President Timothy Heffner called the meeting to order at 7:26 p.m. Following the pledge of allegiance, Jan Krotee, recording secretary, called the roll. Announcements & Agenda Update President Heffner asked if anyone present would like to address the Board. Cynthia Smith addressed the Board and asked questions related to Gianotti’s operation of the food service operation at BCIU and who would assume the risk of gain or loss. Mr. Stott answered that the assumption of risk of gain or loss would go to Gianotti’s. She also asked why the BCIU would open the cafeteria to outside clients. Dr. Hackman answered that the cafeteria offers employees an opportunity for lunch without a lengthy time out of the office, and also offers the BCIU the chance to promote our available services to outside clients.     The regular meeting of the Berks County Intermediate Unit Board of Directors was held on Thursday,

    May 21, 2015, in the Berks County Intermediate Unit Main Office Building, 1111 Commons Boulevard,

    Reading, Pennsylvania.

    President Timothy Heffner called the meeting to order at 7:26 p.m. Following the pledge of allegiance,

    Jan Krotee, recording secretary, called the roll. Attendance was as follows:

    Following the pledge of allegiance and roll call, President Heffner noted

    there was an executive session prior to the meeting.

    Announcements & Agenda Update

    President Heffner asked if anyone present would like to address the Board.

    Cynthia Smith addressed the Board and asked questions related to Gianotti’s

    operation of the food service operation at BCIU and who would assume the

    risk of gain or loss. Mr. Stott answered that the assumption of risk of gain or

    loss would go to Gianotti’s. She also asked why the BCIU would open the

    cafeteria to outside clients. Dr. Hackman answered that the cafeteria offers

    employees an opportunity for lunch without a lengthy time out of the office,

    and also offers the BCIU the chance to promote our available services to

    outside clients.

    A motion was made by Quinter, seconded by Richard, to acknowledge that the

    following slate of BCIU representatives was approved at the 45th Annual

    Convention of Berks County School Directors on Thursday, May 7, 2015, at the

    Perry Elementary Center, Hamburg Area School District, via a motion which

    was presented and subsequently seconded, to seat these duly elected

    representatives for terms as noted, effective July 1, 2015, as follows:

    the June meeting.

    Secretary Huhn told Board members that the Administration for Children and

    Head Start, Office of Head Start (Department of Health and Human Services)

    conducted an Environmental Health and Safety review of the BCIU Head Start

    program from February 3 to February 5, 2015. She shared that the results were

    received and the program was to be commended for an excellent report. No

    areas of noncompliance were found. She offered congratulations to the Head

    Start program for this recognition of their work and efforts.

    Federal Title I funds are used to support activities of the Nonpublic

    School Advisory Committee, in consultation with PDE and nonpublic

    schools throughout Pennsylvania. Advisory Committee members meet

    with the representatives of nonpublic schools to provide staff

    development and in-service on Title I consultation, standards,

    assessment procedures, and accountability for students participating in

    Title I. The Advisory Committee will also maintain a communications

    network with nonpublic schools and LEAs to assist them in their

    mission of serving Title I eligible students. (Since 2006)

    This proprietary program provides printing and duplicating and

    document imaging services to all BCIU programs and to school

    Otto Voit said it was a pleasure to be back on the BCIU Board and he looks

    Administrator in the Office of Professional Development and Curriculum.

    Mr. Hoyt thanked the Board and said he looks forward to the opportunity to

    THE FOLLOWING TOOK PLACE PRIOR TO THE REGULAR BOARD MEETING,

    DURING COMMITTEE-OF-THE-WHOLE:

    Eric Clemmer, Program Administrator of Operations, introduced Jake Bechtel as

    Employee of the Month for May. Mr. Bechtel works as a buildings and grounds

    worker, mostly at the Lower Alsace building, but reporting wherever he is

    needed. Mr. Clemmer commented that Jake represents the BCIU well and takes

    pride in the work he does. He has a tremendous work ethic and will look for

    items that are in need of repair or replacement to make sure our buildings are safe

    and well maintained. Mr. Clemmer noted that Jake has a wonderful sense of

    humor and he interacts well with his co-workers, staff, and children. Jake is also

    a talented woodworker and his fine craftsmanship can be seen throughout our

    buildings.

    Jake was accompanied by his wife, Shelly, who is a BCIU driver in our

    transportation department, transporting Conrad Weiser Area students.

    Jake thanked the board and told them he enjoys working at the BCIU.

    Mrs. Cheri Woyurka, Director of Early Childhood and Student Services,

    introduced Judith Blimline, BCIU Head Start Program Administrator.

    Mrs. Blimline gave an overview of the Family Resource Project, which is an

    exciting new pilot program to address the growing issues related to mental health

    services for our children and families. A storage area in the BCIU Education

    Centre has been converted to house a therapy room, which will be a convenient

    location for families as they pick up and drop off their children every day for

    their respective programs.

    Mrs. Blimline noted that the Family Resource Project is a collaboration of efforts

    with Berks Counseling Center (BCC), and has proven to be a positive experience

    for all involved. Through this collaboration, BCC staff member Lauren Smith, a

    licensed social worker and music therapist, has been assigned to the project and

    utilizes play and music therapy to bring about positive results.

    The first family intake took place on May 6, 2015. While initially referrals are

    coming from the Head Start Program, it is the goal of the Family Resource

    Project to serve children from all BCIU programs. Making important mental

    health services accessible continues to be a mission of the project, resulting in

    more children receiving help when dealing with difficult issues.
