PROJECT TEAM UPDATES (AB)

• Declan Kelly has now left the project and in his place Jason Beard has been appointed as Project Manager

• Muse has appointed a main contractor - McAleer & Rushe (MAR) - for the construction of the new building.To be introduced later in the presentation

• MAR will be involved on the project with immediate effect - progressing enabling works to secure start onsite end August when current demolition works complete

• O’Keefe will be retained by MAR to continue and demolish the existing basement

COVID-19 UPDATE (AB)• Team continues to work in accordance with latest revisions

• 29 May - there was 1hr stand down and a meeting with all operatives to re-emphasise importance of compliance

• O’Keefe has placed additional COVID-19 site signage around the site to reinforce the message

• Operatives need to observe social distancing rules – within the site as much as possible, and certainly when outside the site

• We would also ask residents to observe social distancingprotocols when voicing their complaints directly with staffon site

ACTIVITIES (AB)

• Soft strip - nearing completion in advance of main structure demolition starting

• Asbestos removal – nearing completion

• Hoardings – installation underway, due to be completed

• Scaffolding:• rear elevation that faces neighbours’

gardens completed at upper levels• side and front elevations will follow

installation of hoardings• noise, dust and vibration monitoring

MAIN FRAME DEMOLITION (AB)• Scheduled for 29 June commencement - once full scaffold

sheeted envelope is in place and neighbours are as shielded from noise, dust and vibration as we are able to achieve

• When roof slab demolition starts, excavators will operate 8:30am – 11:30 am and 1:30pm- 4:30pm. There will be a break in activities from 11.30am until 1.30pm (this scheduling differs to as previously reported to respond to resident concerns. These scheduled times can be reviewed once works are underway.)

As a reminder:

• To be carried out using small excavators that will be craned onto the upper floor (we will use the same mobile crane as we did previously in May)

• Building materials will be broken down and pushed down the existing lift shafts and taken away from the site in covered lorries

• This process allows noise, dust and vibration to be well managed using water based dust suppression systems so the impacts on our neighbours are kept to the absolute minimum

• As the building is gradually demolished floor by floor, the sheeted scaffold envelope will also be reduced in height

RESPITE SPACES (AB)

• As part of earlier phases of Your New Town Hall, Muse provided respite facilities for those who met specific criteria (permanent home workers and the elderly/health vulnerable) in properties that were most impacted

• Regarding Olive Morris House, Muse and Lambeth Council are currently exploring the potential to provide safe respite spaces

• Provision of any respite space will be subject to Covid-19 lockdown and social distancing rules

• Muse Developments will provide a further update on this in due course

VEHICLE MOVEMENTS

UPDATE (AB)• Issues with accessing/ exiting the site has led to some exit-

route divergence from the CEMP

• Resolution: parts of two parking bays (on opposite sides of Hayter Road) have now been suspended until 26 August -suspension will be reviewed with the main contractor as they consider access requirements

• Human error: where drivers have very occasionally diverged from the access plan, banksmen are always available to manage access corrections safely

• Whilst no commercial vehicles are to be parked on adjacent streets or left idling, there will be isolated times when O’Keefe has large plant delivered to site (e.g. a mobile crane to land demolition plant on the roof) or when they simply cannot get large plant into the rear building access and it would need to be tracked into site

PARKING AND ACCESS

UPDATE (AB)

• Whilst social distancing regulations still apply, we continue to operate our previously advised strategies for our workforce accessing their workplace both with regard to timing and methods

• Hayter Road parking bays have been suspended – as mentioned in previous slide

• No footpaths to be closed

• O’Keefe is now providing a 2 weeks ‘look ahead’‘Neighbourhood & Community Care’ newsletter

• This is circulated ONLY to those registered with GLHearn to receive more information

• Newsletter provides daily detail of activities to helpresidents plan their week

• In addition, GL Hearn continue to provide ad-hocupdates to registered parties when there areimportant updates

• Website continues to be updated regularly

• Please continue to log all queries and issues with GLHearn (office hours) or O’Keefe (for out of hoursemergencies)

Contractors arriving too early (7am) O'Keefe to confirm site opening times to operatives, and ensure no-one arrives too early. NOTE: the CEMP allows for employees to access the site from 7.30am until 6.30pm

Contractors leaving site during working hours e.g. to go to shops/smoke

O'Keefe reminded team about the CLC guidelines and about not leaving site. On 29 May, there was 1hr stand down and a meeting with all operatives to re-emphasise importance of compliance

Access issues due to concrete slab/ vehicle management – vehicles arriving too early and ops being loud on site

Vehicle access issues onto site due to a concrete slab which is to be removed when hoarding is up. Andy was on site early morning for two weeks w/c 4 May to ensure everything on site was okay/ available to speak to residents

Traffic management/access and exiting the site/ concerns CEMP not being adhered to/noise/vehicles in Beverstone Road

O'Keefe paused vehicle activity and reviewed site access logistics. Hayter Road parking bays have been suspended. Where drivers have occasionally diverged from the access plan, banksmen are always available to manage access corrections safely. As per the CEMP, vehicles can travel along Beverstone Road

Idling vehicles Identified vehicle was not - the vehicle was parked to deliver site hoarding. There will be isolated times when O’Keefe will have large plant delivered to site, and will need to track the material into site. Updates on site activities being shared with residents who signed up for updates, and uploaded onto the website.

Concerns with dust leaving site Investigations showed it was not dust as no immediate demolition was being undertaken in the particular area that was highlighted (rather it was the exhaust of the large machine)

Aggressive and threatening behaviour towards some of O’Keefe’s employees

O’Keefe will now provide GoPro cameras to their gate security staff so they can record their interactions.

ON SITE GANTRY ACCOMMODATION

• A steel scaffold gantry will be installed over the existing Brixton Hill footpath to carry site accommodation.

• The accommodation units will be used as the site office and welfare for the main contractor’s employees.

• It will also allow materials to be safely on- and off-loaded the site while allowing pedestrians to pass safely below.

• During the five days of installation, the footpath will be closed and pedestrians diverted via Beverstone Road to prevent crossing the A23.

• The gantry will be the full length of the site and will be installed during November 2020, remaining until the completion of the building.

• The top right image is the proposed gantry superimposed against the existing building, and the bottom right image is an example of the gantry.

PIT LANE MANAGEMENT• An off loading area called a “pit lane” will be utilised within the A23 Bus Lane. This will be for the period of the works, August 20-September 22

• It will operate between 10.00am and 4.00pm so that the Main Contractor can get materials on and off site safely. Outside of these times it will be removed so traffic can flow normally.

• Pedestrian crossing will be closed and pedestrians directed to the pedestrian crossings North and South of the site for the duration of the works.

PIT LANE MANAGEMENT

• Appropriate and required signage will be installed/place around the site in order to divert traffic and pedestrians, and provide advance warning of the pit lane during the erection of the gantry.

• The pit lane will be open from 10.00am and will remain open until 4.00pm.

• The existing trees will be protected.

• Existing street furniture will be either protected or removed and replaced at the end of the project.
