President’s Message

Dear friends and supporters,

It was my pleasure to be appointed Interim President of Okefenokee Technical College in April 2012 when the current president, Dr. Gail Thaxton, was named President of North Georgia Technical College. It is also my pleasure to report the accomplishments of OTC for academic year 2012. Last year was quite eventful, beginning with the transition from a quarter to semester system. Implementing a semester system better aligns OTC’s calendar with other school schedules, allowing more high school students to participate in OTC’s dual enrollment program and allowing more OTC graduates to transfer without delays.

Also in AY 2012, the State Board of the Technical College System of Georgia (TCSG) voted to approve the Georgia Higher Education Completion Plan. Approval of the plan set in motion a collaborative effort between the TCSG and University System of Georgia (USG) to build and reinforce seamless education pathways, resulting in a new transfer agreement that will allow additional courses from TCSG-accredited colleges to transfer to all USG degree-granting institutions. This agreement has expanded from five courses to seventeen.

Finally, in an effort to assist students with additional out-of-pocket costs associated with new HOPE regulations, OTC provided further financial assistance through a book loan program, private student loans, and the NelNet Tuition Repayment Plan, a program that assists students with paying tuition and fees by enrollment deadlines.

Okefenokee Technical College’s Economic Development Division promotes and supports the overall mission of OTC through community-based extension and outreach services. The program is an avenue for identifying the needs of the communities within OTC’s service area and pinpointing ways to meet those needs. Services include continuing education, customized programs to meet an organization’s specific needs, and other community-based programs and services.

The Adult Education Program at Okefenokee Technical College is specifically designed for adults who need assistance with academic skills. Programs offer flexible schedules that meet the needs of any individual who wishes to participate. Classes and supplies are free of charge. Students who obtain their GED® and go on to further their education receive a $500 voucher for continuing their education.

Campus Highlights

ENHANCED ACADEMIC & LEADERSHIP OPPORTUNITIES FOR STUDENTS• Used REACH Grant funds to purchase Tandberg Distance Learning

Equipment, providing distance education courses via video feed

• Established an Activity Fund Council to oversee and approve student

organization budgets

• Created a Math Learning Support (LS) Redesign for fall semester,

giving students in those courses the opportunity to accelerate

completion of LS

• Signed articulation agreements with two 4-year institutions

• Boosted seamless education with new mini-core agreement

between TCSG & USG

ENHANCED STUDENT SERVICES THROUGH TECHNOLOGY• Implemented a student debit card program that provides students

with pre-loaded debit cards containing financial aid balance

• Expanded wireless network coverage to 98% on the Waycross

Campus and added wireless services on the Alma Campus

• Added 911 call boxes for added security

• Installed a video security system on the Waycross Campus


IMPROVED FACILITIES • Renovated a wing of the Rodney Moore Building, creating an office

suite for administrative services staff

• Renovated the student commons area of the 400 building to create a

“Cyber Café” for students

• Renovated the 600 building transforming the former childcare center

into an Economic Development Training Center

• Equipped a room in the new training center for a state-of-the-art

testing lab

• Completed Stage Two of Alma Campus renovations (painting &

signage) & opened cosmetology services to the public

• Poured a sidewalk to tie the 500 building to the adjacent sidewalks

• Erected a concrete block blast wall around the transformer in the

courtyard on the Alma Campus for safety

• Renovated an area in the Early Childhood Care & Education

classroom, making it an office

INCREASED FINANCIAL ASSISTANCE TO STUDENTS• Enhanced the Book Loan Program

• Implemented the NelNet Guaranteed Tuition Installment Plan

IMPROVED PROCESSES• Began the reaffirmation process of SACSCOC accreditation

• Purchased and implemented Cold Fusion software, enabling the

college to begin automating internal processes, including annual

planning and assessment

• Implemented EZ HR Web System, an integrated Web-based

applicant tracking system that assists with recruiting and hiring

• Purchased Raiser’s Edge Software, which will facilitate online

marketing, business relationships and partnerships, payment

processing, alumni tracking, reporting, and fundraising

• Established the Quality Enhancement Plan (QEP) steering committee

and began first steps

March 2, 2012 - Area community leaders and educators volunteered their

time to serve as competition judges, timekeepers, and administrators in

support of OTC and Phi Beta Lambda (PBL). The conference was hosted

by the OTC PBL chapter and held on the Waycross campus. All schools

south of Macon are in the South District.

designed to create greater awareness

The Rick Perkins Award for Excellence

in Technical Instruction honors technical

education’s most outstanding instructors.

The award has been an ongoing statewide

event since 1991 and is designed to

recognize and honor technical college

instructors who make significant

contributions to technical education through

innovation and leadership in their fields.


SkillsUSA - NationalDeidre Durance placed 1st in Technical Computer Applications at the

SkillsUSA state competitions and competed at the National Competition in

Kansas City, Missouri, in June, where she brought home the top award - gold.

Congratulations, Deidre!

PBL - NationalEight PBL members attended the organization’s National Leadership

Conference in San Antonio, Texas, June 24 – 27, 2012. Four placed

in one or more categories, earning a place at the winner’s podium.

OTC brought home six awards, including a team award and an advisor

award. Congrats!

TOP COMPETITION WINNERS

SkillsUSA - StateSeventeen students represented OTC’s SkillsUSA organization at the Georgia

Leadership and Skills Conference March 15-17, 2012. The group returned with

five awards. Great job!

PBL - StateFourteen OTC Phi Beta Lambda (PBL) students competed at state

competition April 13-14. The group of outstanding students came home

with ten awards. Wow!


OTC Board Is Recognized OTC’s Board of Directors was recognized at the TCSG 2011 Leadership

Conference as 100% board certified. OTC President Dr. Gail Thaxton

accepted the 100% Board Certification award on behalf of Board Chair John

Pharr and the other directors.

SPECIAL AWARDS

OTC Foundation Is A TCSG Role Model Foundation BoardThe OTC Foundation was recognized at the TCSG 2011 Leadership

Conference as a Role Model Board. Foundation Chair Larry Paulk and OTC

President Dr. Gail Thaxton accepted the certificate on behalf of trustees.

Automotive Technology Gunk Award Automotive Technology student, James Watson, was chosen as

one of the five finalists in the Gunk Serious Solutions Challenge.

He received a $3500 scholarship and an all-expense paid trip to

the Specialty Equipment Market Association (SEMA) Show in Las

Vegas. His instructor, Larry Carr, also received an all-expense

paid trip to the show. The Gunk Ultimate Challenge took place

November 2, 2011.

Budget In FY 2012 the Georgia Department of Audits announced the results

of the FY 2011 Agreed Upon Procedures. OTC received a superb

report. The results included no findings, questioned costs, or points of

discussion.

Instructional/Program ExcellenceAutomotive Collision Repair Program completed the renewal

process for program accreditation through the National Automotive

Technicians Education Foundation, Inc. (NATEF) and demonstrated

the program continues to meet the requirements for the NATEF Master

Accreditation—the highest level of achievement for this organization.

The OTC Foundation provided financial assistance to 363 students and awarded

$56,964 in scholarships and grants in 2011.

FY12 INTERNAL CAMPAIGNThe Foundation kicked off its internal campaign July 5 with a staff breakfast and a 1% Club ice cream social.

2011 TOOLBOX SCHOLARSHIP GOLF TOURNAMENTThe Okefenokee Technical College Foundation 2011 “Tee It Up For Tools” Toolbox Scholarship Golf Tournament was another fundraising success for OTC and the community. The tournament, held November 4 at the Okefenokee Country Club, drew 60 players and 31 sponsors. “We appreciate the tremendous support from so many people for this event each year,” said Foundation chair, Larry Paulk. “A priority of the OTC Foundation is to provide financial assistance to students through academic and need-based scholarships. Thanks to Foundation supporters and volunteers, we raised $10,597 for toolbox scholarships.”

MANY THANKS TO OUR FEASIBILITY STUDY PARTICIPANTS!Over 80 business and community leaders participated in a one-on-one interview with a Clements Group consultant as part of a feasibility study for OTC. Participants reviewed a preliminary case for support and answered questions about academic initiatives, services, and OTC, in general. Survey results will be used for College and Foundation strategic planning.
