Dear Grand Masters, Masters, Instructors, Competitors and Supporters,
On behalf of International Taekwon-Do Federation ITF HQ Korea and ITF HQ Netherlands
we have the great pleasure in inviting you to the;
2017 Open Taekwon-Do World Championships / World Cup
that will be held in Barneveld, Netherlands 28th of September to 1st of October 2017.
The event shall be held in the Barneveld Veluwehal – The Netherlands.
This Championships is OPEN to all our brothers and sisters in Taekwon-Do regardless of
Taekwon-Do style, affiliation, association or political background. Taekwon-Do is ONE and
during this tournament we will share the passion we all have for the art, sport and
martial art that is Taekwon-Do and demonstrate our great courtesy for each other.
We sincerely hope that the Open World Championships will be a success for all
competitors, coaches, umpires, VIPs and supporters. We look forward to welcoming all of
you to the Netherlands in September 2017.

2017 Open Taekwon-Do World Championships
The Open World Championships Taekwon‐Do will take place from the 28th of September
– 1st of October 2017, in Barneveld Veluwehal the Netherlands.
Barneveld is located in the center of the Netherlands and very close to the different
airports and train stations in the country.
Arrival dates and meeting point
Delegations with black belts have to arrive in Barneveld before or on Wednesday 27th of
September 2017 before and must be available at latest 12.00 hours in the Veluwehal for
accreditation and final payments according to timetable of registration and weigh-in.
Delegations with color belts have to arrive in Barneveld before or on Friday 29th of
September 2017 before and must be available at latest 15.00 hours in the Veluwehal for
accreditation and final payments according to timetable of registration and weigh-in.
Note:
-All delegations will have to pay all fees in advance via bank transfer.
-Delegations arriving before Wednesday 27th of September 2017 may directly proceed to
the hotel.
-Each country will be responsible for their own expenses whilst attending the
Championship.

Registration
Registration for this event needs to be completed on-line with the process being made
available as soon as possible.
All participants will have to register through this system to ensure they have access
through the organization to the necessary accommodations and participation.
Participants have to completed the correct registration procedure in orde to participate,
anyone without correct registration will not be permitted to participate.

ID Card
All registrated with be provided with an ID card which will give provide access to the
tournament, training facillities, VIP rooms, phsiotherapy and after party.
Information to register will be provided through our social media (Face Book, Instagram)
and website www.itfopenworlds.com as soon as possible.
All participants (competitors, coaches, umpires, VIP) during this 2017 Open Taekwon-Do
World Championships have to provide a photo for the ID-card. Also supporters using the
accommodation of the organizer have to provide a photo for ID-card.
We wish to assure you this will be done as quickly as possible in order to provide plenty
of time for you to prepare for this unique event.

Divisions
2017 Open Taekwon-Do World Championships / World Cup
- The championship will be performed separately for Seniors, Adults, Juniors, Children
and Kids.
-Kids are defined as at the youngest 5 years old on the first day of the competition
(divisions will be made from a 2 year age group for example 5-6, 7-8. (Note: The
organizer reserves the right to combine divisions if necessary)
- Children are defined as at the youngest 9 years old on the first day of the competition
(divisions will be made from a 2 year age group for example 9-10, 11-12. . (Note: The
organizer reserves the right to combine divisions if necessary)
-Juniors are defined as at the youngest 13 years old on the first day of the competition
-Adults are defined as at the youngest 18 years old on the first day of the competition
-Seniors are defined as at the youngest 36 years old on the first day of the competition
Equipment regulations
We welcome all brothers and sisters in Taekwon-Do and ALL Doboks types will be
allowed. Protection equipment has to be safe, in good condition and approved. (see
additional information on the website),
All competitors in sparring competition have to use head, gloves and foot protection gear
in red or blue color, groin protector and mouthguards (last two both of any color)
depending on the draw. They has be safe, in good condition and approved by the
Umpire Committee of the ITF HQ Korea.

Competition rules
Competition rules will be the official International Taekwon-Do Federation HQ Korea
Tournament and Competition rules. These will be published and sent to registered
coaches and available on our social media sites as soon as possible

Accommodation
2017 Open Taekwon-Do World Championships
Competitors, Umpires, Coaches, VIPS, Supporters and/or Others
Booking of accommodation should be made through the Accommodation Committee by
the person in charge of each country, club or individual. The official Accommodation form
must be provided by the Team Manager and send to [email protected]. No
other forms are accepted.
We offer two different levels of accommodation during the championships.
You can choose between LODGINGS (bed) and LODGIINGS WITH BREAKFAST (bed &
breakfast), at each level there are rooms for 1 up to 3 persons. Dinner can be arranged
at the hotel but participants are also free to use the facillities of the restaurants in
Barneveld (whoich are very close by).
The price also includes free training facilities on Tuesday and Wednesday, medical
assistance during the competition and free admission to the 2017 Open Worlds party.
Below are the prices for the different types of accommodation for competitors,
umpires, coaches, VIPs and supporters. The prices are per night.

Prices do not include €1.50 of local taxes per person per day, and unexpected raises.
Dinner can be arranged at the hotel but participants are also free to use the
facillities of the restaurants in Barneveld (very closeby). The use of any
facilities other than provided by us is at your own expenses.
Transportation to the competition hall can be arranged through the reception of the hotel
(bus or taxi). There will also be a member of the Service Committee available for
assistance.
Please note that the number of different types of rooms is limited! We will handle
applications in the order they are received (first come first served). This means that
those who send their applications first will have priority.

Accommodation
Step 1 Fill out and send the form “Hotel Booking Application Form” on or before
the 1st of June 2017. After this date we cannot guarantee places in the
hotel or the aforementioned prices.

The organizers will check your booking and send you an invoice for
payment of 100% of the total amount for each person listed on the form.
Please note that the booking will not be confirmed until the requested
amount has been registered in the organizer’s account. Please remember
to pay the transfer costs from your side, if the Organizing Committee has
to pay for the transfer costs then you will need to pay this back on arrival.
Step 2 After the amount has been confirmed, your booking will be officially
accepted. The representative from each delegation will then be formally
notified of the booking confirmation.
Step 3 The accommodation balance must be paid on or before the 8th of June
2017 at 00.00 hours. It is possible to pay the whole accommodation
amount in advance if you wish to do so.
Note! All hotel payments must be transferred electronically to the organizer's
account by the due dates. No cash payments will be accepted.
Step 4 It may be possible to make small changes to the hotel accommodation
reservation until the 5th of September 2017. After this date it is not
possible to change the reservations and the accommodation form will be
used as the baseline for calculating the accommodation costs for each
country’s delegation.

Competitors
This international event is OPEN to ALL our brothers and sisters in the world, to compete
in a friendly, safe and fair environment. We want all involved to feel as an warmly
welcomed guests at this Open World Championships 2017 in Barneveld the Netherlands
2017.
Since competitors from ALL organizations, school, clubs, instructors, Masters and or
Grand Masters are welcome to participate, we are also opening this competition to
INDIVIDUAL COMPETITORS.
This means
- Competitors can register without a club, school or organization as an individual
participant;
- Competitors can be coached by a coach who is not attached to a, club, school or
organization;
- The coach is only allowed to coach up to 2 individual competitors and no more. If the
coach has 3 competitors or more they has register as a club, school or organization.
- Competitors who register as an individual can only enter if they can register with their
own club/master or do not have any.
- All competitors and coaches have to follow the tenets of Taekwon-Do and the rules of
the competition.
Color Belts – Special Needs – Black Belts
This rule has been made to provide the opportunity for any individual competitor to
participate in this OPEN event regardless of Taekwon-Do political struggles. We hope to
meet as many brothers and sisters from all over the world at this competition.
Teams
Before the competition start the teams have be registered. Registration of a team on the
day of competition is not possible. However, combined teams of different clubs. countries
are permitted but have be registered prior to the event. See more information in the
section “competition rules” at the official website www.itfopenworlds.com
Visa
Step 1:
The national federation of any country needing a visa has to send the Organizing
Committee by e-mail [email protected] the following details:
Step 2:
The list must provide names of the competitors/coaches/umpires/VIP’s/supporters/etc.
attending the Championship.
Step 3:
The list has also include their passport number and date of birth, place of birth address,
zip code, city, telephone number and country name.
Step 4.
The information will be handed over to the official 2017 Open Taekwon-Do World
Championships VISA-buro.
All necessary procedures will be handled by the approved 2017 Open Worlds Visa bureau
It is recommended to apply well in advance.
All visa applications will be dealt with up to 1st August 2017 after this date no further
assistance will be possible.
All participants have to book and pay their participation on the dates according to the
rules of this Open WC 2017. No exceptions!
Umpires
2017 Open World Championships
- Umpires have to arrive before Wednesday 27th of September and Friday 29th of
September 2017 depending on their duties.
- We expect an Umpire to work at least two and half or three days during the champion-
ships.
- Umpires will be selected for the appropriate tasks depending on their experience and
knowledge.
- The Tournament and Umpire Committee will be in charge of directing the Umpires.
- Umpires have to attend the Umpire meeting on Wednesday 27th of September, 2017
from 15.00 – 17.30 hours in the Veluwehal Barneveld (Black Belts Umpire session)
or/and
- Umpires have to attend the Umpire Meeting on Friday 29th of September 2017 from
19.00-21.00 hours in the Veluwehal Barneveld (Color Belts/Special Needs and Team
Competition session)
- If a country school does not provide the minimum of Umpires they will be charged for
every missing umpire.

Countries have to send the “2017 OPEN WC UMPIRE application form” to the OPEN WC
2017 Tournament and Umpire Committee on or before 1st August 2017 at
Coaches
Please note that coaches are invited to the coach meeting held at the Veluwehal on:
Wednesday 27th of September at 17.30 – 19.30 hours (Black Belts)
and
Friday 29th of September at 19.30-21.00 hours (Color Belts and Special Needs)
Countries may participate in the coaches meeting with a maximum of 2 coaches (with ID).
It is the Coach’s responsibility to make sure that competitors who are not competing
remain in the stands.
Competitors found in the competition area when not called in the competition categories
will have their ID card withdrawn by the ITF HQ Korea Tournament and Competition
Committee!
It will be returned to the Coach after payment of a fine of 35 €. No exceptions!
Coach has to wear a T/polo shirt or tracksuit jacket with their country name written at the
back. Sneakers, towels are mandatory but a hat or cameras are forbidden while coaching.
Coaches who have bridged the rules and been removed from their position may not
participate during the remining part of the entire event. If necessary disciplinary actions
will take place according to the country and Taekwon-Do competition rules by the
Tournament and Umpire Committee.

from 09.00 till 21.00 hours (Color Belts – Special Needs - Black Belts and Team members)

from 15.00 till 21.00 hours (Color Belts and Special Needs – also Team members)
All competitors have to find their own way to be present at the Weigh-In according to the
Weigh-In timetable for each country presented in the Veluwehal.
For Color Belts and Special Needs there will be a Weigh-In in the Veluwehal on
Wednesday 27 September 2017 15.00 and 21.00 hours and Friday 29 September
19.00-22.00 hours. There will be NO Weigh-In during the competition days on
Saturday or Sunday with the Color/Special Needs Belts competitions because of
the timetable.
Competitors not making their weight at the 1st attempt will have 2 hours to present
themselves for the 2nd and last attempt. If he/she doesn’t make the weight then he/she
shall be removed from the individual sparring competition category and shall not be allowed
to enter any other weight category.
Color belts/Special Needs competitors not making the weigh on Wednesday have
the opportunity to weigh extra on Friday. If the Weigh-In is still not correct at
the Friday then they will automatically be disqualified. Also, not making the
Weigh-In on Wednesday and not showing up on Friday leads to disqualification.
All competitors must be present at the Weigh-In regardless of the event they compete in.
They must also be in possession of a valid identification document (passport, national ID),
OPEN WORLDS official ID cards.
Mistakes in belt or height categories will be handled after paying an administration fee of
25.- euros per mistake.
All competitors have to be weighted in their Dobok trousers and T- or polo-shirt. A
maximum of a 500 grams margin over the indicated weight division is permitted. Teams
have to be organized before the Weigh-In to save time.
Supporters
2017 Open World Championships
Supporters accommodated in the organizer's hotel will receive a competition ID card free
of charge.
The ID card includes free entry to the competition and the after party.
Tickets to the Championship for other spectators are sold at the door.
Press
The organization has its own Press staff. Those who wish to apply for a Press Badge can
do so by sending application to [email protected].
A maximum of 8 press passes every day will be allocated.
Other matters
- The Organizing Committee of the championship will NOT arrange transportation to the
sport hall in the morning and back to the hotels after the competition day.
- However, there will be assistance by the hotel to provide information about transportation
connections from hotel to the competition hall
- Please note that Anti-Doping Commission is expected during the Championship.
- The official Open World Championships after party will be arranged in the same venue
for seniors and juniors but in different parts of the venue. In the part for juniors NO
alcoholic beverages will be available for sale. All participants with ID have free admission
to the official OPEN WC 2017 party.
Extraordinary circumstances
The Organizing Committee of the Open World Championships 2017 is NOT responsible for
ANY consequences caused by possible delays or cancellations of flights or other
transportation used by the participating teams travelling to the Netherlands.
Therefore the prepayment for hotel accommodation made before the Championship will
not be refunded.
After Party
The after party will be located in the Veluwehal in the part called “Villa 29” and other to be
appointed places in Barneveld and will be different! We will have a spectacular program for
ALL.
Insurance
The Organizing Committee of the Open World Championships and World Cup 2017 will NOT
be financially responsible for any possible injuries caused during the competition. All
competitors have full insurance coverage by their own organization, club or individual.
