Do we treat people differently because they are poor? You will join your peers in answering the big questions facing our network. The answer is within the seemingly small things you do every day. Lindsay Marsh National Community Action Partnership 10:15am-12:00pm Kiamichi Using ROMA for Continuous Quality Improvement (CQI) (3 part session) Part 1 – The Performance Management Framework and the Role of Data We believe that the Community Action Network is ready to consider moving from having theoretical knowledge about ROMA and how the phases of the ROMA cycle are woven together, to creating a concrete pathway toward improving ability to achieve results. This includes understanding the difference between knowing that something needs to change, knowing how to change it, as well as routing continuous quality improvement activities. Join this interactive workshop to discuss the collection, aggregation and reporting of data, and how to put the information gleaned from your data analysis to work for you. Leave the session with an increased understanding of the level of detail needed to identify where the action points are that will produce an impact on your agency’s management and accountability practices, with ideas on creating your own Impact Pathway Plan, and tips for using scorecards to monitor your agency’s progress to achieving results. Debbie Morey Professional Counseling Solutions, PLLC 10:15am-12:00pm Plaza South “Sales Tax in Oklahoma: What taxes nonprofits need to be charging as well as paying” If they’re not careful, nonprofits that are recognized by the Internal Revenue Service as “tax exempt, non-profit organizations” can fall into the trap of thinking they’re exempt from paying and collecting taxes of any kind. Months or even years later, they’re in for a rude awakening when the tax man comes to collect. In this presentation, Tony Mastin, a tax attorney and the former executive director of the Oklahoma Tax Commission, reviews what it actually means to be recognized as a “tax exempt non-profit organization,” the various types of taxes administered by the Oklahoma Tax Commission, and the types of taxes that nonprofits should be paying and collecting in Oklahoma. For nonprofit CAAs, venturing into the social enterprise space can feel like entering into a brave new world. This workshop will build on the case study CAPLAW developed in 2016 about Pace Community Action Agency in Vincennes, Indiana, and its experiences and challenges developing businesses that both align with its mission as well as foster innovation within its workforce. We will also discuss developing businesses based on a CAA’s core strengths and mission, structuring social enterprises for flexibility to grow while protecting programs from liability, unrelated business income tax (UBIT) issues, and potential conflicts of interests between the CAA and its related for-profit entities Veronica Zhang CAPLAW 10:15am-12:00pm Plaza South Managers as Coaches Metro Tech 10:15am-12:00pm Red Carpet “Opportunity Zones and Other Tax Incentives for Nonprofits” The tax reform package approved at the end of 2017 included a new tax incentive designed to incentivize investments in low-income communities. “Opportunity Zones” have become a buzz word in both the nonprofit and for-profit communities. What does it all mean? Nonprofits are often “first movers” in low-income communities and can use this new incentive to help fund their projects. Foundations can also partner on these projects with their donors who benefit from this incentive. During this session, attorney Cheryl Denney will discuss the practical implications and legal requirements of the Opportunity Zone incentive as well as give a general overview of other tax incentives that can be combined with Opportunity Zones to provide more benefits to low-income communities.
