Hope everyone survived thebrutal winter and you are readyfor warm weather. I want tochallenge everyone to re-doubletheir efforts for a safe spring,there continues to be way toomany incidents that are gettingfirefighters hurt or killed. Thisgoes for off duty and on duty,your personal driving habits,your home safety, your ownfamilies home escape plan,check your detectors, your sisters, brothers, and parentsdetectors, then your neighborsand friends.

I also want to challengemember departments to submityour good news stories for ourmagazine, we need your help inmaking the “Ohio Firefighter”your magazine.

My hometown of GreenbackTennessee was hit by an EF3Tornado on March 23rd. TheFire Department Volunteershave worked tirelessly to mitigate with very few minorinjuries even with massivedevestation. Our thoughts andprayers go out to them.

The Association continuesto work with the Ohio FireAcademy to create the best curriculum possible to serve theFirefighters in Ohio, any feed-back will get to the correct per-son as we continue to improvethe delivery and process oftraining and education. In todays world, many times we are ask to do things that we feel we are forced into. If we look atit in a postive way, and take it the extra mile, we will feel better about it and do a better job of thetask or problem at hand. As we enter into spring and the easter season we are reminded of theextra mile Jesus went for us. As we work with our fellow fire fighters, go that extra mile with them.

The months are going by fast and conference is just around the corner. Just a reminder toeveryone to start getting the names of past or present fire fighters, emts or auxiliary who we lostsince last conference.

As Chaplain Barker said so well in his last article, “Keep your heart right with God and look out for one another” out there!

At a seminar last month a questionor comment was posed aboutTownships and their fire department.The discussion centered on anotherissue, but the comment was premisedon the idea that the Township had toprovide fire protection for its residents.Surprisingly, that couldn’t be furtherfrom the truth!

In 1994, the Geauga CountyProsecuting Attorney requested anopinion on this very issue. I havereproduced a copy of that opinion(Opinion No. 94-067) below. The deter-mination to provide fire protection toits residents is the decision of theTownship’s Board of Trustees. Thereare numerous factors that go into thisdecision-making process – the need forfire protection; the cost involved; sup-port from the residents; and manyothers. There are also several ways toprovide this protection, should theBoard of Trustees decide to do so. TheTownship could create its own firedepartment, contract those services toanother organization, or create a jointfire district – these are just a fewways.

What does this mean and what isthe impact to our organizations nowand into the future? Ultimately, I donot believe that Township Trustees aregoing to latch on to the idea that theycan eliminate their expenses by dis-solving their fire departments and leav-ing their residents to fend for them-selves in the case of a fire or otheremergency. I think fire departmentsand their leaders, though, need to beproactive and realize that in today’seconomy we cannot continue to oper-

ate as we have in the past. We mustfind ways to provide our services in amore cost-effective manner. We mustlook at ways to combine resources. Wemust be the premier provider of serv-ice(s) in our communities. We must bethe leaders ensuring that our organiza-tions and the services we provide areinvaluable to the people that we serve– otherwise, someone else will makethese decisions for us.

BACKGROUNDYou have requested an opinion

concerning the duty of a board oftownship trustees to provide fire pro-tection for the township and its resi-dents. You specifically ask:

1. Does a township have a manda-tory duty to provide fire protectionfor its residents?2. If so, to what extent, degree, and manner must a township so provide?

Your opinion request also mentionsR.C. 505.38(B), concerning the duty to appoint a township fire preventionofficer.

ANALYSISTownship Fire Protection

As a creature of statute, a board oftownship trustees "can exercise onlythose powers conferred by statute, orsuch others as are necessarily to beimplied from those granted, in order to enable them to perform the dutiesimposed upon them." Trustees of NewLondon Township v. Miner, 26 Ohio St.452, 456 (1875). The responsibilities ofa township with respect to the provi-sion of fire protection are set forth pri-marily in R.C. 505.37, which states in pertinent part:(A) The board of township trustees may

establish all necessary rules toguard against the occurrence offires and to protect the property

and lives of the citizens againstdamage and accidents, and may,with the approval of the specifica-tions by the prosecuting attorney,purchase or otherwise provide anyfire apparatus, mechanical resusci-tators, or other equipment ... thatseems advisable to the board....

(C) The board of township trustees ofany township may, by resolution,whenever it is expedient and neces-sary to guard against the occur-rence of fires or to protect the prop-erty and lives of the citizens againstdamages resulting from their occur-rence, create a fire district of anyportions of the township that itconsiders necessary. The boardmay purchase or otherwise provideany fire apparatus, appliances,materials, fire hydrants, and watersupply for fire-fighting purposes, ormay contract for the fire protectionfor the fire district as provided in[R.C. 9.60].... (Emphasis added.)

R.C. 9.60 provides additional authorityfor townships to provide and obtainfire protection either by contract orupon approval and authorization. Theextent of a township's duty to providefire protection was summarized in1988 Op. Att'y Gen. No. 88-042 at 2-201, as follows:

A township is not required to pro-vide fire or rescue services, see1987 Op. Att'y Gen. No. 87-040;1979 Op. Att'y Gen. No. 79-042,but may, if it chooses, provide fireand rescue services throughout thetownship, see R.C. 505.37(A), or, bythe creation of a fire district con-sisting of "any portions of the town-ship that it considers necessary,"provide fire and rescue services tothe portions of the township thatare within the district, see R.C.505.37(C). If a fire district is creat-ed, expenses of the district are

borne by the district and servicesare provided to the territory withinthe district. Services of such a dis-trict may be extended beyond thedistrict pursuant to contract. Fireand rescue services may be provid-ed either directly by the townshipor the fire district or by contractwith a firefighting agency or firecompany. (Emphasis added; vari-ous citations omitted.)

The General Assembly has amendedR.C. 505.37 several times since Op.No. 88-042 was issued, but has leftthe fire protection responsibilitiesimposed upon townships essentiallyunchanged. In answer to your firstquestion, therefore, R.C. 9.60 and R.C.505.37 permit,but do not require, a township to pro-vide fire protection for the township.

Fire Prevention Officer in TownshipWithout Fire DepartmentAlthough a township does not have amandatory duty to provide fire protec-tion for the residents of the township,in any township that does not have a

fire department, the board of townshiptrustees "shall" appoint a fire preven-tion officer. R.C. 505.38(B). See gener-ally 1986 Op. Att'y Gen. No. 86-014(appointment of township fire preven-tion officer). The fire prevention officer"shall exercise all of the duties of a firechief exceptthose involving the maintenance andoperation of fire apparatus." Id. See,e.g., R.C. 3737.24 (duty to investigatecause, origin, and circumstances ofmajor fires); R.C. 3737.80 (responsibil-ity for primary coordination in certainemergency situations). The board oftownship trustees may also appointone or more deputy fire prevention offi-cers, "who shall exercise the dutiesassigned by the fire prevention officer."R.C. 505.38(B). Thus, the board oftrustees of a township that has no firedepartment must appoint a fire pre-vention officer, whether or not thetownship otherwise provides fire pro-tection for the township.

CONCLUSIONBased on the foregoing, it is my opin-ion, and you are hereby advised that:

1. Pursuant to R.C. 9.60 and R.C.505.37, a township may, but is notrequired to, provide fire protectionfor the residents of the township.2.R.C. 505.38(B) requires the boardof trustees of a township that doesnot have a fire department toappoint a fire prevention officer tocarry out the duties of a fire chiefexcept those duties pertaining tothe maintenance and operation offire apparatus.

Dues continue to come in for2011. We have mailed secondnotices to those of you thathaven’t paid for this year. As ofthis writing, there are still 55members that are still outstand-ing. Please try to get them in assoon as possible. And remem-ber, if you are a member, yourdues must be current to keepyour Legal Defense Trust Fundmembership active.

Since August of 2010, wehave added over 223 membersincluding 4 new departments tothe Legal Defense Trust Fundwhich brings our membershiptotal to over 11,850 members.The trust fund is currentlyfunded at over $333,000 andcontinues to grow significantlyeach monthly. Thanks to everyone who took the time to update their rosters.

We have only two countiesregistered to vote at the quarter-ly executive board meetings.Each county association is permitted to have a county representative attend the quarterly executive board meeting with voting privileges.This gives your county a chanceto vote on the decisions that will be made affecting the fireservice at the state level. Thereare also legislative, EMS boardand fire training updates

discussed at each meeting.Registration forms for countyrepresentatives are available onthe website and may be handcarried to the board meetings.

Representatives that were onfile for the previous two yearsmust be re-registered by theJuly board meeting (which willbe held at the conference).

Your officers continue towork hard to represent the fireservice in Ohio. We need yourinput to express your feelings on issues that could have a profound affect on the way wedo business in the future.Without your input, we have touse our best judgment on whatwill do the most good for thebiggest number of members.

There are several avenuesavailable for you to express youropinions. The president andsecretary/treasurer have tollfree numbers for you to makecontact with us. Via the website,all officers have email so that wemay be reached electronically.Please help us help you.

Ohio State Firefighter’s Association Valor AwardThis award will be given for a member that dies in the line of duty. The rules are as follow.

• Firefighter or EMT must be a member of a Fire Department that is a member of the OSFA.• The persons death must occur during or as a result of an emergency incident.• Emergency is defined as a response for fire, rescue, emergency medical activity, or the presumption of an emergency.• In the event of a heart attack it must occur within twenty-four hours of the emergency and occur as a result of the

emergency.• Preferably the death should be reported within twenty-four hours.• Decision of the Awards Committee is final.• No Valor Awards will be given for incidents prior to July 9, 1999.

SERC Committee Reports:Executive:

Cindy DeWulf stated that theExecutive Committee met prior to today’smeeting.

Cindy introduced Richard Hughes(Millenium) as the SERC’s new industryrepresentative. Clyde McKenzie has beenadded as the Fire Chief’s representative,but was unable to attend today’s meet-ing. Gary Obermiller is the new ODNRrepresentative. Cindy reminded that afew SERC appointments are set to expirein January 2011 and encourages thoseseeking reappointment to complete a newapplication on the Governor’s web site.Cindy mentioned that state agency repre-sentatives have to have a letter from yournew agency Director designating you tobe his/her alternate on the SERC.

Cindy mentioned that the ethicsrequirements call for training every 2years and the financial disclosure formsare due April 15th. SERC membersshould be mailed the financial disclosureforms from the Governor’s Office ofBoard and Commissions.

Jack Pounds recommended havingthe Ethics Commission come to SERCand provide the abbreviated version ofthe training. Cindy noted that she hadcontacted the Ethics Commission toschedule this training and was informedthat that the Commission no longer pro-vides small group training due to thelarge number of people that fall underthe Ethics Training Executive Order.Raenell indicated that the EthicsCommission may have changed theirposition on this, so Cindy will follow upwith the Ethics Commission. Ethicstraining is required by Governor’sStrickland’s Executive Order, and a ques-tion was raised as to whether the train-ing was still required by GovernorKasich. Cindy will look into this.

Cindy continued that the publicrecords request for the Ohio chemical

inventory statewide database has beenfinalized and coordinated between TimKern, the Department of HomelandSecurity, and Ohio EPA.

Mel House stated that the SERC andhis office received a letter from the AllenCounty LEPC regarding the pendingchanges to the SERC exercise rules. Mr.House called Russ Decker (Allen CountyEMA Director) and they talked throughthe issue. Allen County thought thatSERC was a lot farther ahead with thisissue that where we stand as of today.Mel stated that we are in at least a six (6)month holding pattern due to the newadministration changes with having anew Governor taking office in January2011.

Cindy then discussed that theCommittee reviewed a proposal from theSERC’s Administration & FundingCommittee regarding what to do with“non-performing LEPCs” who fail to per-form key activities. The current fundingformula provides small reductions ingrant funding for LEPCs that do not com-plete key requirements. Even with thesereductions, two LEPCs continue to fail tosubmit an acceptable plan. TrumbullCounty is going into a third consecutiveyear of having their LEPC Plan in a non-concurrence status with the SERC andPutnam County is entering their secondconsecutive year of having their LEPCPlan in non-concurrence.

The Administration and FundingCommittee is proposing to add additionalsubstantial reductions to the LEPC grantto prompt the LEPCs to prepare accept-able plans. The failure to have an accept-able plan can impact neighboring coun-ties during a spill. The proposal is that ifa LEPC has two consecutive years inhaving their LEPC Plan in non-concur-rence by the SERC then that LEPC willforfeit 50% of their total grant award. Foran LEPC to be in 3 or more consecutiveyears of LEPC Plan non-concurrence bythe SERC, the LEPC forfeits the entireSERC grant award. Mel House noted thata LEPC still has 60 days from a non-con-currence vote from the SERC to correcttheir plan and receive a concurrence. Theproposal also calls for the SERC throughOhio EMA to notify the LEPC and theCounty Commissioners as to the currentstatus of their LEPC in this area. NancyOsborn made a motion to approve theabove discussed proposal as presentedby Cindy DeWulf and Mel House. Randy

Administrative & Funding: Cindy DeWulf mentioned that the

Administration and Funding Committeemet prior to the meeting. Committeemembers met with Mel House and dis-cussed the issue as note above. Thecommittee also discussed an equipmentpurchase request from Summit CountyLEPC. The request was approved, as theLEPC certified that training has beencompleted per their LEPC Plan and theLEPC plan and exercise are on concur-rence status.

Operations & Issues:Brian Gallagher stated that the com-

mittee had a conference call to discussthe rail road issues that we discussed atlast SERC meeting. Our goal is to assistLEPCs with finding the proper meansand contacts to get raildistribution/hauling hazmat data forplanning purposes. Committee hassolicited the assistance of Troy Anderson(Auglaize County LEPC) and SheldonLustik from Cuyahoga County. Brainasked if Dan Fisher can give him a con-tact name from PUCO who can help outwith this project. The end product willcenter on 2 areas: (1) the emergencyresponse side; and (2) where LEPCs cango to get rail commodity flow data andhow to properly ask for such information.

Training and Education: Willie Brantingham stated that the

committee met this morning prior to themeeting. The main topic was a concernabout the “new direction” of the HMEPtraining portion of that grant and the lownumbers of training being handled underthat grant. The committee suggested hav-ing HMEP federal experts come to theLEPC Conference to discuss the changesto HMEP grant program.

Agency Reports:EMAMel House stated that there are 7 LEPCExercises up for SFY 2011 ExerciseConcurrence. Rick Hoffman made amotion to approve Resolutions 2010-152

of Frank Conway. SFM and others have aconcern that the number of peopletrained using HMEP funds has declinedgreatly from last year. Ohio went from1,573 being trained to 705. LEPCs arenot using the HMEP funding andKathleen Nelson stated that availablefunds are returned to the feds. Mel men-tioned that LEPCs struggle with the 20%match and this past year Ohio returnedmore available funds than any previousyear. Mel stated that Ohio EMA does notagree with the new guidance on whattraining is eligible or not eligible forHMEP funding. Brian Gallagher statedthat more stringent recordkeeping nowbeing required also plays a factor in theuse of this funding. Mel mentioned thatthe number trained appeared to decreasewhen SFM no longer let an LEPC set upan account with the Academy.

AGOTim Kern stated that he wants to dis-

cuss with his legal chief the legal aspectsof the changes to the funding distribu-tion previously discussed.

1. Each fire station will have a bulletin board to display general orders, special orders, and memos.The purpose of the bulletin board shall be to facilitate communications and promulgate policy. Noitem shall be posted without the approval of the Fire Chief or his designee.

2. A bulletin board shall also be provided for posting items of general correspondence. No item shallbe posted without the approval of the Station Captain.

3. A manual containing the department's official rules and regulations and standard operating procedures shall be in each station. In addition, the same will be located on the “G” drive on thecomputer.

4. The Station Captains shall be responsible for maintaining the bulletin boards and manualdescribed above.

5. Definitions:

A. General correspondence: Letters of appreciation, meeting notices, and other items of aninformational nature to be posted for review. Letters of appreciation and commendationshall be discarded after 30 days. Before discarding any letters of appreciation or commen-dation, check to see if copies have been distributed as necessary. Other items shall be dis-carded as appropriate.

B. General orders: Written directives used to amend or clarify a policy or procedure and forinformation of a permanent nature. General orders shall be posted for review and added tothe Department Operations manual. The officer-in-charge shall read new general ordersaloud to all members at roll call. Members shall also be required to initial new generalorders to indicate that they have read the order.

C. Memo: Generally of an informational nature. Memos may address administrative policiesand alter or clarify routine practices but may not alter or amend an item addressed in therules and regulations and SOP manual. Memos shall be posted for review, if appropriate,and shall be maintained in a permanent file.

D. Special order: A written, unnumbered directive that addresses a specific instance where apolicy or procedure will be changed, altered, or amended for a specific period of time.Special orders will be posted during the specified time period and shall be discarded afterthey expire.

E. Standard operating procedure: A written, numbered organizational directive that establish-es a standard course of action.

CRIMINAL OFFENSESFirefighter arrests make

headlines whether on or offduty. The public expects exem-plary behavior from the emer-gency service community, andthe press is quick to point outany negative behavior. The over-whelming majority of articles onfirst responder arrests appearto be non-duty-related. Muchlike pre-planning for emergencyresponses, your departmentshould have a protocol in placeand designated individuals torespond to inquiries from thepress regarding alleged firefight-er transgressions. Rememberthat, in many cases, no com-ment might be the most appropriate response.

ARRESTS ON DUTYThere have been an increas-

ing number of articles aboutemergency service personnelbeing arrested while performingtheir duties. Many of theseincidents seem to involve twotypical scenarios.

The first type involves con-flicts between police and emer-gency service personnel at thescene of an accident where thefire department’s priority is toprotect personnel at an acci-dent scene while the police pri-ority is clearing the road. Ateam approach embraced by allpublic safety departments can

help minimize these types ofincidents. The VFIS trainingvideo Highway Safety providessome good points on how tomanage these incidents.

The second type of incidentis attributable to vehicle opera-tion. These include recklessdriving, speeding, and drinkingand driving. Some of the recentstories report that:• A firefighter was charged with

DUI after he crashed a firetruck into a utility pole. Thefirefighter faces criminalcharges and disciplinaryaction as a result of the accident.

• A fire chief was arrested forDUI while driving a fire truck.The chief was reportedly rac-ing through a residential areaaround midnight with thesiren on and the lights flash-ing. The chief’s blood alcoholcontent was found to be twicethe legal limit for driving.

Other examples are not as cutand dried. For example:• A young woman was charged

in the deaths of five fellowfirefighters after she lost control of the van she wasdriving to a wildfire.

• A volunteer in a civilian vehicle was stopped for reckless driving and avoidingtraffic signals.

• A tanker, speeding and run-

ning red lights and sirens to abarn fire 30 miles away, wasstopped by a police officer.

In the above examples,questions should be raisedregarding the training of thesedrivers. Did the volunteer inthe civilian vehicle know he hadno special rights under themotor vehicle law? Was therean SOP or SOG in place fortankers traveling long distancesto a fire? The impact and con-sequences of a criminal arrestwhile performing the duties of an emergency responder aresignificant. The negative pressreceived by the fire departmentor rescue squad is difficult toovercome. The individual andthe department both suffer.Furthermore, there is no insurance coverage for criminalacts. In most cases, it is against public policy to providecoverage for criminal acts. This means if an individual iscited for a criminal offense,even while on duty, that personis on their own. Legal bills canaccumulate quickly and the

time commitment for defense can create significant stress.

The Insurance Insider recommends that youminimize the possibility of a member beingcharged with an on-duty criminal offense byimplementing a sound training program that hasbeen reviewed by legal counsel. In addition to theVFIS EVOC course, the Privately Owned VehicleOperations program and other vehicle safety courses can help minimize the risk of an arrest.

Firefighters have been pio-neers in the field of InjuryPrevention (and may have noteven realized it). When lookingat trends in fire losses (Trendsand Patterns of U.S. Fire Lossesby the NFPA;http://www.nfpa.org/assets/files/PDF/OS.firelosstrends.pdf),your work in this area is quiteevident. The figures are stagger-ing and I encourage you to takea look at this report. I wouldlike to highlight for you just a few of the statistics from this report.

The most impressive statis-tic is; 2006 realized the lowestnumber of fire deaths sincedata collection began in 1977.Since 1977, reported fires fellby 50%. Considering the U.S.population has grown by 36%during that same time period,this is a significant decrease.Stating the obvious; decreasedfires means not only savingcivilian lives but also firefighterlives as well. During 2006, 89of our brothers and sisters diedwhile on duty or of injuriesincurred while on duty. Yourwork in preventing fires (andinjuries) not only serves thepublic but ultimately, our colleagues as well.

Educational programs suchas: Stop, Drop and Roll; Homefire escape plans; Changing the batteries in your smokedetectors (with the timechanges), and all of the visitsyou do to schools and otherpublic places – especially

during fire prevention week areworking! Your trailblazing workis showing us that the publicwill change their behaviors andare ready for other mechanismof trauma prevention strategies.

The goal of InjuryPrevention, as outlined by theCenter for Disease Control(CDC), is, “We want a societywhere people can live to theirfull potential”. Seems simpleenough. But if you think of allthe lives that have been cut,needlessly, short (123,706 inthe United States for 2007); theissue is screaming for someoneto do something. There is a newfocus on trauma in recentyears. Trauma is no longerbeing viewed as “randomevents” or something “unpre-dictable”. Trauma is now beingviewed as it’s own diseaseentity, much like stoke, dia-betes and cancer, to name afew. Just like these examples,trauma has it’s own preventionstrategies that the public needseducated on. That is where youcome in.

Why you? Who else is in abetter position to be the face of injury prevention andeducation? You’ve alreadydemonstrated your effectivenesswith fire prevention. You arewho the public calls when theyare in trouble and need res-cued. You have “seen every-thing” and “done everything”.The public views you as anexpert and an authority oninjury. It only makes sense

(if you work backwards) thatyou would be that same experton prevention!

Although trauma care hasmade great strides in the management of injuries, we arestill realizing that one-third toone-half of all trauma deathsstill occur in the field. We needto do better than this – henceour interventions need to bequicker, they need to be beforethe incident even happens….prevention! If you consider theburden of trauma; not only tothe patient and family but tosociety as a whole, you will seethat it is in everyone’s bestinterest to prevent as manyinjuries as we can. According tothe Medical Expenditure PanelSurvey (MEPS); in 2000,injuries and their managementcontributed to 10% of the U.S.medical expenditures. WhenMEPS is applied to the annualNational Health Accounts data,injury related medical expendi-tures were estimated tocost Americans $117 billioneach year! Also consider thatnot every trauma patient hasmedical insurance to cover theirhospital expenses. Anothersocietal burden of trauma isthat we lose gross productivity.Often the trauma patientand their caregivers are not atwork for extended periods oftime. Factor in ICU stays, medications, Durable MedicalEquipment, rehabilitation, disability and any litigationcosts and the burden to the

patient, family and societygrows exponentially!

No one is immune to injuryand violence. Epidemiology forinjury has shown us that thereare unique risks and injury patterns at every life stage. Thisalso tells us that preventioneducation is an on-going andnever ending process. Thepublic only listens to informa-tion that is pertinent to them atthe time, similar to a studentasking “what is going to be onthe test”? We have to make surethat we offer a variety of safetyprograms and that they are fre-quently repeated. Injury preven-tion covers many mechanismsof trauma. The Ohio State Firefighter’s Association (OSFA)was organized in 1938 in Mt. Vernon, Ohio byfirefighters who had the interest and the welfareof all firefighters in the State of Ohio in mind.The OSFA has benefited more firefightersthroughout the State of Ohio over the years thanany other group. The association membershipvoted, in August of 1985, to change the name ofthe association to the Ohio State Firefighters’Association due to the ever increasing number ofwomen joining the fire service, EMS and ourAssociation.

Membership Dues

The dues in the Ohio State Firefighters’Association are payable to theSecretary/Treasurer. Beginning in 2006, duesare $75.00 per year for each organized firedepartment or fire brigade. A five-year depart-ment membership is available for $325.Individual memberships are available for $25.00.The yearly rate for Dealer/Corporate/EquipmentSales Groups is $75.00.

A YOUNGSTOWN FIRE TRUCKROLLS OVER AFTER BEINGINVOLVED IN ACCIDENT ONOAK STREET ON ITS WAY

Saturday, March 5, 2011 The three firefighters on truck

were all taken to hospital.Monday, February 14, 2011 PlainTownship Fire Department officialssaid no one was hurt when thedepartment's ladder truck hit anicy patch early Wednesday morn-ing, causing it to hit a tree.

Firefighter Jason Miller lostcontrol of the truck while navigat-ing a driveway at the WindingHollow Country Club, located at6140 Babbit Road, while respond-ing to a false alarm around 10 a.m. Feb. 2.

Miller and three other firefight-ers on the truck were unharmed,but the truck's ladder bucket wasbent during the collision, said FireChief John Hoovler.

It isn't yet known if the truck'ssuspension was also damaged.The collision occurred at lowspeeds, Hoovler said."They tried tomake the turn and slid off off theroad," he said. "The back end hitthe tree and the front end hit theice." The crew was responding towhat turned out to be a malfunc-tioning alarm, indicating that firesprinklers had been activated atthe golf course.

False alarms can occur for avariety of reasons, includingimproper servicing, electronic mal-functions and alarms that are acci-dentally tripped, Hoovler said.The truck was towed to SutphenFire Trucks in Springfield forrepairs. Officials said repairs couldtake several weeks. In the interim,mutual aide ladder trucks from

surrounding communities will sup-plement emergency response teamsin New Albany and Plain Township.

Damages will be covered byinsurance. An estimate of the costof the repairs is not yet available,but Hoovler said the incident repre-sents "a small loss for the town-ship." Large vehicles, such as firetrucks, are susceptible to wintryroad conditions, he said. "Once youlose control of a fire truck it justgoes where it wants to," he said."You get 60 thousand pounds goingin one direction, and steering does-n't change a thing. It goes where itwants, and when it hits, it hitswith a lot of force." Trustees recom-mended that a safety committeereview the incident. "Sometimes theformality of having a review processand working with everybody helpsto keep something from happeningagain in the future," said TrusteeDave Olmstead. �

THREE FIREFIGHTERS HIT BY A CAR ON

INTERSTATE 480 WEST

Sunday, March 6, 2011 The firefighters were responding

to an accident on I-480 west nearLee Road, when the accidentoccured. The three men were nextto the fire truck that was blockingthe lane closest to the medianwhen they were injured.

A driver drove in between themedian and the fire truck, hittingthe three firefighters.

The Cleveland Fire Departmentsaid that the fire fighters are infairly stable condition, but one hassignificant lower body injuries andmay need surgery later on today.

The driver that hit the firefight-ers was also taken to MetroHealth

Medical Center. The crash is underinvestigation. �

FIREFIGHTER RECOVERINGFROM SECOND AND

THIRD-DEGREE BURNS

Tuesday, March 15, 2011 A firefighter is recovering from

second and third-degree burns hesuffered in a blaze early Tuesdaymorning on the Columbus, OH'snortheast side.

The fire happened at about 1:30a.m. at a home on Arbury Court.

A couple sleeping in the housewas awakened by smoke detectorsand escaped without injury.Firefighters were battling the firewhen one of them, Lt. Gary Moore,became trapped in an upstairs bed-room. Other firefighters managedto get him out, but not before hesuffered burns to his face.

"My face was burning, as youcan tell," Moore said. "I was justscreaming and my crew came inand got me out." �
