
45) Mess charges shall not be paid by Hostel inmates proceeding on sanctioned leave or in case
of hospitalization (which would be certified by the hostel warden) during their absence.
46) In case a trainee is absent for less than 2 days, no refund of mess fee is allowed. But if the
period of absence, other than absence covered by clause mentioned above, is 2 days or
more continuously with prior intimation of 12 hours, rebate at the rate of 70% of the
scheduled daily rate, per head per day of absence rounded off to the nearest rupee is
refundable to the trainee by the contractor on production of permission letter to remain
absent issued by the warden. Full concession is allowed when the entire batch goes on
study tour for more than one day (official trips) as certified by the mess warden.
47) Employing the serving staff/ cleaners in the mess on daily basis is strictly prohibited since
it leads to security and cleanliness problem. Any change in the working staff must be
intimated to the mess warden.
48) The contractor and his employees shall not be borne on the establishment of the BSNL.
49) The contractor shall attend the Mess meeting convened by mess warden.
50) Whenever required, the contractor has to provide full meal at lunch time (between 1300
and 1400 hrs.) for staff members/day scholars, which is cooked in the mess and served in
the RTTC mess at the approved rates. The menu shall be decided by the administration.
51) The contractor shall make arrangement for the inspection of the food items and its storage
and overall neatness of the mess twice in a month or as and when desired by the
undersigned or the authorized representatives and obtain a certificate in token of
inspection. The contractor must co-operate with the members/representatives in this regard.
He may have to provide sample Tiffin/meals to check the quality/quantity of food free of
cost (only when on inspection).
The representatives of the administration is authorized to
1. Supervise the smooth functioning of the mess.
2. To check the quality of the food that is served.
3. To check the hygienic condition of the mess.
4. Change the menus.
5. Check provisions/ vegetables purchased & stocked by the mess contractor.
6. Recommending the food items etc to be used.
7. Revision of rates in extraordinary circumstances.
52) The contractor should take prior permission for extending mess facilities for programs
conducted by other agencies in the RTTC Campus. The date, time, mess hall and expected
number of persons must be intimated in writing to the Administration for according
sanction.
53) BSNL staff working in RTTC Campus should be provided with the quoted rates for
individual food items.
54) No compensation shall be paid in case no trainees are available in RTTC for any period due
to any reason.

55) Contract can be terminated by the administration without assigning any reason with one-
month notice.
56) Non-Veg items may be provided to inmates on payment basis on demand and the rates
should be fixed in consultation with RTTC.
57) In case of any disputes, the matter shall be referred to the Deputy General Manager, RTTC,
Kaimanam,Trivandrum for arbitration in accordance with relevant arbitration act/rules.
58) Trainees will be rating the Mess service on a scale of ten. If the ratings go below 7
warnings will be issued in writing by the administration. If ratings are below ‘7’ for
consecutive three times the services of the contractor will be terminated.
59) For breach of any of the above conditions, the contractor is liable for penalty as decided by
the undersigned and termination of the contract. The contractor is also liable to make good
the loss / damage of BSNL property made over to the contractor/ utilized by the contractor
during the period of contract, in addition to the penalty. The rates of penalty shall be
commensurate with the loss/damage as decided by Administration, RTTC Trivandrum.
