Strengthening Web-GIS for Guna and Shivpuri districtsand building capacities of district officials to use GIS inPlanning and Monitoring

Background and Introduction:

The need of an up-to-date information in an easily accessible form is always there at the

district level through its various departments for the development of villages and towns. The

activities concerning people mostly get affected by the ever growing population, as well as,

increasing pressure on the existing infrastructure. The concerns of the people in villages and

towns do require attention of district administration and intervention in departmental

functions related to education, health, food and civil supplies, animal husbandry,

anganwadis, police, etc. These are very crucial and important functions which require

regular monitoring and meticulous planning. This necessitates a good backup of up to date

information that should be easily available to its user whether govt. or NGO or an individual –

say, on public domain.

UNICEF had rightly initiated an activity with NCHSE in 2012, of generating Web based MIS

for meeting such information demand for direct and efficient use to support the district level

activities. The districts of Guna and Shivpuri in M.P. were selected on pilot basis. A latest

form of information presentation i.e. Maps and GIS was embedded to make sure that the

information is more easily viewed with respect to location of objects associated say villages

or service activity centres. Involving the media of internet, a Web-GIS was finally

conceptualized and developed through a joint effort of UNICEF and NCHSE by December,

2012 and was also released for general use.

The software development for the system was performed by NCHSE IT team as per the

needs and the data received from the departments was merged into the system. Maps of

village level boundaries were included to showcase the information with special features of

data view and data queries to make the information further more usable by the endusers.

The departments taken in the first phase were: Health, Education, Women & Child

Development, Food, Panchayat, and Census, 2001. The maps were digitised and attached

with the departments’ databases.

Soon after the launch of the system formal training was also provided to the DPMUs at the

districts with an aim to equip them for support of district functionaries for using the system.

Later, in early 2013, in background of observations on scope and applicability of the Web-

GIS, its usage levels as also stakeholders’ ability to manage the system, and the need to

update/validate the data as well as to build awareness amongst end-users/stakeholders, a

second phase of the project was proposed by NCHSE to UNICE. It was envisaged that the

project would help to:

- Enhance the dimension of the Web-GIS through addition of few more relevant

departments’ themes.

- Update the system with the data of Census of India, 2011 on release in mid 2013

replacing data of Census of India, 2001.

- Make the Web-GIS more robust and featured through partial maintenance touches.

- Impart basic skills to the stakeholders to manage the system on long term basis.

- Build better awareness about the usefulness of the system through additional and

organized efforts.

In April, 2013 the project was approved by UNICEF under the small scale funding with

starting date as 10th April, 2013.

NCHSE was thus once again entrusted the important task of managing this ‘unique Web-

GIS’ ever developed in the State and also to ensure skill up gradation of stakeholders for

updating the system on regular basis. The objectives of the project included:

1. Validation of earlier merged data – in previous round Sept.-Dec.2012.

2. Modification for adding new layers of department wise information and formats.

3. Integrating Census, 2011 data at village level in both the districts.

4. Building capacity in both these districts of the district/block level officials for efficient

use of the system.

The following activities have been completed in October-December, 2013:

1. Data validation/verification of departmental data.

2. Modification of system by adding layers/reformatting.

3. One day orientation programmes at Shivpuri and Guna for stakeholders in the

districts.

Data validation / verification of departments data

Data validation/ verification being a very important stage of the present assignment

which is carried out by NCHSE for greater utility and acceptability throughout the

State. Shivpuri has 8 blocks whereas Guna district has 5 blocks and the process of

data validation/verification continued in both the districts through its concerned

departments. This task depends how quickly the information/ data is received from

the concerned departments of all the blocks of both these districts. Most of the

information/ data of departments, coming with the support of DPMU in each of district

is also validated at the respective levels.

Modification of system by adding layers/ reformatting

The new layer of Tribal Department added in Web-GIS of Shivpuri district. The

Anganwadi, Education, and Health data has been revised by Department, so this

revised data also replaced in existing layer with new format in Shivpuri District.

Orientation programme at Shivpuri for stakeholders in Shivpuri district

The event of thematic orientation for Shivpuri District was organized on the 11th

December, 2013 at Radiant Group of Institutes, Shivpuri, with an aim to apprise andeducate the stake holder departments and their staff within the district in line with theobjective of handing over and ongoing management of the system.

The DPMU Officer Mr.Santosh Singhpresented overview ofthe system andobjectives of theproject.

The presentation of the DPMU web site to the participants, as developed by NCHSE

and UNICEF, was made by Shri Avinash Shrivastava. This included defining of GIS,

GIS maps and Web form of GIS with its structures and advantages. The participants

were explained about viewing of maps on website, opening of the layers of maps,

accessibility to the data attached on maps, searching of the village on website,

creation of a village Profile, and, most importantly, solutions for the generated query.

Interestingly, hands on session continued

with the demonstration of website.

In the post lunch session, data base and its formats were discussed. DPMU and

NCHSE teams explained all these things. A few of the departments suggested some

changes in the attached data on website which were readily accepted.

The programme ended with a

After the completion of orientation programme, NCHSE team shared with the DPMU

members about the editing of data files of maps and to upload these on website

through FTP and MYSQL software.

Orientation programme at Guna for stakeholders in Guna district

The event of Thematic Orientation for Guna District was organized on the 16th

December, 2013 at Zila Panchayat Meeting Hall and hands on Session at Akhre Institute,Dwarika Bhawan, Guna with an aim to apprise and educate the stake holder departmentsand their staff within the district in line with the objective of handing over and ongoingmanagement of the system.

After live demonstration, all the participants were very excited for hands on session.

Hands on session started in computer lab after the lunch session.
