DEAR NSE PARTICIPANT!
Welcome to the New Space Economy European Expo Forum, the first international event fully dedicated to the ongoing revolution in the field of space activities! We are facing a fast transition from a space economy based on telecom and on the “space tools” needed to make it work to a new space economy based on large quantities of geolocalized space data, able to generate services exploiting the unique kind of information which can be provided from space satellites. This revolution is happening right now, in front of us: smaller and recoverable launchers are abating the cost of the access to space, smaller and cheaper satellites are multiplying the possibility of new applications for a fraction of the cost. New technologies are being invented, new ambitious and original ideas are being put forward at universities and
research centers. Many new companies are actively seeking the opportunities offered from the new space economy: some have already reached the stage of “unicorns”, i.e. are valued at or above 1 B €, less than ten years after their start. Large private space infrastructures, like megaconstellations of small satellites, are being built for the first time today and will be operational tomorrow, changing the way we are going to communicate or to observe our planet. Public Private Partnerships are growing, both at the European level as well at the level of the individual states. New investment tools and strategies are needed to cope and grasp the opportunities of a quickly evolving scenario. All of this and much more will he discussed during the NSE Forum by more than 150 speakers from all over the world, carefully chosen by international scientific committee. At the Forum you will have the opportunity to listen to speakers most expert in these field, bringing home new contacts and networks and new ideas on how be an active participant of the booming New Space Economy. WELCOME TO THE FIRST EDITION!
It’s a great satisfaction to inaugurate the first edition of New Space Economy European ExpoForum, the first event fully dedicated to the space economy capabilities which sees Italy in the front row worldwide. The idea of organizing this international forum address the need to the primary mission of the exhibition system to be a driving force for economic and social development of the territories, contributing over 50% of SME exports. Moreover, Rome is the third international hub of UN organizations, national research agencies and a business center thanks to his strategic position in the Mediterranean area, between Europe, Africa and the Middle East; Lazio is the only Italian region where is present the entire space supply chain; Italy has over 250 companies engaged in industrial sectors related to aerospace, focused on innovation, intelligent production, new technologies
and industry 4.0. Nationally the sector drives just under 2 billion euros, while globally around 300 billion euros. Hence, the idea of organizing New Space Economy European ExpoForum to develop the enormous potential represented by this horizon: the first forum and exhibition event entirely dedicated to the “new” space economy, an international event, interdisciplinary and intersectoral. WELCOME MESSAGE BY PRESIDENT OF ASI ITALIAN SPACE AGENCY
It is with great pride and satisfaction that the newly established Space Economy ExpoForum (NSE), the first conference dedicated to the New Space Economy, takes place in Rome, in a country, Italy that has identified the space sector among the main drivers for its economic, scientific and social development.The exchange of ideas that will take place in the many and diversified sessions of the NSE will prove to be useful to all operators, first and foremost to the national Space Agencies, to better understand the potential, also economic, of activities related to Space. It is a widespread belief that these activities will increasingly characterize not only the economies of the main industrialized countries but also those of the emerging ones. Space is no longer merely a privileged laboratory for scientific research, but has become the leading
testbed for the development of technologies, applications and services aimed to the general public to improve its quality of life. Space is an invaluable tool for the development of a modern and efficient society. It can help developing countries to overcome their traditional infrastructural barriers and can strengthen global cooperation and promote social justice. Clearly the NSE ExpoForum is precious not only to those who are directly involved in the space sector, but also to those who belong to the so-called “fourth dimension” of space activities.Hence, I would like to extend my thanks, on behalf of the Italian Space Agency (ASI) and thorough it of the Ministry of Education, University and Research (MIUR), to the organizers and above all to the exhibitors, to all small and medium-sized companies, Research Centers and participants who will attend this event in Rome. They are the witnesses and at the same time the main actors of an ongoing evolution, a radical change of paradigm that has allowed our sector to extend beyond Space to help our society promote innovation, develop training programs and create new qualified jobs. My hope is that especially the young will be able to grasp the importance of this cultural change, which must also be reflected in educational and training choices, and not only in technical-scientific ones, such that they may acquire a global vision of all productive seents that are functional to the global challenges of the future.The colleagues of the ASI and I will actively participate in the Conference, as we are firmly convinced of the importance of representing and discussing the potential of the space sector and the evolution it is experiencing in order to address the strategic choices necessary to consolidate a leading role for our Country.May this be a profitable opportunity for all the participants to meet among themselves and with space sector operators and representatives of other industrial areas, to exchange experiences and methodologies and promoted a cross-fertilization that is crucial for the economies of the twenty-first century.

WELCOME MESSAGE PRESIDENT OF THELAZIO REGION
Bringing together space agencies, international users and investors, start-ups and incubators, research centres and universities as well as small and large companies in the aerospace sector is an important opportunity for international debate and a great chance to enhance one of the strong points of a region such as Lazio.Our strength in the aerospace sector is attested also by the choice of Fiera Roma as the setting for the first edition of the “New Space Economy European ExpoForum”, something that makes us very glad. This is most certainly no coincidence. Lazio has become the home of the knowledge and innovation economy in Italy. In this context, the aerospace sector of Lazio plays a strategic role, since it involves 5 universities, 3,000 professors and researchers, 10 public and private research centres and 6 science parks, as well as about 250 companies
with over 23,000 employees and more than 5 billion euros in turnover, of which 1.6 for export. The importance of this sector in the national context is attested by the fact that Lazio is one of the leading Regions among those that have created the national plan for Space Economy.Our Aerospace Technology District hosts both SMEs and some of the world leaders in the field of aerospace and ICT, from electronics to avionics, from sensors to satellite services, from components to aeronautical and airport services: a complete supply chain with all the assets needed to become the “hub” of a Space Economy capable of transferring the benefits of space technologies to citizens, businesses, communities and territories.This highly innovative production model is what we are directing the economy of Lazio towards. Indeed, we are aware that the competitiveness of a production system depends and will increasingly depend on the enhancement of new knowledge and the ability to innovate. Therefore, a sector such as aerospace is of strategic importance to us. As you will be able to see during this exhibition, Lazio is ready and primed to play a leading role in this field after years of private and public, regional, national and European investments for development, research, innovation and technology transfer.

Pascale EhrenfreundCHAIR OF DLR EXECUTIVE BOARDPascale Ehrenfreund Chair of the DLR Executive Board since 17 August 2015. She obtained degrees in Astronomy and Biology at the University of Vienna, where she also earned her doctorate in 1990. Ehrenfreund was appointed as a Fellow of the European Space Agency (ESA) at the Leiden Observatory in the Netherlands, upon completion of her doctoral studies.

Alessandro GolkarASSISTANT PROFESSOR AT SKOLKOVO INSTITUTE OF SCIENCE AND TECHNOLOGYAlessandro Golkar professional activity focuses on research, education, and innovation in the space technology and systems engineering domains. His research interests lie in the areas of systems architecture, federated satellite systems, and concurrent engineering, and identifying technologies and processes in these areas that result into startup ventures with his students.

In this capacity, he is Interministerial Coordinator for satellite navigation programmes and Chair of the Administrative Board of GSA, the European GNSS Agency. He holds an engineering diploma and has 30 years of experience fully dedicated to the Space sector.
Graham TurnockCHIEF EXECUTIVE UK SPACE AGENCYGraham Turnock, CEO at the UK Space Agency, an Executive Agency of the Department for Business, Energy and Industrial Strategy (BEIS) since March 2017. Prior to this he led the Better Regulation Executive, a unit within BEIS. He holds a PhD in Particle Physics from Cambridge University for theoretical work at CERN.

THE SPACEGEN SESSION AT NSE EXPOFORUM 2019The Space Generation Advisory Council (SGAC) brings special #SpaceGen sessions to the NewSpace Economy European ExpoForum, in collaboration with Fondazione E. Amaldi and Fiera Roma and in the context of the Memorandum of Understanding (MoU) between the NSE and SGAC.
SGAC is a global non-governmental, non-profit organisation that aims to represent university students and young space professionals to the United Nations, space agencies, industry and academia. SGAC is the voice of the largest network of students, young professionals and alumni in the space industry and SGAC events bring the members together at the international, regional and local levels to discuss and engage with current leaders from space agencies, industry and academia.
Organised in parallel with regular tracks, the #SpaceGen sessions cover key topics at the intersection between youth, space innovations and funding startups. The programme of #SpaceGen sessions is shaped to allow flexibility for delegates to attend various general keynote speeches and special sessions of the NSE.
The first #SpaceGen session on December 10th 2019, hosts two keynotes and a discussion panel, bringing on stage top speakers from the space industry and new space business community. Titled “Innovation through generations” and held in Pavilion 10 of Fiera di Roma, the panel will feature experienced speakers from different backgrounds to discuss innovation as seen by different generations. Panelists will bring their opinions and experiences to the audience and discuss future perspectives.
On Day 3, SGAC will support a pitch competition, which gives the opportunity to astropreneurs and startup entrepreneurs to pitch their ideas before a jury of VCs and Experts across multiple space and non-space industries. GSA: PUTTING USERS AT THE CENTRE OF EU SPACEAs the link between space and user needs, the European GNSS Agency (GSA) is not only responsible for operations, security and service provision for the European space programmes Galileo and EGNOS; we also play a key role in the development of commercial markets for European GNSS. We do this by promoting the use and uptake of Galileo and EGNOS, managing EU-funded research projects and ensuring that their results feed into industry. We also monitor the GNSS market and forecast trends and developments that will shape the future of the market.
From our headquarters in the Czech capital, Prague, the GSA manages public interests related to the European GNSS programmes, ensuring that Europeans receive the greatest possible return on the European Union’s investment in space. As the link between the satellites in orbit and the end user, we help to ensure that Europeans are not only aware of the benefits of Galileo and EGNOS, but also have access to the devices, applications and services needed to enjoy these benefits.
In line with the new Regulation on the EU Space Programme, the scope of the GSA’s responsibilities is set to expand in the near future to also include the EU’s Earth observation programme Copernicus. This will put the Agency in an ideal position to exploit the incredible economic opportunities arising from synergies between Galileo, EGNOS, Copernicus and the EU’s Governmental Satellite Communications programme - Govsatcom.
In total, about 10% of Europe’s economy depends on space services and, according to the latest GSA GNSS Market Report, global GNSS downstream market revenue from devices and services is expected

to grow from €150 billion in 2019 to €325 billion in 2029. European companies account for an estimated 27% of this market. These figures indicate not only that the space sector is of huge importance for Europe, but that there is also potential to increase Europe’s share of this dynamic global market.
The European space programmes EGNOS and Galileo are already empowering the next generation of location and timing-based applications in a wide range of economically vital sectors, providing accuracy and efficiency benefits in transport, agriculture, shipping, the environment and many other domains. The importance of this contribution is reflected in the long-term EU budget for 2021-2027, in which €16 billion is earmarked to help maintain and further enhance the EU’s leadership in space.
The increased spending on space foreseen in the new framework programme Horizon Europe will ensure that the European space programmes Galileo, EGNOS and Copernicus continue to drive economic growth and job creation in Europe. Overseeing these programmes, the GSA will continue to engage with the research and development community, industry and end users to ensure that the programmes deliver applications and services that are needed on the market and that will improve the lives of European citizens.

Amaldi Foundation (FEA) was established on 28 March 2017 by the Italian Space Agency and by the Hypatia Research Consortium as an ambitious project that aims to propose a new way of interpreting applied research and technology transfer in support of the national scientific heritage.The Foundation is named after Edoardo Amaldi, a man whose ethical values and foresight on the role of science have left a strong mark on history.We are the new Italian model for applied research, technology transfer and the promotion and support of the national scientific heritage and we aim to offer a new way of interpreting applied science.Our mission is to promote and support scientific research aimed at technology transfer, focusing in particular in the space sector. We consider space as a fundamental tool for the economic development of the country and as a source of innovation for improving competitiveness, productivity and employment. The reference model to which FEA is inspired is the German Fraunhofer Institute, an absolute excellence in technology transfer and applied research, which in over 60 years has made a decisive contribution to the technological growth and development of Germany.The Foundation sees the participation of private and public subjects, aiming to be a virtuous experimental model in which the public contribution is lower than the private one, representing a public-private partnership best practice that aims to make this same model repeatable in others sectors other than the space one.Our vision is to represent a scalable example of best practice as an accelerator of innovation and as a creative force for networks between illuminated private companies and the public sector. In recent years, the forms of collaboration between SMEs and large companies have intensified according to a collaborative model of value chain network. To increase the competitiveness of SMEs and allow them to respond to international partnership opportunities at an international level, it is necessary to increase the quality of the R&D system with the involvement of all the actors and to encourage a more harmonized collaboration between industry, research centers and the world of universities.We believe in open innovation, and that is why we act as accelerators for all the players that operate in the field of technology transfer or who are interested in shortening the time in terms of acquiring innovation.Our main activities consist of:• Acting as the Italian technology transfer accelerator and booster, both withgovernative bodies and with SMEs and partners• discover and network of national technologic excellences, either private or public, as to develop new synergies which will strengthen individual peculiarities• creating a network of complex technologic infrastructures which hosts R&D laboratories, providing facilities (competences and equipment) to offer services also for external users• promote and support to innovative forms of financing in the field of technology transfer.

LAZIO, REGION OF SPACEThe aerospace and security sector in Lazio is well represented by the Aerospace Technology District (DTA), established in 2004, as the first Italian Aerospace district.
The KEY NUMBERS show better than words the importance of our region in this highly innovative sector: more than 5 billion € turnover; 1.6 billion € in export; about 250 Companies and 23,500 Employees; 10 Research Centres; 5 Universities; over 3,000 Professors, Researchers and other Aerospace R&D Specialists; 6 Incubators, Accelerators and Technology Parks.
In 2012, the DTA of Lazio was one of the founding partners of the National Italian Cluster for Aerospace Technology (CTNA): a cluster bringing together industrial and technology districts, institutions, agencies, 29 large enterprises, more than 800 SMEs, 81 research centres and 28 universities.
Further, the Lazio Region hosts an Aerospace Technological District and the National Aerospace Technological Cluster, in addition to 10 national research centres, the Italian Space Agency (ASI), the National Air Traffic Control Service Provider (ENAV) and the European Space Research Institute (ESRIN).
In line with European strategic indications, as well as with its own smart specialization strategies, during the latest years the Lazio Region has increased its support in the aerospace sector.
In 2019, Competence Centre “Cyber 4.0” was established. It is led by Sapienza University, with 37 partners from industry and science, and will focus on cyber security.
The Lazio aerospace sector is the core of several globally renowned national and international space programmes, such as the ESA Vega launcher (65% of which was built in the province of Rome) and COSMO-SkyMed (one of the most advanced satellite systems in the world, with many strategic applications for environment control and natural disaster management).This actual success of Lazio Aerospace comes from afar. It was in our region that the first steps of the Italian space adventure were taken back in the 1950s, through the inspiration of pioneers as Luigi Broglio and Carlo Buongiorno.
