Puzon EXPLANATORY NOTE WHEREAS, Early childhood education should address the moral development of the child, especially the cari ng and compassionate aspects of morality. There could be no more important than teaching our children a sense of caring and social responsi bi lity, we might teach them reading, writing, math, and computer skills but we need to build their good values good moral conduct at an early stage of their lives; WHEREAS, Koh lberg's theory of moral development builds on Jean Piaget's work, which focused primarily on cognitive development, according to Piaget (1965), children construct and reconstruct their knowledge of the world through interactions with the environment, Such knowledge includes children's understandings about what is right and what is wrong. Moral development and cognitive development are thus closely i nt ertwined. WHEREAS, Moral reasoning is, in fact, considered to be one of the central aspects and considered as " building blocks" of moral functioning (Berkowitz & Grych, 1998). EXPLANATORY NOTE

WHEREAS, Early childhood education should address the moral development of the child, especially the caring and compassionate aspects of morality. There could be no more important than teaching our children a sense of caring and social responsibility, we might teach them reading, writing, math, and computer skills but we need to build their good values good moral conduct at an early stage of their lives;

WHEREAS, Kohlberg's theory of moral development builds on Jean Piaget's work, which focused primarily on cognitive development, according to Piaget (1965), children construct and reconstruct their knowledge of the world through interactions with the environment, Such knowledge includes children's understandings about what is right and what is wrong. Moral development and cognitive development are thus closely intertwined.

WHEREAS, the practice of using "moral stories" to build character, may be adopted, they also suggest that the use of children's literature must be consistent with other learning theories, it represents an effort to give children a sense of morality as teachers may also provide them with experiences to develop their own understandings about what it means to do the right thing at an early age;

BE IT ORDAINED by the Sangguniang Panlungsod of Santa. Rosa in session assembled that:

AN ORDINANCE REQUIRING DAY CARE/EARLY CHILHOOD LEARNING CENTER/ SCHOOLS & DEPARTMENT OF EDUCATION (DEPED) RUN NED SCHOOLS WITHIN THE CITY OF SANTA ROSA TO INCLUDE BIBLE BASED STORIES IN THEIR CURRICULUM FOR AS EARLY AS PRE-SCHOOLERS TO INCULCATE MORAL DEVELOPMENT AT AN EARLY AGE

Section 1. Short Title : This Ordinance shall be known as an "Ordinance Inculcating Moral Development in the primary years of Child's Education;"

Section 2. Declaration of Policy This Ordinance shall focus on the manner in which the values inherent in the religious doctrine are embodied in the expectations for teachers, students, and parents at an early stage of learning, including such issues as student comportment in and out of school, teachers' discipline practices, and the nature of teachers' communication with parents.

Section 3. Definition of Terms- For the purpose of this ordinance the following terms are defined as follows:

a. Bibliotherapy - the use of reading materials for help in solving personal problems or for psychiatric therapy; also : the reading materials so used

b. Cognitive Development - is a field of study in neuroscience and psychology focusing on a child's development in terms of information processing, conceptual resources, perceptual skill, language learning, and other aspects of brain development and cognitive psychology compared to an adult 's point of view

c. Compassionate - tuning in to other people in a kind and loving manner

d. Day Care - a program, facility, or organization offering day care

e. Doctrine a creed or body of teachings of a religious, political, or philosophical group presented for acceptance or belief;

f. Early Childhood - is a stage in human development. I t generally includes toddlerhood and some time afterwards where play age is an un_specific designation

f. Inherent - is an essential quality that is part of a person or thing

h. Moral Development - involves the formation of a system of values on which to base decisions concerning "right" and "wrong, "or "good" and "bad."

i. Religious Doctrine - the written body of teachings of a religious group that are generally accepted

j . Values are underlying assumptions about standards that govern moral decisions

Section 4 Project Objectives To help children learn the values of obedience, honesty, reverence that can be adopted at an early stage of life, in their day to day dealings

Section 5. Budgetary Requirements : Shall be taken out from the 5% Gender And Development Fund/Budget

Section 6 . Programs & Activities Programs & Activities shall include:

a. In the more actively religious schools, there was a designated time for listening to Bible stories.

b. During Christmas time, they may engaged in a number of activities; for example, literature samples may be obtained from Catholic/Christian preschools each feature a photograph of the Christmas performance, which was an enactment of the Nativity.

c. Children are at a great advantage when their spiritual development is recognized, fed and nurtured. Children are taught right and wrong from a Biblical perspective, through stories, circle time, devotion and assemblies, Christ-like virtues shall be promoted in the School.

Children in turn shall :

i) learn Bible stories, Read and discuss stories, i.e. Noah's Story or reinforce the section where God creates the Rainbow and His Promise

ii) color develop Recognition Skills - God Created the Beautiful Colors · of the Rainbow -Coloring a picture of the Rainbow

ii) learn to pray from a examples of others iii) memorize simple/short bible scriptures iv) learn short Christian songs and rhymes v) learn that we LOVE Jesus and live to please

Him

Section 7. Sustainability of the program: The Stakeholders shall regularly undertake advocacy and networking with other concerned groups

within the City

The City Government shall create partnership with fai th based group/s

The group shall conduct story telling training & techniques

Orientation shall be conducted for Day Care/DepEd teachers relative to Bible Teachings

To conduct research & further studies on issues like bullying, child youth vices, low morale & other related concerns

To conduct assessment on the output of the program

Allocate at least 30 to 45 minutes in the child's daily activities

Section 8. Implementing Agency LGU - source of budget of __ Stakeholders & Functions :

City Treasurer - to open a Special Savings Account & monitor disbursement of fund from GAD

Section 10. Repealing Clause. Any Provincial Ordinances, Executive Orders, Resolution, Ru les & Regulations or part thereof which are inconsistent with provisions of this ordinance, are hereby repealed, modified or amended accordingly.

Section 11. Effectivity : This Ordinance shall take effect upon its enactment by the City Council and ratification of the Sangguniang Panlalawigan.

RESOLVED: As it is hereby RESOLVED to approve, "AN ORDINANCE REQUIRING DAY CARE/EARLY CHILHOOD LEARNING CENTER/ SCHOOLS & DEPARTMENT OF EDUCATION (DEPED) RUNNED SCHOOLS WITHIN THE CITY OF SANTA ROSA TO INCLUDE BIBLE BASED STORIES IN THEIR CURRICULUM FOR AS EARLY AS PRE-SCHOOLERS TO INCULCATE MORAL DEVELOPMENT AT AN EARLY AGE".
